Our office has been contacted several time regarding the Exos Brace being worn on the forearm or wrist. NFHS Basketball Rule 3-5 article 2a states: A guard, cast or brace made of hard or unyielding substance, such as, but not limited to, leather, plaster, plastic, or metal shall not be worn on the elbow, hand, finger/thumb, wrist or forearm; even though covered in soft padding. Because the dial is plastic this brace cannot be worn during competition. We were able to confirm this ruling in a phone conversation today with the NFHS office.01/28/13 – Board of Control Approves Basketball Region I, Statewide Wrestling Realignments

With all Region I schools in attendance, the feedback from the meeting was to realign within the region, and not bring additional teams into the region. Three options for realignment were presented following the meeting in Mayfield. On Monday, the Board voted to approve Option A for the 20013-14 season (detailed below), which will also be applied to baseball, softball, soccer and volleyball:

01/18/13 – Pleasure Ridge Park Granted At-Large Berth to Competitive Cheer Championships
FOR IMMEDIATE RELEASE: JANUARY 18, 2013
During the KHSAA Region 6 Competitive Cheer competition on Jan. 12, a disqualification ruling was made in the Super-Large All-Girl division with regard to a National Federation rule. At the time the ruling was made, and based upon prior information from the NFHS, a stunt performed by Pleasure Ridge Park was ruled illegal by the technical judges as performed, due to safety concerns.
“As the commissioner and I reviewed this situation, it became clear that this was not a judgment call. That distinction is important because judgment calls cannot be appealed per bylaw 16. Our judges correctly observed and administered penalties based on what they saw during the routine,” said Assistant Commissioner and cheer contact Butch Cope. “However, we later found that this specific situation had been interpreted differently as the year moved on and we were not made aware of the change in interpretation until this week.”
After reviewing […]

12/21/12 – Originially posted 10/25/12 – BK Official Scorekeeper Shirts and Running Clock Clarification
We have received many calls asking about the official scorekeeper shirt. The new rule reads that the official scorekeeper must wear a black and white garment to identify themselves at the table for players and officials benefit. The KHSAA supports the rules of the NFHS and ask that schools make every effort to comply.
This garment may be a black and white sweater, t-shirt, etc. We recommend an officials shirt as it is the most easily identifiable. This also allows for an added element of professionalism to your table crew. It will also be very helpful for players as they report in and for officials as they report to the table. There will be no penalty for the lack of compliance at this time, but officials may report the non compliance to their assigners.
Running Clock questions have also risen. To clarify, once the running clock has started it will continue until the games end. We also […]

In light of seemingly endless discussion about possible alternative formats for the football playoffs, it seems prudent to be sure the public is reminded of the results of a 2011-2012 survey of the membership regarding this issue. Clearly the consensus is that there is not consensus. Unfortunately, each respondent tends to look at the issue from the lens of their own situation. This data will continue to be reviewed, and alternatives will always be on the table for discussion. In the same way that what was right in 1985 is not likely right today, today’s system may not be the best for tomorrow.

COMMISSIONER’S STATEMENT ON THE PASSING OF BILLY V. WISE
Billy V. Wise, who served as the fourth Commissioner of the Kentucky High School Athletic Association from 1991-1994 and spent twenty-five years with the KHSAA, passed away early Thursday afternoon.
“Billy Wise was one of the finest gentlemen to ever cross the paths of the member school representatives and administrators, coaches, game officials, Board of Control members and our staff. His value at a pioneering time of sports expansion at the KHSAA was of tremendous benefit to all the students in the Commonwealth,” said KHSAA Commissioner Julian Tackett. “His leadership during his 25 years of service to the KHSAA was instrumental in guiding the officials through the adoption of the 1971 Federal Court order and was vital in steadying the association during the financial trials surrounding his time as Commissioner as the Association moved into a new headquarters. ‘Coach’ as he was known throughout the state, […]

9/20/12 – New Free NFHS Coaching Education Course Helps with NCAA Eligibility Center
The NFHS and NCAA have jointly announced a new course through their learning center that helps fully explain the requirements related initial collegiate eligibility. This FREE course should be viewed by Athletic Directors and Guidance Counselors who have the thought that any of their students may eventually be desiring to play sports at an NCAA institution (at any level). The rules of the NCAA continually change, and this course is extremely helpful in explaining these rules.
The NCAA Eligibility Center Coaching Education course has been jointly developed by the Eligibility Center and the National Federation of State High School Associations (NFHS). The course is designed to educate teachers, coaches, parents, and counselors about the NCAA’s initial eligibility requirements. After completing the course, you will be more prepared to advise your student-athletes about the necessary steps to become certified to compete in NCAA Divisions I and II athletics. 09/20/12 – NFHS Releases Opposition to Proposed 10-month Soccer Schedule for U.S. Soccer
The NFHS, supported by the member state associations including the KHSAA, has released a position opposing the new 10-month schedule proposed by the U.S. Soccer Development Academy. This proposed schedule is an effort to force kids to choose between school based programs (such as those sponsored by KHSAA) and the Development Academy designed to help with the national teams to represent the US in international competition. To require this choice by a vast majority of participants, when there is a very minimal chance the student would ever be selected for one of those teams, is simply not in the best interest of students who will never again have the opportunity for the high school experience. I feel as Commissioner of the KHSAA, that this is simply unconscionable as an alternative for students to have to make that choice. The full text of the statements by NFHS Executive Director Bob Gardner is contained at http://www.nfhs.org/content.aspx?id=7684, and […]

9/18/12 – Commissioner’s Remarks to 2012 KHSAA Annual Meeting
Commissioner’s Remarks
General Session, 2012 KHSAA Annual Meeting
When I sat down a few weeks ago and discussed the board’s evaluation from last year and plans for the coming year, I was again told to take those thoughts to the membership this morning, including plans for some operational changes and potential regulation changes.
As most of you know, my philosophy is perhaps a little different than some of my predecessors. I don’t want to study something to death, or be comfortable “the way it’s always been done”. I think for too long, as an association, we stood at the fork in the road and spent far too much time trying to decide which way to go. We will take those forks we choose, and then another if that doesn’t work out.
Last year was a smooth year operationally, although a down year financially. Our staff […]
09/17/12 – Disqualifications Down in 2011-2012 School Year
FOR IMMEDIATE RELEASE: SEPTEMBER 17, 2012
DISQUALIFICATIONS DOWN IN 2011-2012 SCHOOL YEAR
More student-athletes and coaches were able to see the conclusion of their teams’ contests during the 2011-2012 school year.
A total of 481 student-athletes and coaches were disqualified from contests in the sports of baseball, basketball, football, soccer, softball, volleyball and wrestling last year, down from 545 during the 2010-2011 school year. The information was released during the KHSAA Board of Control Meeting on Monday in Lexington.
Before the 2011-2012 school year the KHSAA Board of Control approved measures stiffening the disqualification to two contests for student-athletes and three for coaches.
“I don’t think there’s any question the stiffer penalties had something to do with the fewer number of disqualifications we have seen,” said KHSAA Commissioner Julian Tackett. “Especially in sports such as football, where three games can mean nearly a third of the season, more coaches and student-athletes […]
9/14/12 – Proposal by Proposal Analysis of 2012 Annual Meeting Proposals
This is the second part of a two-part effort to talk about the 2012 KHSAA Annual Meeting.
There are nine proposals on the agenda this year. All but one are part of the Board’s required Annual Review and the vast majority are attempts to modernize the regulations. In some cases, they are provisions that combine pieces from several parts into one rule. Others call for removal of provisions that haven’t been utilized in many many years. As we continue to see turnover in athletic administrators, it is vitally important that the rules be as clear and concise as possible.
PROPOSAL 1 – Amend Bylaw 5 to clarify and reinforce provisions – Issues have arisen this school year that point to the need to modernize Bylaw 5 and its wording to ensure that any existing misinterpretation is clarified within the requirements for Bylaw 5. No special test or recitation may be given to restore eligibility for […]
9/14/12 – KHSAA Annual Meeting – Your Chance to be Involved!
This is a great time of year. In all areas of the state, school has started. The Friday night lights are lit, the fields and courts are in use every night (and seems like 24 hours in some areas and schools). And this year, we have just completed a circuit around the state holding regional meetings about KHSAA operations, online data management and Title IX.
But then reality sets in, and its time to deal with some of the “business issues” surrounding the KHSAA. And a lot of that business is accomplished through the Annual Meeting. Truth be told, other than the championship final events and recognition ceremonies, this event continues to be one of my favorites. Our staff gets to sit down and meet with those people in the trenches at the local schools, and talk about issues facing both groups. Our philosophies and perspectives are different, so too naturally are our opinions.
I […]
9/14/12 – Sport Activity Survey Input Needed
In order for plans to be made, regions to be drawn and competition rules to be developed, it is important that we know whether or not your school intends to compete in the four sport-activities championships for 2012-2013. Please complete the questions at http://www.surveymonkey.com/s/2013SportActivitySurvey on or before Friday, September 28, 2012. If you have questions about any sport-activity, please feel free to contact the office. Thank you very much for your support!9/13/12 – Southern HS Regional Meeting Cancelled
The final regional meeting, originally scheduled for September 22 at Southern HS has been cancelled due to a lack of advance registered attendees. Based on input from the membership, this meeting may be rescheduled for later in the school year. We apologize for any inconvenience this cancellation may cause.
09/09/12 – Commissioner’s Statement, Including Funeral Arrangements and Donation Designation, on the Passing of Louis Stout
FOR IMMEDIATE RELEASE: SEPTEMBER 9, 2012
COMMISSIONER’S STATEMENT ON THE PASSING OF LOUIS STOUT
Louis Stout, who served as the fifth Commissioner of the Kentucky High School Athletic Association from 1994-2002, passed away early Sunday morning following a brief illness.
“Words cannot begin to express what Louis meant to this organization or the impact he made on those he came in contact with during his 30 plus years of service to the KHSAA,” said KHSAA Commissioner Julian Tackett. “Not only was he a pioneer but he had a unique vision that continued the KHSAA on the course to the organization we are today. He possessed two characteristics of a great leader – he wasn’t afraid to take chances and he fought tirelessly for increased opportunities for students, sometimes in the face of overwhelming opposition. I had the pleasure of working with him for nearly 20 years and today not only have I lost a dear friend, colleague and […]
09/07/12 – Reminder about Weather Interrupted Football Games
Based on the number of inquiries in the last few hours, it seems prudent to remind schools and officials about the required procedures involving interrupted football games.
Basically, there is no such thing as a no contest. Regardless of how long or short games go due to inclement weather, it cannot be treated as though it never happened. Once it starts, it starts.
Two valuable resources are laid out in the KHSAA policies. First, if you look at the Officials Guidebook, it clearly talks about the officials authority NOT being absolute on whether or not we resume. It says:
SEVERE WEATHER / HEAT ILLNESS POLICY FOR ACTIONS BY OFFICIALS AT OUTDOOR SPORTS
The Referee (Lead Official / Crew Chief) shall stop play in a contest or scrimmage at the first sound of lightning or thunder at the site. The playing site shall be cleared immediately of all persons. The contest or scrimmage may be resumed […]

The Commissioner will prepare a blog early next week describing each one of the proposals.

9/4/12 – Reminder about KHSAA Annual Meeting
This is the second reminder about this year’s KHSAA Annual meeting. It’s each school’s opportunity to have a say in the rules of the Association for the future. In addition, there will be professional development opportunities in the morning as usual, with this year’s session focusing on the cleaning and long-term preservation of indoor playing surfaces such as gym floors; a vital session on intellectual property and the need to protect your school logo and other items; and an update with suggested implementation of the development of an Emergency Action Plan. Be sure and go to http://khsaa.org/general/annual-meeting-information/ and see details, including registration for the meeting.

08/23/12 – Archery Becomes Latest Championship Sport-Activity
FOR IMMEDIATE RELEASE: AUGUST 23, 2012
ARCHERY BECOMES LATEST CHAMPIONSHIP SPORT-ACTIVITY
Kentucky’s elementary, middle and high schools have enjoyed archery competition for nearly a decade. Beginning with the 2012-2013 school year the chance to compete for a KHSAA state championship will become reality.
The KHSAA will add archery as a varsity sport-activity starting this year, Commissioner Julian Tackett announced in a Thursday morning press conference. Archery joins competitive cheer and bass fishing, which are holding their first KHSAA-sanctioned state championships in late January and April, respectively, as the newest sport-activities offered by the Association along with bowling that had its first KHSAA championship in 2012. Kentucky becomes one of the first states nationally to offer archery as a varsity sport-activity. The regional and state competitions will take place in late February and early March.
“We are thrilled to be able to add archery to our growing list of sport-activities,” said Tackett. “It’s […]

8/16/12 – Courage in Munich Seminar to Georgetown College
Rarely do high school students have the opportunity to hear about an important chapter in world history straight from the people who made it, but such an opportunity will present itself to Kentucky youngsters on Friday, Aug. 24, at Georgetown College.
The 12 members of the 1972 United States Olympic basketball team – the one that was literally cheated out of the gold medal in the most controversial game ever – will appear with distinguished journalists and scholars at a series of four seminars beginning at 9 a.m. in the college’s conference center. All four of the seminars will be free and open to the public.
The seminars will discuss the historical, political, and sociological implications of the team’s decision to not accept the silver medal – the first and only time that has happened in Olympic history. One of the seminars also will be devoted to the invasion of the Olympic Village that resulted […]

08/15/12 – Reminder about Rosters and Stats
Now that contests have been completed and individual statistics can be entered, there are steps to be taken to open and initialize rosters. This step was clearly detailed in the August 7 blog entry available at http://khsaa.org/87-2012-2013-rosters-available-to-be-opened-and-edited/. Your AD will need to follow these steps prior to the entry of new players or editing of the current roster. All of this has to be done before stats can be entered on a game-by-game basis.
The first week of volleyball statistics will be published on Thursday, Aug. 23.
The first week of soccer statistics will be published on Thursday, Aug. 30
The first week of football statistics will be published on Thursday, Sept. 6

More than 600 student-athletes […]
08/13/12 – Regional Series of Meetings Scheduled
This reminder is for all member school Superintendents, Principals and Athletic Directors within the KHSAA.
For the fall of 2012, the KHSAA has reinstituted an Athletic Administrator Workshop. The content for this non-mandatory workshop expand this year to not only include the elements related to Title IX and those reports and functions, but instructional sessions on managing the coaching and player data for your school, completion of the Annual participation list, and other helpful topics on the KHSAA web site. These sessions will begin in the early morning and continue through noon. A final schedule will be sent to all registered attendees. After a break for lunch, attendees are invited to attend an additional 90-minute session related to the rules and regulations of the KHSAA. This session would be invaluable for new ADs as well as those simply wanting to re-familiarize themselves with the Constitution, Bylaws and Tournament Rules. We will be offering assistance with […]

8/10/12 – “Fall Ball” and Bylaw 25 Reminders
We have had several inquiries from Administrators and Coaches with regard to coaches involvement during the school year with members of their team (or other interscholastic teams within the school). These issues have been particularly brought to light with respect to baseball and softball programs.
Coaching is defined as any activity by the coach at a time the athletes are participating in skills (either preparatory or specific to that sport) in a setting in which skills are taught, refined, or practiced. Coincident participation by a coach and an athlete in a sport such as a golf outing, where the coach and athlete(s) are not entered as a entry or group, or in an activity such as distance running with many runners but no direct coaching, would not specifically be considered coaching.
The “off-season” is the period during the school year for each sport or sport/activity that is outside the defined start and […]
08/08/12 State Track Meet Dates Announced
The schedule for the state track meet for 2012-2013 school year is set as follows:
Friday, May 17 – 2A and Saturday, May 18 – 1A and 3A
Please be sure to add this to your school calendar. In years past we have found that schools appreciated the early announcement of these dates as spring is a busy time for all schools. The release of these dates should be instrumental to schools as they finalize their school calendars throughout the year and after the winter months.
This format is a slight change from the past two years with two classes competing on Saturday. Exact times for each class will be released at a later date. We can confirm that the Class 1A will be the early meet on Saturday and the Class 3A will be the afternoon meet.
The State Meet site will be announced when it is determined later in the fall.
07/31/12 – Boys’ Sweet 16® Championship Game Set for Sunday
FOR IMMEDIATE RELEASE: JULY 31, 2012
2013 BOYS’ SWEET 16® CHAMPIONSHIP GAME SET FOR SUNDAY
For the first time in the 95-year history of the KHSAA Boys’ Sweet 16®, the tournament championship game will be played sometime other than Saturday night.
The traditional state tournament format will undergo a transformation for the 2013 event due to potential scheduling conflicts with Rupp Arena.
“We received a request a few days ago from the University to consider other Saturday (and potentially Sunday) alternatives in the event that the final schedule for 2012-2013 necessitated the Wildcats playing at home on Saturday, March 9,” said KHSAA Commissioner Julian Tackett. “The 2013 scheduling has been a constantly evolving challenge for a while as we had previously surrendered our contracted dates for the arena to allow UK to host the NCAA Second/Third round that year.”
The semifinals, a doubleheader that has been played on Saturday morning for more than fifty years, […]
7/25/12 “Hit By Pitch” Procedure Revised in High School Softball for 2013
Batters in high school softball no longer will have to make an attempt to avoid being hit by a pitch in order to be awarded first base. This revision to Rule 8-1-2 was one of four rules changes approved by the National Federation of State High School Associations (NFHS) Softball Rules Committee at its June 11-13 meeting in Indianapolis. All rules changes were subsequently approved by the NFHS Board of Directors. Click here for more details
07/24/12 – Championship Weekend Created for Fall Sports
FOR IMMEDIATE RELEASE: JULY 24, 2012
CHAMPIONSHIP WEEKEND CREATED FOR FALL SPORTS
Beginning in the fall of 2013 the first weekend of November will have a championship feel unlike any other in the Association’s 95-year history. The KHSAA Board of Control approved a measure at its July meeting to create a fall sports weekend of championships as five separate team championships will be decided on the same Saturday.
The final championship contests for volleyball, boys’ and girls’ cross country, as well as boys’ and girls’ soccer will be awarded on Nov. 9, 2013. The new series of championships will be held in week 18 of the NFHS corresponding date calendar.
The decision to create a fall weekend of champions received support for several reasons, among them the fact it cuts down on scheduling conflicts for member schools, unlike when the championships are conducted on three separate weekends. Similar events also have been […]

Members of the newest class of the Dawahares/KHSAA Hall of Fame were introduced to the public and enjoyed around of golf at the 26th annual Dawahares/KHSAA Hall of Fame Golf Scramble on Tuesday at the Marriott GriffinGate Resort Hotel in Lexington.
“It’s amazing to see the support this Hall of Fame enjoys from the people who participate in the scramble every year. We have Hall of Famers who were inducted more than 20 years ago and they still come back and play every year,” said KHSAA Commissioner Julian Tackett. “It’s such an honor to see the new Hall of Famers introduced for the first time. It’s a great time but it’s also very humbling when you see just how much this honor means to them.”
Representatives of eight of the nine members of the 2013 Class of the Dawahares/KHSAA Hall of […]

7/17/12 – Baseball Rules Committee Addresses Alteration of Bats with 2013 Rule Changes
New language has been added to the high school baseball rules to re-emphasize that non-wood bats cannot be altered. This additional note in Rule 1-3-2 was one of four rules changes approved by the National Federation of State High School Associations (NFHS) Baseball Rules Committee at its June 3-5 meeting in Indianapolis. All rules changes were subsequently approved by the NFHS Board of Directors. Click Here for More Information
07/15/12 – Reminder about Case BL-25-14 (Open Gym/Field), Out of Season Restrictions
Case BL-25-14- What are the restrictions during the school year outside of the defined Limitation of Seasons (off-season) when the school’s team members are participants or school coaches are involved?
Coaching is defined as any activity by the coach at a time the athletes are participating in skills (either preparatory or specific to that sport) in a setting in which skills are taught, refined, or practiced. Coincident participation by a coach and an athlete in a sport such as a golf outing, where the coach and athlete(s) are not entered as a entry or group, or in an activity such as distance running with many runners but no direct coaching, would not specifically be considered coaching.
The “off-season” is the period during the school year for each sport or sport/activity that is outside the defined start and end dates for the sport or sport/activity as detailed in Bylaw 25. The restrictions begin on the first […]

7/5/12 – Dead Period Final Days Reminder
This is not intended to accuse any specific school or system, but to issue a genuine reminder. All member school administrators would be well served to forward this to all of your coaches on record.
DEAD PERIOD REMINDER On several occasions in the last few days, we have received inquiries from individuals claiming to be parents in specific school systems, very upset that workouts were going on among team members, etc. at a time when it was supposed to be dead. A few reminders to keep all properly informed about KHSAA Bylaw 26, the Dead Period.

1) you will be charges a $25 late fee to register after June 30

Due to issues we had with the transition of our licensing policy, we decided to move our implementation of the uniform requirements back a year.

5/14/12 – Annual Participation List Due May 30
The KHSAA has completed the final development of the electronic participation list submission. This task, which used to take hours for some to compile and is required of each school each year, should just be a couple of clicks away for all of our schools with the exception of the eight to ten who only enroll one sex and therefore haven’t had the “pleasure” of completing the Title IX reports. The reports cannot be submitted manually and must be submitted using the online system.
For those who have completed and submitted all elements of the Title IX report, your data may need a final review, especially related to cheer, and then you should be perfectly ready to go. From our experience with the beta testers, there were some who didn’t keep a good cheer roster during the year […]
02/20/12 – Rip-It Bat
We have received the following from the NFHS
It was brought to the NFHS’s attention that some umpires have identified the Rip-It bat as being non-compliant due to the positioning of the BBCOR .50 certification mark on the taper instead of on the barrel. This was very observant of them and a correct interpretation. However, the NFHS has had discussions with the Rip-It management group about this issue and an agreement was worked out to extend to them an administrative remedy to permit their bats to be allowed in high school competition. Please share this information with your officials that the Rip-It product with the BBCOR .50 certification mark on the taper of the bat instead of the barrel is compliant with the NFHS baseball rules due to an administrative remedy.

Commissioner’s Remarks, 2011 KHSAA Annual Meeting
Commissioner’s Remarks
General Session, 2011 KHSAA Annual Meeting
When I sat down a few weeks ago with our new board president and discussed the board’s evaluation from last year and plans for the coming year, he told me he thought I might want to take a different twist during this time I have with you. I had told him of many things that I had on my mind as we go forward, and plans for some operational changes and potential regulation changes. He looked at me and said, “That’s great. But don’t just tell me, tell them. Why don’t you do that when you have the schools together?” So if you are disappointed or disillusioned with this session, I guess we can […]
2011 Annual Meeting – Proposal by Proposal
This is the second part of a two-part effort to talk about the 2011 KHSAA Annual Meeting. There are twelve proposals on the agenda this year. Seems like about the right number, but very few if any are really significant in that implementation will not be extremely difficult for the membership.
Proposal 2011 – 1 – A proposal to revise Bylaw 6 and 7 to clarify the applicability of each rule between domestic and foreign students. Let’s face it, not all transferring students fit into the cookie cutter rule and forms of yesterday. We are in the middle of a military conflict that has resulted in thousands of new citizens coming to the United States for a variety of reasons. But recently, we have seen more coming as an entire family unit. When our schools are asked to process these students, it isn’t always clear whether or […]
Annual Meeting – Every School’s Chance for Involvement!
This is a great time of year. In all areas of the state, school has started. The Friday night lights are lit up, the fields and courts are in use every night (and seems like 24 hours in some areas and schools). But then reality sets in, and its time to deal with some of the “business issues” surrounding the KHSAA. And a lot of that business is accomplished through the Annual Meeting. Truth be told, other than the championship final events and recognition ceremonies, this event is one of my favorites. Our staff gets to sit down and meet with those people in the trenches at the local schools, and talk about issues facing both groups. Our philosophies and perspectives are different, so too naturally are our opinions.I wanted to take some time with this particular blog, to talk about the proposals that will be voted on by the membership.
