10/08/21- Changes in COVID-19 RTA/RTP Implemented Per SMAC Guidance
As they have done since the start of the pandemic, the Sports Medicine Advisory Committee (SMAC) composed of Kentucky Medical Association (KMA) member doctors has held multiple special meetings to continually review the Return to Play Guidance and Recommendations (RTA/RTP). As a result of those continued meetings and review of current and evolving literature, changes have been made to the RTA/RTP and RTA/RTP form and those changes are located at https://khsaa.org/resources/Covid19/CovidResumptionofSports/ApprovedVersion/kma-covid-rtp-algorithm.pdf. For districts that have summarily adopted the “KHSAA” recommendations, these changes should be considered immediate.
Since the beginning of the pandemic, this group has been passionate advocates for the students being involved in sport due to the physical, emotional, mental and spiritual benefits, but also for safety in mitigating the spread of the virus. They are also keenly aware of the first priority of nearly everyone in the education community, that being a full year […]

04/15/21 – Standing Forward Takeoffs Approved in High School Swimming and Diving Rules
INDIANAPOLIS, IN — In an effort to increase participation in high school swimming and diving, standing forward takeoffs have been approved, effective with the 2021-22 school year.
This significant addition to high school diving was one of several rules changes recommended by the National Federation of State High School Associations (NFHS) Swimming and Diving Rules Committee at its March 21-23 meeting held virtually this year. All of the committee’s recommended rules revisions were subsequently approved by the NFHS Board of Directors.
The addition to Rule 9-5-2 states that for standing takeoffs, “the diver will assume a starting position that includes an upright head and body with arms straight and in a position of the diver’s choice. The diver may move the arms to various preparatory positions provided there is no attempt to start the dive.”
The new language also notes that just before or after the starting position is assumed, the diver shall stop oscillating […]

03/19/21- Welcome Back Media to Winter Championships
From Commissioner Julian Tackett and the staff of the KHSAA.
Hello to all of the members of both the Kentucky Press Association and Kentucky Broadcasters Association. When we gathered and then adjourned abruptly at Rupp Arena last March, most of us had no idea what the next 12 months would hold. We left that fateful afternoon hopeful for a short pause and then the “normal” completion of the tournaments, followed by a complete spring season. Little did we know.
First, thank you. Thank you for your faithful service to our Commonwealth and, most importantly, to our member schools and communities and their most important asset, the students in our schools. We know you value each of them, whether or not they participate in sports and sport-activities, but we also know that the participants in sports and activities hold a place near and dear to so many of you.
Thank you also for your tremendous work […]

02/18/21 – Swimming & Diving Postseason Updates
The KHSAA Board of Control confirmed postseason competition for Swimming and Diving at its Feb. 17 virtual meeting. Refer to the news release for details.
https://khsaa.org/02-19-21-board-of-control-updates-status-of-winter-championships/
Now that staff has a clearer direction from the Board, plans can move forward with communication and details with managers, hosts, and member schools. We have been working with potential regional sites and now can reaffirm and publish those venues soon.
With COVID-19 restrictions in mind, the Board approved a recommendation from staff to establish three geographically based state sites, where regional advancers would compete, results will be aggregated and the state championship and other awards issued accordingly. Unfortunately, it is not feasible to have a single final state-round competition.
These state sites (which are being consulted with and finalized) and will allow for regions to be grouped with three regions assigned to each. Forty (40) entries per event from the regional meets will advance […]
02/19/21 – Board of Control Updates Status of Winter Championships
FOR IMMEDIATE RELEASE: February 19, 2021
The Board of Control conducted a virtual meeting this week in light of the State of Emergency declared for Kentucky due to severe weather conditions, during which time staff outlined postseason options for the upcoming winter championships.
The state bowling championships will be adjusted to a three-day format to allow for facility cleaning and appropriate ingress/egress. Gender-specific competition will be contested on the same day (the boys’ team and single competition on one day, the girls’ events on the next day, followed by the unified/adapted championships) to help alleviate travel concerns. The 2021 state tournament will tentatively be held March 22-24 (Mon.-Wed.) and will follow attendance restrictions per state guidelines.
The continued attendance restrictions in place statewide for aquatic centers necessitate a change for the 2021 swimming & diving postseason. Of the nine sites selected to host regional competition, only one site is currently allowing fan attendance, but even […]
1/22/21 – Swimming & Diving Postseason Updates
After yesterday’s Board of Control meeting, the KHSAA would like to update swimming and diving member schools on the process and goals to develop a revised plan for postseason competition during the ongoing pandemic.
The Board has asked staff to gather data and information and formulate alternative structures and plans for the 2021 postseason meets. These alternatives are to be reviewed, at this point, solely for 2021 only, as everyone attempts to balance the desire for championship competition and the public health needs and requirements surrounding the pandemic.
An alternative plan(s) is to be presented at the Board’s February 17th meeting. It is to include consideration of the feasibility of accomplishing the following objectives (if possible) in priority order:
1) Maintain the full complement of 40 state meet qualifiers in each event advancing from nine regional competitions, even if the field is subdivided differently than past practice;
2) A focus on ensuring, at minimum, […]

The Board of Control conducted a special meeting on Thursday morning, upholding its earlier decision by a 12-5 vote to begin practice for winter sports on Dec. 14th and regular-season competition on Jan. 4th. Prior to confirming the start of the winter sports season, the Board voted 12-5 to push back the dates for the boys’ and girls’ Sweet 16® to March 29-April 8 after narrowly defeating other alternative dates, with the event schedule and format to be finalized at a later date in consultation with Rupp Arena.
“These are extremely complex issues. Our Board has spent an extraordinary amount of time examining every aspect surrounding the resumption of sports, particularly those that are indoors and have extreme concerns from public health officials,” said KHSAA Commissioner Julian Tackett. “At the same time, there is significant data being shared about the need for students to be engaged with one another […]

Student-athlete participation increased for the third-straight year in Kentucky High School Athletic Association sports and sport-activities to reach record levels in 2019-20. A total of 107,166 rostered participants competed across the KHSAA’s 13 sports and six sport-activities according to information submitted by the membership, surpassing last year’s then-record total of 106,931. Football was one of 12 offerings to show an increase from the previous year, breaking a trend of declining participation for the last three years by adding 202 new student-athletes [freshmen, JV, varsity] during the 2019-20 season to remain the state’s most popular sport with 13,277 rostered participants.
“The continued rise in student-athlete participation the last three years emphasizes the importance of school-based athletics in the fabric of the educational experience for these young adults,” said KHSAA Commissioner Julian Tackett. “The importance of these coach-to-student and student-to-student relationships is only amplified in these uncertain times, as we strive […]

INDIANAPOLIS, IN (April 14, 2020) — Providing more clarity on a proper race finish and official timing procedures are among the noteworthy high school swimming and diving rules changes for the 2020-21 school year.
These topics were among those discussed by the National Federation of State High School Associations (NFHS) Swimming and Diving Rules Committee at its annual meeting March 22-23, where a total of six rules changes were recommended for approval. The rules meeting was held in an online format to comply with current health safety guidelines. All recommendations were subsequently approved by the NFHS Board of Directors.
Rule 1-1-1 was edited to profile the end wall in more detail. 11/19/19 – Board Reviews Fall Sports Championships and Ongoing Operations
FOR IMMEDIATE RELEASE: November 19, 2019
The Board of Control conducted a lengthy review of the recently completed fall sports and each respective championship, while also discussing ongoing operations and issues during the course of its meeting at the KHSAA Offices on Tuesday. Among the actionable items in the meeting, the Board addressed the format of the Swimming & Diving postseason meets and the future placement for Sayre football.
Over the last few years, staff received multiple requests to restructure region diving competitions due in part to facility issues and a shortage of qualified judges without a connection to a specific school. The situation was exacerbated by the expansion to 40 qualifiers in the state diving competition, with 22 at-large participants potentially leading to competitive issues if there is a perception that the judges are not consistent and objective at each meet.
Following a survey of the membership, 75% of respondents voted in favor of […]

04/22/19 – Six Rules Changes Approved in High School Swimming, Diving
INDIANAPOLIS, IN (April 22, 2019) — Effective with the 2019-20 high school season, a legal finish now requires the competitor to contact either the touchpad or the finish end coinciding with the individual stroke of the race. With this change, swimmers can legally complete a race by touching the finish end (end wall), regardless of whether the touchpad is activated.
This rules revision, which affects the finish of all strokes used in swimming, was one of two swimming and four diving changes recommended by the National Federation of State High School Associations (NFHS) Swimming and Diving Rules Committee at its March 24-26 meeting in Indianapolis. All recommendations were subsequently approved by the NFHS Board of Directors.
Rule 8-1-7 now will require swimmers to contact the finish end in the manner prescribed by the individual strokes. Descriptions of the backstroke, breaststroke, butterfly and freestyle finishes in Rule 8-2 state that a legal finish requires contact with […]

01/16/19 – Board of Control Sets Sites for State Softball and State Archery; Reviews Football Playoff Format
FOR IMMEDIATE RELEASE: January 16, 2019
In its first meeting of the new year on Wednesday at the KHSAA Offices, the Board of Control finalized locations for two spring championships while addressing the future playoff structure for football and continuing its research for future revisions to state golf.
Following last year’s action by the Board to transition the state softball tournament from a double-elimination format to single elimination, create an eight-team state tournament and a semi-state round, KHSAA staff sent out information to prospective cities interested in hosting the event. After reviewing information and options from both Lexington and Louisville, the Board approved a recommendation to award the 2019 and 2020 State Softball Championships to the University of Kentucky’s John Cropp Stadium.
“The young ladies in the Commonwealth are so blessed to have great facilities interested in hosting the revised state tournament format,” said KHSAA Commissioner Julian Tackett. “It will change many of the dynamics […]

11/14/18 – Board of Control Adjusts 2019 Fall Seasons, Sets State Championship Sites
FOR IMMEDIATE RELEASE: Nov. 14, 2018
During the course of its meeting at the KHSAA Offices on Wednesday, the Board of Control made adjustments to the 2019 fall sports seasons and finalized sites for this year’s State Baseball and Swimming & Diving Championships.
For the last several years prior to 2018, the soccer, volleyball and cross country seasons all culminated on the same weekend. With volleyball moving a week earlier in 2018 to avoid a conflict in Louisville with the Breeders’ Cup, the Association had the opportunity to reevaluate the structure of its seasons while also looking to alleviate concerns with competitions on ACT test dates.
With those factors in mind, the Board approved a recommendation to set the start of the 2019 Soccer regular season to begin in NFHS Week 6 (8/11-8/17) and end with the final regular season week in NFHS Week 13 (9/29-10/5). […]

09/25/18 – Board of Control Addresses Future Championship Formats and Schedules in Several Sports
FOR IMMEDIATE RELEASE: September 25, 2018
The Board of Control conducted its first meeting of the 2018-19 academic year on Thursday, September 20 at the Association offices. Much of the day’s agenda involved ongoing discussion of the future format of several KHSAA championships. Among the action taken, the Board gave tentative approval to transitioning the State Softball and Baseball Tournaments to 8-team single elimination events, with the key provision of re-establishing semi-state play, preferably at non-high school sites. This builds upon last year’s decision to move away from the double-elimination format in Softball, in the interest of player safety and gender participation experience equity.
The tentative plan would transition these championships to 8-team events with first round, semi-state games, rotated in geographic pods and played at a neutral site. The Commissioner and staff were directed to develop site criteria for semi-state games for review at October’s Board meeting, with the goal to […]

2/24/16 – Swimming and Diving Starting Block wedges
The KHSAA administered a survey to participating member school designated representatives (normally the school AD) regarding the use of starting block wedges at the state swimming and diving meet for 2016. The purpose of this survey was to receive feedback from schools participating in the state meet to determine whether or not their athletes had had the opportunity to utilize these wedges during the season and whether or not they would be in favor of allowing their use at the state meet.
Only 25 of the schools with a swimming program had utilized these wedges in the past with only 34 total schools in favor of utilizing them at the state meet. Especially critical in the information gathering process was the fact that several coaches expressed concern about their athletes lack of familiarity with the blocks and the potential competitive disadvantage their athletes would be placed in by trying to familiarize themselves with these wedges. In […]
2/24/16 – State Swimming and Diving Weather Information

Based on the actual weather that occurs, we will decide between leaving the meet on schedule or one of several contingency plans that could include diving preliminaries later into Thursday or even after the swimming sessions on Friday, or several other alternatives. Nothing will be determined until we actually determine accurate weather conditions.
We understand the need for each local school and school district to make safety the number one priority in regards to transporting their student-athletes and that there is the remote possibility that some will choose not to travel even if the meet continues as scheduled. We encourage you to always make those safety-based decisions. […]
