12/17/15 – First Basketball Stat Leader Reports Released
FOR IMMEDIATE RELEASE: December 17, 2015
The first weekly statistical leader reports for girls’ and boys’ basketball have been posted at KHSAA.org. Statistics are compiled weekly throughout the season and will be posted to the KHSAA website each week.
As a reminder, member schools are solely responsible for submitting statistical information. If a school or individual is omitted, or information is not updated, that means the team in question did not update its statistics through the KHSAA’s online system prior to the deadline.
Beginning last season, as contained in Bylaw 27, the requirements to enter and maintain rosters, schedules and statistics was enforced more rigorously by the KHSAA. This enforcement subjects member schools to penalties by the Commissioner, including fines and other actions, within the constraints of Bylaw 27.
The statistical leader reports can be found through the links below:

11/19/15 – Board Approves Revised Schedule For State Baseball, Tennis Tournaments
FOR IMMEDIATE RELEASE: November 19, 2015
On Wednesday, the Board of Control approved a proposal from KHSAA staff to revise the schedule for the state baseball tournament during its regularly scheduled meeting at the Association’s headquarters. In an effort to alleviate competitive issues under the current format resulting from pitching limitations and roster depth, as outlined in the extensive research conducted by Lawrence County Athletic Director Travis Feltner and validated through staff review of the current format, the new format will provide a minimum of three days of rest between the quarterfinals and the semifinals. Beginning with this year’s state tournament, the revised format will allow teams the opportunity to use their pitchers at the top of the rotation in both the early rounds (first round/quarterfinals) and the later rounds (semifinals/championship).
“Pitching limitations are in place for the health and safety of our student-athletes,” KHSAA Commissioner Julian Tackett said. “In keeping with the overall desire of the […]
11/19/15 – KHSAA Board Reviewing Pitch Count Limits for Baseball
At its November meeting, the KHSAA Board of Control continued review of a pitch count limit for baseball. The review comes through working with USA Baseball, the National Federation of High School Associations, Major League Baseball and other youth organizations and medical groups.
“Again, the safety of our student athletes is requiring us to review our pitching limitations”, said KHSAA Commissioner Julian Tackett. “There is sports medicine based research, as well as play at other levels, that clearly illustrates that a pitch count limitation is likely a much better injury minimization strategy than the long-existent innings limitations for pitching.”
Colorado and Alabama are two other state associations to recently adopt limitations based upon pitch counts. The Board will discuss the matter further at its January meeting and likely make a final decision at that time, with implementation to begin for the 2016 playing season.
“We’ve mentioned a potential pitch count was on the […]
11/19/15 – Board Adopts Schedule Change for State Baseball Tournament
At its November meeting, the KHSAA Board of Control adopted a schedule change, beginning in 2016, for the Rawlings/KHSAA State Baseball Tournament.
The new format will allow teams the opportunity to use their pitchers at the top of the rotation in both the early rounds (first round/quarterfinals) and the later rounds (semifinals/championship).
“Pitching limitations are in place for the health and safety of our student-athletes,” KHSAA Commissioner Julian Tackett said. “In keeping with the overall desire of the membership to maintain a 16-team format, and yet alleviate identified problems with pitching restrictions, a change in schedule was […]
11/19/15 – Tennis Tournament Format Changes
For the past several years, the KHSAA staff and Board of Control have been reviewing the region and state tennis formats due to concerns expressed from experts in Sports Medicine. At its recent meeting, the KHSAA Board of Control approved a staff recommendation based on feedback and consensus from the Commissioner’s Tennis Advisory Committee, to no longer play the team vs. team and individual singles/doubles state competitions on the same days. Rather, these events will be separated to conduct a separate team vs. team tennis (seven-player) tournament. The exact date, location and time of these team matches will be determined in the near future with the traditional singles and doubles event remaining on its corresponding weekend.
The Kentucky Medical Association’s Sports Medicine Committee, acting on a report and adopting research-based findings from the USTA, the governing body for Youth and Adult Tennis in the U.S., had recently strongly recommended that changes be made to ensure that […]

11/10/15 – High School Playoff Contests Asked to Honor Veterans
Through the efforts of a veteran and concerned individual by the name of Robert Williams of Menlo Park, California, there is now a national movement to have every high school and college in the United States honor all veterans and active duty military at events near Veteran’s Day. This is a great way to recognize our veterans and active duty military and hopefully reinforce to all the importance of their sacrifices and the meaning of Veteran’s Day. The KHSAA is grateful to be able to participate.
For the second round of the football playoffs at home sites November 13 and 14, each home school is asked to request all veterans and active duty military in attendance to stand and be recognized for their contributions.
The KHSAA is certainly proud to be a part of this recognition and hopeful that this simple acknowledgment will convey a powerful message of thanks on the part of the school and the […]
11/09/15 – Phase I of 2015-16 Title IX Reporting Open for Entry, Changes in System
The initial phase of entry for the 2015-2016 Title IX Reports, the ability to enter the financial information from 2014-15 to be entered on the form T-35, is available and online at schools.khsaa.org. There have been several enhancements this year based on the tour of regional meetings last fall and the great cooperation and feedback from the membership.
T35 EMPHASIS POINTS
There has been a continual effort to eliminate inconsistent information that has been entered on that form and the following points are emphasized:
- Entry for the T35 is now open. Login to http://schools.khsaa.org and begin entry when you are ready.
- The T35 requires you to enter 2014-2015 expense information (as it has been audited within your district) but will pulls the coaching counts from your current listings. The use of the current year on coaches allows for you to self-audit your data and ensure all of your coaches have been properly entered. It is recognized that for brand […]

11/05/15 – Commissioner’s Response to BR396 (HB76) Regarding Participation by Non-Public School Students
FOR IMMEDIATE RELEASE: November 5, 2015
Commissioner’s Response to Home School Proposal:
“Following the announcement of the bill (BR396) introduced by Representative Stan Lee (R-Lexington) and others on October 30, our office has again received a number of phone calls and emails from media members seeking comment. The proposal as drafted is not a measure to simply allow participation by home schooled students despite any title reference to Tim Tebow, who participated as a home schooled student in Florida. In fact, the actual bill, http://www.lrc.ky.gov/record/16rs/HB76.htm, is much more impactful and potentially harmful to education-based athletics and its impact is much more pervasive on our member schools. As it is currently drafted, the bill would fundamentally alter high school athletics and erode the school-based model in our state, as it would allow all nonpublic school student-athletes to attend a nonpublic school (even a KHSAA member school) and yet compete for public schools at their discretion, if the school in […]
11/3/15 – Final Opportunity to Edit Fall 2015 Sport Coaching Rosters
As part of the Annual Title IX and Participation Reports, the coaching roster is reviewed and totals are placed on the T35 report form. Though these totals are not a conclusive indicator of Title IX compliance (or lack of compliance) in any way, they do represent a snapshot in time to help schools validate the data that has been entered throughout the year.
As seasons end, and the inevitable coaching turnover and replacement begins, schools have expressed concerns that for the fall and winter sports, the data presented on the T35 form for the April 30 reports is not accurate in the case of a coaching replacement.
Therefore, this is the final week of the 2015-16 school year to ensure the accuracy of the coaching lists (head and assistant, paid and unpaid) that are on the KHSAA school database listing. At the close of business on Friday, November 6, a snapshot of the coaches file will be […]
11/03/15 – NFL Releases New Study on Helmets
The NFHS recently shared with the KHSAA an item from the NFL. The NFL recently released the results from a joint study with the NFLPA that looked at what football helmets best reduced the severity of impact. The performance of the 17 football helmets in these laboratory tests was evaluated across all impact velocities and locations and compared with one another. A statistical test was used to group football helmets with similar performance scores.
It is important to emphasize that these results were based on testing intended to represent NFL impacts and thus, the conclusions on helmet performance cannot be extrapolated to collegiate, high school, or youth football.
The findings from this study that were offered this past July to NFL athletic trainers and equipment managers are posted on the KHSAA website at /football/2015nflfootballhelmettestingstudy.pdf.
For those interested in the poster, you can find it at http://static.nfl.com/static/content/public/photo/2015/08/05/0ap3000000506659.pdf
Please use this information as you see fit.
11/03/15 – Grant Funding Opportunity for Athletic Training – Secondary Schools
The Kentucky High School Athletic Association has long recommended and continues to recommend, that medical coverage be present at all athletic practices and contests. Because of the unique skill set of Certified/Licensed Athletic Trainers it is recommended that one of these individuals be present at all practices and contests. It is also strongly recommended that the member schools utilize only Certified/Licensed Trainers per the Kentucky Board of Medical Licensure, and not members of any other vocation making this claim but without this legal designation. While acknowledging the expense of provided a certified/licensed trainer, it is nonetheless noted that this shall be an integral part of your athletic planning process.
Athletic trainers are critical to the health and safety of high school athletes; yet, too many schools have limited or no access to athletic trainers.
According to a recent benchmark study, just over one-third of every high school in the United States has at least one full-time athletic […]

10/28/15 – Cross Country Clarification on Four (4) Meet Minimum
We have been receiving a lot of questions about the four meet minimum rule. Just to clarify, to be eligible to compete in the region or state meet, a contestant shall have competed in at least four (4) meets involving a minimum of two schools on a team representing a member school during the regular season. Athletes competing in high school races (grades 9-12) and participating with a high school as a representative of that school, irrespective of the level of the meet, shall be allowed to count that meet toward the four meet minimum.
Coaches should maintain and have available copies of all results for the region manager to verify in case of a challenge to the required participation minimums of any athlete. A meet shall not count toward the four (4) meet minimum for any athlete if it involves the athlete entering and participating in more than one race that has a distance of […]

The Board also asked the Commissioner to seek proposals for an additional three years from both the area near Lake Barkley and Kentucky Lake, as well as the Lake Cumberland region.
“It is always good when multiple quality facilities and communities are interested in hosting our championships. 09/21/15 – Reminder of Bylaw 15 – Practice of Sportsmanship – Removal of Team
It is the clear obligation of principals, coaches, and all official representatives of member schools to practice the highest principles of sportsmanship and the ethics of competition in all interscholastic relationships with fans, officials, players, coaches, official representatives of member schools, and the general public.
Knowledge and understanding of all aspects of the Sportsmanship rule outlined in Bylaw 15 are essential for all parties involved in the sporting event, including, players, coaches, school administrators and officials.
One aspect of this Bylaw that has recently become a concern involves coaches who have removed their team from the floor or field prior to completion of the contest and without the permission of officials.
Please make sure you are aware of Case BL-15-11 :
Removal of a team from the floor or field without the permission of the official(s) is a violation of Bylaw 15, Practice of Sportsmanship. A school or school representative violating this rule may be suspended or otherwise penalized. If the game is called because of […]

This is the official and only source to declare a division for KHSAA postseason. Any other response to declaring a division other than through this survey is not valid.
Deadline for response is Wednesday, Oct. 1. No adjustments will be made to squad divisions following the Oct. 1 deadline for any reason. Keep in mind that if you have a injury and are not able to replace the injured member from your roster, you will still compete in the same division, just with fewer participants.
Also, note that following the Oct. 1 deadline, withdrawal from KHSAA Region or State for any reason will result in no out-of-state travel for squads and include a […]

2015 KHSAA State Tournament Info and Results
2015 Regular Season Information 2015 State Results and Information09/04/15 – Reminder about Heat Index/Drones at Competition
This notice is being sent to all member schools and specific licensed officials.
HEAT INDEX
While we have been blessed with a relatively cool summer, such is likely not to be the case this weekend and early next week. Keep in mind that the Heat Index regulations are always in place, with mandatory recording of temperatures and humidities to determine if any activity needs to change. The quick reference chart is located at http://khsaa.org/sportsmedicine/heat/heatindexchartcolor.pdf but schools as always are responsible for complete policy adherence, not just what is on the chart.
For Field Hockey, Soccer, Cross Country, Golf and even Volleyball (if played in a facility without air conditioning), all play must be suspended when the Heat Index reaches 104 degress. When the heat index is above 99, mandatory water breaks every 30 minutes for at least 10 minutes in duration are required, along with all other stipulations in the heat index guidelines.
For Football, the threshold temperature for […]
09/05/15 – Proposal by Proposal Analysis of 2015 Annual Meeting Proposals
This is the second part of a two-part effort to talk about the 2015 KHSAA Annual Meeting. Because of another vast turnover in athletic administrators this year, and in order to help you prepare, this information is being sent well in advance of this year’s meeting to allow for review and discussion. Please feel free to contact the office with any questions.
Final preparations are underway for the 2015 Annual Meeting at the Lexington Center on September 10. Staff is busily making final updates to the documents related to the meeting, and posting them on the KHSAA website with updates nearly every day. We will again have workshop sessions in the morning, however, we have restructured the schedule to allow the combined groups to be involved in all of the workshops. This will allow for much more consistent interaction with presenters will allowing ample time for guests to visit the exhibit booths.
During the morning sessions, there […]
09/04/15 – Yearly Reminder about Importance of Annual Meeting
This is a great time of year. The school year has started, the fields and courts are in use every night, and we get to continuously hear about the great things done by our student-athletes, coaches, officials and member schools. And again this year, we are privileged to have in the midst another circuit around the state holding regional meetings about KHSAA operations, online data management, and Title IX.
But now it’s time to deal with some of the “business issues” surrounding the KHSAA. And a lot of that business is accomplished through the Annual Meeting on Thursday, September 10. It’s earlier than normal this year, primarily due to the availability of the venue, so we hope it hasn’t caught you off guard and you didn’t miss the notice from a few weeks ago. If you have yet to sign-up to attend this meeting, please go to the post at http://khsaa.org/081815-reminder-about-2015-annual-meeting-of-the-membership-of-khsaa/ and refresh […]

09/02/15 – KHSAA Sanctions Bell County, Taylor County For Bylaw 23 Violations
FOR IMMEDIATE RELEASE: September 2, 2015
The KHSAA has handed down sanctions to Bell County and Taylor County High Schools for violations of Bylaw 23 (Limitation of Seasons) resulting from attendance at a preseason football camp the weekend of August 7.
During the course of its investigation, the KHSAA found that both Bell County and Taylor County committed the following violations:

(2) Failed to provide the requisite rest following full gear practice;
(3) Exceeded the time limits for contact contained in the Bylaw;
(4) Exceeded the daily practice time allowable.
Subsequent to that weekend, Bell County, despite a reminder notice from the KHSAA concerning scrimmage limits, played an additional scrimmage the weekend of August 14. This constituted an additional violation due to the fact that Bell County had a contest scheduled the weekend of […]
