04/10/14 – Reminders about Title IX and Participation List Submission Due April 30

Athletic Department Blog Updates

As spring sports are now fully in swing, it is time to remind each of you that the annual reports for Title IX and the Participation List are due on April 30.

  • If you have specific questions about Title IX and the law itself, any of our Assistant Commissioners should be able to help get you some assistance. Asst. Commissioner Darren Bilberry is our primary contact for your questions related to the law and its interpretations.
  • Information Technology Director Rob Catron as well as almost any of our support staff can help you with electronic issues including login and report preparation using the online system. The online system will have entry available beginning on Monday, April 14.

Again this year, based on feedback from the membership and members of our Athletic Directors Advisory Committee, there have been several system changes to make this task easier. Here are the highlights:

04/09/14 – Roster Maintenance, 2014 Title IX/Participation Entry

Athletic Department Blog Updates

Later this week, the balance of the reporting mechanisms will be released regarding this year’s Title IX and participation reports. These reports are required of ALL KHSAA member schools annually. There are two important reminders and items schools may be working on in advance of the final report release which will greatly expedite the completion of the required work.

ROSTER REVIEW

Though there is a formal and technical part of roster review as a component of the reports, a minor revision has been made in the menuing system that can help you maintain your data on an ongoing basis, and not have to do everything at the last minute.

On the school login menu, under the heading “Student Athlete Rosters”, and the command that says “Maintain Specific Team Rosters”, the code has been revised to clearly show you teams that need addressing. IMPORTANT NOTE: If you have a team in a sport and a level, […]

04/07/14 – Positive Changes on the Catastrophic Insurance Front

Athletic Department Blog Updates

As most of you who are involved in purchasing athletic insurance for districts or schools are aware, the market remains very tough for this specialized type of coverage. For more than 30 years, the most visible benefit to membership in the KHSAA has been the Catastrophic Insurance that is provided to all member schools and funded by the membership dues. As a matter of fact in recent years, the premiums for insurance paid by the Association total almost exactly the same as the total dues received, making it a smart volume purchase for the membership. This excess insurance policy currently has a deductible of $25,000, and each student is required to have basic coverage up to that deductible in order to be eligible to play sports and sports activities per an order of the Kentucky Board of Education approximately twenty years ago.

We are pleased to report that our broker, RJ (Bob) Roberts out if […]

03/31/14 – Important Survey Available Concerning Swimming Facilities

2013-2014 News Releases

It has been nearly twenty years since a complete facility inventory/assessment has been conducted in our state regarding competitive swimming pools and available resources for high school competitions. As swimming continues to grow, it is important that we have accurately identified the location of all of the competitive swimming facilities available to KHSAA member schools.

With that in mind, we are asking one person from each school to complete the online survey at https://www.surveymonkey.com/s/20132014swimdive on or before Monday, April 21, 2014. The data will be used for future research into regional site selection, alignment of teams and the maintenance and growth of the sport.

If you have questions regarding the survey, please contact Assistant Commissioner Darren Bilberry at the KHSAA.

03/28/14 – Football 8th Region Official Association Interest

Football Blog Updates

TO ALL KHSAA FOOTBALL OFFICIALS –

The 8th Region policy board and a group of regional officials are in the early stages of the possible formation of an 8th Region Football Officials Association, and have communicate such interest to the KHSAA. Interested officials should email your contact information (name, phone, email address) to eighthregion@gmail.com. Submitting this information is not a commitment to join that association nor is it a decision to leave another association, but will gauge interest in creating this association before investing resources. Gathering numbers and contact information of interested officials will give us a better understanding of the viability of such an association.

If formed, the 8th Region Football Officials Association could possibly provide officials for the 8th Region schools listed below that have a football program, at one or more levels. As with all other associations, there would be no mandate for a school in the region to use a […]

03-27-14 Cold Weather Statement for Baseball, Softball and Track

Athletic Department Blog Updates

Due to the ongoing cold temperatures, we have received several inquiries regarding postponing/canceling contests due to cold weather.

Prior to the officials assuming authority (jurisdiction) per the playing rules, it is the decision of home game management to determine whether or not a contest should be canceled or postponed due to cold temperatures. This decision should be made in consultation with all involved schools, but is ultimately the decision of the home team administration.

After a contest has started, or the officials have otherwise assumed authority per the playing rules, contest officials after consulting with coaches and home game management, shall determine whether play should be postponed or canceled.

There are rules contained in the Board of Control adopted policies in Section 32 (on page 34), relative to the payment of umpires/officials should the contest be postponed http://khsaa.org/handbook/20132014/policies.pdf.

Please feel free to contact our office if you have any additional questions. […]

02/21/14 – Update on Billy Hicks’ All-Time Coaching Record

Obsolete

Over the past few weeks, the KHSAA has worked to resolve questions surrounding the all-time coaching record for Billy Hicks. With the assistance of several news outlets, including the Lexington Herald-Leader, the Louisville Courier-Journal, the Harlan Daily Enterprise and the Georgetown News-Graphic, the KHSAA believes it has resolved many of the discrepancies in regards to coach Hicks’ record.

With that said, the KHSAA records will reflect that coach Hicks enters tonight’s game between Scott County and Paul Laurence Dunbar with an all-time record of 856-244, tying him with William Kean (Central HS) atop the state’s all-time list for coaching victories.

The KHSAA congratulates coach Hicks on his accomplishments thus far, and wishes him the best of luck in the future.

02/21/14 – KHSAA Officials Division-Local Associations Give Back

2013-2014 News Releases

FOR IMMEDIATE RELEASE: FEBRUARY 21, 2014

Recently, the KHSAA received a notice and some newspaper clippings about a donation the Fifth Region Officials Association made to the Nelson County schools Youth Services Center. Upon receiving the note, the KHSAA contacted the regional officials associations across the state to find out more about the various ways organizations are giving back to their communities. The overwhelming responses received by the KHSAA are detailed below, but this list is in no way a comprehensive account.

1st Region Baseball – Last season, a small boy was killed in a bus wreck in Carlisle County, and the officials of the Western Kentucky Baseball Association each contributed one game fee ($50) to the family at the regional tournament. This year, the association is starting a Joey Fosko Memorial Scholarship to be given every year to a Region 1 baseball player.

02/18/14 – Phase 1 of Title IX Reports for 2014 include New Historical Matrix (T-2 Chart) and T35 Revisions

Athletic Department Blog Updates

The initial phase of entry for the 2013-2014 Title IX Reports is available and online at schools.khsaa.org. There have been several enhancements this year based on the tour of regional meetings last fall and the great cooperation and feedback from the membership.

HISTORICAL TEAM MATRIX

A major change to help the membership is with the T2 form data. Previously, questions were asked regarding the T2 and the addition of new sports that required research and data collection each year. With the rapid turnover in ADs and Principals, the data received on the T2 form, which helps a school assess its potential compliance with Test 2 of Title IX, was inaccurate at best. To help with this problem, a new form is added that must be completed by each school ONLY ONCE and then the historical data will be built. This is titled the “Historical Team Matrix”. Each school will go fill this form out, indicating […]

02/24/14 – Roster Entry Reminder – Post Season

Athletic Department Blog Updates

This is a reminder about eligibility for postseason play in all sports, with today’s focus being on basketball. Today is the first day of basketball postseason and to be eligible to play in postseason, a student must be on ONE of the online rosters for the school (freshman, JV or varsity). It is NO LONGER NECESSARY, as has been explained throughout the year, to artificially move people up to the varsity roster for postseason or go in and make other manipulations of the roster. The listing of a student on any level roster allows for a student to play in postseason.

Also remember that to be on any roster, the student must have participated regularly at practice with the coach and the remainder of the team, and participated in competition representing the school against other schools at the freshman, JV or varsity level. They can’t just list names on the rosters who have never practiced or […]

“We have received the restraining order issued by the Franklin Circuit Court, and will adhere to its requirements. That said, it is likely not possible for me to disagree more with the findings of the court in its order. While it is inappropriate for this office to discuss the specific circumstances related to the matters of these students due to privacy concerns, we look forward to further judicial review and consideration about this matter. Clearly, situations such as this were intended to be regulated and restricted when the member schools passed the rules governing eligibility, and when those rules were approved by the Kentucky Board of Education and the Kentucky General Assembly. We will vigorously move forward with efforts related to these cases.”

At its meeting January 27, the KHSAA Board of Control discussed and agreed on parameters surrounding an alignment of teams in football for the 2015 through 2018 playing season. While many issues constantly are discussed nearly every time the subject of football is brought up, it is timely that the alignment discussion become finalized. The following decisions have been finalized within the drafting of the alignment:

CHANGES AND NOTE SINCE DISTRIBUTION

The originally distributed enrollment listings have been amended to reflect the merger of Wayne County and Monticello High Schools. Wayne County would then be a 4A school, with Moore being in Class 3A. The revised documents will be posted on the website.

01/27/14 – Board of Control Discusses Football Realignment at January Meeting

2013-2014 News Releases

FOR IMMEDIATE RELEASE: JANUARY 27, 2014

During its January meeting at the KHSAA Office on Monday, the Board of Control discussed at length football realignment for the 2015-18 seasons. The Board examined several options for establishing future classifications before approving a measure to use four-year enrollment averages to determine the 2015-18 alignment.

The Board also approved a motion to allow teams to voluntarily play into a higher class, with the only restriction being that the school in question shall remain in the class for the entire four-year period. All requests must be made prior to the set deadline before district boundaries are established. If a team from one classification elects to play into a higher class, the lowest enrollment average school in the higher class will be given an option to move into the lower class, with every attempt being made to ensure a balance in the number of […]

1/15/13 – Singles Bowlers Welcome and Bowling Regional Information

    Athletic Department Blog Updates

This is important information for all schools to read as we have had an incident where a student tried to enter themselves into the postseason bowling tournament without his school’s knowledge.  With the addition of singles only entries, we have seen and continue to see more schools offer bowling.  Participation is a good thing, but with it comes responsibility and rules that need to be met.

If a school has a student that would like to participate as a singles competitor, and the school agrees to sponsor them, then the following should be observed:

A school must designate a coach.  That coach must meet all of the requirements in Bylaw 25 (including sports safety, online rules clinic, etc). If a school is adding a new coach now who needs the rules clinic, contact Angela Passafiume at apassafiume@khsaa.org with the coach’s name once the AD has entered them as a coach on your school’s page.

12/23/13 – Important Notes for all Coaches and Officials to Read – Clarifications on Announcers, Fouls, and Long Switches

    Athletic Department Blog Updates

    Announcers Clarification
We have received several questions regarding what is allowed to be spoken by announcers during a live ball. Though this rule and its interpretations are not totally new, it has been reported that some announcers were not following the guidelines set forth by the NFHS. It has also been reported that in some areas, the officials may be taking the references within the rule far too literally, and directing that absolutely nothing can be said via the PA system during live ball play. The following is the case study (situation) from the NFHS Case Book and clearly states what is intended, that “play by play” or other things normally appropriate to media broadcasts, etc. are prohibited, other information can be relayed to the crowd and participants via public address. The safe recommendation is to only announce what is being recorded in the normal scorebook that was not able to be announced during dead […]

The KHSAA is excited to announce that we currently have 107 schools participating in high school bowling.  With the growth of bowling also come growing pains.  We hope that this and future communications is helpful to students, coaches and administrators involved in all aspects of the sport activity.

We know that it is very important to schools to be consistent across all KHSAA sport activities. Upon review of the competition rules of both bowling and other KHSAA activities, and due to questions we have received here at the office, we would like to share the following interpretations.  This may be different than what you have done or been told in the past.

First, Bylaw 23, Limitation of Seasons for sport activities is different than in the interpretation that is given to the sports.  For instance, a JV bowling team would like to participate in a tournament on February 1, 2014.  This is after the postseason begins for the […]

11/13/13- Revision in Track and Field Season, 2014 ONLY

    Athletic Department Blog Updates

At the November 11, 2013 meeting, the KHSAA Board of Control approved an allowance for Track and Field teams for the 2014 season only, to allow normal “regular season” meets to be run AFTER the regional meets, provided these regular season meets are held on or prior to May 17 and provided no school competes in more than 19 meets (not including the region and state). This allowance is further explained below, and is a situation specific to 2014 due to the likely involvement of more than fifty percent of the licensed Track and Field officials as the University of Kentucky hosts the SEC Outdoor championships on May 15-17, 2014.

In July, 2013 the Board approved a staff request to adjust the date of the 2014 regional and state track meets. This was done due to major scheduling conflicts with one weekend in May (originally reported as May 8-10, later confirmed as May 15-17), and also […]

This message has been composed entirely by the Commissioner of the KHSAA. I do not want any room for misinterpretation or anyone else being accused of being involved. As the Commissioner, I take very seriously my role to ensure clear, concise and accurate communication regarding the expectations for our membership, participants, coaches, officials and all involved.

However, yesterday (10/8), at best a poorly worded and at worst, an incomplete, notice was sent from me to the member schools regarding postgame activity. Regardless of the number of people who had written […]

    10/08/13 – Commissioner’s Directive on Postgame Activity

    Athletic Department Blog Updates

For those that may choose to read only the first few lines, it is worth reiteration. THERE IS NO BAN OR PROHIBITION ON POSTGAME HANDSHAKES. Has not been considered, contemplated or reviewed as an option.

Several sports have “traditions” regarding postgame handshakes, etc. by team members (both en masse and as individuals), but none of them have such action dictated by playing rules. While it is an obvious sign of sportsmanship and civility, many incidents have occurred both in Kentucky (more than two dozen in the last three years in Kentucky alone) and throughout the country, where fights and physical conflicts have broken out during these postgame handshakes. And this is not restricted to specific sports. In our state alone, incidents in soccer, football and volleyball have occurred this fall.

Unfortunately, the adrenaline and effort required to participate in the sport sometimes seems to deplete the supply of judgement available to participants. And this can […]

09/21/13 – Where to send XC and Track Results

    Athletic Department Blog Updates

Beginning with the 2013-2014 school year, both Cross Country and Track and Field results will be tracked and accessed through the http://ky.milesplit.com/ website.  The website is free for all schools and is a great way to track your student athletes’ results throughout the season.

All results are mandatory to be submitted to Jonathan Grooms via email at jonathan@kytrackxc.com or kytrackxc@gmail.com in flat html format from Hytek.  If not in Hytek, an Excel Spreadsheet would be the preferred method.  Only those results submitted will be considered for eligibility for the postseason by the KHSAA.  Please get results to Jonathan in a timely manner (within a few days of your event) and in the format that he has requested above.

The website has many other free features.  Coaches can claim their team and athletes. This feature will allow coaches to easily track their athletes progress throughout the season(s).  Again, there is no charge for this portion of the […]

09/20/13 – Bowling Changes Regarding Start Date and Singles Entry

    Athletic Department Blog Updates

Changes to the 2013-2014 bowling season:

The start to the season, for the purposes of Bylaw 23 (Limitation of Seasons), is now October 1st, which is a change from the past two years October 15th date.  This was brought to the bowling advisory committee and discussed.  We found that this would be very helpful with scheduling in many participating communities.  This is not a mandate to start earlier if the school has no need to do so, but is an option.

After discussion and Board of Control approval, we now have the option for schools to enter singles bowlers into postseason competition.  The Board feels that this will allow additional participation by students as schools work to build a team for future team participation.

Just as in swimming and golf, schools are now allowed to enter a singles bowler into the regional singles competition.  At this time there are no minimum regular season […]

At the request of the membership, the capsule of the remarks made by the Commissioner to the 2013 Annual Meeting are contained below.

As we start this session, I would like to do something different this year. Instead of talking to you about our strategic direction, paths and the state of the association, let’s use this session for a current events update and to recognize some of our member schools, as well as catching you up on current operations.

The first thing i would like to do is to ask two of our breakout speakers to come forward.

    • For those unable to attend this morning’s sessions, let me call to the table Dan Schuster Assistant Director of the NFHS Coaching Education program to tell you a little about the NFHS coaching ed program (REMARKS BY SCHUSTER)
    • Also this morning, we were especially happy to have Kobie Baker, Associate Director, Amateurism Certification for the NCAA. (REMARKS […]

    Athletic Department Blog Updates

This is the second part of a two-part effort to talk about the 2013 KHSAA Annual Meeting.

During the morning sessions, there are three great workshops. Veteran maintenance and grass/grounds experts Bucky Trotter and Dr. A.J. Powell will conduct a seminar entitled: “Proven Specifications & Maintenance Practices for Kentucky Sports Fields”; Kobie Baker of the NCAA Initial Eligibility Staff will conduct an in depth seminar on the changes coming by the NCAA with his sessions, “NCAA Eligibility 101, 2point3”; and Dan Schuester of the NFHS Coaching Education Department will conduct a great session called “Your Coaches, Your Community” and talk about options available for continued training.

There are only seven (7) proposals on the agenda to change the bylaws of the KHSAA this year and they are detailed at http://khsaa.org/annualmeeting/20132014/annualmeetingproposals.pdf. Four of these came from the Board of Control’s required Annual Review and those represent the very few issues that have arisen in […]

09/11/13 – Reminder about Schools Being Encouraged to Participate in Annual Meeting

    Athletic Department Blog Updates

This is always a great time of year. School has started, the Friday night lights are on, the fields and courts are in use every night. And again this year, we are privileged to be completing another circuit around the state holding regional meetings about KHSAA operations, online data management and Title IX.

But now its time to deal with some of the “business issues” surrounding the KHSAA. And a lot of that business is accomplished through the Annual Meeting. Truth be told, other than the championship final events and recognition ceremonies, this event continues to be one of my favorites. Our staff gets to sit down and meet with those people in the trenches at the local schools, and talk about issues facing both groups. Our philosophies and perspectives are different, so too naturally are our opinions.

This two-part article will attempt to first lay the groundwork for the meeting, and then secondarily, it […]

With the new alignment in Track and Cross Country came the opportunity to make adjustments to our postseason (regional) competitions. Managing 21 sites (3 classes and 7 regions) continued to have complications, including but not limited to, collection of identified host sites and the accuracy of those site plans, quality courses, facilities and equipment, supplying official to all sites, inspections of all courses and tracks, and year to year host schools cancellations and coaching (meet management) changes. Though not all of these issues plagued all regions, some of these issues caused problems in most regions.    In an earlier post, we displayed a two year plan (draft). We were mostly concerned with this coming year. The 2013-2014 cross country sites only require one change at this time. This change will be made and posted as soon as confirmed. 08/05/13 XC and Track Regional Sites Selected

With the new track and field alignment comes additional changes.  As schools know all postseason sites are set by the KHSAA for all sports.  The new alignment gave the KHSAA an opportunity to coordinate the post season assignments differently than in the past for both Cross Country and Track and Field.

A concern for all schools has been the facilities and courses.  Those concerns range from equipment such as pole vault and discuss venues, to timing equipment and appropriate amount of parking.  Another important aspect of hosting is the experience of meet management and the ability to provide an adequate number of workers and volunteers to make a meet successful.  Providing the top officials to ensure the absolute best experience possible for the student athletes in our communities is also a goal.

To address these issues, the KHSAA has designated the host schools for both Cross Country and Track and Field for the next two […]
