08/10/13 – NOCSAE Position Statement Revised Again Helmet Attachments, Clarification for Coaches and Officials
NOCSAE, National Operating Committee on Standards for Athletic Equipment, has again revised its position statement regarding Helmet Attachments. The complete position statement is located on their web site, and available CLICK HERE TO VIEW THE LATEST POSITION STATEMENT FROM NOCSAE.
Neither the KHSAA, not the NFHS tests football helmets. As such, we cannot make an evaluation concerning any claim made about a product that is added to the helmet or its usage.
However, the KHSAA does strictly adhere to the NFHS playing rules. NFHS playing rule 1-5-3(9) clearly states that any piece of equipment is illegal if not worn as intended by the manufacturer. It is the obligation of the helmet manufacturer to indicate to the member school IN WRITING that a specific helmet attachment is being worn as intended by the manufacturer if such equipment is worn. 08/10/13 – July Board of Control Meeting Review
The following is a review of the items discussed at the July KHSAA Board of Control Meeting and the status of those issues. The Board meets six times per year, and each time, the membership will be updated as far as actions by the Board. While many of them attempt to communicate with you on a regular basis, I also want the schools informed of a consistent summary. BOARD MEETING – July 22, 2013
Following the normal procedural issues convening the meeting, the Board recessed for the committees to meet.
The Individual Sports Committee met and had five items on its agenda that were approved and subsequently approved by the Board;

08/28/13 – XC and TR Regional Host Form, Changes, and Information
With the new alignment in Track and Cross Country came the opportunity to make adjustments to our postseason (regional) competitions. Managing 21 sites (3 classes and 7 regions) continued to have complications, including but not limited to, collection of identified host sites and the accuracy of those site plans, quality courses, facilities and equipment, supplying official to all sites, inspections of all courses and tracks, and year to year host schools cancellations and coaching (meet management) changes. Though not all of these issues plagued all regions, some of these issues caused problems in most regions. In an earlier post, we displayed a two year plan (draft). With the new track and field alignment comes additional changes. As schools know all postseason sites are set by the KHSAA for all sports. The new alignment gave the KHSAA an opportunity to coordinate the post season assignments differently than in the past for both Cross Country and Track and Field.
A concern for all schools has been the facilities and courses. Those concerns range from equipment such as pole vault and discuss venues, to timing equipment and appropriate amount of parking. Another important aspect of hosting is the experience of meet management and the ability to provide an adequate number of workers and volunteers to make a meet successful. Providing the top officials to ensure the absolute best experience possible for the student athletes in our communities is also a goal.

08/02/13 – Regional Series of Meetings Scheduled Again for 2013-2014
This reminder is for all member school Superintendents, Principals and Athletic Directors within the KHSAA.
For the fall of 2013, the KHSAA is again scheduling an Athletic Administrator Workshop in eight areas of the state. The content for this non-mandatory workshop will include instructional sessions on managing the coaching and player data for your school, an update on the operations and projects around the KHSAA and many elements related to Title IX and those required reports and functions. These sessions will begin just after 8 a.m. and continue through 12:30 p.m. Based on evaluative feedback, we will continue through the morning and end around 12:30 to allow for the host school to easily accomodate the end of the school day, and the attendees to get on the road.

Welcome back for the 2013-2014 School Year!
In an effort to ensure that we start the school year with an accurate Overall Athletic Roster, we have implemented again an initial step that an administrator with Athletic Director level access must perform before rosters can be updated and subsequently, statistics entered. Keep in mind that the online roster data forms the basis of both your school’s Title IX report and annual participation lists that are due in April.
Athletic Directors and Principals: DO NOT give someone else access to your login credentials. If you need to create additional users, you may do that through secure system by logging in to schools.khsaa.org.

APPROVED ALIGNMENT OF TEAMS, 2013-2014 CROSS COUNTRY AND TRACK
The Board of Control conducted its July meeting on Monday at the Bank of Kentucky Center on the campus of Northern Kentucky University.
Following months of review, a survey of the member schools, and consideration of all of the suggested amendments, the Board of Control adopted a revised alignment for Track & Field/Cross Country to take effect for postseason competition in the fall of 2013. Originally, a draft alignment was developed which would have minimized differences in enrollment between the largest and smallest schools in Class 1A and Class 3A. However, the feedback from the membership was more favorable to the current system of dividing the schools, as the draft would have resulted in extremely large regions in Class 2A or additional regions.

07/11/13 Track Season Date Changes Pending
Over the past months, staff has spent quite a bit of time reviewing future plans in Track and Field. We were very concerned about the fact that due to natural calendar rollover situations, the track season was going to be shortened in 2014 and 2015. This, coming on the heels of the movement of the region and state competitions a couple of years ago due to testing, forced us to examine the entire season and its parameters.
Regardless of state venue, which has not yet been set, the staff at the KHSAA has identified several issues regarding both the original dates and potential alternative dates for the track and field postseason.

07/1/13 – Update on Middle School Regulation
As the amendments to 702 KAR 7:065 work their way through the administrative review process, I/we have been asked to hold off in any communication that could be considered final as well as development of additional material until the regulation is approved in final form, partly to ensure that we send a consistent message. However, it seems timely to update you on the progress of these changes, particularly with the changes proposed related to Middle School Athletics. As you are aware, the genesis of these changes was a study commissioned by the legislature in 2012, with findings reported to the Kentucky Board of Education for implementation through the Kentucky Department of Education.

Bylaw 9 prohibits student-athletes who have been enrolled in grade nine who then play for a school from participating in outside organized competition from the first day of school through the end of the postseason. Instructional clinics and classroom sessions, as well as individualized instruction remain permissible as only the competition aspect is restricted by the rule. Keep in mind that student-athletes who have been enrolled in grade nine (9) and THEN have participated representing as school at any level are impacted by this rule, but not those ninth graders that have yet to participate after enrolling in grade nine (9).
This rule, which applies solely to basketball and football, has an exception built-in for girls by the Board of Control, allowing one weekend (Friday through Sunday) where previously affected girls’ basketball players can attend and participate in organized play. 04/21/13 – Changes to KHSAA High School Rules Approved by KBE
Each year, the KHSAA must submit through KDE, any requested changes to 702 KAR 7:065 effecting governance of high school athletics. Pursuant to KRS 156.070 (2), the Kentucky Board of Education is responsible for all levels of interscholastic athletics in all grades, and has delegated such authority to the KHSAA for many years. Annually, requests for changes to regulations for interscholastic athletic competition at the high school level are submitted from a variety of sources through the KHSAA Board of Control. Normally, this involves a proposed set of changes that are voted on in the fall by the membership, then approved by the Board of Control, and subsequently reviewed as part of 702 KAR 7:065 by the Kentucky Board of Education. After these steps, the proposed changes are taken to the legislature through the Administrative Regulation Review Subcommittee, for final approval.

04/19/13 – Limitation of Seasons Discussion – Possible Reduction of Contests to be Proposed
The following is an excerpt from the Board meeting summary of the April, 2013 Board of Control meeting.
At its April meeting, the Board continued its discussion regarding game limits for the sports of the KHSAA. The Board had asked staff to research surrounding state limits for comparison (results are posted as attachments at http://portal.ksba.org/public/Meeting.aspx?PublicAgencyID=4374&PublicMeetingID=8983&AgencyTypeID=1). In addition, at this discussion, the Board asked for further reports about the actual number of games being played, using the scoreboard data as a resource (that data is also posted in the committee material). The review of game limits originally began with a request from the State Superintendents and Principals Associations following open dialogue at their meetings and has continued for many months through discussion at the state AD conference and many other meetings such as the different sport advisory committees and state coaches’ conferences. As basketball season is now complete and spring may finally arrive in the coming days, it is time to remind each of you that the annual reports for Title IX and the Participation List are due on April 30. If you have specific questions about Title IX and the law itself, any of our Assistant Commissioners should be able to help get you some assistance. Asst. Commissioner Darren Bilberry is our primary contact for your questions related to the law and its interpretations. 03/25/13 – Clarification on Cold Weather Participation
The office has received several calls from people asking about a “Cold Weather Index” to parallel the existing Heat Index rules and regulations. At the present time, such an index does not exist in terms of a policy to eliminate participation at certain temperature combinations. However, the NFHS Sports Medicine Committee, as part of its 4th edition Sports Medicine Handbook provided to the member schools, has set up best practices documentation and suggestions to dealing with extreme cold. At its meeting last week, the KHSAA Board of Control approved a staff recommendation to give teams in three-team districts options as to the scheduling of required games. Three-team districts in baseball, basketball, soccer, softball and volleyball will continue to be seeded by rule. However, the districts will decide (by majority vote) if they play each other twice, or once during regular season.

COMMISSIONER’S STATEMENT ON THE PASSING OF BILLY V. WISE
Billy V. Wise, who served as the fourth Commissioner of the Kentucky High School Athletic Association from 1991-1994 and spent twenty-five years with the KHSAA, passed away early Thursday afternoon.
“Billy Wise was one of the finest gentlemen to ever cross the paths of the member school representatives and administrators, coaches, game officials, Board of Control members and our staff. His value at a pioneering time of sports expansion at the KHSAA was of tremendous benefit to all the students in the Commonwealth,” said KHSAA Commissioner Julian Tackett. “His leadership during his 25 years of service to the KHSAA was instrumental in guiding the officials through the adoption of the 1971 Federal Court order and was vital in steadying the association during the financial trials surrounding his time as Commissioner as the Association moved into a new headquarters. ‘Coach’ as he was known throughout the state, […]

KHSAA TABS ANGOLIA AS ITS NEW COMMUNICATIONS DIRECTOR
LEXINGTON, Ky. – Kentucky High School Athletic Association (KHSAA) Commissioner Julian Tackett today announced the hiring of Joe Angolia as the organization’s new Communications Director. Angolia brings over 10 years of experience in collegiate athletics at the NCAA Division I level to the position, the last seven of which were spent as the Sports Information Director at the University of Arkansas-Little Rock (UALR). He will begin his duties at the KHSAA on full-time basis on November 12.

9/20/12 – New Free NFHS Coaching Education Course Helps with NCAA Eligibility Center
The NFHS and NCAA have jointly announced a new course through their learning center that helps fully explain the requirements related initial collegiate eligibility. This FREE course should be viewed by Athletic Directors and Guidance Counselors who have the thought that any of their students may eventually be desiring to play sports at an NCAA institution (at any level). The rules of the NCAA continually change, and this course is extremely helpful in explaining these rules.
The NCAA Eligibility Center Coaching Education course has been jointly developed by the Eligibility Center and the National Federation of State High School Associations (NFHS). The course is designed to educate teachers, coaches, parents, and counselors about the NCAA’s initial eligibility requirements. After completing the course, you will be more prepared to advise your student-athletes about the necessary steps to become certified to compete in NCAA Divisions I and II athletics. 09/20/12 – NFHS Releases Opposition to Proposed 10-month Soccer Schedule for U.S. Soccer
The NFHS, supported by the member state associations including the KHSAA, has released a position opposing the new 10-month schedule proposed by the U.S. Soccer Development Academy. This proposed schedule is an effort to force kids to choose between school based programs (such as those sponsored by KHSAA) and the Development Academy designed to help with the national teams to represent the US in international competition. To require this choice by a vast majority of participants, when there is a very minimal chance the student would ever be selected for one of those teams, is simply not in the best interest of students who will never again have the opportunity for the high school experience. I feel as Commissioner of the KHSAA, that this is simply unconscionable as an alternative for students to have to make that choice. 09/16/12 – Details about Louis Stout Memorial Fund
The family of former KHSAA Commissioner Louis Stout has established a memorial fund in lieu of flowers. Mrs. Anna Stout has requested that donations be made to the Louis Stout Memorial Fund for Students, c/o KHSAA, 2280 Executive Drive, Lexington, KY 40505. The KHSAA will provide a receipt for any such donation, which is fully tax deductible and 100% of all donations will be used for special projects in his name specifically benefitting students and will not be used in any way by the General Fund of the KHSAA.
Services will be held for Commissioner Stout at 12 noon Saturday, Sept. 15, at Consolidated Baptist Church, 1625 Russell Cave Rd., Lexington, KY 40505. Visitation will be 3-5 p.m. and 7-9 p.m. Friday at Kerr Brothers Funeral Home, 3421 Harrodsburg Road, Lexington, KY 40513.

When I sat down a few weeks ago and discussed the board’s evaluation from last year and plans for the coming year, I was again told to take those thoughts to the membership this morning, including plans for some operational changes and potential regulation changes.
As most of you know, my philosophy is perhaps a little different than some of my predecessors. I don’t want to study something to death, or be comfortable “the way it’s always been done”. I think for too long, as an association, we stood at the fork in the road and spent far too much time trying to decide which way to go. DISQUALIFICATIONS DOWN IN 2011-2012 SCHOOL YEAR
More student-athletes and coaches were able to see the conclusion of their teams’ contests during the 2011-2012 school year.
A total of 481 student-athletes and coaches were disqualified from contests in the sports of baseball, basketball, football, soccer, softball, volleyball and wrestling last year, down from 545 during the 2010-2011 school year. The information was released during the KHSAA Board of Control Meeting on Monday in Lexington.
Before the 2011-2012 school year the KHSAA Board of Control approved measures stiffening the disqualification to two contests for student-athletes and three for coaches.

9/14/12 – Proposal by Proposal Analysis of 2012 Annual Meeting Proposals
This is the second part of a two-part effort to talk about the 2012 KHSAA Annual Meeting.
There are nine proposals on the agenda this year. All but one are part of the Board’s required Annual Review and the vast majority are attempts to modernize the regulations. In some cases, they are provisions that combine pieces from several parts into one rule. Others call for removal of provisions that haven’t been utilized in many many years. As we continue to see turnover in athletic administrators, it is vitally important that the rules be as clear and concise as possible.

9/14/12 – KHSAA Annual Meeting – Your Chance to be Involved!
This is a great time of year. In all areas of the state, school has started. The Friday night lights are lit, the fields and courts are in use every night (and seems like 24 hours in some areas and schools). And this year, we have just completed a circuit around the state holding regional meetings about KHSAA operations, online data management and Title IX.
But then reality sets in, and its time to deal with some of the “business issues” surrounding the KHSAA. And a lot of that business is accomplished through the Annual Meeting. Truth be told, other than the championship final events and recognition ceremonies, this event continues to be one of my favorites. Our staff gets to sit down and meet with those people in the trenches at the local schools, and talk about issues facing both groups. COMMISSIONER’S STATEMENT ON THE PASSING OF LOUIS STOUT
Louis Stout, who served as the fifth Commissioner of the Kentucky High School Athletic Association from 1994-2002, passed away early Sunday morning following a brief illness.
“Words cannot begin to express what Louis meant to this organization or the impact he made on those he came in contact with during his 30 plus years of service to the KHSAA,” said KHSAA Commissioner Julian Tackett. “Not only was he a pioneer but he had a unique vision that continued the KHSAA on the course to the organization we are today. He possessed two characteristics of a great leader – he wasn’t afraid to take chances and he fought tirelessly for increased opportunities for students, sometimes in the face of overwhelming opposition. 09/07/12 – Reminder about Weather Interrupted Football Games
Based on the number of inquiries in the last few hours, it seems prudent to remind schools and officials about the required procedures involving interrupted football games.
Basically, there is no such thing as a no contest. Regardless of how long or short games go due to inclement weather, it cannot be treated as though it never happened. Once it starts, it starts.
Two valuable resources are laid out in the KHSAA policies. First, if you look at the Officials Guidebook, it clearly talks about the officials authority NOT being absolute on whether or not we resume. It says:

9/4/12 – Reminder about KHSAA Annual Meeting
This is the second reminder about this year’s KHSAA Annual meeting. It’s each school’s opportunity to have a say in the rules of the Association for the future. In addition, there will be professional development opportunities in the morning as usual, with this year’s session focusing on the cleaning and long-term preservation of indoor playing surfaces such as gym floors; a vital session on intellectual property and the need to protect your school logo and other items; and an update with suggested implementation of the development of an Emergency Action Plan. Rarely do high school students have the opportunity to hear about an important chapter in world history straight from the people who made it, but such an opportunity will present itself to Kentucky youngsters on Friday, Aug. 24, at Georgetown College.
The 12 members of the 1972 United States Olympic basketball team – the one that was literally cheated out of the gold medal in the most controversial game ever – will appear with distinguished journalists and scholars at a series of four seminars beginning at 9 a.m. in the college’s conference center. All four of the seminars will be free and open to the public.

08/13/12 – Regional Series of Meetings Scheduled
This reminder is for all member school Superintendents, Principals and Athletic Directors within the KHSAA.
For the fall of 2012, the KHSAA has reinstituted an Athletic Administrator Workshop. The content for this non-mandatory workshop expand this year to not only include the elements related to Title IX and those reports and functions, but instructional sessions on managing the coaching and player data for your school, completion of the Annual participation list, and other helpful topics on the KHSAA web site. These sessions will begin in the early morning and continue through noon. A final schedule will be sent to all registered attendees. After a break for lunch, attendees are invited to attend an additional 90-minute session related to the rules and regulations of the KHSAA. The 2012 Annual Meeting of the membership of the KHSAA is to be held on Tuesday, September 18 in the Thorobred meeting rooms on the third floor at the Lexington Center (High Street level,adjacent to the concourse of Rupp Arena). A final agenda will be distributed in the coming weeks, but the meeting is expected to begin at approximately 8:00 a.m. ET. and conclude not later than 1:30 p.m.
This specific meeting has professional development opportunities in the morning, a discussion period regarding proposals for rules changes, and a meeting where delegates convene to approve or disapprove the proposed KHSAA Constitution and Bylaw changes.

We have had several inquiries from Administrators and Coaches with regard to coaches involvement during the school year with members of their team (or other interscholastic teams within the school). These issues have been particularly brought to light with respect to baseball and softball programs.
Coaching is defined as any activity by the coach at a time the athletes are participating in skills (either preparatory or specific to that sport) in a setting in which skills are taught, refined, or practiced. 7/5/12 – Dead Period Final Days Reminder
This is not intended to accuse any specific school or system, but to issue a genuine reminder. All member school administrators would be well served to forward this to all of your coaches on record.
DEAD PERIOD REMINDER On several occasions in the last few days, we have received inquiries from individuals claiming to be parents in specific school systems, very upset that workouts were going on among team members, etc. at a time when it was supposed to be dead. A few reminders to keep all properly informed about KHSAA Bylaw 26, the Dead Period.
5/14/12 – Annual Participation List Due May 30
The KHSAA has completed the final development of the electronic participation list submission. This task, which used to take hours for some to compile and is required of each school each year, should just be a couple of clicks away for all of our schools with the exception of the eight to ten who only enroll one sex and therefore haven’t had the “pleasure” of completing the Title IX reports. The reports cannot be submitted manually and must be submitted using the online system.
For those who have completed and submitted all elements of the Title IX report, your data may need a final review, especially related to cheer, and then you should be perfectly ready to go. 2011 Annual Meeting – Proposal by Proposal
This is the second part of a two-part effort to talk about the 2011 KHSAA Annual Meeting.There are twelve proposals on the agenda this year. Seems like about the right number, but very few if any are really significant in that implementation will not be extremely difficult for the membership.
Proposal 2011 – 1 – A proposal to revise Bylaw 6 and 7 to clarify the applicability of each rule between domestic and foreign students. Let’s face it, not all transferring students fit into the cookie cutter rule and forms of yesterday. We are in the middle of a military conflict that has resulted in thousands of new citizens coming to the United States for a variety of reasons. Annual Meeting – Every School’s Chance for Involvement!
This is a great time of year. In all areas of the state, school has started. The Friday night lights are lit up, the fields and courts are in use every night (and seems like 24 hours in some areas and schools). But then reality sets in, and its time to deal with some of the “business issues” surrounding the KHSAA. And a lot of that business is accomplished through the Annual Meeting. Truth be told, other than the championship final events and recognition ceremonies, this event is one of my favorites. Our staff gets to sit down and meet with those people in the trenches at the local schools, and talk about issues facing both groups.
