07/31/12 – Reminder about Nelson County, Thomas Nelson Placement

In the spring, I reported to you on the action taken relative to the split of Nelson County High School into two different schools (Nelson County and Thomas Nelson) relative to the football alignment.
Nothing has changed since that notice, and neither school was part of the issues related to the required second year review that the Board of Control did at its July meeting. However, even though nothing has changed, I wanted to be sure with all of the turnover in administrators and coaches, that all were aware of the situation.

07/31/12 – Boys’ Sweet 16® Championship Game Set for Sunday

FOR IMMEDIATE RELEASE: JULY 31, 2012

2013 BOYS’ SWEET 16® CHAMPIONSHIP GAME SET FOR SUNDAY

For the first time in the 95-year history of the KHSAA Boys’ Sweet 16®, the tournament championship game will be played sometime other than Saturday night.

The traditional state tournament format will undergo a transformation for the 2013 event due to potential scheduling conflicts with Rupp Arena.

“We received a request a few days ago from the University to consider other Saturday (and potentially Sunday) alternatives in the event that the final schedule for 2012-2013 necessitated the Wildcats playing at home on Saturday, March 9,” said KHSAA Commissioner Julian Tackett. “The 2013 scheduling has been a constantly evolving challenge for a while as we had previously surrendered our contracted dates for the arena to allow UK to host the NCAA Second/Third round that year.”

07/30/12 – Rule 7 Duration of The Game

This weekend we held our annual Officials Advanced Camp in conjugation with the Blue Grass State Games. I was very impressed by the Professionalism of the “Campers” as they went through the training sessions and was able to see many of them work games over the weekend. I also got a chance to visit with several coaches. It was a great weekend for preseason soccer and adds to the anticipation of the upcoming season. Some questions came from the referees about the Heat Index rule when it overrides our normal “two equal halves of 40 minutes each”. I thought I would give you the answers that I shared with them. First “How do we end the periods ? (Rule 7-1-4) Simply follow the same procedure we use for halftime of a standard game. Second “How do we restart?” (Rule 7-2-3) Again, no need to over-think this, we will simply exchange ends and alternate the kickoff. 07/30/12 – Soccer Rules Clinic Is Now Open

This is a reminder that beginning this year, all Bylaw 27 requirements apply to Head and Assistant Coaches, including the online rules clinic.  The mandatory KHSAA Rules Clinic for Soccer coaches is now online.  The clinic is available beginning today Monday, July 30.  Below is additional information: July 30 to August 22 – the Soccer Clinic will be online only and may be viewed by coaches and officials at no charge during this period.August 23 to September 14 – the Soccer Clinic will be online only and may be viewed by coaches and officials for the makeup fee ($100) during this period.September 15 to October 5 – the Cheer Clinic will be online only and may be viewed by coaches and officials for the makeup fee ($300) per the Bylaw 33 schedule during this period. After this time, postseason penalties per Bylaw 33 will apply.

07/27/12 – Changes to Football Alignment Approved

Previously, football schools were sent information to withhold scheduling until after the Board of Control completed its required review of the current football alignment. Following their meeting on Monday, July 23, the following changes and alignment adjustments were approved:

  • McCracken County High School was placed in District 1 of Class 6A. This consolidation removes Lone Oak from Class 4A, District 1; removes Heath from Class 3A, District 1 and removes Reidland from Class 2A, District 1.
  • Muhlenberg County High School will move from District 1 to District 2 of Class 6A, along with Central Hardin and Meade County (following the Nelson County move earlier)
  • For 2013 and 2014, the 5th place team from District 6 will continue to assume to lowest playoff seed spot from District 2 in Class 6A for playoff pairings
  • No other changes were approved.

    Good morning. Hope all of you are doing everything you can to avoid the heat and are 100% complying with the Heat Index monitoring and reporting programs. For many of you, these days begin the new days with shoulder pads and helmets only, so reminders about heat are very important. Just a few general notes.

    Practice Before Scrimmage

    Many of you have very tight windows of preseason practice with the new revisions to the 5-3-5 requirements. I have had several inquiries about that 13th day and a scrimmage. Some have said they have 5 days helmets only, then 3 days with shoulder pads, then five days in full gear and on that 5th day, have a scrimmage. Keep in mind that because that fifth practice is full gear, you would need the full three hour break after the first practice, before scrimmaging could begin against an outside opponent.     Greetings to all. Hopefully you are all inside, out of the heat, but excited and getting ready for the 2012 season. Just a few mechanics notes.

    Frankly, its been a little disappointing the last couple of years to watch our crews at the finals, not in terms of their judgement, but with mechanics inconsistencies. So, once again this year we have supplied all officials with the NFHS Officials Manual. Other than a VERY FEW deviations, that I will spell out below, there is to be no deviation. No matter how much pressure you get from veteran officials, particularly those that work other levels of football, these mechanics are to be used. You will hear more about it at the Rules Clinics when you watch them online, but until then, here’s a few highlights.

    07/25/12 – Soccer Heat Timeout Procedure Adopted

    The upcoming season will soon be upon us and with our recent weather patterns I would like to notify the member schools of our modification to the playing rules (Rule 7, 2012-13 NFHS Soccer Rules) with regard to duration of the game and length of periods if we find that we must take Heat timeouts. The rule calls for two equal halves of 40 minutes or four equal quarters of 20 minutes with a halftime interval of 10 minutes. The KHSAA has always used two equal halves of 40 minutes for our soccer contests. That will not change! The Standard Rule of Play will always be “two equal halves of 40 minutes”.     7/25/12 “Hit By Pitch” Procedure Revised in High School Softball for 2013

    Batters in high school softball no longer will have to make an attempt to avoid being hit by a pitch in order to be awarded first base. This revision to Rule 8-1-2 was one of four rules changes approved by the National Federation of State High School Associations (NFHS) Softball Rules Committee at its June 11-13 meeting in Indianapolis.     CHAMPIONSHIP WEEKEND CREATED FOR FALL SPORTS
    Beginning in the fall of 2013 the first weekend of November will have a championship feel unlike any other in the Association’s 95-year history. The KHSAA Board of Control approved a measure at its July meeting to create a fall sports weekend of championships as five separate team championships will be decided on the same Saturday.
    The final championship contests for volleyball, boys’ and girls’ cross country, as well as boys’ and girls’ soccer will be awarded on Nov. 9, 2013. The new series of championships will be held in week 18 of the NFHS corresponding date calendar.
    The decision to create a fall weekend of champions received support for several reasons, among them the fact it cuts down on scheduling conflicts for member schools, unlike when the championships are conducted on three separate weekends. Similar events also have been […]

    As summer workouts draw to a close, and practice begins this week (or early next for most schools), a few reminders seem to be in order. First and foremost, if you have questions, contact Mr. Tackett at the office, although if you read this notice COMPLETELY, most of your questions will be addressed.     DAWAHARES/KHSAA HALL OF FAME CLASS OF 2013 INTRODUCED

    Members of the newest class of the Dawahares/KHSAA Hall of Fame were introduced to the public and enjoyed around of golf at the 26th annual Dawahares/KHSAA Hall of Fame Golf Scramble on Tuesday at the Marriott GriffinGate Resort Hotel in Lexington.

    “It’s amazing to see the support this Hall of Fame enjoys from the people who participate in the scramble every year. We have Hall of Famers who were inducted more than 20 years ago and they still come back and play every year,” said KHSAA Commissioner Julian Tackett. “It’s such an honor to see the new Hall of Famers introduced for the first time. It’s a great time but it’s also very humbling when you see just how much this honor means to them.”

    I have had several Coaches contact me in regards to an email that was sent to them from a “Soccer” retail store. After reading the email that was forwarded to me, I can understand their questions and concerns. The author of the email has listed rule changes that go into affect this year and a major change that will go into affect next year, as changes for this year. I will be covering these once again in the Rules clinic this fall, but to help clear up the confusion, let me simply say that : 

    Rule 4-1  EQUIPMENT CHANGES – It is now required that the NOCSAE seal and height range shall be permanently marked on the front of the shinguard. Goalkeepers are now required to have numbers on the back of their jersey and on the front of their jersey or pants/shorts.     7/17/12 – Baseball Rules Committee Addresses Alteration of Bats with 2013 Rule Changes

    New language has been added to the high school baseball rules to re-emphasize that non-wood bats cannot be altered.     Case BL-25-14- What are the restrictions during the school year outside of the defined Limitation of Seasons (off-season) when the school’s team members are participants or school coaches are involved?
    Coaching is defined as any activity by the coach at a time the athletes are participating in skills (either preparatory or specific to that sport) in a setting in which skills are taught, refined, or practiced. Coincident participation by a coach and an athlete in a sport such as a golf outing, where the coach and athlete(s) are not entered as a entry or group, or in an activity such as distance running with many runners but no direct coaching, would not specifically be considered coaching.

    DEAD PERIOD REMINDER On several occasions in the last few days, we have received inquiries from individuals claiming to be parents in specific school systems, very upset that workouts were going on among team members, etc. at a time when it was supposed to be dead. A few reminders to keep all properly informed about KHSAA Bylaw 26, the Dead Period.
