07/25/16 – Important Reminder to Update School Personnel Information
As we approach the start of the sports seasons and school year, it is critical that all schools have coaching lists and information up to date, as well as administrators and non-coaches.
All content in the data system is accessible solely through the school login subdomain at http://schools.khsaa.org/. On that page are invaluable video links to assist with “how to” of the subdomain.
It is critical that you update your non-coach data, such as the Principal, Athletic Director, Superintendent, Bookkeeper, Title IX Contacts and others. The link to update this information is located at http://schools.khsaa.org/admin_personnel/ or click on the link entitled “Maintain School Admin Personnel And Coaches” from the main page at http://schools.khsaa.org/ and then select “Maintain School/School System Non-Coaching Personnel”. A few important notes:
- If a particular position is in Red, it is required to be entered.
- If there are multiple entries for the same position, the cell will be shaded […]
07/25/16 – Reminder about Heat Index Procedures – FB & FH
While the media coverage has been great about our schools and their compliance with the mandated heat index monitoring and activity adjustment protocols, it is important that our Football and Field Hockey programs be reminded of important subtleties within the procedures.
When no additional protective equipment is being worn (i.e Football has on helmet only or Field Hockey does not have the goalie in protective gear), the threshold of 104-degree heat index is the point at which all activity must stop. But it is important as we face the hottest week of the year thus far, that all be reminded that once football adds shoulder pads or the field hockey goalie puts on gear, that threshold drops to 99 degrees. No activity can continue above a 99-degree heat index if that additional gear is being worn. The same is true for any school-based activity in baseball and softball (due to catching gear) at other times of […]
07/11/16 – Important Reminders About the Start of Football Practice
These reminders are critically important as we transition to the start of football practice for the 2016 season. This notice and all provisions supersede any and all previous communication regarding practice rules and regulations.
The following provisions should be noted at all times:
- The complete list of regulations including allowable activities can be found at http://khsaa.org/handbook/bylaws/20152016/bylaw23.pdf or at http://khsaa.org/bylaw-23-provisions-football-practice-regulations/ There are a few notes that all coaches and administrators should keep in mind:
- The first five days must be Level 0 and Level 1 only during acclimation and acclimatization and are limited to one three-hour session per day.
- Each player must have five days in helmets only before being able to add shoulder pads, and those pads cannot be added until July 22. Keep in mind this is a count for each player, not for the team, so players coming out late may be delayed in putting on shoulder pads (after July 21) or other gear (after July 31)
- Beginning […]

07/01/16 – Associate Commissioner Cope Receives NFHS Citation
KHSAA Associate Commissioner Butch Cope was one of eight recipients on Friday of the NFHS Citation for State Athletic and Activity Association personnel. The Citation award is designed to honor individuals who have made contributions to the NFHS, state high school associations and is one of the most highly regarded achievements in high school athletics. Each of the eight NFHS Sections selects an honoree, primarily from among the Assistant and Associate Directors of the various states and those who have served in that position in the past.
Cope received his award on Friday at the 97th annual NFHS Summer Meeting in Reno, Nevada. Cope is the fourth KHSAA recipient of the award since its inception in 1997, following Brigid DeVries (1999), Louis Stout (2002) and Larry Boucher (2009).
Cope is in his 21st year with the KHSAA. He began his tenure as the KHSAA sports information director before being promoted to director of promotions and media relations, then assistant commissioner […]

While many of you as athletic administrators are taking advantage of about the only two “down” weeks of the year with dead period, still others prefer to use this time to begin work on rosters. There will be additional enhancements to the roster and school system that are currently in final development, and schools will be notified later in the summer of those options. However based on several requests, the roster entry has been opened.
The KHSAA system (which is the ONLY system for roster and schedule entry that meets KHSAA rules and requirements), is now back online after our summer roster rollover process.

06/22/16 – Reminder about Equipment Issuance During Dead Period (USA Football)
The KHSAA offices have received several inquiries regarding participation by students in USA Football’s National Development Games. According to their verification letter, there are six different options to attend. We had asked at least two member schools to seek clarifications regarding equipment, but none responded, so today, staff contacted USA Football directly for clarification. Following that clarification, here are the provisions that have been determined. These provisions apply ONLY to 2016, as likely additional restrictions will be added to football rules to clarify (and likely restrict) this for the future years.
- KHSAA member schools may not issue equipment to KHSAA member school students for the July 5 to July 9 camp dates. This is during the KHSAA mandated dead period and KHSAA member school equipment cannot be used for any reason. Athletes attending the camps have an option to rent equipment owned by USA Football during these periods (approximate cost is $60 for necessary gear). The […]

2016-2017 Official Ball Adoptions
Reminder to school administrators about the primary points of the KHSAA and its ball adoption agreements.
In an effort to offset the services and events provided by the KHSAA and eliminate passing on a great deal of additional cost to the membership, the association has long entered into official ball adoption agreements. The provisions of these agreements are similar and official ball numbers are listed in the table below.
The following provisions are in place in each of the listed sports:
- A brand specific requirement is in place. For example, the Select Sport soccer ball is required for all use in postseason play (all levels). However, the ball does NOT have to be the Royale model. Specific models are the choice of the member school, however, the administrators should be mindful that dealer price points will likely be in place to encourage the use of the specific model.
- For all levels of postseason play, the brand specific requirement is in place.
- **Exception […]

04/20/16 – Great Offer From Our Friends at Subway Restaurants
Subway Restaurants has been a proud corporate partner with the KHSAA. In fact, you will notice in most of their stores, a window sticker indicating their support of the great activities of the KHSAA and their partnership.
This year, they are offering to directly help our membership by giving back to the local communities. Many of our schools have a camp for the specific sport, and often get t-shirts printed. Subway, through its ad agency, has a promotional special solely for KHSAA members in the counties listed on the flier at http://khsaa.org/specialprograms/corporatepartners/subway/subway2016shirtpromo.pdf. They have created a system whereby in exchange for a logoed t-shirt for your campers, each camper would also receive a Subway gift card.
Complete details are in the flier at http://khsaa.org/specialprograms/corporatepartners/subway/subway2016shirtpromo.pdf. Please direct all questions to Erin Boedecker at the Asher Agency at the number listed on the flier.
Subway is a proud corporate partner of the KHSAA and the KHSAA very much values […]
04/12/16 – Reminders about Title IX and Participation List Submission
As spring sports are now fully in swing, it is time to remind each of you that the annual reports for Title IX and the Participation List are due on April 30.
- If you have specific questions about Title IX and the law itself, any of our Assistant Commissioners should be able to help get you some assistance. Asst. Commissioner Darren Bilberry (dbilberry@khsaa.org) is our primary contact for your questions related to the law and its interpretations.
- Information Technology Director Rob Catron (rcatron@khsaa.org), as well as almost any of our support staff, can help you with electronic issues including login and report preparation using the online system. The online system will have entry available beginning on Wednesday, April 13 after 8 a.m.
This year, based on feedback from the membership, there have been minimal system changes to make this task easier. Here are the highlights:
- 2015-16 is a REQUIRED student interest survey year for all schools. The T63 form […]
04/04/16 – Reminder about Revised OAG 15-022 Opinion and 7/8 Grade Students
Most school entities have been notified from a variety of sources about an important ruling that came from the Attorney General (KYAG) recently regarding KHSAA Bylaw 4 as it relates to KRS 156.070 (2)(c) (the complete text of KRS 156.070 is located at http://www.lrc.ky.gov/statutes/statute.aspx?id=39992).
The KHSAA had long opined, on advice from the KYAG’s and all parties that have served as KHSAA counsel, that member school Boards of Education and Site Based/School Based councils could not unilaterally restrict the playing of students in 7th and 8th grade on the grades nine through 12 teams or from playing on teams at both levels. The KYAG office had contended through two opinions (OAG-90-87 and OAG 92-98) that by extension, these entities represented the same prohibited groups as specified in the statute (The state board or any agency designated by the state board to manage interscholastic athletics). This prohibition was previously published in the contents of Bylaw 4 […]
04/04/16 – Reminders About Spring Football Practice and Rest of School Year
With more than 80 percent of our football schools setting their practice window for the Monday following spring break, it seems timely to remind every about the rules on practice and equipment. There are no changes for 2016 as these changes were adopted prior to the 2015 season.
The published spring football dates are online as always, located at http://khsaa.org/football/2016/springpractice2016.pdf. There are no provisions to change submitted dates (only in an emergency request from school administration). Per the bylaw, the only change permitted is to start the three-week (19-day) window on the Monday following the ORIGINAL published spring break week. Remember, scheduling of spring practice is a calendar function NOT a coach function, it is possible that with coaching changes, spring practice may not be an option at a specific school.
Board Approves Cross-Bracket Pairings for 2016-18 in Class 5A, 6A; Moratorium Lifted on Contracts
The Board of Control has finalized the cross-bracket pairings for Class 5A and 6A in the football playoffs for 2016, 2017 and 2018. The Board had determined in January, following months of dialogue and review, that some form of cross-bracketing was the desire of the membership (as opposed to playing the first two rounds of the playoffs within the district). In January, the Board then also approved rotating those regional pairings (cross-bracket pairings) in 5A and 6A for 2016 through 2018 with staff directed to bring back proposed options to the March 18th meeting. Those pairings were then finalized by the Board of Control at the March meeting and are listed at http://www.khsaa.org/football/playoffpairings.pdf. The Board also approved in January a provision that stipulates that if equal seeded teams meet in consecutive years in the third / fourth rounds, the game site from the prior year will be reversed so that the same team will […]
12/10/14 – Compiled Uniform Rules and Questions
Due to the fact that there is no single resource from which an athletic administrator can become informed about the rules governing uniforms for each of the OHSAA-sponsored sports, this document will summarize both the OHSAA General Sports Regulation on Uniforms as well as the specific regulations found in the playing rules of each sport. The OHSAA hopes that this information will assist athletic administrators and coaches so that costly mistakes are not made when ordering school uniforms. An additional purpose is to assist administrators in reinforcing these rules with coaches in order to prevent penalties for non-compliance. Coaches are responsible, along with student-athletes, for insuring that compliance with uniform rules. The head official shall require coaches to verify prior to each contest that all athletes are legally equipped, in legal uniforms and free of all jewelry.
The OHSAA General Sports Regulation #17, ?Athletic Uniforms? reads: Uniforms worn by participants in a high school athletic […]

01/29/16 – Board Approves Final Football Alignment Moves, Resolves Cross-Bracketing Review for 2016 through 2018
At its regular meeting on January 28, the Board of Control completed a review and discussion on a variety of football related issues. These issues had been on the Board agenda for a period of time and input had been gathered from the Administrators, Athletic Directors and Football Coaches that are members of the Football Advisory Committee, in addition to nearly constant general membership feedback. Data gathered (including travel mileage) and presented to both the Advisory Committee and the Board of Control is available through the Board agenda system at https://portal.ksba.org/public/Agency.aspx?PublicAgencyID=4374&AgencyTypeID=1&BeginDate=1-1-2016&EndDate=1-31-2016
Per the Competition Rules, the school enrollments were to be reviewed following receipt of the 2015-16 enrollments, and the current four-year average boys enrollment at each school was to be compared with the four-year average boys enrollment that placed the teams in classes for 2015-2018. Any school whose ranked enrollment would place them in a different class AND the percentage of enrollment change was […]
01/26/16 – Reminder About Moratorium on Signing 2017 Football Contracts (and beyond)
For some reason, we have received several reports of schools prematurely scheduling contests for 2017 and beyond in football. Please remember that until the alignment for 2017 is finalized, no contract may be signed. As has been the case for many years, the four year alignment has a two-year adjustment based on significant changes in enrollment.
Because of the ripple effect of any change in alignment, no school may sign a contract for 2017 until the Board of Control has finalized the 2017 adjustments. That is an agenda item this coming Thursday at the regular meeting of the Board of Control, and within three days afterwards, schools will be advised of the option to begin signing contracts. If any adjustments are finalized Thursday, the clearance will be given from the office. Otherwise, if there are any decisions deferred, it will be at least the March meeting of the Board before contracts can be signed.
Consider this as […]
12/11/15 – Applications Being Accepted for Louis Stout Memorial Scholarship
When former Commissioner Louis Stout passed away in 2012, his widow Anna directed that donations on his behalf go to the Louis Stout Memorial Fund for Students. She felt this was a chance for the KHSAA to honor student-athletes who excel in athletics, academics, school service and community service.
Applications are being accepted for students to apply for those awards through January 31, 2016. The award winners will be announced in conjunction with the boys’ state basketball tournament in March. Two grants, each in the amount of a one-time scholarship of $2,000 payable to an institution of higher learning, will be awarded each year for the next four years. The scholarship is not renewable and is not endowed for expansion. Minimum criteria is a 3.5 (converted to 4.0 scale) grade point average; involvement in varsity sports or sport-activities; involvement in other school activities and a record of community service/involvement.
The application for the scholarships is located at […]

11/12/15 – Information On Ordering Tickets to 2015 Russell Athletic/KHSAA State Football Finals

It is again time for us to take orders for advance tickets to the Russell Athletic/KHSAA State Football Finals. We are obviously later than normal, but have tried to work out logistics for ticket pickup, etc. in the event that WKU hosts its conference final game. If you have not read the information about the scheduling conflict with the final games and WKU’s possible conference title game, please see http://khsaa.org/103015-update-on-schedule-for-2015-russell-athletickhsaa-commonwealth-gridiron-bowl/. We hope we can count on your continued support for the twelve teams that make it to the finals. Here are some notes about this year’s finals.
- The games will be played at Feix Field, Houchens Industries – L.T. Smith Stadium at Western Kentucky University in Bowling Green;
- The KFCA will be conducting important continuous improvement sessions in conjunction with the finals. Contact Jimmie Reed with the KFCA for details as well […]
11/10/15 – High School Playoff Contests Asked to Honor Veterans
Through the efforts of a veteran and concerned individual by the name of Robert Williams of Menlo Park, California, there is now a national movement to have every high school and college in the United States honor all veterans and active duty military at events near Veteran’s Day. This is a great way to recognize our veterans and active duty military and hopefully reinforce to all the importance of their sacrifices and the meaning of Veteran’s Day. The KHSAA is grateful to be able to participate.
For the second round of the football playoffs at home sites November 13 and 14, each home school is asked to request all veterans and active duty military in attendance to stand and be recognized for their contributions.
The KHSAA is certainly proud to be a part of this recognition and hopeful that this simple acknowledgment will convey a powerful message of thanks on the part of the school and the […]
11/09/15 – Phase I of 2015-16 Title IX Reporting Open for Entry, Changes in System
The initial phase of entry for the 2015-2016 Title IX Reports, the ability to enter the financial information from 2014-15 to be entered on the form T-35, is available and online at schools.khsaa.org. There have been several enhancements this year based on the tour of regional meetings last fall and the great cooperation and feedback from the membership.
T35 EMPHASIS POINTS
There has been a continual effort to eliminate inconsistent information that has been entered on that form and the following points are emphasized:
- Entry for the T35 is now open. Login to http://schools.khsaa.org and begin entry when you are ready.
- The T35 requires you to enter 2014-2015 expense information (as it has been audited within your district) but will pulls the coaching counts from your current listings. The use of the current year on coaches allows for you to self-audit your data and ensure all of your coaches have been properly entered. It is recognized that for brand […]
11/05/15 – Commissioner’s Response to BR396 (HB76) Regarding Participation by Non-Public School Students
FOR IMMEDIATE RELEASE: November 5, 2015
Commissioner’s Response to Home School Proposal:
“Following the announcement of the bill (BR396) introduced by Representative Stan Lee (R-Lexington) and others on October 30, our office has again received a number of phone calls and emails from media members seeking comment. The proposal as drafted is not a measure to simply allow participation by home schooled students despite any title reference to Tim Tebow, who participated as a home schooled student in Florida. In fact, the actual bill, http://www.lrc.ky.gov/record/16rs/HB76.htm, is much more impactful and potentially harmful to education-based athletics and its impact is much more pervasive on our member schools. As it is currently drafted, the bill would fundamentally alter high school athletics and erode the school-based model in our state, as it would allow all nonpublic school student-athletes to attend a nonpublic school (even a KHSAA member school) and yet compete for public schools at their discretion, if the school in […]
11/3/15 – Final Opportunity to Edit Fall 2015 Sport Coaching Rosters
As part of the Annual Title IX and Participation Reports, the coaching roster is reviewed and totals are placed on the T35 report form. Though these totals are not a conclusive indicator of Title IX compliance (or lack of compliance) in any way, they do represent a snapshot in time to help schools validate the data that has been entered throughout the year.
As seasons end, and the inevitable coaching turnover and replacement begins, schools have expressed concerns that for the fall and winter sports, the data presented on the T35 form for the April 30 reports is not accurate in the case of a coaching replacement.
Therefore, this is the final week of the 2015-16 school year to ensure the accuracy of the coaching lists (head and assistant, paid and unpaid) that are on the KHSAA school database listing. At the close of business on Friday, November 6, a snapshot of the coaches file will be […]
11/03/15 – NFL Releases New Study on Helmets
The NFHS recently shared with the KHSAA an item from the NFL. The NFL recently released the results from a joint study with the NFLPA that looked at what football helmets best reduced the severity of impact. The performance of the 17 football helmets in these laboratory tests was evaluated across all impact velocities and locations and compared with one another. A statistical test was used to group football helmets with similar performance scores.
It is important to emphasize that these results were based on testing intended to represent NFL impacts and thus, the conclusions on helmet performance cannot be extrapolated to collegiate, high school, or youth football.
The findings from this study that were offered this past July to NFL athletic trainers and equipment managers are posted on the KHSAA website at /football/2015nflfootballhelmettestingstudy.pdf.
For those interested in the poster, you can find it at http://static.nfl.com/static/content/public/photo/2015/08/05/0ap3000000506659.pdf
Please use this information as you see fit.
11/03/15 – Grant Funding Opportunity for Athletic Training – Secondary Schools
The Kentucky High School Athletic Association has long recommended and continues to recommend, that medical coverage be present at all athletic practices and contests. Because of the unique skill set of Certified/Licensed Athletic Trainers it is recommended that one of these individuals be present at all practices and contests. It is also strongly recommended that the member schools utilize only Certified/Licensed Trainers per the Kentucky Board of Medical Licensure, and not members of any other vocation making this claim but without this legal designation. While acknowledging the expense of provided a certified/licensed trainer, it is nonetheless noted that this shall be an integral part of your athletic planning process.
Athletic trainers are critical to the health and safety of high school athletes; yet, too many schools have limited or no access to athletic trainers.
According to a recent benchmark study, just over one-third of every high school in the United States has at least one full-time athletic […]
