		<description><![CDATA[<p>I want to issue a review of items discussed at each of the Board of Control meetings and status of issues. With the Board meeting six times per year, it is critical that the membership be updated on a consistent manner as far as actions by the Board. I realize and applaud the fact that many of them personally update you with regard to undertakings, but I want to be sure all schools are informed. Agenda material and documents can be found online at <a href="http://portal.ksba.org/public/Agency.aspx?PublicAgencyID=4374&#38;AgencyTypeID=1">http://portal.ksba.org/public/Agency.aspx?PublicAgencyID=4374&#38;AgencyTypeID=1</a></p> <p><strong>BOARD MEETING – May 7, 2013</strong><br />The Board met in Lexington on May 7 for the final time this year. The meeting was separated into two sections, committee meetings and a full board meeting. The following discussions and actions were taken:</p> <p><strong>FULL BOARD MEETING</strong><br />The Board heard a comprehensive review of current legal matters as well as prospective legal matters during a short closed session.</p> <p>The <strong>Board</strong> as part of its consent agenda, approved reports concerning:</p> <ul> <li>The minutes of a previous meeting; and</li> <li>A standard report of transfers, appeals, penalties and non-64 hour coaches.</li> <li>The Board also reviewed the Association bills, and approved the interim budget reports including those bills written through April 30.</li> </ul> <p>The <strong>Regulation and Adoption Committee</strong>, chaired by Bill Beasley, continued its review of the Bylaws, and finalized its proposals that will be included. Those proposals include proposals to amend:</p> <ul> <li>KHSAA Enrollment Rule (currently numbered Bylaw 4, to start the four-year count of eligibility upon enrollment in grade nine (9) due to various appeals and court cases where the 8th grade records had been challenged or were not verifiable;</li> <li>KHSAA Transfer Rule (currently Bylaw 6), Add a provision to Section 3 defining athletic advantage to state that it would be considered athletic advantage if a student played on a school or outside team for a particular coach, and then &#8220;followed&#8221; that coach to the coach&#8217;s new place of employment;</li> <li>KHSAA Penalty Rule (currently Bylaw 33), add a possible penalty for a coach or athletic employee violating KHSAA rules, a &#8220;show cause&#8221; penalty, designed to ensure that adults are punished for rules violations that are in fact committed by adults, instead of the students.</li> </ul> <p>The <strong>Regulation and Adoption Committee</strong> discussed several other issues, but has chosen not to present a proposal for the 2013 Annual Meeting including:</p> <ul> <li>The Committee declined to author a proposal regarding changing the definitions contained in Bylaw 13 related to Need Based Aid, but instead directed staff to take the results of the annual survey along with other data and bring back to the Board a different alternative;</li> <li>The Committee declined to author a proposal to amend Bylaw 25 by reducing game limitations in the team sports of baseball, basketball, soccer, softball and volleyball. While many of the members remained concerned that the KHSAA limits exceed most of the limits of neighboring states, it was noted that the data available for games actually played indicated that a majority of the schools are NOT playing the maximum, and appear to be managing the situation. The Committee determined it best to provide feedback to the membership and see if the membership wanted to initiate a proposal;</li> <li>The Committee declined to author a proposal to change the start of football contact practice. The Commissioner reported to the Board that an ongoing survey was being conducted and would be used as part of the work during 2013-2014 regarding alignment to help best determine the necessary changes. Until that work is complete and its full impact known, the committee declined to author an amendment and directed the staff to continue to work with leaders of the Football Coaches Association on possible pre-season proposals to rectify any perceived problems.</li> </ul> <p>The <strong>Regulation and Adoption Committee</strong> took no action on a proposal and request from the Bluegrass State Games to extend a scrimmage exception to the sport of basketball, and offered suggestions for the organizers of the games to retool their proposal and perhaps return to a future meeting.</p> <p>The <strong>Executive Committee</strong>, chaired by Boyd Randolph, discussed a wide variety of issues related to the management and staff of the Association, including an impressive amount of positive feedback from the membership. The Committee then recommended (which was approved by the Board) to approve the following recommendations made by the Commissioner:</p> <ul> <li>After evaluation of the position and the wide variety of positive benefits to bringing counsel inside, continue the agreement to have in-house general counsel;</li> <li>To designate Assistant Commissioner Butch Cope as Associate Commissioner effective July 1, to ensure continued smooth flow of operations in the event of any extended absence by the Commissioner;</li> <li>For the start of the fiscal year and forseeable future, to not fill the vacated Support Staff position that it is currently open;</li> <li>To continue the successful internship program;</li> <li>To make revisions to the staff salary schedule effective July 1, 2013.</li> </ul> <p>The <strong>Audit and Finance Committee</strong>, chaired by Carrell Boyd, also conducted a variety of actions and all were approved by the Board of Control including:</p> <ul> <li>Approval and congratulations on a successful internal corporate sales report (those corporate accounts directly managed by the Association);</li> <li>Approval of an interim report from outside corporate sales team, iHigh, Inc., with a change in strategic direction for long-term, year-round partnerships;</li> <li>Approval of the FY2012 KHSAA Audit (which is posted on the KHSAA web site);</li> <li>A review of the KHSAA IRS Form 990;</li> <li>Approval of a draft budget to allow for operations until a final budget is adopted in July.</li> </ul> <p>The <strong>Individual Sports Committee</strong>, chaired by Stan Steidel, spent a great deal of time reviewing the Track and Field/Cross Country alignment of teams. The alignment was set to expire with the conclusion of the 2012-2013 school year. Following discussion, the Board approved the distribution of a DRAFT of a possible means of dividing the teams into regions with the following highlights:</p> <ul> <li>A desire, like Football, the other sport in classes, to make 1A contain fewer schools;</li> <li>A desire to have the postseason meets in as tight geographic clusters as possible, regardless of the number of teams in the cluster;</li> <li>A desire to continue having the same alignment in Cross Country that is out there for Track.</li> </ul> <p>The alignment has been distributed via the KHSAA web site, with feedback from Principals/ADs expected back to the office. ALL feedback will be compiled and given to the Board in July. At the July meeting, the Board will continue its discussions with the following pertinent notes made to the membership:</p> <ul> <li>With the way track and cross country are managed (mostly without contracts), there is no sense of urgency to get the project finished. The project could be revised multiple times before final adoption, and an implementation date selected at a later time;</li> <li>The last alignment in track went through approximately three iterations before the project was complete. As an individual sport, there are many more variables than are present for the other sport that is classified.</li> <li>While coaches input is valuable, the official input (per Bylaw 1) must come through the Principal or Designated Representative of the school;</li> <li>There remains the option available to the Board to leave the class division system as it currently stands, and simply adjust the schools whose enrollment has changed and place only those schools in new regions;</li> <li>It was reiterated on multiple occasions that the distributed material was a DRAFT and not a final product;</li> <li>The Board will continue its work at its July meeting.</li> </ul> <p>In other business, the <strong>Board</strong>:</p> <ul> <li>Approved its 2013-2014 meeting schedule (which will be online very soon);</li> <li>Awarded the 2014 State Bowling championships to Collins Eastland in Lexington, with a commitment for 2015 based on event success following evaluation;</li> <li>Heard a report from staff on Prime Date Policy Compliance. The Board requested the staff be insistent that ALL available efforts be exhausted by any school who fails to meet the 40% minimal directive;</li> <li>Approved a change in schedule for the Dawahares/KHSAA Hall of Fame Banquet to be held on a Sunday afternoon (April 27 in 2014);</li> <li>Approved a Strategic Plan for the KHSAA through the 2016-2017 school year.</li> </ul> <p>At the end of the meeting, the <strong>Board</strong> heard the following reports:</p> <ul> <li>A passionate report from KBE/KDE rep David Couch on the value of interscholastic sports and the difference it had made in both his life, and the many thousands of others who had participated;</li> <li>A report on the minimal feedback following the Board&#8217;s changes in State Competitive Cheer;</li> <li>Information about the FHSAA legislative situation (Florida); and</li> <li>Information about the IHSAA (Indiana) and its new allowance for participation by home schooled students.</li> </ul> <p>The meeting concluded with heartfelt thanks for outgoing Board of Control members Gene Norris (Georgetown, KDE appointee), Kelley Ransdell (Region 9-16 Female who has accepted employment outside of Regions 9-16), and outgoing member and Board of Control President Boyd Randolph, whose second term had expired. While their contributions were missed, new Board members Gwen Gibbs of Wolfe County and Scott Hawkins of Woodford County participated in a large part of the meeting and through this orientation, will be very successful when they first begin service in July.</p> <p>&#160;</p>]]></description>

		<description><![CDATA[<p><strong>Distance-Measuring Devices:</strong></p> <p>For all KHSAA postseason competition, a player may obtain distance information by using a distance-measuring device that shall be capable of measuring distance only.  If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect play (e.g., gradient/slope, wind-speed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification. This penalty is to be imposed whether or not any such additional function is actually used. NOTE: The restriction on the use of distance-measuring devices that are capable of measuring anything but distance will be reiterated in the published instructions and KHSAA hard card, and golfers directed to not any of the restricted devices while they are on the course. Helpful information concerning the use of these devices can be found on the KHSAA web site at <a href="/golf/">http://khsaa.org/golf/</a>, then click General Information.</p> <p>For all regular season competition involving KHSAA member schools, host facilities are permitted to address the permissive or restrictive use of distance measuring devices, but are not permitted to allow any distance-measuring device that is designed to gauge or measure other conditions that might affect play (e.g., gradient/slope, wind-speed, temperature, etc.) NOTE: Tournament directors are encouraged to take all preventive steps possible including notification to coaches and players to prevent violation, but failure to issue such notice shall not constitute a waiver of the restriction.</p> <p><strong>Communication Devices:</strong></p> <p>For all KHSAA postseason competition, voice communication devices (including all types of cell phones, two-way radios, and other devices) may not be turned on or used by a player, his side or caddie during any stipulated round or match. If used during a round or match, for anything other than at the direction of tournament management or a life or health and safety threatening emergency, the player is in breach of Rule 14-3, for which the penalty is: 1st Offense, Warning, 2nd Offense, Disqualification for serious breach of etiquette. NOTE: The restriction on the use of voice communication devices will be reiterated in the published instructions and KHSAA hard card, and golfers directed to ensure that if the device is in the bag of the golfer for use at the direction of tournament management or in an emergency, it remain in an off position and available solely in emergency.</p> <p>For all regular season competition involving KHSAA member schools, host facilities are encouraged to address the permissive or restrictive use of communication devices, but are not permitted to allow any communication device during play unless it is at the direction of tournament management or a life or health and safety threatening emergency. NOTE: Tournament directors are encouraged to take all preventive steps possible including notification to coaches and players to prevent violation, but failure to issue such notice shall not constitute a waiver of the restriction.</p>]]></description>

		<description><![CDATA[<p>With the University of Louisville hosting regional softball again there have been some <strong>changes to bus parking</strong> that I was not aware of yesterday.  Buses should now park across the street from the Papa Johns Cardnial Stadium in the S lot.  This will actually be a shorter walk to the bus shuttle for the drivers.  </p> <p>Also a reminder to teams (and coaches if you would remind your fans) that <strong>coolers are allowed only in the team tent city area</strong> on the field hockey field.  <strong>Coolers will not be allowed in the stadium stands, nor in the grassy area near the jump pits.</strong></p> <p>Coaches have asked about the <strong>distances for jump boards</strong> in the triple jump event.  In all three classes, jumpers will have the option of distances.  They may use 24, 28, 32, or 36.  Please utilize this information as you continue to practice this week in preparations for the state meet.</p> <p>Also a clarification for <strong>implement inspection</strong>.  Shot and Disc implements will be inspected at the shot and disc area.  </p> <p><strong>Pole vault poles will be inspected</strong> at the pole vault area immediately before competition begins.  At the time of the initial inspection KHSAA mark will be placed on the pole.  The poles will also be weighed in at the venue to be confident that the weight of the vaulter corresponds with the weight specification of the pole being used by the athlete.  Each time the Flight Coordinator calls an athlete up on the runway for an attempt the pole being used for that attempt must be presented for another inspection. A reminder that any athlete using an illegal pole in practice or competition are subject to disqualification from the event.</p> <p>Lastly, lane assignments have been posted on the website.  Coaches will receive a copyof your class only in your team packet, but please encourage fans who would like printed copies to print these at home before the arrive.  Programs and lane assignments will be FREE online this year and can be easily located through the QR codes displayed and available at the stadium to be utilize that day for those who like to be as <span style="text-decoration: underline;">green</span> as possible.  </p> <p>Link to all three classes lane assignments - <a href="/track/2013/laneassignments.pdf">http://khsaa.org/track/2013/laneassignments.pdf</a></p>]]></description>

		<description><![CDATA[<div><span style="font-family: arial, helvetica, sans-serif; font-size: medium;">Beginning in 2014, the KHSAA will re-institute a requirement for officials to attend an instructional camp once every four years in order to officiate various levels of postseason play, with a four-year phase-in period. Though we had talked about the requirement beginning in 2013, we are going to postpone the start until 2014.  The decision was made with several reasons in mind.  With the forming of new officials advisory committee, a directive that came from the KHSAA Strategic Plan adopted this spring, the KHSAA staff realized the it was premature to approve something for this summer without an active review by this group to help standardize officials camps across the sports, and to allow for time to develop training methods and materials.</span></div> <div><span style="font-family: arial, helvetica, sans-serif; font-size: medium;"><br /></span></div> <div><span style="font-family: arial, helvetica, sans-serif; font-size: medium;">We want to make it clear that we encourage officials to find, and go to, a camp this summer. The KHSAA staff may be available to attend those camps for evaluation purposes if invited?, but at this time there will be no camps that will counted for the once every four year requirement that will be implemented next year.</span></div> <div><span style="font-family: arial, helvetica, sans-serif; font-size: medium;"><br /></span></div> <div><span style="font-family: arial, helvetica, sans-serif; font-size: medium;">Assigners are encouraged to continue with the camps that they have planned and officials are encouraged to attend those camps.  </span></div>]]></description>

		<description><![CDATA[<p>THE VALUE OF FOOTBALL<br />Sports are a vital, cultural expression of America. Sports express the American way of life along with the right to vote, the freedom of speech, and the freedom to choose schools and churches. Participation is neither compulsory nor manda &#8211; tory and is not a graduation requirement. Sports do mirror the true character of America and they are filled with vitality, ideals and opportunity. Sports at the high school level have the greatest impact. Football alone attracts more than one million participants.<br />Traditionally, football has played a prominent part in high school athletic programs because it provides many experiences which contribute to better citizenship and to the development of desirable character and personality traits. Participation in practice and games provides players with the opportunity to learn how to cooperate and to sacrifice individual selfish interests for the good of the team. Through football, participants learn to cooperate as members of a team by actually doing it rather than by reading or listening to lectures about it.<br />Competitive experiences on the football field enhances the respect for differences in people and a respect for the individual as a human being regardless of race, color, creed or social position. Participation in football can help establish the principles of good sportsmanship and fair play, while placing a premium on being in good physical condition.<br />Participation in athletics, especially in football, requires physical effort and sacrifice. The participants learn some physical skills such as blocking and tackling, but most important they learn to become tough mentally. Football provides many opportunities to build character under the guidance and supervision of coaches who care more about each individual than they do of enhancing their own position or reputation.<br />Parents and teachers can actually observe the change as youths develop into young adults while playing football. The change is especially obvious as they grow in body strength, maturity and spirit while competing as team members. Participation provides opportunities to learn lessons which cannot be learned either in the classroom or in the home.<br />PLAYING THE GAME<br />The NFHS Football Handbook is not intended to be a coaching or playing manual. The matter of playing skills, systems of offense and defense, along with game strategy, are properly left to the coaching staff. Whether an individual will become a great football player will depend upon natural skills, attitudes, willingness and ability to absorb the instructions and teaching of the coaches.<br />A player must remember that they cannot become proficient unless they have a working knowledge of the rules. Without rules or without proper enforcement of the existing rules, the general atmosphere of the game would be such as to prevent the use of playing skills and strategies which have been acquired. Players must know and be familiar with the rules of the game.<br />The rules are positive. They should not be looked upon as something negative or a long list of prohibitions or requirements which are to be broken when a game official is not looking. The reason there are rules is to prevent an opponent from using illegal tactics to deprive a player from effectively using his/her skills. For instance, it would be difficult to become a great kicker if the defense is permitted to block or tackle immediately following the kick. The rules properly discourage roughing the kicker. Similarly, becoming an outstanding linebacker would be<br />Page 12 History of Game, Rules Part Two<br />nearly impossible if the rules did not prohibit offensive players from holding the defensive players to keep them from getting to the runner. The rules are to benefit all players, whether on offense or defense.<br />If a player cannot gain an objective or a team cannot win a game except by tactics which are unfair or unethical, then both the individual gain and the victory are empty and reflect no credit on the player or the team.<br />While the code attempts by rule and penalty to prohibit all forms of unnecessary roughness, unfair tactics and unsportsmanlike conduct, it is obviously impossible to list every conceivable dishonorable or unethical act which might take place. It is the responsibility of players, coaches, game officials and team supporters to maintain the highest ethical standards. Deliberately violating the rules in the hope or expectation of not being detected is deplorable and indefensible. No true sportsman will violate any of the unwritten rules which exist for the good of the game.<br />The spirit of the game of football lives in effective blocking, aggressive tackling, tireless pursuit, skillful running, passing and kicking, and well-planned game strategy. This positive atmosphere cannot be maintained unless the spirit, as well as the letter, of the playing rules are observed.</p> <p>&#160;</p>]]></description>
