07/17/18 – Officials Division Updates- Assigning Secretary Contracts/Payments
As we are now set to begin another year, please review the following changes that are now in place with regard to the KHSAA Officials Division:
ASSIGNING SECRETARY CONTRACTS
Fall Sports Assigning Secretaries contracts will be emailed the week of July 16. Winter Sports will be emailed in September and Spring sports in January.
ASSIGNING SECRETARY PAY – OF116
Assigners will no longer complete the OF116 Assigning Pay online form. This form will be revised and submitted by the Regional Policy Board Chairs (RPBC). The RPBC will be responsible for gathering the information and collecting payment from schools/local associations and submit the data through the OF116.
The KHSAA will then create an invoice for the Regional Policy Board (RPB) to be sent to the RPBC and then the RPBC will remit funds to the KHSAA. The KHSAA will then issue payment to the Assigners. This should help streamline the process and eliminate the […]
07/10/18- Rosters Open for Entry for 2018-19
Good afternoon. On behalf of our entire staff, we hope many of you as building and athletic administrators are back and ready to go after taking advantage of the only two “down” weeks of the athletics year with dead period!
This year, there have been only minor changes to the required KHSAA online roster and the school management system. Rosters have been rolled from the previous year, and may now be edited for the coming seasons as well as sport and sport-activity offerings. Though there are minor enhancements being fine-tuned, there is no reason for a delay in entering and editing rosters. We will again conduct a thorough review of the system through demonstrations at the regional meetings and staff is available to assist at any time.

06/15/18- Reminders about Off Season Football Practice, Workouts and Equipment
Recently, the KHSAA office staff has received several inquiries about football camps and other activities. As the summer vacation period continues, it seems prudent to issue a few reminders to keep everyone informed. None of these procedures have changed (with the exception of the scrimmage limits once contact begins), but with the massive turnover in coaches and the plethora of inquiries and perhaps spreading of misinformation, these reminders are essential.

06/15/18 – Cheer Competition Clarification/Survey Notes
The staff at the KHSAA has been made aware of a survey that has been distributed to selected cheer coaches regarding a possible new statewide competition to be conducted by the State Coaches Association (KAPOS). It is likely that this survey information is being gathered with input from your coaches that is allegedly representing your school, and you as an athletic administrator are not yet aware. It is also our understanding that this survey has been orchestrated by a small segment of the members of that association and not by the entire Board of Directors of that organization, and as such, athletic administrators should be sure and make comprehensive inquiries about the situation from that organization.

06/13/18- Reminder about Official Ball Revision for Basketball
A second reminder to our schools about the change in basketballs for next season. The ball will remain Spalding, but the adopted ball shifts from a composite ball to a true leather. This was following feedback from a significant portion of the membership, including a recommendation of the Kentucky Association of Basketball Coaches.
The requirement remains the same, the ball must simply be a Spalding basketball with the NFHS mark on it. However, the specifically named ball which will be provided to the regional tournaments and used in the state tournaments will be the TF-1000 Model 762648 for the boys and the TF-1000 Model 762658 for the girls.

06/06/18- Sport Activity Specific Dead Period Reminders
As the dead period approaches, it is important to remind all coaches about sport-activities (bowling, competitive cheer, dance, archery, bass fishing) during the dead period. 05/18/18- Background and Criteria for Triple Threat Award
In an effort to continue the national emphasis and the KHSAA’s own efforts to de-emphasize sports specialization in the athletic culture, the Commissioner’s office launched the “Triple Threat Award” program in May of 2018 to recognize those students who participate in high school athletics year round.
The award, which is given to student-athletes who participate in a KHSAA sport or sport-activity on the varsity level during each season of the academic year (fall/winter/spring), will be presented to a total of 1,814 student-athletes for 2017-18, and 1,878 student-athletes for 2018-19.
To be considered for the award, the student must compete be on the varsity roster of a sport or sport-activity for a team in each of the three sports seasons. What exactly is the Triennial Survey?
Per the Board of Control adopted policy (https://goo.gl/54F38G ), the Board surveys the member schools every three years to determine interest in sports and sport-activities.
The Board is strong in its feeling that while the Board must decide many issues for the schools, membership desires are extremely critical in this area.
The following are key provisions of the policy:
- The KHSAA shall survey its membership every three (3) years to measure desire for a new offering or elimination of an existing offering.
- The KHSAA Limitation of Seasons shall not address a specific sport or sport-activity unless and until it meets the desired participation threshold to allow for the maximum opportunity to expose the sport to growth.
- Unless otherwise approved by the Board of Control to address specific previously underrepresented populations, in order for the KHSAA to begin discussions concerning the possible sponsoring of a state championship in a new sport or sport-activity, there […]

05/10/18- Football Contract Moratorium, Final Alignment for 2019 to 2022, Scheduling Grid, Cross-Bracketing
At its regular meeting on May 9, 2018, the Board of Control finalized the alignment of teams for the 2019 through 2022 playing seasons. The Board of Control meticulously considered every suggested change and feedback from its February draft during its May 8 work session, and May 9 meeting. The final document reflects any approved change from the original document and it listed at https://khsaa.org/final-approved-alignment-football-2019-through-2022-playing-seasons/
The mandatory scheduling grid for 2019 to 2022 seasons was also adopted. The final week of the season (now numbered week 11) remains a mandatory non-district week. Please be mindful of the scheduling restrictions contained in the grid, particularly when there are issues surrounding fall breaks. 05/02/18- NFHS Basketball Uniform Update and Interpretations
Recently, we have had several inquiries regarding the placement of items on the basketball jersey per NFHS rules. Particularly references have been made to professional uniforms and the legality of such uniforms within the NFHS playing rules. Keep the following restrictions in mind, using the samples of Cleveland Cavaliers jerseys shown in this post as guides (not including the restriction on one visible manufacturer logo within the size restriction):
Within the area below the neckline, only the following are allowed:
- School Name- In the sample below, Cleveland is the name and is permitted, provided first and last letters are parallel, etc.

05/01/18 – The Inherent Risk of Sport Specialization

One of the responsibilities that parents take most seriously is protecting their children from injury, whether it is buckling seat belts in a car or wearing a helmet while riding a bike. And when their kids become teenagers and want to participate in sports or other activities, parents do everything they can to keep their sons and daughters from getting hurt.
But not all injuries are caused by a twist, fall, collision or accident. Many are caused when young athletes repeat the same athletic activity so often that muscles, ligaments, tendons, and bones don’t have time to recover—especially among middle school and high school students. These injuries can end promising careers, cost families tens of thousands of dollars, squash dreams and literally change lives.

04/25/18- Reminder about Football Scrimmages and Contact Restrictions
There have been several inquiries to the office about football scrimmages for 2018 in light of recent action by the KHSAA delegates at the Annual Meeting. Therefore, this additional reminder is being issued.
At that meeting of the delegates, a proposal was passed which would allow all schools to have two (2) pre-season scrimmages in football, regardless of whether or not a week zero (0) game was played. The proposal received the requisite number of votes and has been recommended for implementation by the Board of Control but has not yet received final approval through the regulatory process.
In light of the need for scheduling and planning, we will operate as though the proposal will receive final approval. There is minimal risk of this proposal failing to receive regulatory approval and as such, schools may schedule a second scrimmage for this fall (2018) regardless of first regular season week.

04/09/18- Four (4) Contest Minimum Removed from Most Sports/Events by Board of Control
At it’s most recent meeting, the Board of Control addressed concerns from several of the Commissioner’s Advisory Committees, particularly those representing the individual sports. These concerns surrounded a long-standing Association requirement for a set number of entries into high school competition prior to entering the region. In addition to issues relative to tracking, record keeping and monitoring, the Commissioner and his staff also noted issues relative to the problems this requirement causes at the local level and the inhibiting factor that these requirements might have on multi-sport participation.
Following a review of the discussion in various committees, a review of the rules in most other states, and based on a recommendation from the Commissioner after input from staff, the Board voted to continue to require four interscholastic contests in event-specific competition for those students entering the region meeting in Diving (Swimming and Diving) and Pole Vault (Track and Field). 04/09/18- Implementation of HB290, Play Against Home School Individuals
During its 2018 Regular Session, both houses of the Kentucky General Assembly approved HB290, and the bill was signed into law by the governor on April 2. See the full text of the bill at http://www.lrc.ky.gov/recorddocuments/bill/18RS/HB290/HCS1.pdf with a digest of the proceedings at http://www.lrc.ky.gov/record/18RS/HB290.htm. With the signing by the governor, the bill will go into effect on July 1, 2018, for KHSAA member schools.
The bill will necessitate an amendment to KHSAA Bylaw 22, Sec. 1 (listed at https://khsaa.org/handbook/bylaws/20172018/bylaw22.pdf) and this amendment will be done through the normal regulatory approval process this spring. Member schools will be able to engage in competition, should they choose, against homeschool units or involve homeschool students enrolled in Kentucky beginning with the 2018-2019 school year.

04/09/18- Reminder About Corresponding Date Rollover – 2018-19 through 2021-22 And Changes in Basketball, Tennis and Track & Field Schedules
This reminder is for all member schools as scheduling decisions are made relative to 2018-2019 and beyond. Athletic Directors and others scheduling contests should pay close attention to the information at https://khsaa.org/general/resources/corresponding-dates/. These charts are invaluable when scheduling year-to-year. It is critical that athletic directors and athletic administrators ensure that this information is passed on to any coach that assists with scheduling in any sport.
Events that are always held the same time each year, or contests played between opponents regularly at the same time each year, should use the corresponding week numbers for reference when choosing dates, not the relative position within the month. In other words, schools should think in terms of the game always being in week 12, 13, 14, etc., rather than the last weekend in December or first weekend in March. Using the corresponding week numbers will help prevent inadvertent scheduling issues.

03/29/18 – The Truth About Sports Scholarships

Unfortunately today many parents are trying to live out a dream through their sons and daughters – the dream of landing a college athletic scholarship by specializing in a sport year-round. Equally unfortunately, most of these dreams are never realized.
The odds of a sports scholarship paying for even a portion of a student’s college education are minuscule.
The College Board, a not-for-profit organization comprised of 6,000 of the world’s leading educational institutions, reports that a moderate cost for college students who attend a public university in their state of residence is $25,290 per year. The annual cost at a private college averages around $50,900.

With spring sports in full swing and most schools ready to take some form of spring break, it is time to remind each of you that the annual reports for Title IX and the Participation List are due on April 30.

02/23/18-Football Schedule Moratorium, Draft 2019 Alignment Procedures
All football playing member schools are reminded that football contracts signed prior to May 10 for games beyond the 2018 season will not be considered valid as the moratorium on scheduling remains in place. In addition to the alignment changes, there will also be consideration of all bracketing parameters for the playoffs as well as scheduling grids and other factors that make signing contracts premature prior to that time.
At its regular meeting on February 21, the Board of Control approved a draft alignment of football teams for distribution. The board accepted the requests of seven schools to play into a higher class and one team to withdraw from district play. 02/05/17 – 2018 Whitaker Bank/KHSAA Sweet 16® Scholarship Applications Now Open

For the fifth year Whitaker Bank, as part of its continuing title sponsorship of the Boys’ Sweet 16®, and the KHSAA will be presenting four one-time $1,500 scholarships. The scholarships are open to high school seniors that participate in KHSAA sanctioned sports and sport-activities.
Deadline for the information to be received by the KHSAA is Feb. 28. There is no limit to the number of applicants from a school.
Winners will be recognized during the 2018 Whitaker Bank/KHSAA Boys’ State Basketball Tournament, March 14-18 in Lexington.

1/22/2018 – Nominations sought for Midway Female Student-Athlete of the Year – Girls’ Basketball
The KHSAA is excited to open the nomination process for the Midway University/KHSAA Female Student-Athlete of the Year among girls’ basketball participants for 2017-2018.
This award is based on athletic and academic achievement as well as community service and leadership. The link to the application contains additional criteria and a form to nominate one female participant from each 2017-2018 team. Nominations must come from a member school, but may be submitted by an administrator, guidance counselor, or coach. The winner, if present, will be recognized at the 2017 St. Elizabeth Healthcare/KHSAA State Basketball Tournament March 7-11 in Highland Heights. At its meeting in January, the KHSAA Board of Control discussed and agreed on parameters surrounding an alignment of teams in football for the 2019 through 2022 playing seasons. This communication is solely about classification and geographic alignment development.
The following decisions have been finalized within the drafting of the alignment for this classification period:

They don’t normally make the headlines, their names are not in the box scores unless at the very bottom, and they don’t make the all-star teams, but perhaps the most essential individuals in high school sports are the contest officials.
These individuals are so important that, in fact, there would be no organized competitive sports at the high school level without the men and women who officiate these contests every day across the country. Subtract the dedicated men and women who officiate high school sports and competitive sports would no longer be organized; they would be chaotic. As many have stated, without officials, it is simply recess.

The second phase of entry for the 2017-2018 Title IX Reports, the ability to enter the results of the student survey, is available and online at schools.khsaa.org. The entry is open and automatically calculates and confirms the response rate (80%) that is necessary.
This (2017-18) is the year for the statewide Form T63 for student interest surveys and all schools must conduct the required biennial survey of your 9th, 10th and 11th-grade students and if appropriate, enrolled 8th-grade students. The T63 form will allow for the final entry of survey results. The form has been revised and will NOT allow for entry if there is less than an 80% response rate. In addition, any entry of 0 as the interest of the students will have to be confirmed since our audit team has found it highly unlikely that no student in the entire survey audience has an interest in a specific sport or sport-activity.

Vacancy Announcement for Classified Support Staff Position(s) (Regular, Part-time)
The KHSAA, a private, non-profit entity designated by the Kentucky Board of Education to manage high school sports and sport-activities in the Commonwealth, has an immediate need to fill at least two openings on its support (classified) staff for Administrative Events Coordinator-2. These two non-administrative openings will be filled as soon as possible and are regular, part-time positions with a 25-hour per week work schedule. The KHSAA operates regular business hours from 7:30 a.m. to 4:00 p.m. Eastern Time, and these positions will normally operate within that schedule.
The positions are support staff position (clerical/secretarial/administrative support) and reports directly to the Office Manager. Duties may include:
- Opening and distributing mail;
- processing checks and credit card requests received;
- serving as a primary contact answering telephone;
- assistance with specific aspects of special programs;

12/12/17-Applications Being Accepted for Louis Stout Memorial Scholarships
When former Commissioner Louis Stout passed away in 2012, his widow Anna directed that donations on his behalf go to the Louis Stout Memorial Fund for Students. She felt this was a chance for the KHSAA to honor student-athletes who excel in athletics, academics, school service and community service. The award process for 2017-2018 is now underway.
Applications are being accepted for students to apply for those awards through Friday, January 19, 2018. The award winners will be announced in conjunction with the boys’ state basketball tournament in March. Two grants, each in the amount of a one-time scholarship of $2,000 payable to an institution of higher learning, will be awarded. The scholarship is not renewable and is not endowed for expansion. Minimum criteria is a 3.5 (converted to 4.0 scale) grade point average; involvement in varsity sports or sport-activities; involvement in other school activities, a record of community service/involvement and a member of the […]

Every three years, per adopted policy, the KHSAA surveys the membership as to the desire to expand and/or continue sports and sport-activity offerings. In this manner, the staff and Board of Control can continue to be pro-active in terms of offering new opportunities and assess the satisfaction of its membership with the current offerings.
Please complete the required survey at https://schools.khsaa.org/ge81-khsaa-triennial-sports-offering-survey-2017-2018/ on or before Friday, January 5, 2018, to assist in the determination of future offerings by the Association. 12/06/17- Football Schools Required to Submit Spring Practice Date Options
Per KHSAA Bylaw 23, each school must submit its spring practice dates on or before December 15, 2017, for the spring, 2018 spring practice period. Failure to submit these dates by December 15 will result in the school not being permitted to conduct spring practice. This deadline is to be rigidly enforced for 2017-18 so do not delay in submitting.
Once submitted, these dates cannot be changed. There will be NO extensions due to coaching vacancies, etc. The selection of spring practice is solely a function of the school calendar and not personnel.
THE SETTING OF THESE DATES IS A FUNCTION OF SCHOOL CALENDAR AND NOT PERSONNEL.
