01/06/15 – Reminder about Stats Collection REQUIREMENT and Penalties for Non Compliance

Beginning next week (week of 1/12), we will begin compiling weekly statewide statistical leader reports. With this first compilation, any school that has NOT reported statistics for one or more games will be penalized. The likely first step will be a FINE in accordance with Bylaw 27, and the adopted fine schedule calls for a maximum fine of $100 for failure to submit the reports (per game), as well as another fine if such a team should make the state tournament and is not in compliance with the requirement. Beginning next week, those penalties will be imposed.

Please keep in mind a few other notations:

  • The statistics requested are not comprehensive by any means, but complete submission is required for each game. These individual games are then aggregated for season totals;
  • The individual games should be entered within forty-eight hours. Beginning later this week, you will begin receiving daily notices via email (both to coaches and administrators) of […]

  • 01/06/15 – Phase I of 2014-15 Title IX Reporting Open for Entry, Changes in System

    The initial phase of entry for the 2014-2015 Title IX Reports, the ability to enter the financial information from 2013-14 to be entered on the form T-35, is available and online at schools.khsaa.org. There have been several enhancements this year based on the tour of regional meetings last fall and the great cooperation and feedback from the membership.

    CHANGES IN T35

    There have been a couple of significant revisions is the T35 Form. This is a continual effort to elimination inconsistent information that has been entered on that form:

    • Entry for the T35 is now open. Login to http://schools.khsaa.org and begin entry when you are ready.
    • The T35 requires you to enter 2013-2014 expense information (as it has been audited within your district) but will pulls the coaching counts from your current listings. The use of the current year on coaches allows for you to self-audit your data and ensure all of your coaches […]

    01/05/15 – Whitaker Bank/KHSAA Sweet 16® Scholarship Application

    For the second year, Whitaker Bank, as part of its continuing title sponsorship of the Boys’ Sweet 16®, and the KHSAA will be presenting four one-time $1,500 scholarships. The scholarships are open to high school seniors that participate in KHSAA sanctioned sports and sport-activities.

    Deadline for the information to be received by the KHSAA is Feb. 25. There is no limit to the number of applicants from a school.

    Winners will be recognized during the 2015 Whitaker Bank/KHSAA Boys’ State Basketball Tournament, March 18-22 in Lexington.

    12/12/14 – KHSAA Competitive Cheer Championships This Saturday At Alltech Arena

    FOR IMMEDIATE RELEASE: December 12, 2014

    The third annual KHSAA Competitive Cheer Championships will take place Saturday, Dec. 13 at Alltech Arena in Lexington. Doors open to the public at 9 a.m. with the competition starting at 10 a.m. with the All-Girls’ Small and All-Girls’ Medium divisions. The All-Girls’ Large and All-Girls’ Super-Large divisions are slated to begin at 2 p.m., followed by Coed divisions A & B at 6 p.m. Each session of the championship will be webcast live at KHSAA.tv.

    12/08/14 – KHSAA Sanctions Football Officials, Officials’ Association for Rule Misapplication

    FOR IMMEDIATE RELEASE: December 8, 2014

    The KHSAA has assessed sanctions against a crew of five football officials and an adjustment to the schedule for future playoff assignments for the local association involved, following a misapplication of the playing rules in the semifinal round playoff game between DeSales and Murray on November 28. During the second quarter of the game, on a play when Murray scored a touchdown, the covering official called a foul against a coach from Murray when the covering official made contact with the coach in an area where coaches are not permitted during play. The officials then mis-administered the playing rules by assessing the penalty from the spot of the foul and not allowing the touchdown.

    12/01/14 – Officials Part 2 Exam Available for Basketball and Wrestling

    The Part 2 Exam for Basketball and Wrestling is now available online through midnight Eastern Time on Sunday, December 14. There will be no way for anyone to take the test after the deadline. It is highly recommended that all registered officials take the part 2 exam.

    Login to http://officials.khsaa.org/authorize/ to take the part 2 exam.  A minimum score of 80 on the exam is one of the requirements to be assigned to officiate postseason contest. The part 2 also allows for officials to obtain a level 2 or level 3 rating with the KHSAA (for details see the KHSAA Handbook beginning page 5 – Officials Guidebook Policies).

    Please remember that you must login to the officials page of the KHSAA website.  If you cannot remember your password, please choose the reset your password (in blue). This will take you through the steps to reset your password.

    Registration for the 2015 KHSAA Baseball Umpires Advance Camp is now open. This camp must be attended once every four years to be eligible for assignment to umpire region or state tournaments.

    11/18/14 – KHSAA Extends Football Championship Agreement With Russell Athletic, Western Kentucky University Through 2018

    The Kentucky High School Athletic Association officially extended its agreements with Russell Athletic and Western Kentucky University to partner and host the state football finals through 2018 in a press conference in Bowling Green on Tuesday. The KHSAA Board of Control previously approved an extension for WKU and Houchens Industries-L.T. Smith Stadium as the host site of the Russell Athletic/KHSAA Commonwealth Gridiron Bowl, dependent at the time upon retaining Russell Athletic as the event’s title sponsor.

    11/12/14 – Board of Control Upholds Penalties Against Cordia High School; Reduces 2014-15 Suspension to 15 Games

    FOR IMMEDIATE RELEASE: November 12, 2014

    The Board of Control completed a special meeting on Wednesday morning at the KHSAA Offices to conclude the appeals hearing for sanctions levied against Cordia High School, which recessed on Oct. 22nd. Following its deliberation, the Board upheld 18 of the KHSAA’s original 25 findings of fact from the yearlong investigation.

    Upon completion of its review, the Board voted to uphold four of the seven original penalties. In its action, the Board reduced the suspension of Cordia’s 2014-15 boys’ basketball team from a full season (30 games) to a 15-game suspension. The 2014-15 Cordia boys’ basketball team will be limited to a 15-game regular season schedule, with no postseason play. The postseason ban will also apply to the 2015-16 boys’ basketball team.

    11/05/14 – Cross Country, Soccer and Volleyball Champions All Crowned This Weekend

    Nine state championships will be decided this weekend as the KHSAA Soccer and Volleyball State Tournaments, and the KHSAA Cross Country State Meet are conducted in Lexington and Louisville. Saturday morning will see six state champions crowned in Cross Country at the Kentucky Horse Park in Lexington, followed by the boys’ and girls’ soccer state championships that evening at Henry Clay High School. The 2014 KHSAA Volleyball State Tournament begins Friday morning with first round matches at Valley High School in Louisville, and concludes with the championship match on Sunday at 2 p.m.

    KHSAA State High School Events Honoring Veterans At Events Closest To Veterans Day

    Through the efforts of a veteran and concerned individual by the name of Robert Williams of Menlo Park, California, there is now a national movement to have every high school and college in the United States honor all veterans and active duty military at events near Veteran’s Day. This is a great way to recognize our veterans and active duty military and hopefully reinforce to all the importance of their sacrifices and the meaning of Veteran’s Day.     As we prepare for potentially 95 games to be played during week 1 of the playoffs, we ask for your cooperation as we try and pull final brackets together over the weekend.     10/29/14 – Assumption Defeats Mercy, 4-0, To Capture 1st KHSAA Field Hockey State Title

    FOR IMMEDIATE RELEASE: October 29, 2014

    Assumption made history on Wednesday night at Bellarmine University’s Owsley B. Frazier Stadium, scoring a 4-0 victory over Mercy to capture the first-ever KHSAA Field Hockey State Championship. The Rockets took a 1-0 lead into the half off a goal by Elizabeth Allgeier, and added three more goals in the second half to claim the state title.

    Emma Spinetto scored the Rockets’ 2nd goal in the 45th minute off an assist by tournament most valuable player Bailey Higgins. Allgeier assisted on a goal by Kennedy Frantz in the 52nd minute to make it a 3-0 contest, before Erika Cooper capped off the scoring with an unassisted goal in the 55th minute.

    Higgins was joined on the All-Tournament team by fellow Rockets Rebecca Theineman and Allgeier. Mercy’s Kylee Daugherty, Amy Edgerton and Olivia Hennis were also named to the All-Tournament team after leading the Jaguars to a state runner-up finish.

    Fall Sports Postseason In Full Swing

    With the Leachman Buick•GMC•Cadillac/KHSAA Golf State Championships already in the books, the postseasons for the remaining KHSAA fall sports are in full swing. The inaugural KHSAA Field Hockey State Championship resumes tonight with semifinal action at Bellarmine University. Assumption takes on Sacred Heart at 5:30 p.m. followed by DuPont Manual against Mercy at 7 p.m. Live stats and a live webcast for each game will be available at KHSAA.org. The KHSAA Field Hockey State Championship game will be played Wednesday, Oct. 29 at 7 p.m.

    The KHSAA Boys’ and Girls’ Soccer State Tournament begins tonight with girls’ semi-state games at campus sites, followed by the boy’s semi-state games tomorrow evening.     10/23/14 – Pairings Set For 2014 KHSAA Field Hockey State Championships

    FOR IMMEDIATE RELEASE: October 23, 2014

    The matchups for the first-ever KHSAA Field Hockey State Championships were decided Thursday night when the quarterfinal draw was conducted at Assumption Green. Quarterfinal action begins Saturday at 2 p.m. when Assumption takes on Ballard at Owsley B. Frazier Stadium on the campus of Bellarmine University. Sacred Heart will face Presentation at 3:45 p.m., followed by DuPont Manual versus Louisville Collegiate at 5:30 p.m. and Christian Academy-Louisville against Mercy at 7:15 p.m. A full bracket for the championship can be found at http://khsaa.org/fieldhockey/2014/fhbracket.pdf

    Russell Athletic/KHSAA Commonwealth Gridiron Bowl

    It is again time for us to take orders for advance tickets to the Russell Athletic/KHSAA State Football Finals. We hope we can count on your continued support for the twelve teams that make it to the finals. Here are some notes about this year’s finals.

    • The games will be played on Friday, December 5 and Saturday, December 6 at Feix Field, Houchens Industries – L.T. Smith Stadium at Western Kentucky University in Bowling Green;

    10/20/14 – KHSAA and Special Olympics Announce New Partnership, Unified Sports Opportunities

    The Kentucky High School Athletic Association and Special Olympics Kentucky announced a new partnership in a press conference at the KHSAA headquarters on Monday, unveiling plans to develop unified sports opportunities in Kentucky for intellectually disabled student-athletes.

    For the last four years, the KHSAA has conducted adapted track and field events at its state meet for physically disabled student-athletes. The new venture with Special Olympics Kentucky will allow for the development of unified sports opportunities in all sports, with intellectually disabled students and students without intellectual disabilities competing together in a mutually beneficial, inclusive experience.

    The mandatory Online KHSAA Rules Clinic for Basketball, Swimming and Wrestling are now available online. Below is additional information and deadlines for Officials:

    Basketball

    October 6 to December 7 (Officials) – the Basketball Clinic will be online only and may be viewed at no charge during this period.

    December 8 to January 11 (Officials) – the Basketball Clinic will be online only and may be viewed for the makeup fee ($100) during this period.

    January 12 to February 22 (Officials) – the Basketball Clinic will be online only and may be viewed for the makeup fee ($300) per the Bylaw 27 schedule during this period. After this time, postseason penalties per Bylaw 27 will apply.

    September 15 to November 23 – the Swimming and Diving Clinic will be online only and may be viewed at no charge during this period.

    10/11/14 – St. Xavier; Owensboro Catholic’s John Augenstein Capture 2014 Boys’ Golf Titles

    St. Xavier carded a five-over par 293 in both rounds of the 2014 Leachman Buick?GMC?Cadillac/KHSAA Boys’ Golf Championship to finish at 10-over par 586 and claim the team title. McCracken County (301-312) and Franklin County (303-310) shared second place at 37-over par 613.

    Owensboro Catholic’s John Augenstein fired a pair of 69’s to finish at six-under par 138 and earn a three-stroke victory over runner-up Spencer McKinney (70-71) of Danville. Five players posted subpar totals for the tournament, with West Jessamine’s Connor Haas (70-73), St. Xavier’s Allen Hamilton (71-72) and Glasgow’s Chase Landrum (74-69) tying for third place at one-under par 143.

    10/10/14 – Boys’ Golf First Round Play Suspended Until 7:15 AM Saturday

    6:15 PM (CT) – Play was halted in the first round of the 2014 Leachman Buick-GMC-Cadillac/KHSAA Boys’ Golf State Tournament at 4:44 p.m. on Friday due to heavy rainfall and standing water on the course. After evaluating the course conditions, the decision was made to suspend the completion of the first round until Saturday morning.

    In order to allow for proper warm up time, the completion of the first round will begin at 7:15 a.m. (CT), with the practice range opening at 6:30 a.m. There will be a brief meeting for all head coaches at 6:50 a.m. in the main ballroom. 

    The championship round will be played on Saturday following the completion of the first
    round. Weather permitting, the first round is expected to be completed by 9:30 a.m. (CT), with the second round projected to start at 10:30 a.m. (CT) after the cuts are made.

    Sacred Heart defeated Henry Clay on the first playoff hole, 21-23, to win the 2014 Leachman Buick?GMC?Cadillac/KHSAA Girls’ Golf Championship, after both teams finished with matching 645 totals over 36 holes.

    Shelby County’s Madison Thomas fired a 68 in the final round to finish at five-under par 139 (71-68) en route to claiming medalist honors. Elizabethtown’s Lauren Hartlage was the individual runner-up with a one-under par 143 total (72-71).

    The pairings for the 2014 KHSAA Volleyball and 2014 KHSAA Boys’ and Girls’ Soccer State Tournaments will be decided Thursday, October 2 when the annual Draw Show is conducted at the KHSAA Offices at 2 p.m. The Draw Show will be broadcast live online via the KHSAA website at www.khsaa.tv, or can be accessed directly at http://khsaa.tv/2014-khsaa-state-soccer-and-volleyball-draw-show/.     09/30/14 – Fall Sports Championship Media Credentials

    The KHSAA’s online media credentialing system for the Fall Sports Championships is now live. Media members can visit credentials.khsaa.org to apply for credentials online.

    Credentials to each KHSAA state championship event are issued by the KHSAA to working members of the media that regularly cover high school athletics. Credentials must be requested prior to the established deadline for each sport through the online credentialing system (credentials.khsaa.org).

    Credentials should be requested by the sports editor/director for all members of his/her organization needing to attend an event. Credentials for freelance photographers and stringers must be requested by the sports editor/director at the outlet the freelancer will be representing. No credentials will be issued outside of the online credentialing system. The KHSAA reserves the right to limit the quantity of credentials issued to media outlets when space is at a premium.

    09/29/14 – Four Measures Receive Approval at Annual Meeting

    At the Annual Meeting of the membership of the KHSAA, four proposals received the votes necessary for approval. The membership was represented by 215 of the schools (out of 277 members), a turnout very comparable to the past few years, with 144 votes (2/3 majority of those present) being required for a proposal to receive approval.

    The proposals will now go to the KHSAA Board of Control for a formal recommendation to the Kentucky Board of Education. Absent any procedural snags, the proposals will go to the Kentucky Board of Education for a two-meeting consideration phase, with final approval by the Kentucky Board of Education anticipated in April. Following that consideration, if approved, the proposals will go to the Regulation Review Subcommittee of the Kentucky General Assembly and the Interim Education Committee for final approval with a hopeful effective date of August 1, 2015 for any changes.

    Love this time of year. School has started, the fields and courts are in use every night, and we get to continuously hear about the great things done by our student-athletes. And again this year, we are privileged to have just completed another circuit around the state holding regional meetings about KHSAA operations, online data management and Title IX.

    But now its time to deal with some of the “business issues” surrounding the KHSAA. And a lot of that business is accomplished through the Annual Meeting.     KHSAA Commissioner Julian Tackett will be awarded the 2014 Kentucky Medical Association Debra K. Best Outstanding Layperson Award during the KMA’s President’s Installation and Awards Dinner in Louisville on Monday night. The Debra K. Best Outstanding Layperson Award is presented to a non-physician in Kentucky who has made outstanding contributions in the field of public health and/or medical care.

    “I am certainly honored to receive this award, but it would not be possible without the contributions of the outstanding physicians and consultants who help us develop policies to protect student-athletes,” said Tackett.

    Through Tackett’s leadership, the KHSAA has stayed at the forefront among state associations in developing guidelines and raising awareness for the prevention and care of heat illness and concussions.     The Board of Control conducted its first meeting since the start of the 2014-15 academic year at the KHSAA Office on Wednesday morning. In a meeting revolving mainly around board policies and procedures, the Board set October 21 as the date for a special appeals meeting regarding sanctions handed down to Cordia High School. This matter will be the only business discussed during October’s meeting.

    The Board heard various reports during Wednesday’s meeting including an update on the membership Financial Aid Report, an update on Internal/External Corporate Sponsorships, and also reviewed a presentation on Middle School regulations given by Associate Commissioner Butch Cope during the NFHS Summer Meeting.

    We wanted to update Athletic Administrators on a couple of recent changes with regard to submission of Bylaw 6 Domestic Student Transfer Request Forms and, with the turnover of administrators, also remind you of some tips that will help in the review and ruling process.

    WHEN A WRITTEN RULING IS NOT NEEDED BY KHSAA OFFICE
    Under what circumstances can a transferring student be declared eligible without completing a waiver form and sending to the KHSAA?

    There are several circumstances and documented exceptions for which the waiver form is not necessary to be submitted, including: 

    • If it can be documented that the student last participated at the receiving school and has not been granted eligibility at any other school (in or out of state).     We have received several inquiries on the middle school regulation (702 KAR 7:065) and which school(s) that middle school teams can and cannot compete against in contests. To assist schools, the following clarifications are being provided to help address those questions. We will also post this information within the FAQ document and review with the Middle School Advisory Committee at its upcoming Sept. 30 meeting.

    Within the regulation KRS 156.070 (2), it states:

    (11) Require that the common schools at the middle school level may only compete in contests against schools, including combined elementary or middle school teams, that adhere to these provisions; 

    Middle school teams are defined as Board of Education sponsored/funded/approved middle school teams. Those teams are permitted to play against other Board of Education sponsored/funded/approved middle school teams that adhere to the policies in place as referenced above.

    The first line of rulings concerning KHSAA Bylaws 2 through 14 is to contact the ruling officer with information. In many cases, that consists of sending in a requisite form, as well as any other information that might be needed. For the 2014-15 school year, several assignments of ruling officers have changed within the office, and this information is provided to assist you in managing your athletic program. The ruling officers are assigned by region to ensure consistent communication. in 95% of the cases, the primary ruling officer is the person a school representative should contact with information, requests, etc. The secondary ruling officers are designated to ensure that if the primary is out of town or involved with an event, every effort can be made to issue rulings in an expedited manner once all material is received.

    As some of you may know, Johnny Ginn’s wife, Billie, passed away Wednesday night after a battle with cancer. Arrangements for Billie Ginn are as follows:

    09/03/14 – First Football, Soccer Statistical Leader Reports Released

    FOR IMMEDIATE RELEASE: September 3, 2014

    The initial weekly statistical leader reports for football and boys’ and girls’ soccer have been posted to KHSAA.org. Statistics are compiled weekly throughout the regular season and will be posted to the KHSAA website every Tuesday (Soccer) and Wednesday (Football).

    As a reminder, member schools are solely responsible for submitting statistical information. If a school or individual is omitted, or information is not updated, that means the KHSAA did not receive a report prior to the deadline. Beginning with 2014-2015, as contained in Bylaw 27, the requirements to enter and maintain rosters, schedules and statistics will be enforced more rigorously by the KHSAA. This enforcement will subject the member schools to penalties by the Commissioner, including fines and other actions, within the constraints of Bylaw 27.

    08/29/14 – Part 2 Exam Ends Sunday; Free Clinic Ends Monday

    We would like to remind all Football, Soccer, Field Hockey, Cross Country and Volleyball officials that the part 2 exam, which is a requirement to officiate a postseason contest in Football, Soccer, Field Hockey and Volleyball, is ending this Sunday, August 31st at midnight est.

    Also, the free period for the required online rules clinic ends for all fall sports officials in Football, Soccer, Field Hockey, Cross Country and Volleyball on Monday, September 1. Beginning September 2 there will be a $100 charge to view the clinic. If you have started and not finished the clinic, this will serve as your final reminder.

    Information on How to Become an Official

    Officials Division

    The KHSAA is ALWAYS looking for men and women who want to return something to their school and community by becoming a licensed athletic official. Candidates should be at least 18 years old, a high school graduate, in good physical condition, and able to make decisions on their feet and stick to them.

    We currently license officials in 10 different sports: baseball, basketball, field hockey, football, soccer, softball (fast pitch), swimming and diving, track and field, volleyball, and wrestling; and the sport-activity of Competitive Cheer.

    To become an official, you’ll need to fill out an application, pay a licensing fee, and take an open-book rules test. Once you are licensed, you’ll need to attend annual rules meeting that will introduce you to the latest rule changes and interpretations and become an active member of a local officials’ association.

    08/23/14 – Reminder about Interrupted Football Games

    In light of the large number of calls and texts on night 1 of high school football and in light of the vast amount of turnover in athletic administrators and coaches, a reminder about the Competition Rules is in order. Interrupted games are not new, usually it’s lightning, last night it was about every possible variation of bad weather. Just a couple of reminders, and probably the last sentence in the tournament rules is the main point to keep in mind, “All involved shall remember that this situation is caused by elements such as weather that are uncontrollable by anyone, and keep the discussions in that perspective.”

    • Per the playing rules, there is no such thing as a “no-contest”. Period. So if the contest begins, the interrupted games procedure is in place.

    Four years ago the KHSAA opened the door to multiple uniform vendors for our officials convenience in price and in location. Please help us honor the contracts these vendors have agreed to, adhered to, and pay for as they are proud to be the officials vendors for the KHSAA and the community of officials in Kentucky.

    As we begin the school year we wanted to remind our officials of the listing of KHSAA licensed vendors. These vendors pay a licensing fee to the KHSAA to be allowed to use the KHSAA trademarked logo that is required for several official apparel items required by the KHSAA. The use of any other vendor is prohibited as those vendor are not licensed to print or embroider the KHSAA logo.

    08/22/14 – Heat Index Reminder, All Sports but Particularly Football Contests Played 8/22 and 8/23

    With tonight being the first permissible night for football contests, this notice and directive is important to help ensure the health and safety of the competitors. Due to the extremely low temperatures that have existed throughout most of fall practice, it is possible that many athletes are not properly acclimatized to the wearing of gear in hot weather, in spite of meeting the required number of days.

    Out of an abundance of caution, and respect for the safety of the competitors, coaches and game officials, football officials are directed to take the NFHS permissible heat time-outs during each quarter of each game played on August 22 and August 23 if the ambient temperature at the playing site is 80 degrees or higher (temperature not heat index). The time-out should be implemented much like a media time-out, and it is recommended that it be taken at the first dead ball after the 7 min. mark on the […]

    The 14th Annual HYPE KHSAA Student Leadership Conference will be conducted next week in Lexington and Bowling Green. The conference is a free service provided by the Association for student-athletes to learn teamwork exercises and sportsmanship initiatives, and discuss current issues.

    The first conference will be held Monday, Aug. 25 at the Lexington Convention Center, followed by the second seminar on Tuesday, Aug. 26 at the Knicely Conference Center in Bowling Green.     08/16/14 – Reminder about Carryover Ejections from 2013-2014

    In several unfortunate situations each year, coaches or athletes with eligibility remaining are ejected near the end of the season, or near the end of the season for violations of Bylaw 15, Sportsmanships. Please note that when that happens, the penalty carries to the next year if the student-athlete remains enrolled, and to the new school if the coach changes jobs/schools. 

    Please note all rules related to player/coach ejections, including the provisions for varsity and non-varsity ejections, are listed at http://khsaa.org/dq-policy-on-reinstatement-of-disqualified-apolicy-on-reinstatement-of-disqualified-athletes-coaches/, and a complete list from 2013-2014 is listed on the KHSAA website at http://khsaa.org/dq_list_public/. You will need to review this listing to ensure that you properly require athletes and coaches to miss the required contests if in fact they were ejected.

    The U.S. Track & Field and Cross Country Coaches Association (USTFCCCA) today announced the state-by-state winners of its inaugural High School Coach of the Year award. One boys coach and one girls coach were chosen from each of the 50 states for their success during the 2014 season, with North Hardin’s James Webb (boys) and Bryan Station’s Kathy Broadnax (girls) receiving the honor for Kentucky.

    Webb guided North Hardin to its second-straight KHSAA boys’ 3A state title in 2014, while Broadnax led Bryan Station to the girls’ 3A state title – the program’s first girls’ track and field championship since 1988.

    With the start of a new school year, it’s a good time to remind schools about recent changes in KHSAA Bylaws, and we wanted to remind Administrators and Baseball/Softball Coaches about issues around offseason play (“Fall Ball”) and school facilities.

    Bylaw 23, which defines the season and allowable play, was amended at the Annual Meeting in 2012 (approved by member school administrators by a vote of 194-12-1) and changes were approved through the regulatory process and published in the 2013-14 KHSAA Handbook. The primary element of this change was a restriction in the use of school facilities by enrolled student-athletes outside of the season.

The Handbook documents in final form should be published by Friday, August 15, 2014 and an email will be sent to all school representatives with that notice. Until that time, you might notice broken links, missing information, and the relevant sections being posted piece by piece through the week.

    08/08/14 – Reminders Regarding Bylaw 9 and Play Once School Starts

    Bylaw 9 has been in place for many years, and restricts players in basketball and football, who have not yet both been in grade nine and played for a high school team at some level,  from playing in outside competition once the school year begins, and until the end of the season. There has been no change to that rule proposed by the member schools of the KHSAA for a number of years.

    For the past two years, due to NCAA recruiting rules, the KHSAA has allowed an interpretative fall exception weekend to Bylaw 9. This exception allowed male student-athletes who had previously played for a boys’ team to request permission to attend one event in the fall where competition is held. The interpretative exception was made to coincide with NCAA Division I rules and the allowable recruiting periods.

    As part of the regulation on Middle School athletics, Middle School Administrators are invited to attend the regional KHSAA High School Data and Title IX Seminars.  

    While the vast majority of content for these meetings is for High School Administrators, attendance for Middle School Administrators is for informational purposes only with regard to Title IX. All other elements of the meeting are for High School Administrators.  These sessions will begin just after 8 a.m. and continue through 12:30 p.m. 

    A final schedule for each day will be sent to all registered attendees and posted on the KHSAA website. 

    The first of these workshops will be held on Wednesday, August 20 at Bishop Brossart High School in Alexandria. This workshop is NOT required.

While this bill was originally reported as a measure to allow home schooled children to play athletics at the middle and high school level, the actual details are much more impactful to education-based athletics and its impact much more pervasive on our member schools. As it is currently drafted, the bill would fundamentally alter high school athletics in the state, as it would allow all nonpublic school student-athletes to attend a nonpublic school and yet compete for public schools at their discretion, if the school in which they are attending (including home school) didn’t offer a specific extracurricular activity.

    First, concerning the Initilization of your schools overall athlete list (Manage Overall Athletic Roster – direct link: http://schools.khsaa.org/athletes/). The two most common questions that we have received:

    • I have students on this list master list that are not currently participating in a sport – should I remove them; otherwise, won’t it affect my Title IX counts if I don’t? ANSWER: No, it is not necessary, nor recommended that you remove students from your overall athlete list that are not currently playing sports. They may choose to play a sport later in their high school career (or even later in this school year in a different sport season). […]

    This reminder is for all member school Superintendents, Principals and Athletic Directors within the KHSAA.

    For the fall of 2014, the KHSAA is again scheduling an Athletic Administrator Workshop in eight areas of the state. The content for this non-mandatory workshop will include instructional sessions on managing the coach and player data for your school, an update on the operations and projects around the KHSAA and many elements related to Title IX and those required reports and functions. These sessions will begin just after 8 a.m. and continue through 12:30 p.m. Based on evaluative feedback, we will continue through the morning and end around 12:30 to allow for the host school to easily accommodate the end of the school day, and the attendees to get on the road.

    08/05/14 – KHSAA Participation Numbers Released for 2013-14; Sport-Activities See Significant Increase

    FOR IMMEDIATE RELEASE: August 5, 2014 

    Despite the consolidation of three schools prior to the 2013-14 academic year, participation across Kentucky rose by 2.4 percent in 2013-14, with nearly 50,000 student-athletes occupying a total of 78,687 roster spots on KHSAA-sponsored sport and sport-activity teams. Football remains the most popular sport in the state in terms of individual participation, with 13,801 competitors (13 girls) playing for 221 schools – an increase of 486 students over the prior year.

    The sport-activities of Archery, Bass Fishing and Bowling all saw significant growth in 2013-14. In their second years as KHSAA-sponsored activities, Archery and Bass Fishing were added by 30 and 14 additional schools, respectively. Student participation grew by 34.9 percent in Archery, with an increase of 1,051 students bringing the total participation to 3,012 student-athletes. Bass Fishing, meanwhile, saw a 78 percent increase in individual participation, as the number of student-athletes rose from 346 in 2012-13 to 616 in 2013-14.

    Case BL-15-6- What is the member school obligation in the case of an unreported disqualification?

    • KHSAA member school representatives are obligated to impose the minimum suspension penalty for the ejection per these published guidelines, even in those rare cases when an ejection is not reported in a timely manner, including ejections which occur during out of state contests or those during school breaks. School administrators should contact the Association office with any questions.
    • Whether or not a timely report is received, the obligation of the member school administration is to adhere to the penalty provisions.

    Case BL-15-7- If a coach or other non-player is ejected from a scrimmage or contest, how long is the suspension and what may occur during the suspension?

    • (1) The suspension is considered immediate and indefinite when the ejection occurrs.

    The Kentucky High School Athletic Association has handed down sanctions to Cordia High School following a nearly yearlong investigation for violations of KHSAA bylaws including Bylaw 1 (Responsibility of Eligibility), Bylaw 4 (Enrollment Requirements), Bylaw 6 (Transfer Rule-Citizens of the U.S. or U.S. Territories), Bylaw 7 (Transfer Rule-Foreign Exchange Students), Bylaw 11 (Financial Aid), Bylaw 16 (Recruitment/Undue Influence), Bylaw 23 (Limitation of Season) and Bylaw 25 (Requirements for Coaches).

    Among the penalties imposed by the Commissioner are:

    • Suspension of the Cordia HS boys’ basketball team from playing scrimmages or contests during the 2014-15 regular and postseason, as well as the 2016 postseason.     07/27/14 – Reminder about Changes in Scrimmage Regulations and Playing Teams from Outside the United States

    Two changes have been made for the 2014-2015 school year. One affects preseason scrimmages and what teams can be played by the KHSAA member schools, and the second change affects foreign teams coming into Kentucky to play our member schools in any sport.

    Change in Scrimmage opponents

    After a  lengthy review, primarily related to scrimmages, and primarily for catastrophic insurance purposes, as well as potential issues with the liability insurance of the individual schools and districts, Kentucky teams may not scrimmage against teams that do not represent member schools. This restriction is identical to the restriction for contests and is a revised interpretation for 2014-15 that was supported in Board of Control action at the May meeting. Member schools cannot compete in scrimmages against out of state non-member schools, out of country non-school teams, local clubs, alumni groups, or any other type of non-member school team.

    07/23/14 – Bylaw 6 Transfer Form Reminder

    As part of the recently approved changes to the Bylaws that have been given final legislative approval, Bylaw 6 has been revised to reflect the past action of the Delegate Assembly and these revisions change the period of ineligibility for students who had previously played varsity athletics after being in grade nine (9). A student who has played varsity after being in grade nine (9) and then transfers to another school was previously ineligible in all levels of all sports for one calendar year from the date of enrollment. Under the newly approved changes to Bylaw 6, the student is now ineligible for one calendar year from the date of his/her last varsity participation.

    In certain cases, because this information is required to be submitted on the receiving school portion of the transfer form, this will require additional research on the part of the receiving school to determine the accurate information. To date, the office […]

    07/22/14 – Reminder about Changes to Bylaw 3, Limit of Four Years Enrollment

    By virtue of action taken at the 2013 KHSAA Annual meeting of its high school membership, Bylaw 3 was amended to change the starting date for the four-year period of eligibility to the student’s first entry in grade nine. Previously, the rule stated that the start of the four-year period started with the first promotion from grade eight(8). This change is effective August 1, 2014 with the other changes to the KHSAA Bylaws.

    It is possible, that there are student athletes who were previously thought to be ineligible for 2014-2015 (due to exhausting their four year period after initial promotion from grade eight) that are now in fact eligible as the four year count didn’t start until entry in grade nine. For example, a current senior in 2014-2015 spent 2013-2014 as a junior, 2012-2013 as a sophomore, 2011-2012 as a freshman.     07/22/14 – “Grandfathered” List Published for Students Below Grade Seven

    This reminder to all member schools. Effective with the start of the 2013-2014 school year, 702 KAR 7:065 was amended to prohibit students below seven (7) from playing high school competition (at any level). The implementation date of the prohibition is the start of the 2014-2015 school year, and those students who had previously participated are to be “grandfathered” in to the new rule. This change is also incorporated into KHSAA Bylaw 4.

    Welcome back for the 2014-2015 School Year!

    Before any work begins for the 2014-15 year, a person in the school with Athletic Director level access  must initialize rosters as detailed below before rosters can be updated and subsequently, rosters and statistics entered. Keep in mind that the online roster data forms the basis of your schools in-season roster, as well as both your school’s Title IX report and annual participation lists that are due in April. Many of these pieces will be repeated as individual emails over the coming days as a reminder.

    Eligibility and Roster Requirement
    No student is eligible to participate in a contest or scrimmage IN ANY SPORT if they are not currently listed on the school roster online. No other paper or electronic form may substitute. Beginning with 2014-2015, the roster requirement will be enforced with administrative penalties including fines and other actions within the constraints of Bylaw 27.

    07/21/14 – Football Individual Minimum Practice Reminder

    With the change back to August 1 for the first day of practice in pads (anything other than shoulder pads, following the minimum three days of helmets only and minimum of three days of helmets and shoulder pads), several coaches have inquired about the minimum number of days before playing against another school.

    The rule states: “Each player, in order to be eligible to participate against another school and to become acclimatized and acclimated, shall have taken part in a minimum of three (3) practices over three (3) days in helmets only, three (3) practices in helmet and shoulder pads over three (3) days followed by five (5) contact practices over five days.”

    Each player is required to have five days of practice in full pads (anything than shoulder pads and helmets) before going against another school. The rule continues to require the phase-in of these days as listed above.

    07/17/14 – NFHS Rules News Release and Pole Vault Collar Reminder

    The NFHS released the following rules changes for the 2014-2015 season.  We wanted to share this information with you as the lifting of the jewelry restriction will go into effect immediately, including the fall 2014 Cross Country season, as it is a rule change by the NFHS.

    Also, a reminder for those schools who have pole vault facilities that the ASTM approved collar for last year is now a requirement for the 2014-2015 season.

    07/10/14 – Reminder about Changes in Football Preseason Practice Rules

    The changes that were made by the delegates at the 2013 Annual Meeting of schools have been given final approval in the last few days, and are therefore in effect immediately for the 2014 football preseason.

    The preseason has been restructured as follows:

    • During the period beginning from July 10 through July 31, member schools may participate in non-contact simulations (i.e. 7 on 7) and such participation does not count against scrimmage limitations provided that the first practice in full pads has not been conducted.
    • The school issued helmet may be used during these activities, but no other equipment included in NFHS Rule 1-5 may be issued prior to the dates detailed in subsection (a)(2) of this section. The KHSAA catastrophic insurance is not in effect for these simulations if other schools are involved;
