FOR IMMEDIATE RELEASE: May 5, 2021

The Board of Control conducted its final meeting of the 2020-21 academic year on Wednesday at the KHSAA Offices, during which time it addressed the football playoff structure after reviewing the results of a recent survey of the membership.

Following a presentation by the Football Coaches Association at its previous meeting regarding its preference for bracketing in the first two rounds of the playoffs, the board directed staff to seek a position from the official spokesperson from each member school (Principal or Designated Representative) per Bylaw 1 via a survey of the football playing schools.

The Board of Control originally changed football bracketing prior to the 2019 season to conduct play intra-district for those rounds, partially due to travel and financial concerns with those contests in prior years. 04/11/21- Reminders about Off-season Team Sport Allowances and Restrictions

With the conclusion of basketball season, member schools are reminded of the regulations regarding off-season play. There have been no additional adjustments enacted, considered or contemplated at this time by the Commissioner’s office or the Board of Control for play by students and participation by coaches. While member schools are expected at all times to adhere to sport mitigation strategies as detailed in the COVID-19 documentation, no further adjustments to Bylaw 23 have been made.

The Bylaw references are Bylaw 23, listed in its entirety at https://bit.ly/2RGO1ZE, Section 1 of this bylaw applies to all sports and sport-activities.

02/22/21- Football Schools Reminded to Submit Spring Practice Date Options for 2021

Per KHSAA Bylaw 23, each school was to originally submit its spring practice dates on or before December 15. With the pandemic, many schools have had a great many interruptions and have not yet submitted dates for this year, if such practice will be conducted. It is a local decision whether or not to conduct these practices at any level, however, if conducted, these practices must follow the progression and restrictions contained in Bylaw 23 as listed below. Failure to submit these dates by the delayed date (for this year only) of March 15 results in the school not being permitted to conduct spring practice. Spring practice may extend (for 2021 only) until May 31.

There is no requirement to conduct spring practice and the earliest any school can choose is March 22 with the rescheduling of the basketball postseason (Monday following district tournament elimination).

The 2020 UK Orthopaedic Surgery & Sports Medicine State Football Finals begin Friday morning at 11 a.m. with the first of the weekend’s six championship games as Kentucky Country Day (10-1) takes on Paintsville (9-2) in the 1A title bout at Kroger Field. Live webcasts of all six games will be available at KHSAA.tv for subscribers to the NFHS Network, with a free audio broadcast available at KHSAA.net.

Tickets for the 2020 UK Orthopaedics State Football Finals are available online and must be purchased in advance, as there is no opportunity for walkup sales at this year’s event due to COVID-19 restrictions. Following the Board of Control meeting on November 18th, the Association has worked to finalize the order of games for the 2020 UK Orthopaedic Surgery & Sports Medicine State Football Finals. The games will be played Friday, December 18th and Saturday, December 19th at Kroger Field with three games on each day.

The order of games and times for this year’s finals will be:

Friday, December 18th

  • 11 a.m. – 1A Championship
  • 3 p.m. – 2A Championship
  • 7 p.m. – 4A Championship

This additional reminder is sent to all schools, including those eliminated from the postseason, in the event that these schools choose to play additional contests as permitted.
Here are a couple of reminders and emphasis points. In reverse order:

  • The Governor’s ordered school shutdown (which was directed at Indoor winter sports) did not make changes to the playoffs and our desire to finish the current season. But we all should be aware that there are a lot of “eyes” on how we execute the playoffs and compliance with public health standards.
  • For that and a myriad of other reasons, a playing rules interpretation is being issued again regarding the public health guidance.
  • As of yesterday, failure by adults and non-uniformed individuals in the team areas in all KHSAA sports to adhere to masks/face covering guidance shall be considered an unsportsmanlike act.

11/19/20 – Board of Control Pushes Back Start of Winter Sports Season to January 4

FOR IMMEDIATE RELEASE: November 19, 2020

The Board of Control conducted its third regularly-scheduled meeting of the 2020-21 academic year on Wednesday and elected to postpone the start of the winter sports season to January 4th by unanimous vote. In congruence with the Governor’s order issued later the same day, official practice for all indoor interscholastic winter sports shall cease on Friday, November 20 at 5 p.m. and is planned to resume on Monday, December 14. This cessation will apply to all indoor interscholastic sports at all school levels, including but not limited to basketball, bowling, competitive cheer, dance, indoor track and field, swimming, and wrestling.

11/07/20 – Start of Football Playoffs Delayed One Week

The KHSAA notified member schools this morning that the start of the football playoffs will be delayed one week in an effort to provide schools and school systems time to review their situations and work with their health departments to determine the best course of action. The first round of the playoffs will now take place the weekend of Nov. 19-21 with no additional planned changes in the playoff structure at this point in time.

In the meantime, schools and school systems should review site strategies, seating capacities, and all other facets of the likely contest(s) during this interim period and certainly remind students that what they do outside of practice and the game field can have a tremendous impact on themselves and those around them. While several pieces of email communication have been distributed, many blog posts, and hundreds of phone calls, it is probably wise to summarize what will happen as the regular season concludes the weekend of November 5-6-7. None of the procedures have changed since earlier notices (with the most recent communication always prevailing in the event of a conflict), however, this will summarize the next steps.

When the last game is played on November 6-7 weekend, and as soon as the RPI is calculated at the top of the next hour, bracketing will begin using the following steps:

10/20/20- Adopted Revisions to Football Alignment for 2021 and 2022, Removal of Scheduling Embargo

At its most recent meeting, the KHSAA Board of Control approved the mid-alignment adjustments to the football alignment for 2021 and 2022. With the school enrollments that were received for 2019-20 (the pre-Covid second-month reports were utilized as specified by the Competition Rules), there were minimal changes to the alignment. There were no geographic moves proposed or approved with the mid-alignment review.

In Class 1A, District 7, Sayre was placed for the 2021 and 2022 seasons and will be a fully scheduled member.

In Class 2A, District 5, Trimble County is returning to the alignment following two-seasons of non-district status. 

In Class 3A, District 5, Jackson County will withdraw from the district for 2021 and 2022.

CURRENT ALIGNMENT OF TEAMS – FOOTBALL – 2019 THROUGH 2022 PLAYING SEASONS

The Kentucky High School Athletic Association shall sponsor postseason competition in football provided that there is sufficient interest of the membership to participate in the said competition. Member schools desiring to participate in KHSAA sponsored postseason competition shall notify the Association office before September 1. The Commissioner shall divide the state into geographic sections within six (6) enrollment-based classes with the approval of the Board of Control. In the interim, newly added or deleted programs will be handled on a case by case basis by the Commissioner’s office.

For the postseason competition, in Class 6A, For playoff bracketing only, the 5th place team in District 1 would become the 4th place team in District 5

The KHSAA is excited to open the nomination process for the Midway University/KHSAA Male and Female Student-Athlete of the Year among Football participants for 2020-2021. Midway University last year expanded its partnership to include both male and female nominations.

This award is based on athletic and academic achievement as well as community service and leadership. The link to the application contains additional criteria and a form to nominate one participant from each 2020-2021 team. Nominations must come from a member school, but can be submitted by an administrator, guidance counselor, or coach. Nominations may only be submitted online at https://khsaa.org/ge35-midway-university-khsaa-female-student-athlete-of-the-year-nomination-form/

The winner will be announced early in the postseason and current plans call for the winners to be recognized at an awards banquet at Midway University in early summer 2021. 10/01/20 – Initial Stat Leader Reports Released for Football, Soccer, Volleyball and Field Hockey

The first statistical leader reports of the season for football, boys’ and girls’ soccer, volleyball and field hockey have been posted at KHSAA.org. The leader reports will be updated every day at approximately 3 a.m., and will include all teams missing stats for no more than two games (one game in football).

With the addition of volleyball in 2019, statistical entry is now available for all sports on the KHSAA/Riherds.com Scoreboard. Statistical entry has the benefit of allowing member schools to highlight and promote the accomplishments of their student-athletes, which should be a priority for all involved in school-based sports.

Statistical entry is required of all member schools, and those failing to meet the requirement to enter stats are subject to penalties, including fines and other actions within the constraints of Bylaw 27. 09/24/20 – NFHS, NFL Announce Partnership to Promote High School Football

INDIANAPOLIS, IN — The National Federation of State High School Associations (NFHS) and the National Football League (NFL) have announced a first-ever partnership aimed at promoting the growth, understanding and support for football at the high school level.

As a part of the partnership funded by the NFL, the NFHS will work to develop and execute a strategic plan with the primary objective of promoting high school football.

A major focus of the NFHS-NFL partnership will involve surveying of state high school association administrators, high school student-athletes, parents, coaches and officials with regard to their experiences in football and the benefits of participation. The NFHS will be working with UpMetrics on various survey instruments as a part of the arrangement.

As reviewed at the July Board of Control meeting, the following procedure will apply to canceled games during the COVID-19 pandemic with respect to the calculation of RPI. These provisions are subject to revision during the pandemic.

  • The Board previously reviewed an adjustment (for 2020-21 only) to standings as well as RPI calculation methods due to possible cancelation of games resulting from the pandemic and local impact.
  • For Field Hockey, Football, Soccer, and Volleyball-
    • In all contests, games canceled due to the pandemic including mandatory quarantines and isolation shall not have a result recorded other than a 0-0 score, and no forfeit fee provisions will be applied.
    • Games canceled for other reasons remain subject to Bylaw 22.

The KHSAA Board of Control held its second regularly-scheduled meeting of the 2020-21 academic year Wednesday morning, approving practice and competition dates for the winter sports and sport-activities of basketball, bowling, competitive cheer, dance, swimming & diving, and wrestling.

Bowling is permitted to practice on November 2. Competitive cheer and dance can begin official practice for its seasons this Monday, September 21 with a gradual segmented approach to activity over the next few weeks. Further details will be distributed to the member schools that allow for the resumption. Both competitive cheer and dance have already seen regional championships moved into the new year per the board’s July meeting. In cheer, these segments will further clarify “stunting” which has been restricted during the pandemic and resumption to play.

08/31/20- Clarifications Around Board of Control Approved Waiver of Bylaw 9

REVISED 9/16/20 PER BOARD ACTION REGARDING BASKETBALL PRACTICE STARTING

As most school representatives are aware of information already distributed by this office following the meeting, the Board of Control approved a waiver of certain parts of Bylaw 9 for this fall. Normally, Bylaw 9 would normally preclude a student who had played basketball at any level (freshman, JV, or varsity) after enrolling in grade nine from participating in an outside organized contest in basketball from the first day of school until the end of the high school basketball season.

Due to the pandemic, students lost the ability to attend potential recruiting events during the summer with events either not being held or with college coaches not being able to attend. Bylaw 9 previously made exceptions for both boys and girls’ basketball team members to attend one-day events on an NCAA campus with specific restrictions.

Draft guidance for a return to play has been published on the KHSAA website under the COVID-19 Information tab and shared with school administrators.  Keep in mind that this guidance is draft as the situation remains fluid as it has been since March and the information is subject to revision. 

Coaches and officials should review playing rules modifications and protocols to assist in preparation for competition and should be flexible throughout this entire process and realize the goal is a safe and healthy return to play for everyone. Keep in mind, just because practice has started, doesn’t mean we relax our emphasis on pandemic health and safety.

08/20/20- Board of Control Upholds Decision to Begin Fall Sports September 7

FOR IMMEDIATE RELEASE: August 20, 2020

The Board of Control held a virtual Zoom meeting Thursday morning, affirming its July position by a 16-2 vote to begin practice for fall sports on August 24th with competition starting the week of September 7th. The Board considered two other motions during the meeting, both of which would have delayed the start of the fall seasons to varying degrees, but neither motion received enough support for adoption.

The fall sports of Field Hockey, Soccer, Volleyball, Cross Country, and Football can begin official practice August 24, with a restriction of 7.5 hours of practice during the first week (as previously approved by the Board) and full practice starting Monday, August 31.

08/18/20-2020 Football Rules Clinic Available Online for Officials and Coaches

The mandatory Online KHSAA Rules Clinic for the sport of Football is now available. The clinic is required of all officials as well as all coaches, varsity, junior varsity and freshman, and whether or not the coach receives pay.

Because of the nature of current events as well as rules changes, coaches you are likely placing your team at a competitive disadvantage if you delay/put off/procrastinate the completion of this clinic. Officials, your failure to stay on top of these key provisions will likely lead to administrative errors.

08/10/20 – NFHS Officials Part 2 Exam Now Online for FB, FH, SO & VB

We hope our officials continue to be safe and healthy as we continue a return to sports. 

Please note that the NFHS Part 2 exams for licensed officials in the sports of Football, Field Hockey, Soccer, and Volleyball are now available online. The Part 2 exams, required for postseason eligibility consideration, will be open until Tuesday, Sept. 8 at 11:59 p.m. (ET).  

The tests will automatically close on Sept. 8 at 11:59 p.m. (ET). Login at https://officials.khsaa.org/authorize/ to take the test. A minimum score of 80 on the exam is required to be considered for assignment to officiate postseason play.  The exam is also used for advancements in levels of classification.

First-year officials are not required to take the exam, however, if any first-year official has completed licensing requirements, the test may be taken.

07/28/20- Board of Control Approves Fall Sports to Begin Practice August 24

The Board of Control conducted a virtual meeting Tuesday morning via Zoom, during which time it addressed the future of the 2020 fall sports season. With 17 members voting in favor (and one member abstaining), the Board approved a plan to leave fall sports in the fall and begin official fall practice on August 24th in Cross Country, Field Hockey, Soccer, Volleyball, and Football, with the first date of competition set for September 11th for Football and September 7th for the remaining fall sports.

07/27/20 – Student-Athlete Participation Rises for the 3rd Straight Year to New Record Totals

Student-athlete participation increased for the third-straight year in Kentucky High School Athletic Association sports and sport-activities to reach record levels in 2019-20. A total of 107,166 rostered participants competed across the KHSAA’s 13 sports and six sport-activities according to information submitted by the membership, surpassing last year’s then-record total of 106,931. Football was one of 12 offerings to show an increase from the previous year, breaking a trend of declining participation for the last three years by adding 202 new student-athletes [freshmen, JV, varsity] during the 2019-20 season to remain the state’s most popular sport with 13,277 rostered participants.

The Board of Control conducted its first meeting of the 2020-21 academic year on July 10 in Covington, examining various issues concerning the restart of school-based athletics in relation to the Covid-19 pandemic. During the course of its meeting, the Board approved a recommendation to extend the guidance and allowances for Segment 3 of the document issued for summer play in KHSAA sports and sport-activities through Sunday, August 2, except for the sport of golf.

    With the announcement yesterday of the recommended closure of all K-12 schools to in-person instruction throughout Kentucky for the remainder of the school year, the KHSAA Board of Control today approved the Commissioner’s recommendation and announcement by unanimous vote that the 2020 state basketball tournaments will not be resumed, while also approving the cancellation of all regular-season practices and contests as well as all postseason tournament championship events for all spring sports and sport-activities for the 2019-20 school year. This means the termination of the Archery, Bass Fishing, Esports, Baseball, Softball, Tennis, and Track & Field seasons. This will also result in the continuance of all provisions of the Coronavirus Dead Period provisions until further notice to the member schools from the Commissioner.

    03/16/20- Update on KHSAA Office Opening/Closing and Staff Availability

    In partnership with our State Department of Education, the Governor’s office, our member schools, the NFHS and similar to many other state associations, KHSAA staff has been directed to work remotely from home until at least April 10 (revised 4/2/20). Administrators will available via email. Our hope is to return to the office for regular hours later in April, however, this is a very fluid situation and could change at any time. Updates will be posted online.

    As of now and through at least May 1, all activity by rostered participants, coaches and those who have participated in at least one practice session for a middle or high school remain shut down as do all athletic facilities in control of our membership.     03/13/20- Spring Football Practice Eliminated for 2020 for High and Middle Schools

    This is being distributed to all KHSAA member schools through the Principal, Superintendent, Athletic Director, Designated Representative. This notice also applies to any middle school (any participants grade 5-8 competing in any way with students enrolled in grades 6-8) with a football team in Kentucky. Superintendents are asked to forward this information to all possible middle school representatives to ensure accurate communication.

    Effective immediately, the allowances contained in Bylaw 23 for high schools as well as 702 KAR 7:065 for middle schools, that allow for spring football, are hereby eliminated for the 2020 spring period.     02/06/20 – Additional Timing Changes on Play Clock Approved in High School Football Rules

    INDIANAPOLIS, IN (February 6, 2020) — In an effort to eliminate a potential timing advantage gained by the defensive team in high school football, the play clock will be set to 40 seconds – effective with the 2020 season – when an official’s time-out is taken for an injury to a defensive player or a defensive player has an equipment issue.

    This change was one of six rules revisions recommended by the National Federation of State High School Associations (NFHS) Football Rules Committee at its January 12-14 meeting in Indianapolis. All recommended changes were subsequently approved by the NFHS Board of Directors.

    02/03/20- Football Scheduling Moratorium for 2021, Reminder that Contracts for Football for 2021 and Beyond Cannot be Signed at this time

    For some reason, we have received several reports of schools prematurely scheduling contests for 2021 and beyond in football. Please remember that until the alignment for 2021 and 2022 is finalized (after receipt of the 2020-21 enrollment figures in late 2020), no contract that is signed will be valid. As has been the case for many years, the four-year alignment has a two-year adjustment based on significant changes in enrollment, which could result in substantial change.

    Because of the ripple effect of any change in alignment, no school may sign a contract for 2021 until the Board of Control has finalized the 2021 and 2022 adjustments. Once any adjustments are finalized this fall, the clearance will be given from the office. This includes any potential adjustments to the district scheduling grid.

    Consider this as an official moratorium on signing any contracts until all changes are finalized.

Of the 938 licensed officials in football, Shaun Williams (Lewisport), Jordan Tarrence (Lexington) and Gary Wise (Louisville) were chosen as finalists with Williams selected as the 2019 KHSAA Football Official of the Year.

    The KHSAA will honor the top licensed officials for the 2019-20 season during the course of the year, with the honorees for each sport chosen in the weeks immediately following each respective sport’s championship. Finalists in each sport are selected through a combination of not only on-field/court performance but local association activity and leadership, training efforts and the mentoring of newer officials.

    12/09/19- Football Schools Reminded to Submit Spring Practice Date Options

    Per KHSAA Bylaw 23, each school must submit its spring practice dates on or before December 15, 2019, for the spring, 2020 spring practice period. Failure to submit these dates by December 15, per the Bylaw, results in the school not being permitted to conduct spring practice. 

    Once submitted, these dates cannot be changed without request of the member school Principal, and only then, to a period starting with the Monday following the last date of the originally adopted Spring Break for the school. There will be NO extensions due to coaching vacancies, etc. THE SETTING OF THESE DATES IS A FUNCTION OF SCHOOL CALENDAR AND NOT PERSONNEL.

    Thanks to all who have ordered advance tickets for all six games of this weekend’s UK Orthopaedics/KHSAA Commonwealth Gridiron Bowl State Football Championships.

    The orders were finalized today (12/4) and are no longer available as a set of tickets. We wanted to remind each of you that tickets for this weekend in the club level seating that were sold directly by the KHSAA are not mailed, but are to be picked up at Ticket Gate 9.5 on the South Side of Kroger Field (nearest Alumni Drive).

    The ticket office at Gate 9.5 will open at least one hour before the start of each game and will be open ninety-minutes in advance of the first game.

    The Board of Control conducted a lengthy review of the recently completed fall sports and each respective championship, while also discussing ongoing operations and issues during the course of its meeting at the KHSAA Offices on Tuesday. Among the actionable items in the meeting, the Board addressed the format of the Swimming & Diving postseason meets and the future placement for Sayre football.

    Over the last few years, staff received multiple requests to restructure region diving competitions due in part to facility issues and a shortage of qualified judges without a connection to a specific school. The situation was exacerbated by the expansion to 40 qualifiers in the state diving competition, with 22 at-large participants potentially leading to competitive issues if there is a perception that the judges are not consistent and objective at each meet.

    It is again time for us to take orders for advance tickets to the 2019 KHSAA Commonwealth Gridiron Bowl State Football Finals. Here are some notes about this year’s finals:

    • The games will be played at Kroger Field at the University of Kentucky in Lexington.
    • Advance ticket purchases INCLUDE parking charges. There will be no additional parking charge for those holding a pre-purchased ticket as any price is included in the ticket fee.

    The first official KHSAA Ratings Percentage Index (RPI) Rankings are now available on the Association’s website (https://khsaa.org/rpi-ratings-percentage-index/) following a thorough development and implementation process. Approved by the Board of Control in January of 2018, the RPI will be incorporated into the football competition rules as a means of seeding Rounds 3, 4, 5. The RPI is simply an informational tool in the other team sports and is provided as a means to increase publicity, interest and promotion.

    The first statistical leader reports of the season for football, boys’ and girls’ soccer, volleyball and field hockey have been posted at KHSAA.org. The leader reports will be updated every day at approximately 3 a.m., and will include all teams missing stats for no more than two games (one game in football).

    The requirement to enter statistics in volleyball is new for 2019, and follows the addition of baseball, softball and field hockey stats to the KHSAA/Riherds.com Scoreboard during the 2018-19 academic year. Statistical entry, which is now available for all sports on the Scoreboard, has the benefit of allowing member schools to highlight and promote the accomplishments of their student-athletes, which should be a priority for all involved in school-based sports.

    08/13/19 – NFHS Part 2 Exam Now Online for FB, FH, SO & VB Officials

    NFHS Part 2 Tests for licensed officials in the sports of Football, Field Hockey, Soccer and Volleyball are now available online. The Part 2 exams, required for postseason eligibility, will be open until Tuesday, August 27 at 11:59 p.m. (ET).

    The tests will automatically close at that exact time. Login at https://officials.khsaa.org/authorize/ to take the test. A minimum score of 80 on the exam is required to be considered for assignment to officiate postseason play.

    First-year officials are not required to take the exam, however, if any first-year official has completed licensing requirements, the test may be taken.

    Any official determined to have been involved in the improper administration of the exam, including taking it for another official or having it taken by another official, will have the score disregarded for the year and be subject to other penalties in compliance with the jurisdiction of the office through the Federal Court Decree.

    08/09/19- Football Contact Practice Reminder

    This notice to all schools that offer football within the Association in response to a variety of inquiries.

    Per Bylaw 23 (Limitation of Seasons), coaches should note that per the bylaw, once the first interscholastic activity occurs in pads (scrimmage or contest), Level “3” Thud or Level “4” Live Action (which are both considered contact) is limited to ninety-minutes per week (not including contests or scrimmages). Specifically within the bylaw, subsection 12 on the third page of the regulation, it states “Beginning Monday of the week the first scrimmage is played by the school, each school may participate in “Thud” or “Live Action” drills and game time simulations (not including contests or legal scrimmages) for no more than ninety-minutes per team, per week.“

    This important rule is not new and applies to both middle and high school play.

    KHSAA staff is aware of the rule change and thankfully, we were part of the discussion. At this point, there are no plans to implement replay for our state football championship games, which is likely the only round in which we would consider it at this time. There is also no current plans to implement replay in other sports as well. It would take considerable research into costs, facility equipment, and needed manpower before stepping into this area. We applaud our peer states for their experimentation in this area and are equally proud that they were able during an experimental period to try the rule at minimal cost. We are also aware that for the future, that “minimal cost” will be changing to market pricing and again, have to ask the question of practicality.

    In its first meeting of the new year on Wednesday at the KHSAA Offices, the Board of Control finalized locations for two spring championships while addressing the future playoff structure for football and continuing its research for future revisions to state golf.

    Per KHSAA Bylaw 23, each school must submit its spring practice dates on or before December 15, 2018, for the spring, 2019 spring practice period. Failure to submit these dates by December 15 will result in the school not being permitted to conduct spring practice. This deadline is to be rigidly enforced for 2018-19 so do not delay in submitting.

    Once submitted, these dates cannot be changed. There will be NO extensions due to coaching vacancies, etc. The selection of spring practice is solely a function of the school calendar and not personnel.

    The KHSAA’s online media credentialing system for the Fall Sports Championships is now live, and can be accessed by going to credentials.khsaa.org.

    Credentials to each KHSAA state championship event are issued by the KHSAA to working members of the media that regularly cover high school athletics. Credentials must be requested prior to the established deadline for each sport through the online credentialing system (credentials.khsaa.org).

    Credentials should be requested by the sports editor/director for all members of his/her organization needing to attend an event. Credentials for freelance photographers and stringers must be requested by the sports editor/director at the outlet the freelancer will be representing.     Recently, the KHSAA office staff has received several inquiries about football camps and other activities. As the summer vacation period continues, it seems prudent to issue a few reminders to keep everyone informed. None of these procedures have changed (with the exception of the scrimmage limits once contact begins), but with the massive turnover in coaches and the plethora of inquiries and perhaps spreading of misinformation, these reminders are essential.

The Board of Control meticulously considered every suggested change and feedback from its February draft during its May 8 work session, and May 9 meeting.     Every high school hosting a KHSAA football playoff game is again asked to honor all veterans and active duty military at events near Veteran’s Day. This is a great way to recognize our veterans and active duty military and hopefully reinforce the importance of their sacrifices and the meaning of Veteran’s Day.     For the second round of the football playoffs at home sites November 10, each host school is asked to request all veterans and active duty military in attendance to stand and be recognized for their contributions.

    09/01/17 – Reminder about Shortened and Interrupted Football Games

    In light of the large number of calls and emails this week and with the vast amount of turnover in athletic administrators and coaches, a reminder about the Competition Rules is in order for Football. Interrupted games are not new and this weekend’s weather is not our first dose of weather problems.

    Within the playing rules, in an emergency (such as inclement weather where advisories are placed against travel or to seek shelter), teams can mutually agree to shorten any remaining period or terminate the game at any point. If such termination is mutually agreed to, the game shall be recorded as the current score and the game cannot be replaced on the schedule.

    08/08/17-Football Rules Clinic Available Online for Officials and Coaches

    The mandatory Online KHSAA Rules Clinic for the sport of Football is now available following a minimal delay for system maintenance. The clinic is required of all officials as well as all coaches, varsity, junior varsity and freshman, and whether or not the coach receives pay.

    Below is additional information:

    OFFICIALS

    August 8 to September 28 (Officials) – the Football Clinic will be online only and may be viewed at no charge during this period.
    September 29 to October 18 (Officials) – the Football Clinic will be online only and may be viewed for the makeup fee ($30) during this period.
    October 19 to October 25 (Officials) – the Football Clinic will be online only and may be viewed for the makeup fee ($60) per the Bylaw 27 schedule during this period. After this time, postseason penalties per Bylaw 27 will apply.

    08/08/17 – NFHS Announces Football Publication Corrections and Interpretations

    Each licensed official and each head coach have received the NFHS Rules and Case Books by now. Several of you have also purchased the Rules By Topic and other publications from Referee Enterprises.

    You will find the minimal amount of corrections to those publications for 2017 that have been distributed by the NFHS at /football/2017/2017 nfhs football rules interpretations -clarifications – final.pdf.

    KHSAA VARSITY FOOTBALL OFFICIALS

    WIRELESS CREW COMMUNICATION DEVICES – GUIDELINES AND REQUIREMENTS
    With continued changes in technology, communication devices worn by officials are becoming more and more common place. While most understand that these devices can benefit the communication between members of an officiating crew, officials must be prepared to deal with the responsibility for using such device.

    DEFINITIONS

    • For KHSAA varsity football contests, a Wireless Communication Device is defined as a two-way radio with an attached earpiece and push to talk microphone.
    • Other types of communication devices are prohibited and may not be carried by an official during competition.

    GENERAL USE

    • Crew communication devices MAY be used during all games if used in accordance with these guidelines.
    • Officials should be ever mindful that the vast majority of radio systems are NOT secure from the public.

    03/30/17 – KHSAA Revising Office Hours Effective April 3, 2017

    2016-2017 News Releases

    Effective April 3, 2017, the KHSAA will have new office hours. The office will open each day at 7:30 a.m. and close at 4:00 p.m. ET.

    Logistical and traffic issues (both current and anticipated) in the surrounding area near the office, in particular, the opening of the new Frederick Douglass High School have created this necessity.

    We appreciate the understanding of our membership and various constituencies.

    You are invited to the first-ever, Officiate Kentucky Day!

    What is Officiate Kentucky Day?
    Officiate Kentucky Day (OKD) is a one-day gathering of sports and sport activity officials from throughout the Commonwealth to celebrate the officiating industry.  This event allows the KHSAA to partner with the National Association of Sports Officials (NASO) as part of their “state day” program and will showcase nationally known collegiate and professional officials as well as high schools officials to share their knowledge, skills and expertise in officiating.

    OKD will be a lead-in to the National Association of Sports Officials (NASO) Summit that will follow July 30-Aug. 1, also at Marriott Downtown in Louisville.

    12/06/16- Schools Required to Submit Spring Practice Dates

    Per KHSAA Bylaw 23, each school must submit its spring practice dates on or before December 15, 2016, for the spring, 2017 spring practice period. Failure to submit these dates by December 15 will result in the school not being permitted to conduct spring practice. This deadline will be more rigidly enforced for 2016-17 so do not delay in submitting.

    Once submitted, these dates cannot be changed. There will be NO extensions due to coaching vacancies, etc. The selection of spring practice is solely a function of the school calendar and not personnel.
    THE SETTING OF THESE DATES IS A FUNCTION OF SCHOOL CALENDAR AND NOT PERSONNEL.
