During its 2018 Regular Session, both houses of the Kentucky General Assembly approved HB290, and the bill was signed into law by the governor on April 2. See the full text of the bill at http://www.lrc.ky.gov/recorddocuments/bill/18RS/HB290/HCS1.pdf with a digest of the proceedings at http://www.lrc.ky.gov/record/18RS/HB290.htm. With the signing by the governor, the bill will go into effect on July 1, 2018, for KHSAA member schools.

The bill will necessitate an amendment to KHSAA Bylaw 22, Sec. 1 (listed at https://khsaa.org/handbook/bylaws/20172018/bylaw22.pdf) and this amendment will be done through the normal regulatory approval process this spring. Member schools will be able to engage in competition, should they choose, against homeschool units or involve homeschool students enrolled in Kentucky beginning with the 2018-2019 school year.

  • This change DOES NOT allow KHSAA member schools to participate against other schools located in located in Kentucky that have chosen not to join the KHSAA.
  • This change DOES NOT allow homeschool students who are not enrolled full time in a member school of the KHSAA to play for a KHSAA member school in any sport or activity at the high school level (grades 9-12) in the regular or postseason.
  • This change DOES allow KHSAA members to compete against homeschool students or groups of homeschool students in regular season competition.

If you have further questions, feel free to contact the Commissioner’s office.
