Nominee's Accomplishments at the High School Level in Kentucky:
Ms. Starnes was a standout Track athlete at Todd County Central High School until 1980. She continues to hold the Class "A" State Record in the 100 meter dash (12.2) for thirty three years. She has coached Track for the past twenty-two years.Ms. Starnes was the first female Athletic Director for Crittenden County. She was the 1980 State Champion in the 100 meter, 200 meter, 400 meter, and anchor on the second place 400 meter relay team.
