2016-2017 Official Ball Adoptions

Athletic Department Blog Updates

Reminder to school administrators about the primary points of the KHSAA and its ball adoption agreements.

In an effort to offset the services and events provided by the KHSAA and eliminate passing on a great deal of additional cost to the membership, the association has long entered into official ball adoption agreements. The provisions of these agreements are similar and official ball numbers are listed in the table below.

The following provisions are in place in each of the listed sports:

  • A brand specific requirement is in place. For example, the Select Sport soccer ball is required for all use in postseason play (all levels). However, the ball does NOT have to be the Royale model. Specific models are the choice of the member school, however, the administrators should be mindful that dealer price points will likely be in place to encourage the use of the specific model.
  • For all levels of postseason play, the brand specific requirement is in place.
    • **Exception […]

12/17/15 – First Basketball Stat Leader Reports Released

2015-2016 News Releases

FOR IMMEDIATE RELEASE: December 17, 2015

The first weekly statistical leader reports for girls’ and boys’ basketball have been posted at KHSAA.org. Statistics are compiled weekly throughout the season and will be posted to the KHSAA website each week.

As a reminder, member schools are solely responsible for submitting statistical information. If a school or individual is omitted, or information is not updated, that means the team in question did not update its statistics through the KHSAA’s online system prior to the deadline.

Beginning last season, as contained in Bylaw 27, the requirements to enter and maintain rosters, schedules and statistics was enforced more rigorously by the KHSAA. This enforcement subjects member schools to penalties by the Commissioner, including fines and other actions, within the constraints of Bylaw 27.

08/07/15 – Reminder about Bylaw 9 Allowances for Girls Basketball

2015-2016 News Releases

The delegates to the KHSAA Annual Meeting in 2014 passed revisions to Bylaw 9 to codify the previous exception to the prohibition on girls’ basketball players participating in outside competition once the school year begins if they have been enrolled in grade 9 AND then subsequently played for a high school level team at any level. While the final regulatory approval is still pending, the Association will operate this fall as though the proposal is given final approval.

This exception for girls allows for players who are subject to the rule, after the first day of school for the high school, to attend only nonscholastic women’s basketball events held during weekend of September 25-27, 2015.

Administrators and Coaches should remind all participants who have previously been both enrolled in grade 9 AND who have played for a high school of this important restriction.

01/14/15 – First Basketball Statistical Leader Reports Released; NFHS Names Mueller, Bender National Coaches of the Year

2014-2015 News Releases

FOR IMMEDIATE RELEASE: January 14, 2015

First Weekly Basketball Statistical Leader Reports Now Available

The initial weekly statistical leader reports for boys’ and girls’ basketball have been posted to KHSAA.org. Statistics are compiled weekly throughout the regular season and will be posted to the KHSAA website every Wednesday.

As a reminder, member schools are solely responsible for submitting statistical information. If a school or individual is omitted, or information is not updated, that means the team in question did not update its statistics through the KHSAA’s online system prior to the deadline.

Beginning with 2014-2015, as contained in Bylaw 27, the requirements to enter and maintain rosters, schedules and statistics will be enforced more rigorously by the KHSAA. This enforcement will subject the member schools to penalties by the Commissioner, including fines and other actions, within the constraints of Bylaw 27.

The statistical leader reports can be found through the links below:

01/06/15 – Reminder about Stats Collection REQUIREMENT and Penalties for Non Compliance

Athletic Department Blog Updates

Beginning next week (week of 1/12), we will begin compiling weekly statewide statistical leader reports. With this first compilation, any school that has NOT reported statistics for one or more games will be penalized. The likely first step will be a FINE in accordance with Bylaw 27, and the adopted fine schedule calls for a maximum fine of $100 for failure to submit the reports (per game), as well as another fine if such a team should make the state tournament and is not in compliance with the requirement. Beginning next week, those penalties will be imposed.

Please keep in mind a few other notations:

  • The statistics requested are not comprehensive by any means, but complete submission is required for each game. These individual games are then aggregated for season totals;
  • The individual games should be entered within forty-eight hours. Beginning later this week, you will begin receiving daily notices via email (both to coaches and administrators) of […]

    2014-2015 News Releases

FOR IMMEDIATE RELEASE: November 12, 2014

The Board of Control completed a special meeting on Wednesday morning at the KHSAA Offices to conclude the appeals hearing for sanctions levied against Cordia High School, which recessed on Oct. 22nd. Following its deliberation, the Board upheld 18 of the KHSAA’s original 25 findings of fact from the yearlong investigation.

In its action, the Board reduced the suspension of Cordia’s 2014-15 boys’ basketball team from a full season (30 games) to a 15-game suspension. The 2014-15 Cordia boys’ basketball team will be limited to a 15-game regular season schedule, with no postseason play. The postseason ban will also apply to the 2015-16 boys’ basketball team.

As part of the original four upheld penalties, Cordia was placed on probation through the 2018-19 season and required to forfeit all games from the 2013-14 boys’ basketball […]

08/16/14 – Reminder about Carryover Ejections from 2013-2014

    Athletic Department Blog Updates

In several unfortunate situations each year, coaches or athletes with eligibility remaining are ejected near the end of the season, or near the end of the season for violations of Bylaw 15, Sportsmanships. Please note that when that happens, the penalty carries to the next year if the student-athlete remains enrolled, and to the new school if the coach changes jobs/schools.

Please note all rules related to player/coach ejections, including the provisions for varsity and non-varsity ejections, are listed at http://khsaa.org/dq-policy-on-reinstatement-of-disqualified-apolicy-on-reinstatement-of-disqualified-athletes-coaches/, and a complete list from 2013-2014 is listed on the KHSAA website at http://khsaa.org/dq_list_public/. You will need to review this listing to ensure that you properly require athletes and coaches to miss the required contests if in fact they were ejected.

Also note that being ineligible for scrimmages (sitting out) does NOT satisfy any penalty, such must be served at the varsity contest level.

08/08/14 – Reminders Regarding Bylaw 9 and Play Once School Starts

    Athletic Department Blog Updates

Bylaw 9 has been in place for many years, and restricts players in basketball and football, who have not yet both been in grade nine and played for a high school team at some level,  from playing in outside competition once the school year begins, and until the end of the season. There has been no change to that rule proposed by the member schools of the KHSAA for a number of years.

For the past two years, due to NCAA recruiting rules, the KHSAA has allowed an interpretative fall exception weekend to Bylaw 9. This exception allowed male student-athletes who had previously played for a boys’ team to request permission to attend one event in the fall where competition is held. The interpretative exception was made to coincide with NCAA Division I rules and the allowable recruiting periods.

This year, based on changes to NCAA Division I Bylaw 13.7.2, the NCAA fall recruiting period […]

    2014-2015 News Releases

FOR IMMEDIATE RELEASE: July 28, 2014

The Kentucky High School Athletic Association has handed down sanctions to Cordia High School following a nearly yearlong investigation for violations of KHSAA bylaws including Bylaw 1 (Responsibility of Eligibility), Bylaw 4 (Enrollment Requirements), Bylaw 6 (Transfer Rule-Citizens of the U.S. or U.S. Territories), Bylaw 7 (Transfer Rule-Foreign Exchange Students), Bylaw 11 (Financial Aid), Bylaw 16 (Recruitment/Undue Influence), Bylaw 23 (Limitation of Season) and Bylaw 25 (Requirements for Coaches).

Among the penalties imposed by the Commissioner are:

    • Suspension of the Cordia HS boys’ basketball team from playing scrimmages or contests during the 2014-15 regular and postseason, as well as the 2016 postseason. During its suspension, the school would be permitted to conduct regular season practices from October 15 until the first allowable day for district tournament play. Included in this penalty is […]

06/05/14 – NFHS Basketball Rule Changes for 2014-2015

    Basketball Blog Updates

Lane Players Can Release When Free Throw is Attempted in High School Basketball

Players in marked lane spaces will be able to move into the lane when the ball is released by the free-throw shooter beginning with the 2014-15 high school basketball season. Previously, players could not release until the ball touched the ring or backboard or until the free throw ended.

This change in Rule 9-1-4 was one of four major rules changes recommended by the National Federation of State High School Associations (NFHS) Basketball Rules Committee at its April 14-16 meeting in Indianapolis. All recommendations were subsequently approved by the NFHS Board of Directors.

The committee noted that the current rule of players in marked lane spaces not releasing until the ball touches the ring or backboard creates two obstacles for officials: 1) attempting to […]

02/24/14 – Asst. Commissioner’s Comments on Cordia-Perry County Central Incident

    2013-2014 News Releases

“On Friday, Feb. 21 an unsporting act took place in a boys’ basketball game between Cordia and Perry County Central. The officials assigned to the game ejected one student-athlete from Cordia who was directly involved in the incident and two student-athletes from Perry County Central for leaving the bench area. While video of the incident is available online, KHSAA Board of Control Policies state that the KHSAA staff is limited in the manner in which the video is used during the disciplinary process, unless the contest officials make a request for review of the specific incident. In this instance, the contest officials made no such request and therefore the KHSAA is not permitted to act upon video evidence, and must abide by the minimum required penalty of a two-game suspension for the Cordia player and a one-game suspension for each player from Perry County Central. 02/24/14 – Roster Entry Reminder – Post Season

    Athletic Department Blog Updates

This is a reminder about eligibility for postseason play in all sports, with today’s focus being on basketball. Today is the first day of basketball postseason and to be eligible to play in postseason, a student must be on ONE of the online rosters for the school (freshman, JV or varsity). It is NO LONGER NECESSARY, as has been explained throughout the year, to artificially move people up to the varsity roster for postseason or go in and make other manipulations of the roster. The listing of a student on any level roster allows for a student to play in postseason.

Also remember that to be on any roster, the student must have participated regularly at practice with the coach and the remainder of the team, and participated in competition representing the school against other schools at the freshman, JV or varsity level. They can’t just list names on the rosters who have never practiced or […]

That said, it is likely not possible for me to disagree more with the findings of the court in its order. While it is inappropriate for this office to discuss the specific circumstances related to the matters of these students due to privacy concerns, we look forward to further judicial review and consideration about this matter. Clearly, situations such as this were intended to be regulated and restricted when the member schools passed the rules governing eligibility, and when those rules were approved by the Kentucky Board of Education and the Kentucky General Assembly. We will vigorously move forward with efforts related to these cases.”

Though this rule and its interpretations are not totally new, it has been reported that some announcers were not following the guidelines set forth by the NFHS. It has also been reported that in some areas, the officials may be taking the references within the rule far too literally, and directing that absolutely nothing can be said via the PA system during live ball play. The following is the case study (situation) from the NFHS Case Book and clearly states what is intended, that “play by play” or other things normally appropriate to media broadcasts, etc. are prohibited, other information can be relayed to the crowd and participants via public address. Athletic Department Blog Updates

The Commissioner has announced the assignment designation for officials for postseason basketball tournaments for the 2013-2014 through 2015-2016 playing seasons. This announcement continues the recent practice of advising both local associations and the member schools as to which local association will service postseason play in specific regions, and the information was provided to the Board of Control at its September meeting.  The Association in the top row will provide game officials for the region listed below that association number during the designated year. 11/11/13- Movement of Schools in Alignment, Basketball 15th Region

    Athletic Department Blog Updates

At its regular meeting on Monday, October 11, the Board of Control voted to approve the unanimous request of the seven public school superintendents in the Basketball 15th region to make two alignment changes in an effort to balance the number of teams in each district within the region. The move is effective with the 2014-2015 playing seasons and will impact baseball, basketball, soccer, softball and volleyball.

    The changes will be:

    • In Baseball, Basketball, Volleyball and Softball, Lawrence County will move from District 57 to District 60, to be in the district with Belfry, Phelps, and Pike County Central.
    • In the sports in which they participate, Piarist Academy would move into District 59 to join East Ridge, Pikeville and Shelby Valley and create a four team district thereby reducing the 58th district to four teams.
    • In SOCCER ONLY, Lawrence County will move from District 57 to District 58 to be paired with its natural […]

10/09/13 – Commissioner Issues Clarification about Postgame Activity, Corrections to Erroneous Media and Social Media Reports

    Athletic Department Blog Updates

First, for those who may choose to read no further, there has never been a ban or prohibition on postgame handshakes or other types of good sporting behavior by the KHSAA, its Commissioner or its Board of Control. Nor has such a ban been proposed. There is no ban or prohibition on such activity today or contemplated for the future.

This message has been composed entirely by the Commissioner of the KHSAA. I do not want any room for misinterpretation or anyone else being accused of being involved. As the Commissioner, I take very seriously my role to ensure clear, concise and accurate communication regarding the expectations for our membership, participants, coaches, officials and all involved.

However, yesterday (10/8), at best a poorly worded and at worst, an incomplete, notice was sent from me to the member schools regarding postgame activity. Regardless of the number of people who had written […]

    10/08/13 – Commissioner’s Directive on Postgame Activity

    Athletic Department Blog Updates

For those that may choose to read only the first few lines, it is worth reiteration. THERE IS NO BAN OR PROHIBITION ON POSTGAME HANDSHAKES. Has not been considered, contemplated or reviewed as an option.

Several sports have “traditions” regarding postgame handshakes, etc. by team members (both en masse and as individuals), but none of them have such action dictated by playing rules. While it is an obvious sign of sportsmanship and civility, many incidents have occurred both in Kentucky (more than two dozen in the last three years in Kentucky alone) and throughout the country, where fights and physical conflicts have broken out during these postgame handshakes. And this is not restricted to specific sports. In our state alone, incidents in soccer, football and volleyball have occurred this fall.

Unfortunately, the adrenaline and effort required to participate in the sport sometimes seems to deplete the supply of judgement available to participants. And this can […]

09/04/13 – Reminder about KHSAA members playing Australian Traveling Basketball Teams

    Basketball Blog Updates

Recently, the KHSAA has received several inquiries regarding the member schools of the Association being able to play basketball teams from Australia. In the interest of a consistent answer for all member schools, this clarification is being issued regarding play in all team sports (baseball, basketball, football, soccer, softball and volleyball).

KHSAA member schools are under the following restrictions for opponents in the team sports. These have not changed, and are reiterated for clarity:

  • KHSAA schools may only play school teams in Kentucky that are members of the KHSAA.
  • KHSAA schools may only play out of state teams in all team sports (baseball, basketball, football, soccer, softball and volleyball) that are 1) members of another state association  or 2) are not members of that state association because they are prohibited from joining that association by the organization structure, but are allowed to play the members of that state association; and all contests must be properly sanctioned […]

    Basketball Blog Updates

Head coaches in high school basketball will be allowed to come onto the court in an effort to break up a fight or keep a situation from escalating. Previously, the head coach could only enter the court if beckoned by an official.

This revision to Rule 10-4-5 was one of five rules changes approved by the National Federation of State High School Associations (NFHS) Basketball Rules Committee at its April 15-17 meeting in Indianapolis. All rules changes were subsequently approved by the NFHS Board of Directors.

While the head coach and his/her assistants must continue to ensure that players remain on the bench during a fight, the committee agreed that the presence of the head coach on the court could be instrumental in preventing the situation from escalating, and the coach also could assist game officials in controlling the situation.

In other changes, the rules committee approved the use of electronic devices during the game […]

04/15/13 – Board of Control Approves Moving KHSAA Sweet 16® Finals To Sunday

    2012-2013 News Releases

FOR IMMEDIATE RELEASE: April 15, 2013

After reviewing the 2013 KHSAA Boys’ Sweet 16®, the Board of Control voted today in favor of a proposal to move the championship games of the boys’ and girls’ Sweet 16® to Sunday starting in 2014. The format change allows for the semifinals to be conducted as a standalone event on Saturday, and gives the participants more time to prepare and recuperate leading up to the championship game.

“We examined the format of our basketball tournaments from a number of different perspectives, and in the end, felt like it was time to move the championship game to Sunday. Separating the championship game from the semifinals, really makes an event out of the Saturday games for those final four teams,” said KHSAA Commissioner Julian Tackett. “We think the added rest leading up to the championship game will not only benefit the health and safety of the students, it […]

02/04/13 – Board of Control approves change in 3-team district regulations for BA, BK, FP, SO and VB effective 2013-2014

    Athletic Department Blog Updates

At its meeting last week, the KHSAA Board of Control approved a staff recommendation to give teams in three-team districts options as to the scheduling of required games. Three-team districts in baseball, basketball, soccer, softball and volleyball will continue to be seeded by rule. However, the districts will decide (by majority vote) if they play each other twice, or once during regular season.

  • For districts that play only once, the only conceivable tie is a three-way tie with each team having a 1-1 record. If that is the case, the district shall be decided by blind draw of those three teams, with the first team drawn being the number one seed.
  • For districts that play twice each year, the system (including tiebreakers) remains the same as it is in 2012-2013.
  • As districts conduct meetings to decide scheduling and site selection plan options for next year and beyond, discussion should include these decisions as well for all […]

The KHSAA Board of Control approved new alignments for Basketball Region I and all eight Wrestling regions during its January meeting at the KHSAA office on Monday.

Following the consolidation of schools in McCracken County, KHSAA Commissioner Julian Tackett and area Board of Control members met with representatives from the first region in Mayfield. With all Region I schools in attendance, the feedback from the meeting was to realign within the region, and not bring additional teams into the region. Three options for realignment were presented following the meeting in Mayfield. 1/28/13 – Board approves realignment proposal for Region 1

    Basketball Blog Updates

Today at the regular Board of Control meeting, the Board of Control approved the alignment of teams in Region 1 to begin with the 2013-2014 school year. These decisions are never easy, but this one was made smoother by the great cooperation and feedback from the member schools in Region 1. The Board honored the wished of the schools to leave the membership in Region 1 intact (not move any new school into the region), and approved option A as presented to the schools at the meeting of schools in Mayfield.
