5/7/13 – Track Realignment and Bowling Championship Site Selection Highlight May Board of Control Meeting

2012-2013 News Releases

FOR IMMEDIATE RELEASE: May 7, 2013

The Board of Control conducted its final meeting of the 2012-13 academic year at the KHSAA Offices in Lexington on Tuesday. Among the items discussed, the Board of Control approved a draft for new alignment in Track and Field, selected a new site for the Ebonite/KHSAA Bowling State Championship, and approved a recommendation to elevate Assistant Commissioner Butch Cope to Associate Commissioner.

The new proposed alignment for Track and Field, which was last aligned in 2008-09, places approximately 35% of schools in Class 1A, 40% of schools in Class 2A, and the top 25% of schools in Class 3A based on enrollment figures. The new alignment was created with the aim that larger schools have an inherently higher probability of having multiple athletes in different events and should compete more among themselves (as in football), but also recognizes that many of the smaller schools do not field a full team and would not necessarily need to have as few schools in Class 1A. Documentation on the complete realignment is available on the Track and Field page at KHSAA.org. There was also recognition that trying to control travel was of primary concern, even if regions end up with an unbalanced number of teams.

The Board approved a recommendation for a venue rotation for the Ebonite/KHSAA State Bowling Championship. Beginning in 2013-14, the bowling state tournament will move to Collins Eastland in Lexington, after the first two championships were held at Executive Strike & Spare in Louisville. The KHSAA will enter into a one-year agreement with Collins Eastland, with a provision for a second year upon review, and continue to evaluate other venues throughout the state for future championships.

“With the growth of Bowling as a sport-activity, we realize that there are a limited number of venues across the state that can hold the state championship, but we want to continue to explore those options,” said KHSAA Commissioner Julian Tackett.

Currently in his 19th year with the Association, Cope came to the KHSAA in 1995 as Sports Information Director, and was promoted to Director of Promotions and Media Relations in 2002. Elevated to Assistant Commissioner in 2008, Cope’s day-to-day sport responsibilities include overseeing Volleyball, Baseball and Competitive Cheer, in addition to corporate partner recruitment and fulfillment.

“Butch’s longevity with the KHSAA and interpersonal skills will be a valuable asset as we continue to expand his role within the Association,” said Tackett.

Cope also supervises the KHSAA Hall of Fame, Sportsmanship Recognition Program, Event Novelties, NFHS Student Leadership and HYPE Student Conference, while serving as second in command at the boys’ and girls’ Sweet Sixteen® Tournaments. A 1986 graduate of Marshall County High School, Cope earned a bachelor’s degree in business administration in marketing in 1990 and a master’s degree in sports management in 1995, both from the University of Kentucky.

In other action taken during Tuesday’s meeting:

●The Board chose at this time not to introduce a proposal for the full annual meeting to lower the number of games played in various team sports, but will continue to evaluate the current standards in place after surveying its membership.

●The Board approved the financial audit of fiscal year 2011-12, and approved the Association’s working budget for 2013-14.

“I was pleased with the results of our financial audit, especially in a school year (2011-12) when the revenue in our marquee events was down,” added Tackett.

4/15/13 – Board of Control Approves Moving KHSAA Sweet 16® Finals To Sunday

2012-2013 News Releases

FOR IMMEDIATE RELEASE: April 15, 2013

After reviewing the 2013 KHSAA Boys’ Sweet 16®, the Board of Control voted today in favor of a proposal to move the championship games of the boys’ and girls’ Sweet 16® to Sunday starting in 2014. The format change allows for the semifinals to be conducted as a standalone event on Saturday, and gives the participants more time to prepare and recuperate leading up to the championship game.

“We examined the format of our basketball tournaments from a number of different perspectives, and in the end, felt like it was time to move the championship game to Sunday. Separating the championship game from the semifinals, really makes an event out of the Saturday games for those final four teams,” said KHSAA Commissioner Julian Tackett. “We think the added rest leading up to the championship game will not only benefit the health and safety of the students, it will also have an impact on the quality of play, and provide coaches a chance to better prepare their teams for the most important game of the year.”

The new format was applied for the first time at the 2013 KHSAA Boys’ Sweet 16® because of a scheduling issue with the University of Kentucky playing Florida at Rupp Arena on the same day as the KHSAA semifinals. A record crowd of 20,172 turned out to watch the Boys’ Sweet 16® Semifinals on Saturday night between Madison Central-Hopkinsville and Ballard-Montgomery County, with 17,351 fans returning for the first-ever championship game on a Sunday – the largest crowd for a title game since 2009.

In other action taken during Monday’s meeting:

●The Board of Control approved a measure to move the championship match of the KHSAA Volleyball State Tournament to Sunday. Prior to the format change, volleyball was the only KHSAA sport required to play three complete rounds of play in the winner’s bracket on the same day during the state tournament. Starting in 2013, the first round will be played on Friday, followed by the quarterfinals and semifinals on Saturday. The championship match will be played on Sunday, allowing for additional rest for the participants, likely resulting in improved quality of play for all teams involved.

●The Board of Control confirmed President-Elect Bill Beasley (KDE Appointed Member, Henderson/Paducah) as Board President for 2013-14, and voted Carrell Boyd (Superintendent Caldwell County schools) as its President-Elect for the upcoming year.

●The Board of Control approved a motion for changes to the date and location for the KHSAA Competitive Cheer Championships. Beginning with the 2013-14 academic year, the Competitive Cheer Championships will be held the second week of December and relocated to Alltech Arena in Lexington.

NFHS Honors Logan County and Magoffin County With “National High School Spirit of Sport Award”

Logan County and Magoffin County High Schools have been selected to receive the 2013 “National High School Spirit of Sport Award”, as announced today by the National Federation of State High School Associations (NFHS). The award was created by the NFHS to recognize those individuals who exemplify the ideals of the spirit of sport that represent the core mission of education-based athletics.

The two schools, separated by 281 miles, formed a bond of compassion and friendship following the aftermath of the EF3 tornado that wound through the Appalachian valley and descended upon Salyersville around 11:40 p.m. on March 2, 2012. The tornado began a 49-mile path of destruction that stretched across four counties, destroying buildings, businesses and homes. Both the middle school and high school in Salyersville were condemned following the storms.

The tornado touched down the night before the KHSAA 15th Region girls’ basketball championship game between Magoffin and Paintsville. The championship game was rescheduled for Monday, and despite the heavy toll the storm had take on the team and the community, the Lady Hornets defeated Paintsville, 49-40, to earn a trip to the Houchens Industries/KHSAA Girls’ Sweet Sixteen®. Head coach Scott Castle served as the inspirational leader for his players as they tried to enjoy the thrill of victory despite the devastation around them, proudly proclaiming “One team. One goal. One Promise. We are Magoffin.”

Three days later, Magoffin County opened its stay at the Girls’ Sweet 16® with a 63-59 victory over Ashland Blazer, a school which was also devastated by the tornado. Prior to the game, the two teams gathered at center court for a moment of silence and then celebrated survival.

Watching the game that Thursday night, Logan County coach Scott McAlister was inspired by the undersized but feisty Magoffin County team’s upset of Ashland Blazer. He informed Magoffin County that they could use Logan County’s facility as a “home away from home” to practice, seek refuge or just get away. When the Lady Hornets arrived at Logan County, they were amazed to be greeted by 300 student-athletes who had organized a pep rally and a pizza party in their honor.

The students of Logan County weren’t done yet, however, giving up their own time and at their own expense, to drive 30 miles from Russellville to E.A. Diddle Arena in Bowling Green, where they filled one of the end zones dressed in the Magoffin County school colors for the Lady Hornets’ quarterfinal game. The Logan County contingent enthusiastically supported Magoffin throughout the game with various cheers and chants they had practiced beforehand, creating an electric environment in the arena. Though Magoffin lost the game to Lincoln County, Logan County’s selfless involvement became the big story of the tournament.

Nine months later, the Magoffin students made the decision to return the favor with a surprise appearance at Logan County’s first home game of the 2012-13 season. On December 1, busloads of Magoffin County students made the five-hour drive from Salyersville to Russellville. Only a few Logan County school administrators were aware of Magoffin County’s impending arrival at their game.

As they poured into the gym that night, it was apparent to all in attendance the impact it had on McAlister, who was moved to tears. “When you do the right thing like we did in March, you really don’t expect anything in return,” he said. Though Logan County was not able to win the game that night, all in attendance were enriched by the overwhelming show of support and the bond shared by the two schools.

The schools will be recognized as part of the 94th annual NFHS Summer Meeting (June 23-27) in Denver, Colo.

Longtime Official Jerry Kimmel To Be Inducted Into National High School Hall of Fame

Jerry Kimmel of Beechmont will be inducted into the National High School Hall of Fame as part of its Class of 2013, as announced Tuesday by the National Federation of State High School Associations (NFHS). Inducted into the KHSAA Hall of Fame in 1993, Kimmel recently retired after 56 years as an active official and assigner for the KHSAA.

Kimmel spent 16 years as a basketball and baseball official (1956-72), during which time he officiated three state baseball tournaments, 15 district, 14 regional and six state basketball tournaments, including four-straight from 1965-68. He was Third Region representative from 1962 through 1972, and Basketball Assigning Secretary from 1972 through 1989, when he accepted the position of Sectional Director with the KHSAA. He served as a Baseball Assigning Secretary for 14 years. He later returned to service as the Basketball Assigner for the 4th Region up until his retirement in 2012.

An innovator in training and development, Kimmel was the first supervisor to use video tape for evaluating and training, and has several of his recommended concepts currently in use in the National Federation Officials Manual. A 25-year veteran of college basketball officiating, Kimmel also served as the Supervisor of Officials for Men and Women in the Great Lakes Valley Conference (NCAA II), a position he began in 1985 and held until 2004.

Kimmel will be inducted into the NFHS National High School Hall of Fame June 27th at the Hyatt Regency Denver at the Colorado Convention Center in Denver, Colo. The 31st Hall of Fame induction ceremony will be conducted as part of the 94th annual NFHS Summer Meeting.

KHSAA Penalizes Holy Cross (Louisville) For Bylaw 10 Violation

The Kentucky High School Athletic Association has handed down sanctions for Holy Cross (Louisville) for violation of Bylaw 10. The breach of Bylaw 10 was the result of members of the Holy Cross football staff entering two non-enrolled students (public school students at a non-feeder school to HCHS) into school-based weightlifting competition and activities.

“Members of our new coaching staff involuntarily, and unknowingly, violated bylaw 10 from the KHSAA handbook,” said Holy Cross (Lou.) Athletic Director Jody Thornsberry. “Once the violation was brought to our attention, we immediately took the necessary steps to work with the KHSAA and rectify the situation.”

During its investigation, it was determined that the staff at HCHS had been misapplying/misinterpreting provisions of Bylaws 4 and 10 as it pertained to non-enrolled students. HCHS incorrectly made the determination that non-enrolled students who had taken the entrance exam for HCHS were to be considered part of the “feeder” pattern of the school as it relates to Bylaws 4 and 10, and all restrictions on participation would therefore be moot. While this completion of testing and elements of the application process allows for the administration to respond to communication requests for non-athletic information, etc., it does not allow for participation or sport-specific activity. Bylaw 10 stipulates that until officially enrolled at a specific member school (and no longer enrolled in a non-feeder pattern school) a student can not represent that member school in athletic activity.

Several sanctions were self imposed by HCHS including the suspension of the involved coaches (including head coach Todd Crumbacker) from the first five (5) spring football practice sessions in 2013; restrictions on attendance at events in nearby counties; and other required policy and training requirements for all coaches at the school.

Based on its findings, the KHSAA elected to hand down the following additional penalties on HCHS: Prior to the 2013-14 school year, HCHS shall submit written acknowledgement from each coach that the newly revised and KHSAA-approved Coaches Handbook has been reviewed by each coach and the expectations for compliance have been acknowledged. The football program at HCHS was placed on PROBATION and will remain on probation through the remainder of the 2013 season. The probation does not reduce the schedule or playoff opportunities for the team, but serves as official notice regarding further penalties if there are any violations within the program. HCHS was also issued an administrative FINE in the amount of $500 for this specific violation of Bylaw 10.

“As Commissioner, it is never easy to place sanctions on a school and potentially penalize young people, their families and school communities,” said KHSAA Commissioner Julian Tackett. “However, the violations that have occurred are serious in nature and our member schools expect this office to investigate and administer the appropriate penalties that are prescribed in our bylaws when we have credible, detailed information.”

“I am extremely pleased with the cooperation of the athletics and administrative staff at HCHS. Even in areas where there was the potential for additional violations, but no proof that they had occurred, the administration was proactive in taking steps to eliminate opportunities where violations could be perceived. That leadership and the steps and penalties implemented will hopefully mean that they can successfully prevent recurrence even and especially in cases where they have personnel turnover,” Tackett concluded.

All questions and inquiries regarding this matter should be directed to HCHS.

Regionals Approaching For Wrestling, Swimming and Diving

Regional competition for Swimming and Diving, and Wrestling will get underway this week as the respective state championships in each sport draw nearer. 1/28/13 – Board of Control Approves Basketball Region I, Statewide Wrestling Realignments

2012-2013 News Releases

FOR IMMEDIATE RELEASE: January 28, 2013

The KHSAA Board of Control approved new alignments for Basketball Region I and all eight Wrestling regions during its January meeting at the KHSAA office on Monday.

Following the consolidation of schools in McCracken County, KHSAA Commissioner Julian Tackett and area Board of Control members met with representatives from the first region in Mayfield. With all Region I schools in attendance, the feedback from the meeting was to realign within the region, and not bring additional teams into the region. Three options for realignment were presented following the meeting in Mayfield. On Monday, the Board voted to approve Option A for the 20013-14 season (detailed below), which will also be applied to baseball, softball, soccer and volleyball:

District 1 – Carlisle County, Fulton City, Fulton County, Hickman County

District 2 – Ballard Memorial, Graves County, Mayfield

District 3 – Community Christian, McCracken County, Paducah Tilghman, St. Mary

District 4 – Calloway County, Christian Fellowship, Marshall County, Murray

The Board of Control also took final measures to approve a new statewide wrestling alignment for the 2013-14 season, after reviewing input from the member schools to the proposal which was originally recommended on Nov. 12. No changes were made to the original draft.

In Other Action:

●The Board of Control made a revision in the Volleyball match format for freshmen contests. Beginning with the 2013-14 school year (2013 season), the format for freshman matches will mirror junior varsity contests. Match play will be best two (2) sets of three (3) to 21, with rally scoring. Member schools may agree in advance during regular season play on alternate scoring formats, but may not exceed two of three sets to 21. There were no changes made to junior varsity or varsity match format/scoring.

●The Board approved a motion to eliminate the two class format system with regard to Competitive Cheer beginning with the 2013-14 school year. Squad divisions will continue as follows in the all-girls category: Small (6-12); Medium (13-16); Large (17-20); Super-Large (21-24). Coed will be offered with a minimum of 6 (two boys/four girls or four boys/two girls) and a maximum of 24, of which at least two shall be boys.

●The Board of Control approved a measure that will change the tennis postseason tournament tie break protocol from a full third set tie break procedure to a “Super Tie Breaker.” This change was recommended by the Sports Medicine Committee and the KHSAA staff to fulfill health and safety recommendations that the USTA have implemented this year to provide ample “rest and recovery” time for student-athletes playing more than one match a day. In this tie break protocol, the first player or doubles team to 10 points, and ahead by 2, wins the match. It is scored as 1-0 with the score in parenthesis, for example 6-4, 4-6, 1-0 (10-7).

●The Board also passed a motion to continue reviewing a reduction in the competition schedules for team sports other than football.

1/18/13 – Pleasure Ridge Park Granted At-Large Berth to Competitive Cheer Championships

2012-2013 News Releases

FOR IMMEDIATE RELEASE: JANUARY 18, 2013

During the KHSAA Region 6 Competitive Cheer competition on Jan. 12, a disqualification ruling was made in the Super-Large All-Girl division with regard to a National Federation rule. At the time the ruling was made, and based upon prior information from the NFHS, a stunt performed by Pleasure Ridge Park was ruled illegal by the technical judges as performed, due to safety concerns.

“As the commissioner and I reviewed this situation, it became clear that this was not a judgment call. That distinction is important because judgment calls cannot be appealed per bylaw 16. Our judges correctly observed and administered penalties based on what they saw during the routine,” said Assistant Commissioner and cheer contact Butch Cope. “However, we later found that this specific situation had been interpreted differently as the year moved on and we were not made aware of the change in interpretation until this week.”

After reviewing the new interpretation Thursday night from the NFHS, and the detailed written accounts from the judges at last week’s Regional Championship, the KHSAA has made the decision to advance Pleasure Ridge Park to the Competitive Cheer Championships as an at-large participant.

“NFHS rules, as well as KHSAA rules, emphasize safety. At the time of the competition, and based upon previous rules and interpretations from the NFHS, we determined the KHSAA judges ruled correctly. Unfortunately, there had been changes to interpretations to the rules on a national level throughout the year that had not yet necessarily been clearly communicated to us,” said KHSAA Commissioner Julian Tackett. “Had it not been for the recent ruling at the competition, this squad would have scored first in the event and advanced to the state championships. Because of the possibility of miscommunication or a misapplication of the rules, and based solely on the accurately submitted written reports by the judges and the new interpretations, we have decided to act in the best interest of the students and advance the squad to the state championship. Whenever this specific set of circumstances occur to create the possibility of doubt, we should always endeavor to err on the side of the kids. This has nothing to do with the great performances of any other squad, but is solely based on this recent interpretation revision.”

Pleasure Ridge Park, therefore, will compete in the KHSAA 2A All-Girl Super-Large Division at the Championships, scheduled to be held on Saturday, Jan. 26 in Bowling Green. No adjustment to the order of finish or other qualifying teams from the regional event will be made.

After reviewing the PRP circumstances and ruling, the KHSAA reviewed all other disqualifications from regional competitions to date to ensure there were no like situations. No other situation occurred specific to this particular rule or new interpretations. The KHSAA will also be asking the NFHS rules committee for additional clarity in the 2013-2014 rules publications to help prevent any reoccurrence of this type of situation.
