    The Board of Control conducted its first organizational meeting of the 2019-20 academic year on Thursday in Covington, finalizing the format of the state golf tournament while also addressing the calendar for the state tennis championships and the future of esports.

    After reviewing feedback following its earlier decision to change the team format to a four-person squad at the state tournament (which was a format of the tournament in past years), the Board of Control elected to revisit the issue at its July meeting.     The Board of Control reviewed postseason formats and state qualifying for several fall sports during its meeting at the KHSAA Offices on Tuesday. Changes to the state golf qualifying process and golf alignment were among the topics discussed, along with the implementation of the RPI during the Football postseason and a revision of the semi-state round for the soccer postseason.

    The final action in revising the golf regional alignment, as well as state tournament qualifying, completes nearly a full year of review of the manner in which the postseason championships are conducted in the sport.     • The RPI will be published beginning following football week 6. Publishing prior to that date will likely lead to incomplete data.
    • Football RPI is frozen after Week 11, the end of the regular season. Hereinafter, the totals will be referred to as “Playoff RPI”
    • Future consideration includes using RPI to break three-way ties within districts, but for 2019, the conventional tiebreaker remains in place.
    • Third round playoff games, for the purpose of determining the home team, will be based on Playoff RPI in all classes.

    02/12/2019-Commissioner’s Statement on NFHS Football Rule Change Related to Replay

    KHSAA staff is aware of the rule change and thankfully, we were part of the discussion. At this point, there are no plans to implement replay for our state football championship games, which is likely the only round in which we would consider it at this time. There is also no current plans to implement replay in other sports as well. It would take considerable research into costs, facility equipment, and needed manpower before stepping into this area. We applaud our peer states for their experimentation in this area and are equally proud that they were able during an experimental period to try the rule at minimal cost. We are also aware that for the future, that “minimal cost” will be changing to market pricing and again, have to ask the question of practicality.

    01/16/19 – Board of Control Sets Sites for State Softball and State Archery; Reviews Football Playoff Format

    In its first meeting of the new year on Wednesday at the KHSAA Offices, the Board of Control finalized locations for two spring championships while addressing the future playoff structure for football and continuing its research for future revisions to state golf.

    Following last year’s action by the Board to transition the state softball tournament from a double-elimination format to single elimination, create an eight-team state tournament and a semi-state round, KHSAA staff sent out information to prospective cities interested in hosting the event. After reviewing information and options from both Lexington and Louisville, the Board approved a recommendation to award the 2019 and 2020 State Softball Championships to the University of Kentucky’s John Cropp Stadium.

    12/04/18- Football Schools Required to Submit Spring Practice Date Options

    Per KHSAA Bylaw 23, each school must submit its spring practice dates on or before December 15, 2018, for the spring, 2019 spring practice period. Failure to submit these dates by December 15 will result in the school not being permitted to conduct spring practice. This deadline is to be rigidly enforced for 2018-19 so do not delay in submitting.

    Once submitted, these dates cannot be changed. There will be NO extensions due to coaching vacancies, etc. The selection of spring practice is solely a function of the school calendar and not personnel.
    THE SETTING OF THESE DATES IS A FUNCTION OF SCHOOL CALENDAR AND NOT PERSONNEL.

    The KHSAA Commonwealth Gridiron Bowl returns to Kroger Field for the second-straight year this weekend, when the state football finals are contested Nov. 30th through Dec. 2nd on the University of Kentucky campus. Friday’s action opens with Beechwood (11-2) facing Pikeville (11-2) in the 1A Championship at 2 p.m., followed by Central (12-2) versus Corbin (13-1) in the 3A Championship at 7 p.m.

    Tickets for the 2018 KHSAA Commonwealth Gridiron Bowl are available for purchase online at KHSAA.org. Reserved sets (one seat for all six games) are available in the Woodford Reserve Club for $150 or the Field Level Club for $125.

    It is again time for us to take orders for advance tickets to the 2018 KHSAA Commonwealth Gridiron Bowl State Football Finals. Here are some notes about this year’s finals:

    • The games will be played at Kroger FIeld at the University of Kentucky in Lexington.
    • Advance ticket purchases INCLUDE parking charges. There will be no additional parking charge for those holding a pre-purchased ticket as any price is included in the ticket fee.
    • All tickets ordered in advance will be held at will call at the stadium for distribution beginning on Friday morning, December 1 at the main stadium box office near Gate 9.

    The KHSAA’s online media credentialing system for the Fall Sports Championships is now live, and can be accessed by going to credentials.khsaa.org.

    Credentials to each KHSAA state championship event are issued by the KHSAA to working members of the media that regularly cover high school athletics. Credentials must be requested prior to the established deadline for each sport through the online credentialing system (credentials.khsaa.org).

    Credentials should be requested by the sports editor/director for all members of his/her organization needing to attend an event. Credentials for freelance photographers and stringers must be requested by the sports editor/director at the outlet the freelancer will be representing. No credentials will be issued outside of the online credentialing system. The KHSAA reserves the right to limit the quantity of credentials issued to media outlets when space is at a premium.

    The Board of Control conducted its first meeting of the 2018-19 academic year on Thursday, September 20 at the Association offices. Much of the day’s agenda involved ongoing discussion of the future format of several KHSAA championships. Among the action taken, the Board gave tentative approval to transitioning the State Softball and Baseball Tournaments to 8-team single elimination events, with the key provision of re-establishing semi-state play, preferably at non-high school sites. This builds upon last year’s decision to move away from the double-elimination format in Softball, in the interest of player safety and gender participation experience equity.

    • I have waited on the NFHS for most of the summer, originally expecting their new 7-person manual back in May only to find last week at our meeting that the publication likely won’t be ready until September. It is somewhat of a long story, but suffice it to say that re-formatting the drafts from the Manual Committee into the standard NFHS format has taken a lot longer than they expected. However, the fundamentals are included in the attached document.
    • Consider that the front sections, etc. are the same as the four and five-person manuals, let’s focus on field coverage.
    • Attached you will find the framework from the TSSAA that the committee was using for the development of their mechanics.

    Recently, the KHSAA office staff has received several inquiries about football camps and other activities. As the summer vacation period continues, it seems prudent to issue a few reminders to keep everyone informed. None of these procedures have changed (with the exception of the scrimmage limits once contact begins), but with the massive turnover in coaches and the plethora of inquiries and perhaps spreading of misinformation, these reminders are essential.

    At its regular meeting on May 9, 2018, the Board of Control finalized the alignment of teams for the 2019 through 2022 playing seasons. The Board of Control meticulously considered every suggested change and feedback from its February draft during its May 8 work session, and May 9 meeting.     The mandatory scheduling grid for 2019 to 2022 seasons was also adopted. The final week of the season (now numbered week 11) remains a mandatory non-district week.     11/08/17- High School Playoff Games Again Asked to Honor Veterans at Week 2 Games

    Every high school hosting a KHSAA football playoff game is again asked to honor all veterans and active duty military at events near Veteran’s Day. This is a great way to recognize our veterans and active duty military and hopefully reinforce the importance of their sacrifices and the meaning of Veteran’s Day. The KHSAA is grateful to be able to participate again during 2017.

    For the second round of the football playoffs at home sites November 10, each host school is asked to request all veterans and active duty military in attendance to stand and be recognized for their contributions.

    The KHSAA is certainly proud to be a part of this recognition and hopeful that this simple acknowledgment will convey a powerful message of thanks on the part of the school and the community in general.

    09/01/17 – Reminder about Shortened and Interrupted Football Games

    In light of the large number of calls and emails this week and with the vast amount of turnover in athletic administrators and coaches, a reminder about the Competition Rules is in order for Football. Interrupted games are not new and this weekend’s weather is not our first dose of weather problems.

    Within the playing rules, in an emergency (such as inclement weather where advisories are placed against travel or to seek shelter), teams can mutually agree to shorten any remaining period or terminate the game at any point. If such termination is mutually agreed to, the game shall be recorded as the current score and the game cannot be replaced on the schedule.

    The mandatory Online KHSAA Rules Clinic for the sport of Football is now available following a minimal delay for system maintenance. The clinic is required of all officials as well as all coaches, varsity, junior varsity and freshman, and whether or not the coach receives pay.

    August 8 to September 28 (Officials) – the Football Clinic will be online only and may be viewed at no charge during this period.
    September 29 to October 18 (Officials) – the Football Clinic will be online only and may be viewed for the makeup fee ($30) during this period.
    October 19 to October 25 (Officials) – the Football Clinic will be online only and may be viewed for the makeup fee ($60) per the Bylaw 27 schedule during this period. After this time, postseason penalties per Bylaw 27 will apply.

    WIRELESS CREW COMMUNICATION DEVICES – GUIDELINES AND REQUIREMENTS
    With continued changes in technology, communication devices worn by officials are becoming more and more common place. While most understand that these devices can benefit the communication between members of an officiating crew, officials must be prepared to deal with the responsibility for using such device.

    DEFINITIONS

    • For KHSAA varsity football contests, a Wireless Communication Device is defined as a two-way radio with an attached earpiece and push to talk microphone.
    • Other types of communication devices are prohibited and may not be carried by an official during competition.

    GENERAL USE

    • Crew communication devices MAY be used during all games if used in accordance with these guidelines.
    • Officials should be ever mindful that the vast majority of radio systems are NOT secure from the public.

    What is Officiate Kentucky Day?
    Officiate Kentucky Day (OKD) is a one-day gathering of sports and sport activity officials from throughout the Commonwealth to celebrate the officiating industry.  This event allows the KHSAA to partner with the National Association of Sports Officials (NASO) as part of their “state day” program and will showcase nationally known collegiate and professional officials as well as high schools officials to share their knowledge, skills and expertise in officiating.

    OKD will be a lead-in to the National Association of Sports Officials (NASO) Summit that will follow July 30-Aug. 1, also at Marriott Downtown in Louisville.

    12/06/16- Schools Required to Submit Spring Practice Dates

    Per KHSAA Bylaw 23, each school must submit its spring practice dates on or before December 15, 2016, for the spring, 2017 spring practice period. Failure to submit these dates by December 15 will result in the school not being permitted to conduct spring practice. This deadline will be more rigidly enforced for 2016-17 so do not delay in submitting.

    Once submitted, these dates cannot be changed. There will be NO extensions due to coaching vacancies, etc. The selection of spring practice is solely a function of the school calendar and not personnel.
    THE SETTING OF THESE DATES IS A FUNCTION OF SCHOOL CALENDAR AND NOT PERSONNEL.

    The 1A Championship will open the 2016 Russell Athletic/KHSAA Commonwealth Gridiron Bowl on Friday night at 7 p.m. (CT) when Beechwood (13-1) takes on Hazard (12-2) at Houchens Industries/L.T. Smith Stadium in Bowling Green. The action resumes Saturday afternoon when Central (9-5) faces Belfry (13-1) in the 3A Championship at 5 p.m., followed by Trinity (Louisville) (14-0) and Lafayette (13-1) in the 6A Championship at 8 p.m.

    Sunday’s slate features three contests on the campus of Western Kentucky University, with Christian Academy-Louisville (13-1) taking on Danville (12-2) in the 2A Championship at 12:30 p.m. Franklin-Simpson (14-0) will square off against Johnson Central (13-1) at 3:45 p.m. in the 4A Championship, with Bowling Green (14-0) and Pulaski County (12-2) closing out the weekend with the 5A Championship at 7 p.m.

    With Western Kentucky University’s win tonight at Marshall University combined with Southern Mississippi’s upset win over Louisiana Tech on Friday, WKU has qualified to again host the Conference USA championship game in Bowling Green. The game will be played on Saturday morning, December 3rd at 11 a.m. CT. This will necessitate a change in the KHSAA game schedule for the state finals, which will wrap around the Conference USA championship game. 

    The Class 1A game will be played on December 2nd with a kickoff slated for 7 p.m. CT.

    11/10/16- High School Playoff Games Again Asked to Honor Veterans at Week 2 Games

    Through the efforts of a veteran and concerned individual by the name of Robert Williams of Menlo Park, California, there is now a national movement to have every high school and college in the United States honor all veterans and active duty military at events near Veteran’s Day. This is a great way to recognize our veterans and active duty military and hopefully reinforce to all the importance of their sacrifices and the meaning of Veteran’s Day. The KHSAA is grateful to be able to participate again during 2016.

    For the second round of the football playoffs at home sites November 11, each home school is asked to request all veterans and active duty military in attendance to stand and be recognized for their contributions.

    It is again time for us to take orders for advance tickets to the 2016 Russell Athletic/KHSAA State Football Finals. Here are some notes about this year’s finals.

    09/20/16 – KHSAA Issues Rulings on Unsporting Acts and Shortened Games in Football

    FOR IMMEDIATE RELEASE: September 20, 2016

    The KHSAA today issued sanctions regarding Bylaw 15 (Practice of Sportsmanship) violations from a pair of football contests, as well as final rulings concerning Bylaw 22 (Contests, Sanctions, Rules, Forfeitures) incidents from last weekend.

    Per the KHSAA Competition Rules, when a contracted football game is interrupted by events beyond the control of all parties, three choices exist:
    a) Terminate game with score as it exists;
    b) Resume game at point of interruption at a mutually agreed date and time. This decision shall be finalized at the site prior to team departure.
    c) Resume the game on the following calendar day, unless published Board policies prohibit such play, in which case it shall be played the following day.

    The Concussion Legacy Foundation has created the first ever national concussion education day, scheduled for Tuesday, Sept. 13. On Team Up Day, millions of athletes will hear a speech from their coach, captain and medical team that encourages them to Team Up & Speak Up to Fight Concussions, with the specific message that a good teammate looks out for concussions in their teammates, and has a responsibility to speak up to a coach or other adult if they think their teammate has a concussion.

    The first weekly statistical leader reports of the season for football and boys’ and girls’ soccer have been posted at KHSAA.org. Statistics are compiled weekly throughout the regular season and will be posted to the KHSAA website every Thursday.

    As a reminder, member schools are solely responsible for submitting statistical information. If a school or individual is omitted, or information is not updated, that means the team in question did not update its statistics through the KHSAA’s online system prior to the deadline (12 p.m. each Thursday).

    Member schools failing to meet the requirements to enter and maintain rosters, schedules and statistics subject themselves to penalties by the Commissioner, including fines and other actions, within the constraints of Bylaw 27.

    08/15/16 – Part 2 Football Test Reminder

    The Part 2 Test will be available online from midnight Eastern Time on August 15 through midnight Eastern Time on August 29. The test will automatically close exactly at that time. Login at http://officials.khsaa.org/authorize/ to take the test. A minimum score of 80 on the exam is required to be considered for assignment to officiate postseason play.

    Any official determined to have been involved in the improper administration of the exam, including taking it for another official or having it taken by another official, will have the score disregarded for the year and be subject to other penalties in compliance with the jurisdiction of the office through the Federal Court Decree.

    The Board of Control conducted its first meeting of the 2016-17 season on Tuesday and Wednesday at the Louisville Marriott Downtown. During the course of the two-day session, the board participated in a comprehensive orientation for all Board members and an extensive review of the due process procedure under KRS Chapter 13B. Among the action taken during Wednesday’s full meeting, the Board approved a final championship schedule for the 2016 Russell Athletic/KHSAA Commonwealth Gridiron Bowl and set the dates and sites for the 2016 State Field Hockey Tournament.

    While the media coverage has been great about our schools and their compliance with the mandated heat index monitoring and activity adjustment protocols, it is important that our Football and Field Hockey programs be reminded of important subtleties within the procedures.

    When no additional protective equipment is being worn (i.e Football has on helmet only or Field Hockey does not have the goalie in protective gear), the threshold of 104-degree heat index is the point at which all activity must stop. But it is important as we face the hottest week of the year thus far, that all be reminded that once football adds shoulder pads or the field hockey goalie puts on gear, that threshold drops to 99 degrees. No activity can continue above a 99-degree heat index if that additional gear is being worn.     These reminders are critically important as we transition to the start of football practice for the 2016 season. This notice and all provisions supersede any and all previous communication regarding practice rules and regulations.

    The following provisions should be noted at all times:

    • The first five days must be Level 0 and Level 1 only during acclimation and acclimatization and are limited to one three-hour session per day.
    • Each player must have five days in helmets only before being able to add shoulder pads, and those pads cannot be added until July 22. Keep in mind this is a count for each player, not for the team, so players coming out late may be delayed in putting on shoulder pads (after July 21) or other gear (after July 31)

    06/22/16 – Reminder about Equipment Issuance During Dead Period (USA Football)

    The KHSAA offices have received several inquiries regarding participation by students in USA Football’s National Development Games. According to their verification letter, there are six different options to attend. We had asked at least two member schools to seek clarifications regarding equipment, but none responded, so today, staff contacted USA Football directly for clarification. Following that clarification, here are the provisions that have been determined. These provisions apply ONLY to 2016, as likely additional restrictions will be added to football rules to clarify (and likely restrict) this for the future years.

    • KHSAA member schools may not issue equipment to KHSAA member school students for the July 5 to July 9 camp dates. This is during the KHSAA mandated dead period and KHSAA member school equipment cannot be used for any reason. Athletes attending the camps have an option to rent equipment owned by USA Football during these periods (approximate cost is $60 for necessary gear). The […]

    Reminder to school administrators about the primary points of the KHSAA and its ball adoption agreements.

    In an effort to offset the services and events provided by the KHSAA and eliminate passing on a great deal of additional cost to the membership, the association has long entered into official ball adoption agreements. The provisions of these agreements are similar and official ball numbers are listed in the table below.

    The following provisions are in place in each of the listed sports:

    • A brand specific requirement is in place. For example, the Select Sport soccer ball is required for all use in postseason play (all levels). However, the ball does NOT have to be the Royale model. Specific models are the choice of the member school, however, the administrators should be mindful that dealer price points will likely be in place to encourage the use of the specific model.

    FOR IMMEDIATE RELEASE: May 12, 2016

    The KHSAA Board of Control conducted its final meeting of the 2015-16 academic year over a two-day session at the Association’s headquarters May 10-11. Among the various items discussed, the Board reviewed the results of a request for proposals distributed in March for a new official ball partnership, as its current agreement with Rawlings will expire at the end of the 2015-16 season. Following its review, the Board approved the Commissioner’s recommendation to accept the three-year proposal from Spalding (2016-17 through 2018-19), pending final signed contracts.

    The Board completed a comprehensive review of eligibility rules and programs within the Association as required by existing state regulation, focusing on potential Constitution and Bylaw proposals to be voted on by the membership to address undue influence (recruiting) concerns and revisions to the transfer and enrollment rules.     04/22/16 – Reminder Bylaw 23 Limitation of Seasons

    This is a reminder to all administrators and coaches concerning Bylaw 23, Limitation of Seasons. KHSAA staff members have received several inquiries about permitted activity,  specifically concerning fall sports and practice/tryouts for the fall. The same principle and rule would apply to any “tryout” in any sport or sport-activity that is not held during the period defined by Bylaw 23.

    The first official tryout/practice date for 2016 football is July 10.  For the other fall sports/sport-activities (Soccer, Golf, Field Hockey, Volleyball, Cross Country, Competitive Cheer), the first official practice date is July 15. Only after these dates can anything mandatory be required of team members or potential team members.

    With more than 80 percent of our football schools setting their practice window for the Monday following spring break, it seems timely to remind every about the rules on practice and equipment. There are no changes for 2016 as these changes were adopted prior to the 2015 season.

    The published spring football dates are online as always, located at http://khsaa.org/football/2016/springpractice2016.pdf. There are no provisions to change submitted dates (only in an emergency request from school administration). Per the bylaw, the only change permitted is to start the three-week (19-day) window on the Monday following the ORIGINAL published spring break week. Remember, scheduling of spring practice is a calendar function NOT a coach function, it is possible that with coaching changes, spring practice may not be an option at a specific school.

    The Board of Control conducted its fifth regularly scheduled meeting of the school year at the Lexington Center on March 18th, during which time it finalized the playoff format for 5A and 6A, approved the issuance of an RFP to designate a new official ball, and elected its President-elect for 2016-17.

    After an extensive review of potential playoff formats over several meetings that was finalized in January, the Board reviewed the proposed cross-bracketing table for Class 5A and 6A for 2016 through 2018. Following the review, the Board approved the cross-bracket table for 5A and 6A, and will continue review of playoff pairing discussions in 2A, 3A and 4A for 2017 and 2018 during its May meeting, following receipt of survey results.     The Board of Control has finalized the cross-bracket pairings for Class 5A and 6A in the football playoffs for 2016, 2017 and 2018. The Board had determined in January, following months of dialogue and review, that some form of cross-bracketing was the desire of the membership (as opposed to playing the first two rounds of the playoffs within the district). In January, the Board then also approved rotating those regional pairings (cross-bracket pairings) in 5A and 6A for 2016 through 2018 with staff directed to bring back proposed options to the March 18th meeting.     The Board of Control addressed a lengthy agenda during its regularly scheduled meeting at the KHSAA Offices on Thursday, approving a slight “midcourse” adjustment to the football alignment as required by the competition rules and future football playoff bracket formats, finalizing a baseball pitch count, and settling on the number of regional qualifiers for the state swimming and diving meet for 2016.

    Per the football competition rules, a “midcourse” adjustment is to be made in the second year of a four-year alignment. In order to be considered for adjustment, the four-year average enrollment (including 2015-16 data) would have to be within the boundaries of another class, and the school shall have had at least a 10 percent change in four-year average enrollment during the two-year period.

    01/26/16 – Reminder About Moratorium on Signing 2017 Football Contracts (and beyond)

    For some reason, we have received several reports of schools prematurely scheduling contests for 2017 and beyond in football. Please remember that until the alignment for 2017 is finalized, no contract may be signed. As has been the case for many years, the four year alignment has a two-year adjustment based on significant changes in enrollment.

    Because of the ripple effect of any change in alignment, no school may sign a contract for 2017 until the Board of Control has finalized the 2017 adjustments. That is an agenda item this coming Thursday at the regular meeting of the Board of Control, and within three days afterwards, schools will be advised of the option to begin signing contracts. If any adjustments are finalized Thursday, the clearance will be given from the office. Otherwise, if there are any decisions deferred, it will be at least the March meeting of the Board before contracts can be signed.

    With its win over Marshall on Friday, Western Kentucky University secured its right to host the Conference USA Championship game on Saturday, Dec. 5 at 11 a.m. (CT).     11/19/15 – Board Approves Revised Schedule For State Baseball, Tennis Tournaments

    On Wednesday, the Board of Control approved a proposal from KHSAA staff to revise the schedule for the state baseball tournament during its regularly scheduled meeting at the Association’s headquarters. In an effort to alleviate competitive issues under the current format resulting from pitching limitations and roster depth, as outlined in the extensive research conducted by Lawrence County Athletic Director Travis Feltner and validated through staff review of the current format, the new format will provide a minimum of three days of rest between the quarterfinals and the semifinals.     Through the efforts of a veteran and concerned individual by the name of Robert Williams of Menlo Park, California, there is now a national movement to have every high school and college in the United States honor all veterans and active duty military at events near Veteran’s Day.     11/03/15 – NFL Releases New Study on Helmets

    The NFHS recently shared with the KHSAA an item from the NFL. The NFL recently released the results from a joint study with the NFLPA that looked at what football helmets best reduced the severity of impact. The performance of the 17 football helmets in these laboratory tests was evaluated across all impact velocities and locations and compared with one another. A statistical test was used to group football helmets with similar performance scores.

    It is important to emphasize that these results were based on testing intended to represent NFL impacts and thus, the conclusions on helmet performance cannot be extrapolated to collegiate, high school, or youth football.

    The findings from this study that were offered this past July to NFL athletic trainers and equipment managers are posted on the KHSAA website at /football/2015nflfootballhelmettestingstudy.pdf.

    The KHSAA’s online media credentialing system for the Fall Sports Championships is now live. Media members can visit credentials.khsaa.org to apply for credentials online.

    Credentials to each KHSAA state championship event are issued by the KHSAA to working members of the media that regularly cover high school athletics. Credentials must be requested prior to the established deadline for each sport through the online credentialing system (credentials.khsaa.org).

    Credentials should be requested by the sports editor/director for all members of his/her organization needing to attend an event. Credentials for freelance photographers and stringers must be requested by the sports editor/director at the outlet the freelancer will be representing. No credentials will be issued outside of the online credentialing system. The KHSAA reserves the right to limit the quantity of credentials issued to media outlets when space is at a premium.

    HEAT INDEX
    While we have been blessed with a relatively cool summer, such is likely not to be the case this weekend and early next week. Keep in mind that the Heat Index regulations are always in place, with mandatory recording of temperatures and humidities to determine if any activity needs to change. The quick reference chart is located at http://khsaa.org/sportsmedicine/heat/heatindexchartcolor.pdf but schools as always are responsible for complete policy adherence, not just what is on the chart. 

    For Field Hockey, Soccer, Cross Country, Golf and even Volleyball (if played in a facility without air conditioning), all play must be suspended when the Heat Index reaches 104 degress.     The KHSAA has handed down sanctions to Bell County and Taylor County High Schools for violations of Bylaw 23 (Limitation of Seasons) resulting from attendance at a preseason football camp the weekend of August 7.

    During the course of its investigation, the KHSAA found that both Bell County and Taylor County committed the following violations:
    (1) Scrimmaged an opponent for longer than three hours or scrimmaged multiple opponents;
    (2) Failed to provide the requisite rest following full gear practice;
    (3) Exceeded the time limits for contact contained in the Bylaw;
    (4) Exceeded the daily practice time allowable.

    08/29/15- Reminder about 8 Quarter Participation Limit for Football

    With the season now in full swing, it is timely to remind all representatives of the football programs about the limit of eight quarters per week (Friday through the following Thursday) for high school football players. While this information has been distributed on multiple occasions to coaches at all levels (grades 9-12), it is again reiterated to prevent the use of ineligible players at any time.

    • Each player is limited to eight quarters per week in contests, from Friday through the following Thursday, starting with the Friday of Week 0.
    • Participation in one play during a quarter counts as that student having now participated.
    • If contests have quarters that are six minutes or less, each quarter played counts as one-half of a quarter toward the eight-quarter limit.
    • Any contest with periods longer than six minutes counts as a full quarter for each quarter played.

    The weekly statistical leader reports for football and boys’ and girls’ soccer have been updated at KHSAA.org. Statistics are compiled weekly throughout the regular season and will be posted to the KHSAA website every Tuesday.

    As a reminder, member schools are solely responsible for submitting statistical information. If a school or individual is omitted, or information is not updated, that means the team in question did not update its statistics through the KHSAA’s online system prior to the deadline.

    Beginning last season, as contained in Bylaw 27, the requirements to enter and maintain rosters, schedules and statistics was enforced more rigorously by the KHSAA. This enforcement subjects member schools to penalties by the Commissioner, including fines and other actions, within the constraints of Bylaw 27.

    08/21/15 – Reminder about Statistics Entry – Soccer and Football

    STATISTICS REMINDER
    Game by game statistical entry for teams and individuals is required in the sports of football, basketball and soccer, which will be used to compile a list of statewide leaders, and can also be sent to local media outlets (with only specific schools) upon request.

    For soccer, individual goal scoring and assist categories are the only categories compiled at this time and, therefore, the only required categories for individuals.

    Please note this compilation is a great service to the membership and its student-athletes and is routinely touted by college recruiters as a valued source of information when they contact our office.

    At this time, the software and data infrastructure do not exist for volleyball and field hockey compilation, but this is under development for the 2016-17 season.

    This reminder to all school about the unique limit of football scrimmages. This is NOT a new provision, and nothing about this part of Bylaw 23 is new or changed.

    IF you are playing a game week 0 (August 21/22 of this year), you only get ONE scrimmage once contact practice begins. We have had reports of many that scrimmaged weekend of August 7 and have scrimmages planned for weekend of August 14 as well.

    If you do not begin play until week 1, the weekend of August 28, you can have two scrimmages.

    The mandatory Online KHSAA Rules Clinic for the sport of Football is available beginning today, August 11. Below is additional information:

    OFFICIALS

    • August 10 to August 31 (Officials) – the Football Clinic will be online only and may be viewed at no charge during this period.
    • September 1 to October 19 (Officials) – the Football Clinic will be online only and may be viewed for the makeup fee ($30) during this period.
    • October 20 to October 31 (Officials) – the Football Clinic will be online only and may be viewed for the makeup fee ($60) per the Bylaw 27 schedule during this period. After this time, postseason penalties per Bylaw 27 will apply.

    07/31/15 – Reminder about Heat Index as Full Gear FB Practice Begins

    With tomorrow being the first permissible day for full gear football practice, this notice is important to help minimize risk for the coaches and competitors. While all efforts have been made to ensure gradual phasing in of equipment to allow for proper acclimatization and acclimation, it remains possible that many athletes are not properly acclimatized to the wearing of full gear in hot weather, in spite of practicing the required number of days.

    Out of an abundance of caution, and respect for the safety of the competitors and coaches, as well as game officials in scrimmage situations, schools are reminded that activity reduction or cessation is mandatory at certain levels of heat index at the local venue. Once scrimmages begin over the next couple of weeks, game officials will be encouraged to take the NFHS permissible heat time-outs during each quarter or at the minimum, every 30 minutes of action.

    07/23/15 – Football Officials Mechanics Change/Clarification; FBZ Clarification

    For the 2015 football season, there is a major change in on-field mechanics for officials in four- and five-person coverage, and a reminder about the changes for 2014 kickoff change. At this time, these are the only known mechanics clarification and all officials are expected to otherwise apply only the mechanics in the NFHS Football Officials Manual.

    FREE KICK MECHANICS

    The Back Judge in a five-person crew (page 27, V, B, 6) is supposed to move to the center of the field after the kick goes downfield. This is important in order to get the Back Judge in his/her normal position as the return begins.  

    PAT/FG COVERAGE

    There has been no change on the state five-person mechanics on PAT/FG (inside 15-yard line). The umpire goes under with the Back Judge, Wing officials remain in position.

    05/18/15 – Board of Control Approves Compliance Forms for Football Revisions

    With the approval of the sweeping changes in football contact rules, the Board of Control has approved three forms which are to be used by schools to monitor practice limitations, participation limitations, etc. These forms are NOT to be submitted to the KHSAA at this time, but a random ten (10) percent of the membership will be audited for compliance and penalized under Bylaw 27 if unable to verify that the rules are being followed. 

    The new forms are:

    FB137 – An optional form which may be used by schools and districts to ensure that coaches are aware of the new restrictions. The form allows for a preseason signature by the coaches (all coaches, head and assistant, paid or unpaid) verifying understanding of the USA Football definitions and contact restrictions.     05/13/15 – Board of Control Adopts New Football Compliance Forms, Competitive Cheer Regional Rotation

    In an effort to assist its member schools in properly regulating new safety standards in football, the Board of Control adopted new compliance forms during a meeting at the KHSAA headquarters on Wednesday. The new forms will allow member schools to monitor compliance with new player safety restrictions on participation, while certifying awareness with the new measures passing during April’s Board of Control meeting in response to recommendations from the NFHS Task Force.

    The KHSAA Board of Control addressed the NFHS Task Force recommendations on contact restrictions in football during a meeting at the Association’s headquarters on Tuesday, while approving the future order of football championship games and a new swimming alignment beginning in 2015-16.

    The Board approved the revised football contact restrictions to be implemented immediately due to health and safety concerns in response to the NFHS Task Force recommendations released in November.     04/22/15-Final Changes Adopted for Football in Response to NFHS Task Force Recommendations

    At its regular meeting on April 21, the KHSAA Board of Control adopted policy changes including emergency changes to the bylaws and policies of the KHSAA related to football practice. The draft of changes was released to the membership in March for comment, for final adoption at this meeting after consideration of member school final remarks. A compliance form is being finalized and once approved by the Board of Control in May, will be distributed to the membership to assist in education coaches and ensuring compliance by all schools.

    After consideration and following considerable feedback from the membership, the Board approved the staff recommendation to make one change from the draft, and allow the wearing of helmets for on campus, non-competitive, non-contact work in June.     This is intended to update the membership about ongoing work by the Board of Control and the Commissioner’s office in response to the NFHS recommendations on football practice that were released to the KHSAA in November. It was important that the information be comprehensive, thorough and in somewhat final form in order to ensure consistent messaging and eliminate misinformation where possible, therefore it is only now in a final form for distribution.

    Following the receipt of the report, the information was distributed to the KHSAA Board of Control members and placed on the agenda for its November, 2014 meeting for a brief discussion and background.     The KHSAA Board of Control finalized competition rules and a new alignment for the sport-activity of Archery in a meeting at the Association’s headquarters on Wednesday morning. After extensive review, the newly approved competition rules for Archery, which include the elimination of charging competitors to compete at tournaments and the desire to conduct an autonomous state championship, will go into effect this season.

    First Weekly Basketball Statistical Leader Reports Now Available

    The initial weekly statistical leader reports for boys’ and girls’ basketball have been posted to KHSAA.org. Statistics are compiled weekly throughout the regular season and will be posted to the KHSAA website every Wednesday.

    As a reminder, member schools are solely responsible for submitting statistical information. If a school or individual is omitted, or information is not updated, that means the team in question did not update its statistics through the KHSAA’s online system prior to the deadline.

    Beginning with 2014-2015, as contained in Bylaw 27, the requirements to enter and maintain rosters, schedules and statistics will be enforced more rigorously by the KHSAA. This enforcement will subject the member schools to penalties by the Commissioner, including fines and other actions, within the constraints of Bylaw 27.

    12/08/14 – KHSAA Sanctions Football Officials, Officials’ Association for Rule Misapplication

    FOR IMMEDIATE RELEASE: December 8, 2014

    The KHSAA has assessed sanctions against a crew of five football officials and an adjustment to the schedule for future playoff assignments for the local association involved, following a misapplication of the playing rules in the semifinal round playoff game between DeSales and Murray on November 28. During the second quarter of the game, on a play when Murray scored a touchdown, the covering official called a foul against a coach from Murray when the covering official made contact with the coach in an area where coaches are not permitted during play. The officials then mis-administered the playing rules by assessing the penalty from the spot of the foul and not allowing the touchdown.

    As we prepare for potentially 95 games to be played during week 1 of the playoffs, we ask for your cooperation as we try and pull final brackets together over the weekend.     With the 2014 regular season coming to an end this week, tentative football three-way tiebreaker calculations are available at KHSAA.org (through games of October 24). The tentative projections can be viewed at http://www.khsaa.org/football/2014/threewaytiebreakertodateoctober252014.pdf.

    Interested parties should keep in mind that the calculations are tentative, as most teams have a game remaining this weekend and tiebreakers cannot be finalized until all games are played. For teams playing out-of-state opponents from Indiana, only wins from the first 10 games of the opposing team’s schedule are counted for tiebreaking purposes, to keep those teams on par with Kentucky schools.

    Fall Sports Postseason In Full Swing

    With the Leachman Buick•GMC•Cadillac/KHSAA Golf State Championships already in the books, the postseasons for the remaining KHSAA fall sports are in full swing. The inaugural KHSAA Field Hockey State Championship resumes tonight with semifinal action at Bellarmine University. Assumption takes on Sacred Heart at 5:30 p.m. followed by DuPont Manual against Mercy at 7 p.m. Live stats and a live webcast for each game will be available at KHSAA.org. The KHSAA Field Hockey State Championship game will be played Wednesday, Oct. 29 at 7 p.m.
