11/16/22 – Board of Control Approves Items Passed at Annual Meeting, Distribution of Enrollment Information, Wrestling State First Round Site

The KHSAA Board of Control conducted its third regularly scheduled meeting of the 2022-23 academic year on Wednesday in Lexington, approving items passed at the 2022 Annual Meeting of Schools and the authorization to distribute enrollment information to be used in classification upon receipt from Kentucky Department of Education, as well as the recommendation for Atherton to host the 2023 Wrestling State First Round for Regions 1-4.

On Sept. 22, the KHSAA conducted its Annual Meeting at the Central Bank Center in Lexington. Delegates in attendance voted on proposals submitted by the Board for consideration, as required by 702 KAR 7:065 and the annual review of Association rules. The passing of Proposal 2022-01 to amend Bylaw 9 to remove basketball pre-practice restrictions on students in grade 9 and above who have already represented a school was officially approved for 2023-24 adoption by the Board at Wednesday’s meeting. The change will now be submitted to KDE as the next step to implementation.

The Board authorized the Commissioner’s office to distribute enrollment reports from KDE in ranked order once received, allowing football and track & field/cross country schools adequate time to determine if they desire to compete in a higher class. A draft alignment will be prepared for January’s regularly scheduled Board meeting, thus complying with the Board’s approved timeline for a plan of implementation following that meeting.

Additionally, the Board reviewed and discussed the following items:

• A brief report of the Executive Committee-Evaluation/Leadership/Audit/Finance Team approving a budget status report;
• A status report of Bowling Green High School in compliance with the June agreed order;
• A marketing sales update from TPG;
• A review of current officials licensing totals and status of known initiatives, as well as upcoming changes surrounding licensing procedures;
• The status of Bylaw 11 financial aid reports;
• The status of prime date requirement;
• The status of 2022-23 appeals hearings;
• Topics from around the state and nation.

The following items were reviewed for action at a later meeting during this school year

• A discussion of Board strategic priorities and the 2022 Triennial Survey;
• Alternatives for state opening-round bracketing in volleyball and soccer with further discussion in January;
• Parameters for future Golf State First Round hosts to address concerns from 2022;
• The development of a Girls’ Wrestling State Championship beginning in 2023-24;
• The status of the alignment in swimming & diving with efforts to balance the number of competitors in regions while addressing the need for changes to the size of the state field;
• Jenkins’ request to move to Region 14 from Region 15;
• Future options for football RPI class factors;
• 2023 KHSAA Summer Meeting location with plans for holding that meeting in Northern Kentucky.
