Update The Middle School Advisory Committee is being re-tooled following the departure and retirement of several members immediately prior to and during the current pandemic. As part of its required charge, the Middle School Advisory Committee has recommended the change below to the Kentucky Board of Education. The change was approved through two readings of the Kentucky Board of Education, and is slated for final consideration by the General Assembly (Administrative Regulations Review Subcommittee) in June, 2014.
Below is the text of the relevant portion of the regulation. It is important to note that the regulation change has a phase-in date in 2015-2016, however the regulation is not final until approved by the Kentucky General Assembly through its committees.
(7) Beginning with the 2015-2016 school year and thereafter, require that no student enrolled initially in grade (5) through grade (8) during the 2015-2016 school year or thereafter who is repeating a grade for any reason be eligible to compete in interscholastic competition involving students enrolled in grades six (6) through eight (8) while repeating a grade;
04/16/14 – Scheduling Grid for 2015-2018, Week 0
Because of the scheduling moratorium, the scheduling grid for 2015-2018 was not originally included in the material released yesterday. It is imperative that you remember that because changes could still be made to the alignment before it is adopted, that you not sign contracts for games to be played 2015 and beyond. These changes could result from the feedback requested of the membership and related responses considered by the Board of Control at its May meeting.
However, several schools have indicated a desire to conduct tentative scheduling meetings in the next few weeks. Therefore, the tentative scheduling grid for 2015-2018 has been posted on the page with the other realignment information. 04/15/14 – Football Draft Alignment Information and Feedback
Throughout this school year, the Board of Control Team Sports Committee has been conducting discussions and working with staff on finalizing a draft alignment of schools for the 2015 through 2018 playing seasons. The Board has authorized me to release a draft of schools divided into districts for play during the 2015 through 2018 seasons.

04/10/14 – Reminders about Title IX and Participation List Submission Due April 30
As spring sports are now fully in swing, it is time to remind each of you that the annual reports for Title IX and the Participation List are due on April 30.
- If you have specific questions about Title IX and the law itself, any of our Assistant Commissioners should be able to help get you some assistance. Asst. Commissioner Darren Bilberry is our primary contact for your questions related to the law and its interpretations.
- Information Technology Director Rob Catron as well as almost any of our support staff can help you with electronic issues including login and report preparation using the online system. The online system will have entry available beginning on Monday, April 14.

04/09/14 – Roster Maintenance, 2014 Title IX/Participation Entry
Later this week, the balance of the reporting mechanisms will be released regarding this year’s Title IX and participation reports. These reports are required of ALL KHSAA member schools annually. There are two important reminders and items schools may be working on in advance of the final report release which will greatly expedite the completion of the required work.
ROSTER REVIEW
Though there is a formal and technical part of roster review as a component of the reports, a minor revision has been made in the menuing system that can help you maintain your data on an ongoing basis, and not have to do everything at the last minute.

04/07/14 – Positive Changes on the Catastrophic Insurance Front
As most of you who are involved in purchasing athletic insurance for districts or schools are aware, the market remains very tough for this specialized type of coverage. For more than 30 years, the most visible benefit to membership in the KHSAA has been the Catastrophic Insurance that is provided to all member schools and funded by the membership dues. As a matter of fact in recent years, the premiums for insurance paid by the Association total almost exactly the same as the total dues received, making it a smart volume purchase for the membership. This excess insurance policy currently has a deductible of $25,000, and each student is required to have basic coverage up to that deductible in order to be eligible to play sports and sports activities per an order of the Kentucky Board of Education approximately twenty years ago.

03/31/14 – Important Survey Available Concerning Swimming Facilities
It has been nearly twenty years since a complete facility inventory/assessment has been conducted in our state regarding competitive swimming pools and available resources for high school competitions. As swimming continues to grow, it is important that we have accurately identified the location of all of the competitive swimming facilities available to KHSAA member schools.
With that in mind, we are asking one person from each school to complete the online survey at https://www.surveymonkey.com/s/20132014swimdive on or before Monday, April 21, 2014. The data will be used for future research into regional site selection, alignment of teams and the maintenance and growth of the sport.

The KHSAA Board of Control, at a special meeting on March 20, 2014, took action on several pending matters. At the meeting, the Board of Control:Approved SELECT SPORT as the official ball for postseason play in Soccer beginning with the 2014-2015 school year;
Approved BADEN as the official ball for postseason play in Volleyball beginning with the 2014-2015 school year; and
Approved the requests by nine member schools to voluntarily play into a higher classification in the 2015-2018 football alignment, and nine member schools to move to a lower class compared to the original distributed school list. 02/18/14 – Phase 1 of Title IX Reports for 2014 include New Historical Matrix (T-2 Chart) and T35 Revisions
The initial phase of entry for the 2013-2014 Title IX Reports is available and online at schools.khsaa.org. There have been several enhancements this year based on the tour of regional meetings last fall and the great cooperation and feedback from the membership.
HISTORICAL TEAM MATRIX
A major change to help the membership is with the T2 form data. Previously, questions were asked regarding the T2 and the addition of new sports that required research and data collection each year. With the rapid turnover in ADs and Principals, the data received on the T2 form, which helps a school assess its potential compliance with Test 2 of Title IX, was inaccurate at best. To help with this problem, a new form is added that must be completed by each school ONLY ONCE and then the historical data will be built. This is titled the “Historical Team Matrix”. For nearly a year, the KHSAA staff has been working and preparing for the upcoming state wrestling tournament. After evaluating the last three to four years of tournament schedules and activity, three major problem areas were identified that needed immediate resolution:
- The “break” prior to the last wrestling round had to be eliminated, or certainly minimized. The circus atmosphere that had developed, which some may have viewed as fun, in fact resulted in at least five individuals being hit by thrown objects, including two police officers. Coaches and other adults refused to take charge of the situation, and in fact participated in many cases. 02/24/14 – Roster Entry Reminder – Post Season
This is a reminder about eligibility for postseason play in all sports, with today’s focus being on basketball. Today is the first day of basketball postseason and to be eligible to play in postseason, a student must be on ONE of the online rosters for the school (freshman, JV or varsity). It is NO LONGER NECESSARY, as has been explained throughout the year, to artificially move people up to the varsity roster for postseason or go in and make other manipulations of the roster. The listing of a student on any level roster allows for a student to play in postseason.
Also remember that to be on any roster, the student must have participated regularly at practice with the coach and the remainder of the team, and participated in competition representing the school against other schools at the freshman, JV or varsity level. The meeting began with a presentation from the Kentucky Pro Football Hall of Fame. Former Board member Steve Parker and former NFL Defensive Back led a delegation soliciting the Board and staff support in promoting the organization in helping to promote the history of football in the state. At its meeting January 27, the KHSAA Board of Control discussed and agreed on parameters surrounding an alignment of teams in football for the 2015 through 2018 playing season. While many issues constantly are discussed nearly every time the subject of football is brought up, it is timely that the alignment discussion become finalized. The following decisions have been finalized within the drafting of the alignment:

The originally distributed enrollment listings have been amended to reflect the merger of Wayne County and Monticello High Schools. Wayne County would then be a 4A school, with Moore being in Class 3A. The revised documents will be posted on the website.

The time schedule for the State Wrestling Tournament has been posted online for a few days, but based on a few inquiries, primarily from the Lexington area, it appears there is some misinformation being distributed, and exacting clarification may be helpful.
The staff members that manage this event have consulted a great many groups, and looked at dozens of ideas. They have talked to their peers in other states, other event promoters, coaches, officials and all sorts of other individuals. 12/06/13 – 10:30 am – Changes in Schedule, State Football Finals
After reviewing all of the available data/information and the most educated predictions, the KHSAA is making schedule adjustments for the rest of the weekend, and changes to a few of the event instructions to help with this weekend’s weather situation. Though there are dozens of factors that went into the schedule revisions, the first and foremost concerns have been competitor safety, and the travel needs of the entire school communities, especially the evenings when ice is highly anticipated. All 12 schools through their senior administration, have been involved in the lengthy discussions about options and individual situations considered, ranging from those three miles from the facility, to many hours away. In the end, the teams have committed at this time to being able to accommodate the schedule changes. 12/05/13 – 9:30 a.m. Current Status – KHSAA Football Finals – Weather Related Announcement
The KHSAA is closely monitoring the weather situation related to the football finals this weekend in Bowling Green, with both local weather information and public information from Kentucky Emergency Management.
12/5/2013 – 10:00 a.m.
At this point, the schedule remains the same, and the Class 1A (11 a.m.) and 3A (3 p.m.) games, scheduled for Friday, December 6 will be played as planned.
No later than 10:00 a.m. ET on Friday, December 6, a final determination will be made for the Class 6A (7 p.m.) and subsequent games and announced through all available means. As of 9:30 a.m. on 12/5, the games WILL BE PLAYED AS SCHEDULED, but this is subject to change based on changing conditions.

12/03/13 – Middle School Advisory Committee – Organizational Meeting
Middle School Committee Background Information – 12/3/1311/13/13- Revision in Track and Field Season, 2014 ONLY
At the November 11, 2013 meeting, the KHSAA Board of Control approved an allowance for Track and Field teams for the 2014 season only, to allow normal “regular season” meets to be run AFTER the regional meets, provided these regular season meets are held on or prior to May 17 and provided no school competes in more than 19 meets (not including the region and state). This allowance is further explained below, and is a situation specific to 2014 due to the likely involvement of more than fifty percent of the licensed Track and Field officials as the University of Kentucky hosts the SEC Outdoor championships on May 15-17, 2014.

11/13/13- Assignment of Postseason Basketball Officials, 2014-2016
The Commissioner has announced the assignment designation for officials for postseason basketball tournaments for the 2013-2014 through 2015-2016 playing seasons. This announcement continues the recent practice of advising both local associations and the member schools as to which local association will service postseason play in specific regions, and the information was provided to the Board of Control at its September meeting. The Association in the top row will provide game officials for the region listed below that association number during the designated year. 11/11/13- Movement of Schools in Alignment, Basketball 15th Region
At its regular meeting on Monday, October 11, the Board of Control voted to approve the unanimous request of the seven public school superintendents in the Basketball 15th region to make two alignment changes in an effort to balance the number of teams in each district within the region. The move is effective with the 2014-2015 playing seasons and will impact baseball, basketball, soccer, softball and volleyball.
The changes will be:
- In Baseball, Basketball, Volleyball and Softball, Lawrence County will move from District 57 to District 60, to be in the district with Belfry, Phelps, and Pike County Central.
- In the sports in which they participate, Piarist Academy would move into District 59 to join East Ridge, Pikeville and Shelby Valley and create a four team district thereby reducing the 58th district to four teams.

11/05/13 – High School Playoff Contests Asked to Honor Veterans
KHSAA State High School Events Honoring Veterans At Events Closest To Veterans Day
Through the efforts of a veteran and concerned individual by the name of Robert Williams of Menlo Park, California, there is now a national movement to have every high school and college in the United States honor all veterans and active duty military at events near Veteran’s Day. This is a great way to recognize our veterans and active duty military and hopefully reinforce to all the importance of their sacrifices and the meaning of Veteran’s Day. The KHSAA is grateful to be able to participate.
For the first round of the football playoffs at home sites this weekend, each home school will be asked to request all veterans and active duty military in attendance to stand and be recognized for their contributions.

10/22/13 – Information On Ordering Tickets to State Football Finals
Seems like the years continue to go faster, as it is again time for us to take orders for advance tickets to this year’s Russell Athletic/KHSAA State Football Finals. We hope we can count on your continued support for the twelve teams that make it to the finals. Here are some notes about this year’s finals.
- The games will be played on Friday, December 6 and Saturday, December 7 at Feix Field, Houchens Industries – L.T. Smith Stadium at Western Kentucky University in Bowling Green;
- Game times will be 11:00 (1A), 3:00 (3A) and 7:00 (6A) on Friday, and will be 11:00 (2A), 3:00 (4A) and 7:00 (5A) on Saturday. All times are Central Time;

10/09/13 – Commissioner Issues Clarification about Postgame Activity, Corrections to Erroneous Media and Social Media Reports
First, for those who may choose to read no further, there has never been a ban or prohibition on postgame handshakes or other types of good sporting behavior by the KHSAA, its Commissioner or its Board of Control. Nor has such a ban been proposed. There is no ban or prohibition on such activity today or contemplated for the future.
This message has been composed entirely by the Commissioner of the KHSAA. I do not want any room for misinterpretation or anyone else being accused of being involved. As the Commissioner, I take very seriously my role to ensure clear, concise and accurate communication regarding the expectations for our membership, participants, coaches, officials and all involved.

10/08/13 – Commissioner’s Directive on Postgame Activity
For those that may choose to read only the first few lines, it is worth reiteration. THERE IS NO BAN OR PROHIBITION ON POSTGAME HANDSHAKES. Has not been considered, contemplated or reviewed as an option.
Several sports have “traditions” regarding postgame handshakes, etc. by team members (both en masse and as individuals), but none of them have such action dictated by playing rules. While it is an obvious sign of sportsmanship and civility, many incidents have occurred both in Kentucky (more than two dozen in the last three years in Kentucky alone) and throughout the country, where fights and physical conflicts have broken out during these postgame handshakes. And this is not restricted to specific sports. In our state alone, incidents in soccer, football and volleyball have occurred this fall.

At the request of the membership, the capsule of the remarks made by the Commissioner to the 2013 Annual Meeting are contained below.
As we start this session, I would like to do something different this year. Instead of talking to you about our strategic direction, paths and the state of the association, let’s use this session for a current events update and to recognize some of our member schools, as well as catching you up on current operations.
The first thing i would like to do is to ask two of our breakout speakers to come forward.

09/13/13 – Proposal by Proposal Analysis of 2013 Annual Meeting Proposals
This is the second part of a two-part effort to talk about the 2013 KHSAA Annual Meeting.
During the morning sessions, there are three great workshops. Veteran maintenance and grass/grounds experts Bucky Trotter and Dr. A.J. Powell will conduct a seminar entitled: “Proven Specifications & Maintenance Practices for Kentucky Sports Fields”; Kobie Baker of the NCAA Initial Eligibility Staff will conduct an in depth seminar on the changes coming by the NCAA with his sessions, “NCAA Eligibility 101, 2point3”; and Dan Schuester of the NFHS Coaching Education Department will conduct a great session called “Your Coaches, Your Community” and talk about options available for continued training.

09/11/13 – Reminder about Schools Being Encouraged to Participate in Annual Meeting
This is always a great time of year. School has started, the Friday night lights are on, the fields and courts are in use every night. And again this year, we are privileged to be completing another circuit around the state holding regional meetings about KHSAA operations, online data management and Title IX.
But now its time to deal with some of the “business issues” surrounding the KHSAA. And a lot of that business is accomplished through the Annual Meeting. Truth be told, other than the championship final events and recognition ceremonies, this event continues to be one of my favorites. Our staff gets to sit down and meet with those people in the trenches at the local schools, and talk about issues facing both groups. Our philosophies and perspectives are different, so too naturally are our opinions.

09/04/13 – Reminder about KHSAA members playing Australian Traveling Basketball Teams
Recently, the KHSAA has received several inquiries regarding the member schools of the Association being able to play basketball teams from Australia. In the interest of a consistent answer for all member schools, this clarification is being issued regarding play in all team sports (baseball, basketball, football, soccer, softball and volleyball).
KHSAA member schools are under the following restrictions for opponents in the team sports. These have not changed, and are reiterated for clarity:
08/30/13 – Additional Information Received – Riddell Helmets with Helmet Add-ons
As the coaches are aware, we have sent out several bits of communication regarding helmets and helmet add-ons. Today, we received the information below that was sent out by Riddell regarding the use of add-on devices to their helmets. This notice reiterates the stance we have consistently held, that unless you receive written approval from a helmet company that they consider their helmet to be NOCSAE certified with any add-on (cap, glue on pad, or any other add-on to the shell of the helmet), then these attachments cannot be worn in practice or competition.

Just about three quick reminders after watching quite a bit of Week 0 video.
FB Experimental Rule
Remember we are experimenting with a rule on kickoffs. This experiment adds to the end of 6-1-3, “After the ball is marked ready for play and until it is kicked, no member of the kicking team with the exception of the kicker may be more than five yards behind the kicking team’s free kick line.” As we apply this experiment, remember it is only a foul if someone is touching beyond the goal line side of the five-yard mark. In other words, with a standard 40-yard line kickoff, if someone were touching the 35-yard line, but not beyond the goal-line side edge of that line, it is legal. Don’t over officiate this new rule. Something has to be touching beyond.

08/30/13 – Heat Timeouts Mandated for Football Week 1, August 30 and 31
Obviously with today’s extreme temperatures and expected to go through the weekend, a quick reminder is in order.
YES, for this entire weekend and in all games regardless of temperature, we will mandate a heat timeout which shall not be charged to either team, during each quarter. The time-outs should be taken at the first change of possession following the six minute mark of each quarter.
Officials and coaches should also remember that the Heat Index Policy is in place for all games. If the heat index is 95 to 99, then a break is mandatory for at least 10 minutes in duration, every 30 minutes. If the heat index is above 99, no activity, including warmups, is permitted due to the requirements for safety equipment.

08/23/13 – Heat Reminders and Time-Out Procedures Reiterated for Football games
With tonight being the first permissible night for football contests, this notice and directive is important to help ensure the health and safety of the competitors. Due to the extremely low temperatures that have existed throughout most of fall practice, it is possible that many athletes are not properly acclimatized to the wearing of gear in hot weather, in spite of meeting the required number of days. Out of an abundance of caution, and respect for the safety of the competitors, coaches and game officials, officials are directed to take the NFHS permissible heat time-outs during each quarter of each game played on August 23 and August 24 if the ambient temperature at the playing site is 80 degrees or higher. In most cases, we will not reach the normal levels of the heat index monitoring regulations, but safe is certainly better than sorry. This notice effects all football games played in Kentucky involving KHSAA member schools at al levels of play.
The point differential to initiate the running clock has been changed from 45 points to 36 points. Though this was previously noticed to all football coaches, this reminder is necessary as the season is about the begin. As was stated in the earlier notice email, the Commissioner’s Football Advisory Committee, which is made up of coaches and athletic administrators throughout the state, felt strongly that having had ample time to evaluate the previous difference, and with a desire surrounding injury prevention and efficient conduct of the games, that the number should be changed.

08/13/13 – Reminder about 2013 KHSAA Annual Meeting
This is intended for all KHSAA member school Superintendents, Principals and Athletic Directors and the link can be forwarded as needed.
The 2013 Annual Meeting of the membership of the KHSAA is to be held on Thursday, September 19 in the Thorobred meeting rooms on the third floor at the Lexington Center (High Street level,adjacent to the concourse of Rupp Arena). A final agenda will be published in the coming weeks, but the meeting is expected to begin at approximately 8:00 a.m. ET. and conclude not later than 1:30 p.m.
This specific meeting has professional development opportunities in the morning, a discussion period regarding proposals for rules changes, and a meeting where delegates convene to approve or disapprove the proposed KHSAA Constitution and Bylaw changes.

08/10/13 – NOCSAE Position Statement Revised Again Helmet Attachments, Clarification for Coaches and Officials
NOCSAE, National Operating Committee on Standards for Athletic Equipment, has again revised its position statement regarding Helmet Attachments. The complete position statement is located on their web site, and available CLICK HERE TO VIEW THE LATEST POSITION STATEMENT FROM NOCSAE.
Neither the KHSAA, not the NFHS tests football helmets. As such, we cannot make an evaluation concerning any claim made about a product that is added to the helmet or its usage.
However, the KHSAA does strictly adhere to the NFHS playing rules. NFHS playing rule 1-5-3(9) clearly states that any piece of equipment is illegal if not worn as intended by the manufacturer. It is the obligation of the helmet manufacturer to indicate to the member school IN WRITING that a specific helmet attachment is being worn as intended by the manufacturer if such equipment is worn. 08/05/13 – Reminder about Approved Football Experimental Playing Rule
For the 2013 playing season (and possibly beyond), the KHSAA is conducted an approved experiment with the NFHS playing rules dealing with the formation of the kicking team on a free kick (kick-off).
DESCRIPTION OF MODIFICATION: Add to end of 6-1-3. After the ball is marked ready for play and until it is kicked, no member of the kicking team with the exception of the kicker may be more than five yards behind the kicking team’s free kick line.
The intent of this change is to hopefully slow down the acceleration of the kicking team members and reduce some of the collision involved with the full-speed kicking team member collides with the somewhat stationary receiving team member in an attempt to reduce opportunity for injury and minimize risk. The penalty would remain encroachment (as 6-1-3 is now), and would be a dead ball foul, killing the kick immediately to prevent potentially hazardous contact.
