The KHSAA Board of Control conducted its second regularly scheduled meeting of the 2022-23 academic year on Tuesday in Lexington, approving an amended sponsorship policy for potential new sports and sport-activities, as well as an expansion of officials licensing.

The threshold to sponsor a new sport will now be 15% participation among all member schools. Based on a membership of 280 (totaled at the time of the most recent triennial survey), 42 schools must desire to participate in a sport for the Board to consider approving a new state championship. 10% of member schools (28) must participate in an existing sport for it to continue, with the currently implemented exceptions for female opportunities remaining in place.

The Board approved a pilot program for 14-17-year-olds to be licensed as KHSAA officials eligible to work non-high-school-level contests. The KHSAA will help to defray the cost of training for these officials and work with local associations on appropriate mentoring opportunities. Background checks will be required once these officials turn 18 years old if they wish to remain licensed.

The Board also reviewed the consideration of potential revisions to the swimming championship format due to facility limitations and the football RPI (beginning in 2023), with much additional work and gathering of data to be completed before implementation. 

Additionally, the Board took the following actions:

  • Approved a working budget report and a review of the terms of the KHSAA’s PPP loan;
  • Considered several reports of ongoing business;
  • Reviewed the approved 2022-23 calendar with requests for any needed clarifications;
  • Discussed potential regional tournament format changes in team sports for regions with fewer than 16 teams;
  • Reviewed a regularly scheduled status update of the Bowling Green High School agreed order;
  • Reviewed an update of the 2021-22 disqualification report;
  • Reviewed the status of Bylaw 11 financial aid reports;
  • Received a detailed marketing sales status report from TPG;
  • Reviewed recently revised KHSAA staff responsibilities.

About the Kentucky High School Athletic Association

The Kentucky High School Athletic Association was organized in 1917 and is the agency designated by the Kentucky Department of Education to manage high school athletics in the Commonwealth. The Association is a voluntary nonprofit 501(c)3 organization made up of 284 member schools, both public and non-public. The KHSAA awards 215 state championships to 51 teams and 164 individuals in 13 sports and six sport-activities, funds catastrophic insurance coverage for its more than 106,000 rostered member school student-athletes, provides coaching education and sports safety programs for more than 12,000 coaches and licenses and facilitates the distribution of training material for over 4,000 contest officials.
