08/01/17-Football Officiating Crew Communication Devices Guidelines and Restrictions
KHSAA VARSITY FOOTBALL OFFICIALS
WIRELESS CREW COMMUNICATION DEVICES – GUIDELINES AND REQUIREMENTS
With continued changes in technology, communication devices worn by officials are becoming more and more common place. While most understand that these devices can benefit the communication between members of an officiating crew, officials must be prepared to deal with the responsibility for using such device.
DEFINITIONS
- For KHSAA varsity football contests, a Wireless Communication Device is defined as a two-way radio with an attached earpiece and push to talk microphone.
- Other types of communication devices are prohibited and may not be carried by an official during competition.
GENERAL USE
- Crew communication devices MAY be used during all games if used in accordance with these guidelines.
- Officials should be ever mindful that the vast majority of radio systems are NOT secure from the public.

07/20/17 – Heat and Humidity Reminders
With temperatures rising across the state, now is a good time to remind all of our school administrators and coaches of the requirements of the Heat Index program. No game, or plan for a game, is worth short-cutting this required procedure that is now nearly fifteen years old. Nothing about the program has changed, but with the turnover in coaches (and administrators) perhaps a few heat index reminders are helpful:
- Heat index requirements and restrictions apply (and have always applied) to outdoor and indoor sports. In many cases during the summer, indoor practice areas (including gymnasiums) are set to be electronically controlled in terms of temperature and coaches must monitor conditions to ensure compliance.
- While the gold standard for heat index measurement is the wet bulb globe, the KHSAA has adopted the use of the digital sling psychrometer as the measurement instrument for heat index as the next best available and most cost effective […]
07/20/17 – Football Practice and Acclimation/Acclimatization Reminders
As the helmet-only period continues and more activity is available, it is necessary to issue a few reminders about football practice. None of these procedures have changed, but with the massive turnover in coaches and the plethora of inquiries and perhaps spreading of misinformation, these reminders are essential.
- July 10-31 is a period to participate in non-contact simulations (7 on 7) wearing only a helmet. Only level “0-air”, “1-bags” and “2-control” activity can occur. By definition, level “2” activity stops at the moment of contact. Period. During this time period, there are both practice (number) and practice time limitations contained in Bylaw 23.
- July 22-31 is a period when shells (helmets, shoulder pads, shorts) can be worn. but only for those individuals who have had five days with the rest of the team members in helmets only after July 10. 07/18/17 – Cross Country and Track & Field Alignment Approved
At its regular meeting on July 15, the KHSAA Board of Control gave final approval to the alignment of teams for the 2017-2018 through 2020-2021 period for both Cross Country and Track & Field. The alignment will go into effect immediately, starting with the 2017 fall Cross Country and 2018 spring Track and Field seasons.
The distributed draft received feedback from the membership over the last two months. Following a review of the suggestions from that feedback, the Board approved a change recommended by the Commissioner to revise the qualifying for State Cross Country which will likely result in a few additional teams being added to the state field.

07/14/17 – Rosters Open for Entry for 2017-18
Hope many of you as athletic administrators are back after taking advantage of the only two “down” weeks of the year with dead period. Again this year, there have been additional enhancements to the roster and school system including several that are currently in final development, and schools will be notified later in the summer of those options and through demonstrations at the regional meetings.
The KHSAA system (which is the ONLY system for roster and schedule entry that meets KHSAA rules and requirements), is now back online after our summer roster rollover process.

Schools were divided following ranking the four-year average enrollment of track schools, with 40% of the schools placed in 1A, 30% in 2A, 30% in 1A. Cross Country-only schools were added following division. Due to fluctuating participation numbers, an exact balance between regions in both Track and Cross Country is not likely attainable and the existing basketball region boundaries were used where there were multiple options.

05/17/17 – Reminder about Postseason Baseball/Softball Rosters
This reminder to all athletic directors, principals, and coaches at KHSAA member schools. Only those students who are indicated with a checkmark in the “postseason roster” column are eligible to compete in KHSAA sanctioned postseason competition.
The following are quick reminders to take the steps necessary to complete this task, and the instructions are contained in a short (around 4 minute) video at http://schools.khsaa.org/help-the-postseason-roster/. These steps will only work if you have administrator rights (principal/AD) or coach that has roster rights granted by an administrator:
- On the school’s login menu (http://schools.khsaa.org/), click on the link that says maintain specific team roster.
- Select the green box for the varsity team, and you will see the current roster of the varsity displayed.

Current Members – KHSAA Sports Medicine Advisory Committee
The Kentucky Medical Association’s Committee on Physical Education and Medical Aspects of Sports has dutifully served the role of a Sports Medicine Advisory Committee for more than thirty (30) years. This group is created and formed by the Kentucky Medical Association’s House of Delegates, and meets not less than annually.
The committee also has a subcommittee to act in the event that quick action is needed, and regularly has members of other professional organizations under the Kentucky Board of Medical Licensure at its meetings.
05/10/17-Reminders about Students Practicing/Playing While Ineligible
Recently, the Commissioner’s office has been made aware of several questions and concerns regarding various approved changes to the eligibility rules of the KHSAA. A reminder to all involved is that once a proposal receives the requisite vote of the membership, that is only the FIRST of many steps for the proposal to have the force of regulation.
During the promulgation steps this year (required steps to implement changes as state regulation), clarifications have been received regarding some of the action taken by the schools and the conflicts that the new and proposed rules might have with existing rules. Loading…04/14/2017-Fund Raiser to be held for longtime CJ Sportswriter Bob White
As many are aware, longtime Courier-Journal sportswriter and KHSAA Hall of Fame member Bob White was recently a victim of identity theft, losing most if not all of his accumulated resources in the scheme. Many in the area rallied behind Bob to give him a temporary lift, but a group in Louisville is organizing a major fundraiser to help continue the process of lifting both Bob’s spirits and his ability to live independently. Many of Kentucky’s coaches, athletes and officials have been positively impacted by Bob’s writing, coverage and support over the years.
The group will hold an appreciation reception for Bob on Monday night, May 15 from 5 to 8 p.m. at Frazier Hall on the campus of Bellarmine University. A minimal charge of $20 per person will be charged along with any donation attendees, or those unable to attend would like to give to the cause.

04/07/17 – Survey Related to Fastpitch Softball
A survey is being taken of the member schools at the request of the Commissioner’s Softball Advisory Committee. The survey link was e-mailed to the member school Principals and Athletic Directors.
The Commissioner meets annually with various Advisory Committees composed of Coaches, Athletic Directors, Principals and other key individuals in each sport and sport-activity to gather sport specific information from the membership. This information is reviewed as part of the normal operations of the Association and many times, serves as a valuable resource for both the staff and the Board of Control in considering issues related to the conduct of various championships.
For two years, the Commissioner’s softball advisory committee has discussed issues related to the game, and in particular, related to the continued evolution of the sport over the last twenty years since the conversion from slowpitch to fastpitch. 03/30/17 – KHSAA Revising Office Hours Effective April 3, 2017
Effective April 3, 2017, the KHSAA will have new office hours. The office will open each day at 7:30 a.m. and close at 4:00 p.m. ET.
Logistical and traffic issues (both current and anticipated) in the surrounding area near the office, in particular, the opening of the new Frederick Douglass High School have created this necessity.
We appreciate the understanding of our membership and various constituencies.

03/08/2017 – New Procedure Adopted for Monitoring Pitch Count and Maintaining Baseball Stats for Kentucky Schools
The KHSAA has partnered with MaxPreps to manage and post pitch counts for the 2017 playing season. MaxPreps works in combination with GameChanger, among other stat entry options to allow for member schools to maintain accurate pitch count data and eliminate the paper forms that were used as part of the 2016 season. GameChanger is the most popular on-site mechanism for stats collection used by more than half of the KHSAA member schools and is available at no charge. In addition to GameChanger, KHSAA member schools can utilize MaxPreps own stat entry options or seven other stat partners to maintain accurate pitch count data.

02/09/17 – Important Reminders-Title IX Reports and Rosters
As the winter sports season draws to a close, and we prepare to open up the 2017 Online Title IX reports for entry, we have discovered that a substantial number of member schools have team related issues that must first be corrected. Specifically, the issue is that a member school will designate that they offer a particular team, but do not have enough players on that team to actually field the team. Please note that new for 2017, the required online Title IX reports will be locked out for entry until a school corrects such team errors.
As a reminder, schools should only have teams loaded into their Primary KHSAA School Database that compete interscholastically against another team at that level. 02/02/17 – 2017 Whitaker Bank/KHSAA Sweet 16® Scholarship Applications Now Open

For the fourth year Whitaker Bank, as part of its continuing title sponsorship of the Boys’ Sweet 16®, and the KHSAA will be presenting four one-time $1,500 scholarships. The scholarships are open to high school seniors that participate in KHSAA sanctioned sports and sport-activities.
Deadline for the information to be received by the KHSAA is Feb. 25. There is no limit to the number of applicants from a school.
Winners will be recognized during the 2017 Whitaker Bank/KHSAA Boys’ State Basketball Tournament, March 15-19 in Lexington.

01/16/17- Reminder about Religious Uniform Accommodations
Frequently in the NFHS Playing rules, there is a reference to the prohibition on items being worn by participants without documented evidence provided by the state association.
For example, in NFHS Basketball Rule 3-5-4e(b), there is a statement allowing head coverings for religious reasons that reads, “In the event there is documented evidence provided to the state association that a participants may not expose his/her uncovered head, the state association may approve a covering or wrap which is not abrasive, hard or dangerous to any other player, and which is attached in such a way it is highly unlikely it will come off during play.”

01/13/17 – Board Approves Alternative Region Tournament (Team Sports) and Alignment for Region 15
During the course of its regularly scheduled meeting at the KHSAA Offices on Thursday, the Board of Control approved a requested new trial pilot program for the 15th Region Tournament beginning with the 2017-2018 school year. These changes will not be implemented until the 2017-18 school year, and will have no impact on play for the remainder of 2016-2017. This approved pilot project is for the team sports of baseball, basketball, softball and volleyball. The following post includes segments of the press release issued late yesterday afternoon, as well as additional details for 15th Region schools.

1/13/2017 – Nominations sought for Midway Female Student-Athlete of the Year – Girls’ Basketball
The KHSAA is excited to open the nomination process for the Midway University/KHSAA Female Student-Athlete of the Year among girls’ basketball participants for 2016-2017.
This award is based on athletic and academic achievement as well as community service and leadership. The link to the application contains additional criteria and a form to nominate one female participant from each 2016-2017 team. Nominations must come from a member school, but may be submitted by an administrator, guidance counselor, or coach. The winner, if present, will be recognized at the 2017 St. Elizabeth Healthcare/KHSAA State Basketball Tournament March 8-12 in Highland Heights. 01/11/17 – Reminders about Participation in Indoor Track Meets
For the past several years, groups and institutions like the University of Kentucky have sponsored indoor track meets. At UK for example, one meet has historically been conducted for Kentucky high schools in January and a second meet in February was an open meet with non-member teams from out-of-state and a variety of athletes and teams. Because of the way that the February meet was structured, there were previously specific limitations on KHSAA school-based participation, especially against non-member teams.
Because of recent bylaw changes in regulations, the only teams that are prohibited from competing against KHSAA member schools are schools or groups of athletes located in Kentucky who are eligible to join the KHSAA, but have decided not to do so at this time. There are no longer restrictions against out-of-state non-member schools or competition against out-of-state entities of other structures, as that is a local school decision.

12/06/16- Schools Required to Submit Spring Practice Dates
Per KHSAA Bylaw 23, each school must submit its spring practice dates on or before December 15, 2016, for the spring, 2017 spring practice period. Failure to submit these dates by December 15 will result in the school not being permitted to conduct spring practice. This deadline will be more rigidly enforced for 2016-17 so do not delay in submitting.
Once submitted, these dates cannot be changed. There will be NO extensions due to coaching vacancies, etc. The selection of spring practice is solely a function of the school calendar and not personnel.
THE SETTING OF THESE DATES IS A FUNCTION OF SCHOOL CALENDAR AND NOT PERSONNEL.
