AAA-Covid-19

This is being sent to all member schools through the Superintendent, Principal, and Athletic Director. Please forward as necessary.

This is related solely to Soccer and Volleyball and this communication is specific to seeded district games. Additional communication will be issued related to football.
As we have said all along, all of us involved in any way with education have been advised to be nimble to pivot from past plans during this pandemic. Certainly, a higher amount of games have been lost during this already short fall season than anyone ever predicted or planned. As such, several questions have arisen.

During the past few days, we have received a great many inquiries regarding seeded district games that have not been able to be played due to COVID situations (quarantine, isolation, or being played in a red county). It is not considered a COVID cancellation if a game isn’t played against a red county but was […]

02/17/20 – Dropped Ball Procedure Amended in High School Soccer

    Athletic Department Blog Updates

INDIANAPOLIS, IN (February 14, 2020) – Beginning next season, changes to the conditions and procedure for restarting play with a dropped ball will take effect in high school soccer.

The dropped ball procedure was among 15 rules changes made by the NFHS Soccer Rules Committee at its January 20-22 meeting in Indianapolis and subsequently approved by the NFHS Board of Directors.

When a ball is caused to go out of bounds due to a simultaneous touch, Rules 9-2-2 and 9-2-3 now stipulate a referee will restart play with a dropped ball to one player of the team that last possessed the ball before going out of play. Previously, simultaneous touch resulted in any number of players contesting a dropped ball to restart play.

Additionally, if play is stopped with the ball in the penalty area or the last touch – by either team – was in the penalty area, the ball is dropped to the […]

09/30/19 – Official KHSAA RPI Rankings Unveiled

    2019-2020 News Releases

FOR IMMEDIATE RELEASE: September 30, 2019

Approved by the Board of Control in January of 2018, the RPI will be incorporated into the football competition rules as a means of seeding Rounds 3, 4, 5. The RPI is simply an informational tool in the other team sports and is provided as a means to increase publicity, interest and promotion.

    RPI Calculation Steps

    Baseball Blog Updates

RPI Calculation Example using Ashland Blazer 2018 Football Regular Season

    RPI Background

    • RPI stands for “Ratings Percentage Index.” In short, it is a way to measure a team’s strength relative to other teams, based largely on the strength of their schedules.
    • The RPI formula is used by both the NCAA and NAIA, along with many high school associations and among other organizations, as part of their postseason system.
    • RPI is calculated from the team’s Winning Percentage (WP), the Opponent’s Winning Percentage (OWP) and the Opponents’ Opponents’ Winning Percentage (OOWP).
    • The KHSAA is uniquely positioned to be the sole and authenticated source of RPI data due to the maintenance of required score reporting and scoreboard data for Baseball, Basketball, Field Hockey, Football, Soccer, Softball, and Volleyball.
    • These three components are combined to produce the RPI using the following formula:
      • RPI = (WP * WPVAL) + (OWP * OWPVAL) + (OOWP * OOWPVAL)
      • The KHSAA […]

09/19/19 – Board Approves Next Steps for Potential Lacrosse Sanctioning

    2019-2020 News Releases

FOR IMMEDIATE RELEASE: September 19, 2019

The Board of Control approved a recommendation on Thursday to appoint a sport-specific focus group to study the sanctioning of boys’ and girls’ lacrosse following a survey of the membership. Earlier this month, the Association asked the designated representative for each member school to provide feedback on the possibilities of adding lacrosse as a sanctioned sport in either the fall or the spring. The membership responded positively that they would have a team and enter championship competition if the KHSAA were to conduct a spring lacrosse championship for both boys (56 votes) and girls (54 votes). Interest for a fall championship failed to meet the required 50-school threshold for further consideration.

Following review of the survey, the Board approved a recommendation from staff to form a focus group to confirm genuine interest in schools adding lacrosse should the KHSAA sanction a spring championship, with the earliest implementation being for […]

With temperatures rising across the state and predictions for record temperatures in the coming days, now is a good time to remind all of our school administrators and coaches of the requirements of the Heat Index and Heat Illness prevention program. The complete program is detailed at https://khsaa.org/common_documents/handbook/policies/policies-heatilllnesspolicy.pdf

No game or plan for a game or practice for a game is worth short-cutting this required procedure that is now more than fifteen years old. Nothing about the program has changed with the exception of the inclusion of the ability to use the wet bulb globe to monitor conditions, but with the turnover in coaches (and administrators) perhaps a few heat index and illness reminders are helpful:

    • Heat index requirements and restrictions apply (and have always applied) to outdoor and indoor sports. In many cases during the summer, indoor practice areas (including gymnasiums) are set to be electronically controlled in terms of temperature and coaches […]

02/26/19 – Eight Rules Changes Approved in High School Soccer

    Soccer Blog Updates

INDIANAPOLIS, IN (February 26, 2019) — Rules related to improperly equipped players and procedures for dropping the ball are among eight rules changes in high school soccer for the 2019-20 season.

The rules changes were recommended by the National Federation of State High School Associations (NFHS) Soccer Rules Committee at its January 28-30 meeting and subsequently approved by the NFHS Board of Directors.

“While there are not any substantial revisions to the rules this year, I believe coaches and players will be pleased with the changes we have made,” said Theresia Wynns, NFHS director of sports and officials education.

Rule 4-3 will now specify that an improperly equipped player will not require teams to play shorthanded. The improperly equipped player will be asked to leave the field when the ball is not in play if the issue cannot be resolved immediately on the field, and the player may be replaced.

Once the offending player is […]

02/19/19 – Board of Control Addresses Future Postseason Formats for Fall Championships

    2018-2019 News Releases

FOR IMMEDIATE RELEASE: February 19, 2019

The Board of Control reviewed postseason formats and state qualifying for several fall sports during its meeting at the KHSAA Offices on Tuesday. Changes to the state golf qualifying process and golf alignment were among the topics discussed, along with the implementation of the RPI during the Football postseason and a revision of the semi-state round for the soccer postseason.

The final action in revising the golf regional alignment, as well as state tournament qualifying, completes nearly a full year of review of the manner in which the postseason championships are conducted in the sport. In past years, the golf format for advancement to the state tournament was for the top two teams from each region (four or five players), along with the top four girls at-large and top three boys at-large from each region, to qualify for state. Following the Board’s decision in January to revise the state […]

    Soccer Blog Updates

The KHSAA Board of Control conducted its regular meeting on November 14. As part of a comprehensive review of the fall sports, especially in light of the “rollover” of corresponding dates and the potential lateness in the fall for championship meets, the dates were set for the 2019 and 2020 Soccer seasons.

11/14/18 – Board of Control Adjusts 2019 Fall Seasons, Sets State Championship Sites

    2018-2019 News Releases

FOR IMMEDIATE RELEASE: Nov. 14, 2018

During the course of its meeting at the KHSAA Offices on Wednesday, the Board of Control made adjustments to the 2019 fall sports seasons and finalized sites for this year’s State Baseball and Swimming & Diving Championships.

For the last several years prior to 2018, the soccer, volleyball and cross country seasons all culminated on the same weekend. With volleyball moving a week earlier in 2018 to avoid a conflict in Louisville with the Breeders’ Cup, the Association had the opportunity to reevaluate the structure of its seasons while also looking to alleviate concerns with competitions on ACT test dates.

With those factors in mind, the Board approved a recommendation to set the start of the 2019 Soccer regular season to begin in NFHS Week 6 (8/11-8/17) and end with the final regular season week in NFHS Week 13 (9/29-10/5). […]

08/31/18 – Initial Stat Leader Reports Released for Football, Soccer, Field Hockey

    2018-2019 News Releases

FOR IMMEDIATE RELEASE: August 31, 2018

The first statistical leader reports of the season for football, boys’ and girls’ soccer, and field hockey have been posted at KHSAA.org. While in previous seasons the statistical leader reports had been compiled on a weekly basis, the reports will now be updated every day at approximately 3 a.m., allowing for more current and up-to-date information on the KHSAA website.

The requirement to enter statistics in field hockey is new for 2018, but has been in place for several years in football and soccer, and was reiterated to coaches during the online rules clinic. Statistical entry has the benefit of allowing member schools to highlight and promote the accomplishments of their student-athletes, which should be a priority for all involved in school-based sports.

Statistical entry is required of all member schools, and those failing to meet the requirement to enter stats are subject to penalties from the Commissioner, including […]

04/09/18- Reminder About Corresponding Date Rollover – 2018-19 through 2021-22 And Changes in Basketball, Tennis and Track & Field Schedules

    Archery Blog Updates

This reminder is for all member schools as scheduling decisions are made relative to 2018-2019 and beyond. Athletic Directors and others scheduling contests should pay close attention to the information at https://khsaa.org/general/resources/corresponding-dates/. These charts are invaluable when scheduling year-to-year. It is critical that athletic directors and athletic administrators ensure that this information is passed on to any coach that assists with scheduling in any sport.

Events that are always held the same time each year, or contests played between opponents regularly at the same time each year, should use the corresponding week numbers for reference when choosing dates, not the relative position within the month. In other words, schools should think in terms of the game always being in week 12, 13, 14, etc., rather than the last weekend in December or first weekend in March. Using the corresponding week numbers will help prevent inadvertent scheduling issues.

For example, a quick look at https://khsaa.org/handbook/correspondingdates/federationcalendar.pdf illustrates a […]

    2016-2017 Official Ball Adoptions

    Athletic Department Blog Updates

Reminder to school administrators about the primary points of the KHSAA and its ball adoption agreements.

In an effort to offset the services and events provided by the KHSAA and eliminate passing on a great deal of additional cost to the membership, the association has long entered into official ball adoption agreements. The provisions of these agreements are similar and official ball numbers are listed in the table below.

The following provisions are in place in each of the listed sports:

    • A brand specific requirement is in place. For example, the Select Sport soccer ball is required for all use in postseason play (all levels). However, the ball does NOT have to be the Royale model. Specific models are the choice of the member school, however, the administrators should be mindful that dealer price points will likely be in place to encourage the use of the specific model.
    • For all levels of postseason play, the brand specific requirement is in place.

This is a reminder to all administrators and coaches concerning Bylaw 23, Limitation of Seasons. Only after these dates can anything mandatory be required of team members or potential team members.

Until the day following the last day of school or May 31 (whichever is earliest), coaches are permitted to provide instruction and be involved with team members (provided such is approved by the principal), but continue to be restricted in “competitive” situations with other schools unless they are […]

09/21/15 – Reminder of Bylaw 15 – Practice of Sportsmanship – Removal of Team

    Athletic Department Blog Updates

It is the clear obligation of principals, coaches, and all official representatives of member schools to practice the highest principles of sportsmanship and the ethics of competition in all interscholastic relationships with fans, officials, players, coaches, official representatives of member schools, and the general public.

Knowledge and understanding of all aspects of the Sportsmanship rule outlined in Bylaw 15 are essential for all parties involved in the sporting event, including, players, coaches, school administrators and officials.

One aspect of this Bylaw that has recently become a concern involves coaches who have removed their team from the floor or field prior to completion of the contest and without the permission of officials.

Please make sure you are aware of Case BL-15-11 :

Removal of a team from the floor or field without the permission of the official(s) is a violation of Bylaw 15, Practice of Sportsmanship. A school or school representative violating this rule may be suspended or otherwise penalized. If the game is called because of […]

09/04/15 – Reminder about Heat Index/Drones at Competition

    Athletic Department Blog Updates

This notice is being sent to all member schools and specific licensed officials.

    HEAT INDEX
While we have been blessed with a relatively cool summer, such is likely not to be the case this weekend and early next week. Keep in mind that the Heat Index regulations are always in place, with mandatory recording of temperatures and humidities to determine if any activity needs to change. The quick reference chart is located at http://khsaa.org/sportsmedicine/heat/heatindexchartcolor.pdf but schools as always are responsible for complete policy adherence, not just what is on the chart.

For Field Hockey, Soccer, Cross Country, Golf and even Volleyball (if played in a facility without air conditioning), all play must be suspended when the Heat Index reaches 104 degress. When the heat index is above 99, mandatory water breaks every 30 minutes for at least 10 minutes in duration are required, along with all other stipulations in the heat index guidelines.

08/25/15 – Initial Football, Soccer Statistical Leader Reports Available

    2015-2016 News Releases

FOR IMMEDIATE RELEASE: August 25, 2015

The weekly statistical leader reports for football and boys’ and girls’ soccer have been updated at KHSAA.org. Statistics are compiled weekly throughout the regular season and will be posted to the KHSAA website every Tuesday.

As a reminder, member schools are solely responsible for submitting statistical information. If a school or individual is omitted, or information is not updated, that means the team in question did not update its statistics through the KHSAA’s online system prior to the deadline.

Beginning last season, as contained in Bylaw 27, the requirements to enter and maintain rosters, schedules and statistics was enforced more rigorously by the KHSAA. This enforcement subjects member schools to penalties by the Commissioner, including fines and other actions, within the constraints of Bylaw 27.

These guidelines shall be adhered to with no exceptions.

Specifically, in games where the heat index has been determined to be 95 or higher, play will stop at the next natural stoppage after the 20 minute mark of each half of play to allow student-athletes and officials to take a mandatory 10-minute heat water break. The restart will remain the same as it normally would have occurred. Contest officials will get heat index information from game management before the start of the contest and will then implement the timeout procedures by notifying the coaches at the required pre-game meeting. 09/03/14 – First Football, Soccer Statistical Leader Reports Released

    2014-2015 News Releases

FOR IMMEDIATE RELEASE: September 3, 2014

The initial weekly statistical leader reports for football and boys’ and girls’ soccer have been posted to KHSAA.org. Statistics are compiled weekly throughout the regular season and will be posted to the KHSAA website every Tuesday (Soccer) and Wednesday (Football).

As a reminder, member schools are solely responsible for submitting statistical information. If a school or individual is omitted, or information is not updated, that means the KHSAA did not receive a report prior to the deadline. Beginning with 2014-2015, as contained in Bylaw 27, the requirements to enter and maintain rosters, schedules and statistics will be enforced more rigorously by the KHSAA. This enforcement will subject the member schools to penalties by the Commissioner, including fines and other actions, within the constraints of Bylaw 27.

The statistical leader reports can be found through the links below:

08/21/14 – Heat Index Reminder for Soccer

    Soccer Blog Updates

With Temperatures reaching into the nineties for many areas across the Commonwealth this week, I would like to remind all of you of our Heat Index guidelines for Soccer:

Please review the KMA/KHSAA Heat Index Chart and the levels of reduction in activity as warranted. You must adhere to these restrictions. (http://khsaa.org/sportsmedicine/heat/heatindexchartcolor.pdf )

In games where the heat index has been determined to be 95 or higher, play will stop at the 20-minute mark of each half of play to allow student-athletes and of?cials to take a mandatory 10-minute heat timeout and water break. Contest of?cials will get heat index information from game management before the start of the contest and will then implement the timeout procedures by notifying the coaches at the required pre-game meeting.

08/16/14 – Reminder about Carryover Ejections from 2013-2014

    Athletic Department Blog Updates

In several unfortunate situations each year, coaches or athletes with eligibility remaining are ejected near the end of the season, or near the end of the season for violations of Bylaw 15, Sportsmanships. Please note that when that happens, the penalty carries to the next year if the student-athlete remains enrolled, and to the new school if the coach changes jobs/schools.

Please note all rules related to player/coach ejections, including the provisions for varsity and non-varsity ejections, are listed at http://khsaa.org/dq-policy-on-reinstatement-of-disqualified-apolicy-on-reinstatement-of-disqualified-athletes-coaches/, and a complete list from 2013-2014 is listed on the KHSAA website at http://khsaa.org/dq_list_public/. You will need to review this listing to ensure that you properly require athletes and coaches to miss the required contests if in fact they were ejected.

Also note that being ineligible for scrimmages (sitting out) does NOT satisfy any penalty, such must be served at the varsity contest level.
