12/11/15 – Applications Being Accepted for Louis Stout Memorial Scholarship
When former Commissioner Louis Stout passed away in 2012, his widow Anna directed that donations on his behalf go to the Louis Stout Memorial Fund for Students. She felt this was a chance for the KHSAA to honor student-athletes who excel in athletics, academics, school service and community service.
Applications are being accepted for students to apply for those awards through January 31, 2016. The award winners will be announced in conjunction with the boys’ state basketball tournament in March. Two grants, each in the amount of a one-time scholarship of $2,000 payable to an institution of higher learning, will be awarded each year for the next four years. The scholarship is not renewable and is not endowed for expansion. Minimum criteria is a 3.5 (converted to 4.0 scale) grade point average; involvement in varsity sports or sport-activities; involvement in other school activities and a record of community service/involvement.

11/22/15 – Dawahares/KHSAA Hall Of Fame Class Of 2016 Inductees Announced
FOR IMMEDIATE RELEASE: NOVEMBER 22, 2015
The Kentucky High School Athletic Association Hall of Fame Class of 2016 was announced today in a press conference at the KHSAA Offices. The 12 members in this year’s class will be the 29th inducted into the Dawahares/KHSAA Hall of Fame, and consists of former high school coaches, athletes, officials, administrators and contributors. The Class of 2016 will be inducted in ceremonies scheduled for Saturday, March 19, 2016, at the Lexington Convention Center. The Class of 2016 will also be recognized during the semifinals of the 2016 Whitaker Bank/KHSAA Boys’ Sweet 16®. The induction of the 12-member Class of 2016 will bring the total number of honorees in the Hall of Fame to 445.

It is again time for us to take orders for advance tickets to the Russell Athletic/KHSAA State Football Finals. We are obviously later than normal, but have tried to work out logistics for ticket pickup, etc. in the event that WKU hosts its conference final game. 11/10/15 – High School Playoff Contests Asked to Honor Veterans
Through the efforts of a veteran and concerned individual by the name of Robert Williams of Menlo Park, California, there is now a national movement to have every high school and college in the United States honor all veterans and active duty military at events near Veteran’s Day. This is a great way to recognize our veterans and active duty military and hopefully reinforce to all the importance of their sacrifices and the meaning of Veteran’s Day. The KHSAA is grateful to be able to participate.
For the second round of the football playoffs at home sites November 13 and 14, each home school is asked to request all veterans and active duty military in attendance to stand and be recognized for their contributions.

11/09/15 – Phase I of 2015-16 Title IX Reporting Open for Entry, Changes in System
The initial phase of entry for the 2015-2016 Title IX Reports, the ability to enter the financial information from 2014-15 to be entered on the form T-35, is available and online at schools.khsaa.org. There have been several enhancements this year based on the tour of regional meetings last fall and the great cooperation and feedback from the membership.
T35 EMPHASIS POINTS
There has been a continual effort to eliminate inconsistent information that has been entered on that form and the following points are emphasized:
- Entry for the T35 is now open. Login to http://schools.khsaa.org and begin entry when you are ready.
- The T35 requires you to enter 2014-2015 expense information (as it has been audited within your district) but will pulls the coaching counts from your current listings. “Following the announcement of the bill (BR396) introduced by Representative Stan Lee (R-Lexington) and others on October 30, our office has again received a number of phone calls and emails from media members seeking comment. The proposal as drafted is not a measure to simply allow participation by home schooled students despite any title reference to Tim Tebow, who participated as a home schooled student in Florida. In fact, the actual bill, http://www.lrc.ky.gov/record/16rs/HB76.htm, is much more impactful and potentially harmful to education-based athletics and its impact is much more pervasive on our member schools. 11/3/15 – Final Opportunity to Edit Fall 2015 Sport Coaching Rosters
As part of the Annual Title IX and Participation Reports, the coaching roster is reviewed and totals are placed on the T35 report form. Though these totals are not a conclusive indicator of Title IX compliance (or lack of compliance) in any way, they do represent a snapshot in time to help schools validate the data that has been entered throughout the year.
As seasons end, and the inevitable coaching turnover and replacement begins, schools have expressed concerns that for the fall and winter sports, the data presented on the T35 form for the April 30 reports is not accurate in the case of a coaching replacement.
Therefore, this is the final week of the 2015-16 school year to ensure the accuracy of the coaching lists (head and assistant, paid and unpaid) that are on the KHSAA school database listing. At the close of business on Friday, November 6, a snapshot of the coaches file will be […]
11/03/15 – NFL Releases New Study on Helmets
The NFHS recently shared with the KHSAA an item from the NFL. The NFL recently released the results from a joint study with the NFLPA that looked at what football helmets best reduced the severity of impact. The performance of the 17 football helmets in these laboratory tests was evaluated across all impact velocities and locations and compared with one another. A statistical test was used to group football helmets with similar performance scores.
It is important to emphasize that these results were based on testing intended to represent NFL impacts and thus, the conclusions on helmet performance cannot be extrapolated to collegiate, high school, or youth football.
The findings from this study that were offered this past July to NFL athletic trainers and equipment managers are posted on the KHSAA website at /football/2015nflfootballhelmettestingstudy.pdf.

11/03/15 – Grant Funding Opportunity for Athletic Training – Secondary Schools
The Kentucky High School Athletic Association has long recommended and continues to recommend, that medical coverage be present at all athletic practices and contests. Because of the unique skill set of Certified/Licensed Athletic Trainers it is recommended that one of these individuals be present at all practices and contests. It is also strongly recommended that the member schools utilize only Certified/Licensed Trainers per the Kentucky Board of Medical Licensure, and not members of any other vocation making this claim but without this legal designation. While acknowledging the expense of provided a certified/licensed trainer, it is nonetheless noted that this shall be an integral part of your athletic planning process.
Athletic trainers are critical to the health and safety of high school athletes; yet, too many schools have limited or no access to athletic trainers.

10/29/15 – Reminders about Football Playoffs and Final Regular Season Week
This is being distributed to ALL KHSAA football playing schools. If it doesn’t apply to you, please disregard.
As we prepare for 95 games to be played during week 1 of the playoffs, we ask for your cooperation as we try and pull final brackets together over this coming weekend. We have published what we have as of now, but need game times and sites confirmed so that officials assignments can be made.

10/11/15 – Reminder – Fall Postseason Eligibility Limited To Those On Postseason Roster
This reminder to all athletic directors, principals, and coaches at KHSAA member schools. Only those students who are indicated with a checkmark in the “postseason roster” column are eligible to compete in KHSAA sanctioned postseason competition. The following are quick reminders to take the steps necessary to complete this task, and will only work if you have administrator rights (principal/AD) or coach that has roster rights granted by an administrator:- On the school’s login menu (http://schools.khsaa.org/), click on the link that says maintain specific team roster.
- Select the green box for the varsity team, and you will see the current roster of the varsity displayed.
- At the top or bottom of that listing, click on assign/unassign players.
- DO NOT ADD ATHLETES TO THE VARSITY COLUMN AT THIS POINT IN THE SEASON.

The mandatory online KHSAA Rules Clinic for the sport of Basketball is now online for all coaches (head and assistant) and licensed officials.
HEAD AND ASSISTANT COACHES
- The clinic is required for ALL coaches at each school, head or assistant, paid of unpaid.

This notice is being sent to all member schools and specific licensed officials.
HEAT INDEX
While we have been blessed with a relatively cool summer, such is likely not to be the case this weekend and early next week. Keep in mind that the Heat Index regulations are always in place, with mandatory recording of temperatures and humidities to determine if any activity needs to change. The quick reference chart is located at http://khsaa.org/sportsmedicine/heat/heatindexchartcolor.pdf but schools as always are responsible for complete policy adherence, not just what is on the chart.
For Field Hockey, Soccer, Cross Country, Golf and even Volleyball (if played in a facility without air conditioning), all play must be suspended when the Heat Index reaches 104 degress. When the heat index is above 99, mandatory water breaks every 30 minutes for at least 10 minutes in duration are required, along with all other stipulations in the heat index guidelines.

09/05/15 – Proposal by Proposal Analysis of 2015 Annual Meeting Proposals
This is the second part of a two-part effort to talk about the 2015 KHSAA Annual Meeting. Because of another vast turnover in athletic administrators this year, and in order to help you prepare, this information is being sent well in advance of this year’s meeting to allow for review and discussion. Final preparations are underway for the 2015 Annual Meeting at the Lexington Center on September 10. Staff is busily making final updates to the documents related to the meeting, and posting them on the KHSAA website with updates nearly every day. We will again have workshop sessions in the morning, however, we have restructured the schedule to allow the combined groups to be involved in all of the workshops. This will allow for much more consistent interaction with presenters will allowing ample time for guests to visit the exhibit booths.

This is a great time of year. The school year has started, the fields and courts are in use every night, and we get to continuously hear about the great things done by our student-athletes, coaches, officials and member schools. With the busy start of school upon us, we wanted to take this opportunity to remind you of the bylaws ( Bylaw 7 & 8) that govern the use of student/athletes that desire to participate in high school athletics, but are not citizens of the United States.

08/31/15 – Assistance Needed with School Broadcast Program
Good afternoon. During 2013-14, the KHSAA partnered with the NFHS to become a member of the NFHS Network. This network, powered by PlayOn Sports, is a joint venture of nearly 40 state high school associations to aggregate content from all states and across all sports.
The KHSAA contributed all of the video content from the state championship events last year to this network. The events are behind a paywall, with a subscription-based model that helps ensure that attendance isn’t harmed by technology. While many of us like to try “new things” and love getting our events out there, the cold, hard truth is that we can’t continue expanding in new ways that provide something for free, when there should, in fact, be a charge.

08/29/15- Reminder about 8 Quarter Participation Limit for Football
With the season now in full swing, it is timely to remind all representatives of the football programs about the limit of eight quarters per week (Friday through the following Thursday) for high school football players. While this information has been distributed on multiple occasions to coaches at all levels (grades 9-12), it is again reiterated to prevent the use of ineligible players at any time.
- Each player is limited to eight quarters per week in contests, from Friday through the following Thursday, starting with the Friday of Week 0.
- Participation in one play during a quarter counts as that student having now participated.
- If contests have quarters that are six minutes or less, each quarter played counts as one-half of a quarter toward the eight-quarter limit.
- Any contest with periods longer than six minutes counts as a full quarter for each quarter played.
- By rule, overtime is an extension of the 4th quarter […]

08/21/15 – Reminder about Statistics Entry – Soccer and Football
STATISTICS REMINDER
Game by game statistical entry for teams and individuals is required in the sports of football, basketball and soccer, which will be used to compile a list of statewide leaders, and can also be sent to local media outlets (with only specific schools) upon request.
For soccer, individual goal scoring and assist categories are the only categories compiled at this time and, therefore, the only required categories for individuals.
Please note this compilation is a great service to the membership and its student-athletes and is routinely touted by college recruiters as a valued source of information when they contact our office.
At this time, the software and data infrastructure do not exist for volleyball and field hockey compilation, but this is under development for the 2016-17 season.

08/18/15 – Reminder about 2015 Annual Meeting of the Membership of KHSAA
This is intended for all KHSAA member school Superintendents, Principals and Athletic Directors and the link can be forwarded as needed.
This reminder that the 2015 Annual Meeting of the membership of the KHSAA is to be held on Thursday, September 10 in the Bluegrass Ballroom on the third floor at the Lexington Center (High Street level,adjacent to the concourse of Rupp Arena). A final agenda will be published in the coming days, but the meeting is expected to begin at approximately 8:00 a.m. ET. and conclude not later than 1:30 p.m.
This specific meeting has continuous improvement/leadership training opportunities in the morning, a discussion period regarding proposals for rules changes, and a meeting where delegates convene to approve or disapprove the proposed KHSAA Constitution and Bylaw changes.

08/14/15 – Association to Sponsor Intense Voluntary Training For Newer Athletic Administrators
The KHSAA will conduct a training session for newer Athletic Directors on Wednesday, September 9, the day prior to the KHSAA Annual Meeting, from 1:00 to 4:45. The New Athletic Directors Institute will be held in Lexington at the KHSAA offices. This session will focus on the KHSAA Constitution, Bylaws and Tournament rules, with specific focus on the eligibility requirements, game contracts and other “traps” that young ADs or athletic administrators fall into due strictly to a lack of knowledge.
Staff will be available to help with data system needs, etc., but that is not the primary focus and won’t be an in-depth session or segment. This is intended to break down the Bylaws, explain fully rules and procedures, and help the new ADs during these first early weeks of the school year. 08/14/15 – 2015-2016 Athletic Administrators Meetings, Including Regs, Rosters, Title IX
This reminder is for all member school Superintendents, Principals and Athletic Directors within the KHSAA.
For the fall of 2015, the KHSAA is again scheduling an Athletic Administrator Workshop in eight areas of the state. The content for this non-mandatory workshop will include instructional sessions on managing the coach and player data for your school, an update on the operations and projects around the KHSAA and many elements related to Title IX and those required reports and functions. These sessions will begin with check-in at 8 a.m. and continue through 12:30 p.m. Based on evaluative feedback, we will continue through the morning and end around 12:30 to allow for the host school to easily accommodate the end of the school day, and the attendees to get on the road.

08/14//15 – Reminder about Football Scrimmage Limitations
This reminder to all school about the unique limit of football scrimmages. This is NOT a new provision, and nothing about this part of Bylaw 23 is new or changed.
IF you are playing a game week 0 (August 21/22 of this year), you only get ONE scrimmage once contact practice begins. We have had reports of many that scrimmaged weekend of August 7 and have scrimmages planned for weekend of August 14 as well.
If you do not begin play until week 1, the weekend of August 28, you can have two scrimmages.

08/07/15 – Reminder about Bylaw 9 Allowances for Girls Basketball
The delegates to the KHSAA Annual Meeting in 2014 passed revisions to Bylaw 9 to codify the previous exception to the prohibition on girls’ basketball players participating in outside competition once the school year begins if they have been enrolled in grade 9 AND then subsequently played for a high school level team at any level. While the final regulatory approval is still pending, the Association will operate this fall as though the proposal is given final approval.
This exception for girls allows for players who are subject to the rule, after the first day of school for the high school, to attend only nonscholastic women’s basketball events held during weekend of September 25-27, 2015.
Administrators and Coaches should remind all participants who have previously been both enrolled in grade 9 AND who have played for a high school of this important restriction.

The delegates to the KHSAA Annual Meeting in 2014 passed revisions to Bylaw 9 to allow a limited exception to the prohibition on boys basketball players participating in outside competition once the school year begins if they have been enrolled in grade 9 AND then subsequently played for a high school level team at any level. While the final regulatory approval is still pending, the Association will operate this fall as though the proposal is given final approval.
This exception for boys allows for the players who are subject to the rule, after the first day of school for the high school, to attend only those camps that meet one of the following two criteria:
- held on the campus of an NCAA or NAIA member institution during July and August, or any calendar week (Sunday through Saturday) that includes days of those months (e.g.,June 28 to July 3, 2016); or

Good morning. This is being composed for all of our administrative contacts at the member schools as an open note of thanks and gratitude.
Over the last week, many of you, and I mean a great many, have taken the time out to call, text, email and send cards of condolence to our office upon learning of the death of our long-time physical plant director John Ginn. He was our own “Wal-Mart greeter” during his 31-year tenure here and knew many of you by face and name from our many meetings and tournaments.
On behalf of all of our entire staff, and Johnny’s family, I just wanted to say a heartfelt thank you. We appreciate your outpouring of concern, and your understanding yesterday when our office was closed to allow for participation in his funeral and burial service.

07/31/15 – Reminder to Update School Coach/Roster Information
As we approach the start of the sports seasons, it is critical that all schools have coaching lists and information up to date, as well as competition rosters. A roster, including coaches names and a valid playing roster, must be entered prior to any contest being played, and no athlete is eligible to play in a scrimmage or contest who is not listed on the current online school roster.
All content in the roster system is accessible solely through the school login subdomain at http://schools.khsaa.org/. On that page are invaluable video links to assist with “how to” of the subdomain.

07/31/15 – Reminder about Heat Index as Full Gear FB Practice Begins
With tomorrow being the first permissible day for full gear football practice, this notice is important to help minimize risk for the coaches and competitors. While all efforts have been made to ensure gradual phasing in of equipment to allow for proper acclimatization and acclimation, it remains possible that many athletes are not properly acclimatized to the wearing of full gear in hot weather, in spite of practicing the required number of days.
Out of an abundance of caution, and respect for the safety of the competitors and coaches, as well as game officials in scrimmage situations, schools are reminded that activity reduction or cessation is mandatory at certain levels of heat index at the local venue. Once scrimmages begin over the next couple of weeks, game officials will be encouraged to take the NFHS permissible heat time-outs during each quarter or at the minimum, every 30 minutes of action.

07/29/15 – Funeral Services Set for Longtime Staffer John M. Ginn
Funeral services have been set for long-time Physical Plant Director John Ginn who passed away on July 28. Johnny started working for the KHSAA on July 24, 1984, and at the time of his death, was the KHSAA’s longest tenured employee, starting three days prior to current Commissioner Julian Tackett. Every person who has ever served on the staff or Board of Control of the Association, along with the many workers, volunteers and constituents who came into contact with him on a daily basis, was forever positively changed by his attitude and infectious smile. The entire KHSAA family extends its deepest sympathy to his daughter Diane (J. Michael Griffitt), son John Allan, grandson Joseph and granddaughter Jessica, and the entire extended family.

07/23/15 – Football Officials Mechanics Change/Clarification; FBZ Clarification
For the 2015 football season, there is a major change in on-field mechanics for officials in four- and five-person coverage, and a reminder about the changes for 2014 kickoff change. At this time, these are the only known mechanics clarification and all officials are expected to otherwise apply only the mechanics in the NFHS Football Officials Manual.
FREE KICK MECHANICS
The Back Judge in a five-person crew (page 27, V, B, 6) is supposed to move to the center of the field after the kick goes downfield. This is important in order to get the Back Judge in his/her normal position as the return begins.
PAT/FG COVERAGE
There has been no change on the state five-person mechanics on PAT/FG (inside 15-yard line). The umpire goes under with the Back Judge, Wing officials remain in position.

06/24/15 – Rosters Reset, Ready for 2015-16, Reminders about Requirements for Eligibility
Welcome back for the 2015-2016 School Year!
Before any work begins for the 2015-16 year, a person in the school with Athletic Director level access must initialize rosters as detailed below before rosters can be updated and subsequently, rosters and statistics entered. Keep in mind that the online roster data forms the basis of your schools in-season roster, as well as both your school’s Title IX report and annual participation lists that are due in April. Many of these pieces will be repeated as individual emails over the coming days as a reminder.
Eligibility and Roster Requirement
No student is eligible to participate in a contest or scrimmage IN ANY SPORT if they are not currently listed on the school roster online. No other paper or electronic form may substitute. The roster requirement will continue to be enforced with administrative penalties including fines and other actions within the constraints of Bylaw 27.

This is being sent to all Principals, Athletic Directors, Superintendents and Coaches of Member Schools. This is being sent via an electronic application and it is possible that any direct replies will not be received by the sender.
A few reminders as the Dead Period is about to begin:
- A reminder that the Dead Period for ALL sports starts at 12:00:01 a.m. on June 25 and goes through 11:59:59 p.m. on July 9. There is to be no use of school facilities, team uniforms, transportation, coaches, personnel or anything related to the athletic program.
- School funds may not be expended in support of interscholastic athletics in any KHSAA sanctioned sport during this period.
- There is to be no communication between coaches and players during this period, including email, social media, texting, phone and all other forms.

05/18/15 – Board of Control Approves Compliance Forms for Football Revisions
With the approval of the sweeping changes in football contact rules, the Board of Control has approved three forms which are to be used by schools to monitor practice limitations, participation limitations, etc. These forms are NOT to be submitted to the KHSAA at this time, but a random ten (10) percent of the membership will be audited for compliance and penalized under Bylaw 27 if unable to verify that the rules are being followed.
The new forms are:
FB137 – An optional form which may be used by schools and districts to ensure that coaches are aware of the new restrictions. The form allows for a preseason signature by the coaches (all coaches, head and assistant, paid or unpaid) verifying understanding of the USA Football definitions and contact restrictions. 04/22/15-Final Changes Adopted for Football in Response to NFHS Task Force Recommendations
At its regular meeting on April 21, the KHSAA Board of Control adopted policy changes including emergency changes to the bylaws and policies of the KHSAA related to football practice. The draft of changes was released to the membership in March for comment, for final adoption at this meeting after consideration of member school final remarks. A compliance form is being finalized and once approved by the Board of Control in May, will be distributed to the membership to assist in education coaches and ensuring compliance by all schools.
After consideration and following considerable feedback from the membership, the Board approved the staff recommendation to make one change from the draft, and allow the wearing of helmets for on campus, non-competitive, non-contact work in June. Below is the revised wording of Bylaw 23, Section 6 (Football), as a results of its emergency adoption due to the recommendations of the NFHS Trask Force:
Sec. 6) Sports Specific Limitations- Football
a) Organized practice shall be structured in football as follows:
(1) Football drill work and practice activity shall be defined in the following five categories:
Level 0-“Air”-Players run a drill unopposed without contact.
Level 1-“Bags” – Drill is run against a bag or another soft-contact surface.
Level 2-“Control” – Drill is run at assigned speed until the moment of contact; one player is pre-determined the ‘winner’ by the coach. Contact remains above the waist and players stay on their feet.
Level 3-“Thud” – Drill is run at assigned speed through the moment of contact; no pre-determined “winner.” Contact remains above the waist, players stay on their feet and a quick whistle ends the drill.

04/20/15 – Updated Physical History and Exam, Permission Forms Posted
Thanks to great work by various groups, we are able to get revised physical and permission forms online a couple of weeks early this year as many of you plan for next year. All old forms that have been completed remain valid for the one year plus one month period from the date of administration as specified in the KHSAA Handbook, but any new exam should utilize the new form.
The Physical Form (both history and physician exam) forms have been separated from the permission form. This is after considerable requests from the membership due to the burden of middle school students taking the same physical and using it in different situations, both middle school students playing intra-middle school and those middle school students playing ‘up” to the high school level in permitted sports. As spring sports are now fully in swing, it is time to remind each of you that the annual reports for Title IX and the Participation List are due on April 30.
- If you have specific questions about Title IX and the law itself, any of our Assistant Commissioners should be able to help get you some assistance. Asst. Commissioner Darren Bilberry is our primary contact for your questions related to the law and its interpretations.
- Information Technology Director Rob Catron, as well as almost any of our support staff, can help you with electronic issues including login and report preparation using the online system. The online system will have entry available beginning on Tuesday, April 14 after 9 a.m.
