Each year, the Kentucky High School Athletic Association honors the top officials for the sports in which it licenses officials. Finalists in each sport are selected through a combination of not only on-field performance but also local association activity and leadership, training efforts and the mentoring of newer officials.

One official in each sport is named Outstanding Official of the Year in appreciation of their dedication and service to schools and student-athletes across the state. Winners are selected following consultation with local assigning secretaries, veteran officials’ observers and coaches throughout the state, as well as additional staff review.

Following the board announcement regarding the boys’ volleyball postseason and format, the office has received additional questions about the upcoming season.

Programs that have competed outside of KHSAA sanction are going through a transition to the various Bylaws and Competition Rules that KHSAA-sanctioned play requires.  Hopefully, this will help those new individuals in the transition.  

To ensure consistent communication, we’ve put together this Frequently Asked Questions blog post, addressing some of the common queries we’ve received about boys’ volleyball. Please note that this post will be updated as new questions come in and should serve as a helpful reference for our coaches. Since boys’ volleyball will follow similar guidelines to our other sports regarding coaching requirements, schedules/scores, postseason, and championships, your Athletic Director will also continue to be a valuable resource for additional information and is required to be involved for the sport to comply with Federal OCR guidelines.

11/15/24 – Board Adopts Boys’ Volleyball Alignment & Postseason Format

The KHSAA Board of Control, at its November 14 meeting, adopted an alignment, postseason format and dates, and officials fees for the inaugural Boys’ Volleyball in the spring of 2025. All aspects of the season and event will be evaluated following the season each year.

ALIGNMENT

The approved alignment will be comprised of eight regions.

  • Region 1 – Adair County, Allen Co.-Scottsville, Daviess County, Fort Campbell, Hart County, Ohio County, South Warren, Trinity (Whitesville).
  • Region 2 – Casey County, Danville Christian Academy, East Jessamine, John Hardin, Marion County, North Hardin Christian, Pulaski County, Southwestern, Thomas Nelson, West Jessamine.
  • Region 3 – Beth Haven, DeSales, Doss, Fairdale, Holy Cross (Louisville), Iroquois, Pleasure Ridge Park, Valley, Western.

The online KHSAA Rules Clinic for officials in the sport of basketball is available through Arbitersports at khsaaofficials.org.   • September 24 to October 1 – the Field Hockey Clinic may be viewed for the makeup fee ($100) during this period.
  • October 2 to October 16 – the Field Hockey Clinic may be viewed for the makeup fee ($200) per the Bylaw 27 schedule during this period. After this time, postseason penalties per Bylaw 27 will apply.

The KHSAA received the following from the NFHS office regarding the Warstic Bonesaber-3 Baseball Bat.

FOLLOW-UP CLARIFICATION FROM THE NFHS TO THE BELOW POST

For clarification, the Warstic Bonesaber -3 non-wood baseball bat with the factory handle wrapping is compliant.  However, please emphasize to your schools and umpires that the Warstic Bonesaber -3 baseball bat is a compliant non-wood baseball bat for high school varsity competition with factory handle wrapping.

Any baseball bat (wood or non-wood) from any bat manufacturer with a traditional or non-traditional knob is at risk of being rendered non-compliant when it is rewrapped in a manner that the wrapping is over the knob making the knob flush (level with) the handle. A simple solution to correct the non-compliant wrapped bat is to remove the existing wrapping and rewrap the handle.

11/07/23 – KHSAA Announces RefReps Partnership to Address Officials Shortage

As part of a collective effort to address the shortage of licensed officials in Kentucky, the Kentucky High School Athletic Association has partnered with an officiating education company called RefReps, as announced on Tuesday.

RefReps provides a comprehensive sports officiating education curriculum for more than a dozen sports to provide a viable opportunity for schools to offer sports officiating education to students during their curricular day as an elective course.

“The KHSAA is excited to partner with RefReps as a strategy to help promote our mission to address the shortage of licensed officials across Kentucky,” said KHSAA Commissioner Julian Tackett. “As they have proven in other states and demonstrated throughout this adoption process, they will be invaluable. The KHSAA Board of Control conducted its final regularly scheduled meeting of the 2022-23 academic year on Wednesday in Lexington, accepting reports of several member surveys and ballots regarding both new and existing championship sports and sport-activities, as well as reports of Kentucky state legislation and officials licensing.

NFHS Part 2 Exams for licensed officials in the sports of Baseball, Softball, and Track are now available online.

The Part 2 Exams will be open until 11:59 p.m. (ET) based on the following schedules:

Track: Monday, May 1
Baseball: Monday, May 8
Softball: Monday, May 8

Login at https://officials.khsaa.org/authorize/ to take the test. The exam consists of 50 questions.  A minimum score of 35 questions correct out of 50 is required for a passing score.  

First-year officials are not required to take the exam, however, if any first-year official has completed licensing requirements, the test may be taken.

Any official determined to have been involved in the improper administration of the exam, including taking it for another official or having it taken by another official, will have the score disregarded for the year and be subject to other penalties in compliance with the jurisdiction of the office through […]

Thank you for your interest in licensing as a sports official. We shared earlier in the year with the local Assigners that the Association is working towards moving licensing, clinics, etc. that would be executed through the Arbiter system.

We are currently engaged in this process and therefore the renewal process for fall sports for 2023-2024 is suspended through the completion of that process. Once we have completed the transition a notification will be sent out alerting you to license or relicense at that time.

10/17/22 – Separate Licensing and Testing Created for Diving for 2022-23

Effective with the 2022-2023 school year, Diving will now be a separate license for officials and a separate version of the NFHS testing used for the KHSAA Part 1 and Part 2 tests.

  • The NFHS Exam has been split into two distinct exams, one for Diving and one for Swimming.
  • In addition, there will now be two separate licenses within the KHSAA officials licensing system.
  • Licensing fees for a swimming only license will be a $20 sport fee and Diving will now be a $10 sport fee. Each official will continue to pay only one admin fee ($40) for the entire year regardless of the number of sports when applying for the license.

This move by the NFHS and the KHSAA follows years of input from within our state that called for this focus on diving, as well as responding to national and state trends due to the unique nuances relative to Diving. […]

09/13/22 – Board of Control Approves Amended Sanctioning Policy, Expansion of Officials Licensing

The KHSAA Board of Control conducted its second regularly scheduled meeting of the 2022-23 academic year on Tuesday in Lexington, approving an amended sponsorship policy for potential new sports and sport-activities, as well as an expansion of officials licensing.

The threshold to sponsor a new sport will now be 15% participation among all member schools. Based on a membership of 280 (totaled at the time of the most recent triennial survey), 42 schools must desire to participate in a sport for the Board to consider approving a new state championship. 10% of member schools (28) must participate in an existing sport for it to continue, with the currently implemented exceptions for female opportunities remaining in place.

The Board approved a pilot program for 14-17-year-olds to be licensed as KHSAA officials eligible to work non-high-school-level contests. The KHSAA will help to defray the cost of training for these officials and […]

09/01/22 – NFHS Decertified Use of Matte Military Green Stinger Bat

The National Collegiate Athletic Association (NCAA) has advised the NFHS that on the basis of the performance testing by Washington State University Sports Science Laboratory, the BBCOR decertification process has been implemented for the Matte Military Green bat with Black and Gold highlights (color) 33” model Stinger Bat Company Aluminum Missile II bat. The model number is MISL2233.

The bat will be removed from the BBCOR Approved Bat list that is housed on the Washington State University Sports Science Laboratory website.  Since the Missile II no longer has the BBCOR designation, effective immediately, this bat (33″ length Stinger Bat Company Missile II aluminum bat) should be considered a non-compliant bat pursuant to NFHS Baseball Rules 1-3-2d and 7-4-1a.

In 2021, the NFHS volleyball rules concerning the color of the officials’ uniform (Rules 5-3-1, 5-3-1 Notes) changed to allow state association adoption the color may be gray and/or bright blue (cyan) in addition to the traditional white polo-style shirts.

This change was reviewed in the online rules clinic and it was noted that for the 2021 playing season, white would continue to be the color for KHSAA officials.  It was also shared that a phase-in approach, as was done in other sports, would then be implemented.  Following are the details. 

Bright blue (cyan) will eventually be the color of choice following the implementation period.  In an effort to keep costs minimal to officials and the need to only maintain one color of shirt, gray will not currently be an option at any time.

We know some may have chosen to sit out last year due to COVID-19 and others may still be waiting, licensing numbers remain low in most sports and areas of the state. Assigners are busy scheduling for the fall season so as the online rules clinics are approaching, we wanted to send out a reminder to you.

You will note that beginning last year, licensing is now based upon each sport and the conclusion of the high school season starts another cycle, similar to the pattern in arbiter licensing. Approximately two weeks at the end of each high school postseason, licensing will open for the following year. This was done at the request of Assigners and interested officials rather than having to wait until June to begin the process and therefore capturing potential new recruits while the interest is high.

All items listed below as embroidered or sublimated are part of this change. Vendor links will be placed on the KHSAA website, and email communication will be sent to all officials.

Other than what is prescribed below, patches should not be worn on hats or other parts of the uniform worn during the contest.

Below are the various uniforms at press time for the different sports. These uniforms are only for the clothing part of the uniform and do not include much of the other equipment.

NFHS Part 2 exams for licensed officials in the sports of Baseball, Fast Pitch Softball, and Track & Field are now available online. The Part 2 exams will be open until Monday, April 5 at 11:59 p.m. (ET).  After not being able to be on the field or track last spring we know everyone is excited about this season.

The tests will automatically close on April 5 at 11:59 p.m. (ET). Login at https://officials.khsaa.org/authorize/ to take the test. A minimum score of 80 on the exam is required to be considered for assignment to officiate postseason play.  The exam is also used for advancements in levels of classification.

We have received inquiries about the COVID-related modifications to NFHS rules published within the Baseball Healthy at Sports Return to Competition Guidance as well as what was published in the online rules clinic that was finalized in mid-February.  To assist administrators, coaches, and umpires in preparing for the first segment of the season we will address these below.

  • Since the pitcher may not put their hands to the mouth off of the mound and touch the ball, are there any options?  Yes, a cloth dampened with water may be used and stored in the back pocket of the uniform.
  • What is the penalty if a pitcher forgets and puts their hands to the mouth while off the mound?  You would provide a new ball that has been sanitized and simply discard the used ball to be sanitized.

INDIANAPOLIS, IN — In an expansion of its officiating courses, the National Federation of State High School Associations (NFHS) recently introduced the fast-paced sport of field hockey to the online NFHS Learning Center with its “Officiating Field Hockey” course.

Played on a field that is 60 yards wide by 100 yards long, and featuring only two umpires, field hockey is accompanied by unique rules that offer many challenges to a two-man crew. INDIANAPOLIS, IN — The National Federation of State High School Associations (NFHS) continues to expand its outreach and services to contest officials nationwide through development of the NFHS Center for Officials Services (COS).

The NFHS COS, with its technology platform created by DragonFly Athletics of Tuscaloosa, Alabama, officially kicked off at the start of the 2020-21 school year and is already servicing nine NFHS member state high school associations (Alabama, Arkansas, Delaware, Georgia, Maryland, Mississippi, Montana, North Carolina and Wyoming), as well as sport-specific officials in three other states (California, Maine and Pennsylvania).

INDIANAPOLIS, IN — As part of its continued effort to educate officials on new procedures and protocol in officiating, the National Federation of State High School Associations (NFHS) has debuted a new instructional video on the online NFHS Learning Center – “Official Volleyball Signals Using an Electronic Whistle.”

The “Official Volleyball Signals Using an Electronic Whistle” video provides officials with tips and techniques to assist in creating seamless signal sequences when using an electronic whistle. Supporting information in the video includes examples of various signals conducted by the first and second referees in applying proper mechanics.

Last spring, as COVID-19 information became more prevalent, the NFHS Volleyball Rules Committee promptly responded to help with health and safety concerns in the sport. 06/18/20 – NFHS to Halt Printing of Spring Sports Rules Publications; 2020 Rules to be Used in 2021 Season

INDIANAPOLIS, IN — Due to the cancellation of spring sports at high schools across the country, the National Federation of State High School Associations (NFHS) will not be publishing new rules (both print and digital) for 2021 in the sports of baseball, softball, track and field, girls lacrosse and boys lacrosse.

Because very few schools were able to compete in these sports prior to the March shutdown of schools due to the COVID-19 pandemic, competition in these sports in 2021 will be conducted under 2020 NFHS rules for baseball, softball, track and field, girls lacrosse and boys lacrosse.

Following the completion of the 2020 KHSAA Swimming & Diving season, the Association has chosen the finalists for the sport’s Official of the Year Award. Of the 204 licensed officials in swimming, Ruth Ann Bode (Fisherville) and Terri Tonges (Versailles) were chosen as finalists with Bode selected as the 2020 KHSAA Swimming Official of the Year.

The KHSAA will honor the top licensed officials for the 2019-20 season during the course of the year, with the honorees for each sport chosen in the weeks immediately following each respective sport’s championship. Finalists in each sport are selected through a combination of not only on-field/court performance but local association activity and leadership, training efforts and the mentoring of newer officials.

Following the completion of the 2020 KHSAA Wrestling season, the Association has chosen the finalists for the sport’s Official of the Year Award. Of the 94 licensed officials in wrestling, Brett Branson (Cincinnati, Ohio) and Jon Eschan (Union) were chosen as finalists with Branson selected as the 2020 KHSAA Wrestling Official of the Year.

03/25/20 – Officiating Courses Available for Free Through July 1 on the NFHS Learning Center

INDIANAPOLIS, IN (March 25, 2020) — Current high school sports officials, as well as individuals interested in joining the officiating ranks, will be able to access online education courses on the NFHS Learning Center for free through July 1.

Since many individuals are at home for an indefinite period of time due to the current worldwide health crisis, the NFHS has decided to make its 11 sports officiating courses available for free on the Learning Center at www.NFHSLearn.com.

“Everyone is looking for positive things to do at home during this difficult period of time, so we thought it would be a good opportunity for officials to take courses on the Learning Center to brush up on their skills,” said Dr. Karissa Niehoff, NFHS executive director. “As a means of encouraging more people to take advantage of this time at home, the NFHS is offering officiating courses for free until July 1.

03/23/20 – NFHS Part 2 Exam Now Online for Baseball & Softball Umpires

The NFHS Part 2 Tests for licensed officials in the sports of Baseball and Softball are now available online.  Even during what we hope is a short time, while there are currently no games being played, officials may use this tool to increase their knowledge, brush up on the rules and situations or complete the exam to move to the various levels within the classification of officials.

First-year officials are not required to take the exam, however, if any first-year official has completed licensing requirements, the test may be taken.

The tests will be open until Monday, April 6 at 11:59 p.m. (ET). Login at https://officials.khsaa.org/authorize/ to take the test.

Louisville Slugger Meta 33″ Bat Not legal
The KHSAA received notification Monday afternoon from the NFHS that the Washington State University Sports Science Laboratory has advised that the BBCOR decertification review process had been implemented for the 33” model Louisville Slugger Meta Composite bat.

Therefore, effective immediately, this bat (33″ length Louisville Slugger Meta composite bat – 2020 Blue Bat) should be considered a non-compliant bat Pursuant to NFHS Baseball Rules 1-3-2d and 7-4-1a and not legal for play at any level until further notice.

02/25/20 – Safety Concerns and Baseball Requirements for 2020 season

In 2017, the NFHS adopted a playing rule dealing with safety and ball manufacturing that beginning Jan. 1, 2020, all baseballs used for high school competition shall meet the NOCSAE (National Operating Committee on Standards for Athletic Equipment) standard and include the certified mark. This information has been included in annual rules clinics since to notify coaches of the pending requirement.

Questions have been asked by umpires and coaches of what to do if there were no such balls provided at the game site, should the game be played?

Rule 1-3-1 in the NFHS Rules Book details the requirement and unless otherwise mutually agreed upon, the home team has the responsibility to provide the balls.

The KHSAA Board of Control has mandated that in games where umpires arrive on-site and no NOCSAE approved baseballs are available to begin a contest, the contest shall not be played and will […]

The 2020 Online Rules Clinic that is required for all head and assistant coaches and licensed officials in the sport of Baseball is now available. The clinic is required for ALL coaches at each school, head or assistant, paid or unpaid.

HEAD AND ASSISTANT COACHES

  • For member schools, the clinics are located on the School Log-in Page. To access the clinic, log in to https://schools.khsaa.org and — under the section entitled Rules Clinics — click on the link entitled “View Online Rules Clinics“.
  • February 24 – April 14 – the Clinic may be viewed by coaches at no charge during this period.
  • April 15 – May 4 – the Clinic may be viewed by coaches for the late fee ($100) during this period.

Any official determined to have been involved in the improper administration of the exam, including taking it for another official or having it taken by another official, will have the score disregarded for the year and be subject to other penalties in compliance with the jurisdiction of the office through the Federal Court Decree.

11/21/19 – NFHS Announces Plans to Launch “Center for Officials Services”

INDIANAPOLIS, IN (November 21, 2019) — The National Federation of State High School Associations (NFHS) will be launching an online platform for high school officials, effective with the 2020-21 school year.

The NFHS Center for Officials Services, with its technology platform created by DragonFly Athletics of Tuscaloosa, Alabama, will offer a variety of services for officials, including registration, assessment, assignments and payments. In addition, NFHS Officials Association members will be able to access NFHS rules exams, NFHS digital rules books and case books, insurance information, video content and sport-specific officiating courses on the NFHS Learning Center.

In time, it is anticipated that the NFHS Center for Officials Services database would include all registered officials in NFHS member state associations. As a result, this new technology would assist the NFHS as it continues to recruit new officials through its #BecomeAnOfficial program as well as ongoing efforts to retain individuals who officiate high school contests.
