When we gathered and then adjourned abruptly at Rupp Arena last March, most of us had no idea what the next 12 months would hold. We left that fateful afternoon hopeful for a short pause and then the “normal” completion of the tournaments, followed by a complete spring season. Little did we know.

The COVID-19 pandemic has disrupted everyday life for almost a year at this point. There is hardly anyone who would dispute the validity of that statement. To survive and continue moving forward during the past 12 months, we have been faced with finding new ways to accomplish our daily tasks.

Instead of meeting face to face with a group of people, we converse with people in rectangles on computer screens.

Instead of sitting together with family and friends in crowded restaurants, we pay someone to bring the food to our homes.

Instead of those shopping sprees at the nearest mall, we order online and provide more business for the army of overnight delivery vehicles in our neighborhoods.

The COVID-19 pandemic has certainly caused everyone to hit the pause button on life. During the stoppage and forced time away from routines, and even as some activities have resumed, many people have come to more deeply appreciate the important things in life – family, friends, and faith among others.

Still, the loss of certain routines and regular activities seem to hurt worse than others, namely last spring when high school sports and performing arts were shut down. Millions of students, coaches, parents, and fans quickly began to realize and more deeply appreciate the privilege of involvement in these education-based programs in schools.

08/21/20- Restart of the Opportunity to Practice and Play Sports

This is being sent to all KHSAA member schools through the Principal and Athletic Director. It is also as a courtesy, copied to Superintendents.   Good afternoon. As most of you are aware, the KHSAA Board of Control voted yesterday to stay on course with allowing practice for fall sports to begin in the member schools beginning on August 24 followed by fall sports contests (other than Golf) being allowed on September 7 (September 11 for football). The vote was 16-2 to continue to accept Option 1 as the allowances for fall sports. 08/04/20- The Planned Return of Interscholastic Athletics Challenges Us All

As the start of the school year approaches, there has been a lot of focus on whether students should go back to school and if interscholastic athletics should return. Some think we should just stay inside our homes for months at a time. Others seemingly refuse to acknowledge that the virus exists.

These topics have been discussed repeatedly and one thing  seems clear: There is no one-size-fits-all answer that will satisfy (in no particular order) school administrators, teachers, coaches, parents, and students.

As the state athletics and activities associations that oversee high school athletics in eight states, however, we know the importance of getting our student-athletes back on the courts and playing fields as soon as it is safe to do so. We must safely exhaust every effort and alternative possible to prevent a repeat of the sacrifices made by spring 2020 participants and those in some 2020 State Basketball events.

The Kentucky High School Athletic Association (KHSAA) is aware and continues to monitor the issues with COVID-19 (Coronavirus). We are keenly aware of the recently declared emergency status and the primary purpose for which those declarations were made, to enable and expedite federal assistance with state and local efforts. We will review any new developments and listen to medical experts as they advise not only the KHSAA but our Commonwealth and country on alternative next steps. We will work with our member schools and our host facilities to take every precaution to ensure a healthy and safe environment for everyone involved.

08/24/19- Parents and Adult Fans: The Biggest Challenge Facing High School Sports Today

Inappropriate adult behavior at high school athletic events in Kentucky and across the United States has reached epidemic proportion.

When more than 2,000 high school athletic directors were asked in a recent national survey what they like least about their job, 62.3% said it was “dealing with aggressive parents and adult fans.”

And the men and women who wear the black and white stripes agree. In fact, almost 80% of officials quit after the first two years on the job, and unruly parents are cited as the reason why. As a result, there is a growing shortage of high school officials here in Kentucky, and in some sports like wrestling, swimming, and track and field, the shortage is severe. No officials means no more games.

02/12/2019-Commissioner’s Statement on NFHS Football Rule Change Related to Replay

KHSAA staff is aware of the rule change and thankfully, we were part of the discussion. At this point, there are no plans to implement replay for our state football championship games, which is likely the only round in which we would consider it at this time. There is also no current plans to implement replay in other sports as well. It would take considerable research into costs, facility equipment, and needed manpower before stepping into this area. We applaud our peer states for their experimentation in this area and are equally proud that they were able during an experimental period to try the rule at minimal cost. We are also aware that for the future, that “minimal cost” will be changing to market pricing and again, have to ask the question of practicality.

11/20/18- Kentucky Student-Athletes Invited to Apply for 2019 Kentucky Ag Athletes of the Year

Kentucky senior student-athletes with ties to agriculture may apply for one of six scholarships and the honor of being recognized as a 2019 Kentucky Ag Athlete of the Year.

The program is a partnership of the Kentucky High School Athletic Association (KHSAA) and the Kentucky Department of Agriculture (KDA).

“Students who participate in athletics and work in agriculture must juggle work, sports, and studies to achieve their goals,” Agriculture Commissioner Ryan Quarles said. “This program is a way we can recognize their hard work and sacrifice while helping them continue their education.”

From the Greatest Generation to Baby Boomers, Generation X to Millennials, teenagers in every era have had challenges growing up.

In today’s digital world, high school students are being tested in unique and demanding ways. The Washington Post confirms that 73 percent of all American teenagers own their own smartphone and, on average, spend almost nine hours a day texting, chatting, gaming, blogging, streaming and visiting with friends online.

Although conclusive research showing a direct correlation between the mental health of teenagers and smartphone usage won’t be complete for years, it isn’t a great confidence builder for a student to discover online that everyone else seems to have more friends.

08/22/18- Basketball Interpretation Relative to Bylaw 9 Due to Changes in NCAA Women’s Recruiting Calendar

Due to changes in the NCAA recruiting calendar for women, an interpretation is necessary to KHSAA Bylaw 9 and this interpretation supersedes Case Situation BL-9-6 from the 2017-18 KHSAA Handbook.

Bylaw 9 states that athletes who have previously BOTH been enrolled in grade nine and then subsequently represented a KHSAA member in a contest or scrimmage, cannot play in an organized basketball game from the first day of classes for the student body through the first day of practice (October 15).

There are two exceptions for females. The relative provisions are contained in Bylaw 9. These provisions state –
(3) Permissible competition by females during this period shall include:
a. permitted evaluations held at nonscholastic women’s basketball events during the weekend designated for evaluation by NCAA coaches; and

    These individuals are so important that, in fact, there would be no organized competitive sports at the high school level without the men and women who officiate these contests every day across the country.     Recently, the Commissioner’s office has been made aware of several questions and concerns regarding various approved changes to the eligibility rules of the KHSAA. A reminder to all involved is that once a proposal receives the requisite vote of the membership, that is only the FIRST of many steps for the proposal to have the force of regulation.

    12/11/15 – Applications Being Accepted for Louis Stout Memorial Scholarship

    When former Commissioner Louis Stout passed away in 2012, his widow Anna directed that donations on his behalf go to the Louis Stout Memorial Fund for Students. She felt this was a chance for the KHSAA to honor student-athletes who excel in athletics, academics, school service and community service. 

    Applications are being accepted for students to apply for those awards through January 31, 2016. The award winners will be announced in conjunction with the boys’ state basketball tournament in March. Two grants, each in the amount of a one-time scholarship of $2,000 payable to an institution of higher learning, will be awarded each year for the next four years. The scholarship is not renewable and is not endowed for expansion. Minimum criteria is a 3.5 (converted to 4.0 scale) grade point average; involvement in varsity sports or sport-activities; involvement in other school activities and a record of community service/involvement.

The proposal as drafted is not a measure to simply allow participation by home schooled students despite any title reference to Tim Tebow, who participated as a home schooled student in Florida.     This reminder that the 2015 Annual Meeting of the membership of the KHSAA is to be held on Thursday, September 10 in the Bluegrass Ballroom on the third floor at the Lexington Center (High Street level,adjacent to the concourse of Rupp Arena). A final agenda will be published in the coming days, but the meeting is expected to begin at approximately 8:00 a.m. ET. and conclude not later than 1:30 p.m.

    Over the last week, many of you, and I mean a great many, have taken the time out to call, text, email and send cards of condolence to our office upon learning of the death of our long-time physical plant director John Ginn. He was our own “Wal-Mart greeter” during his 31-year tenure here and knew many of you by face and name from our many meetings and tournaments.

    On behalf of all of our entire staff, and Johnny’s family, I just wanted to say a heartfelt thank you. We appreciate your outpouring of concern, and your understanding yesterday when our office was closed to allow for participation in his funeral and burial service.

    This is being sent to all Principals, Athletic Directors, Superintendents and Coaches of Member Schools. This is being sent via an electronic application and it is possible that any direct replies will not be received by the sender.

    A few reminders as the Dead Period is about to begin:

    • A reminder that the Dead Period for ALL sports starts at 12:00:01 a.m. on June 25 and goes through 11:59:59 p.m. on July 9. There is to be no use of school facilities, team uniforms, transportation, coaches, personnel or anything related to the athletic program.
    • School funds may not be expended in support of interscholastic athletics in any KHSAA sanctioned sport during this period.
    • There is to be no communication between coaches and players during this period, including email, social media, texting, phone and all other forms.

    Long-time KHSAA Administrative Support Specialist Phyllis Sallee is retiring from the KHSAA after many years of faithful service. As such, the KHSAA will be looking to fill a total of two positions, Mrs. Sallee’s and another that had been vacant approximately one month. “Phyllis has been a tremendously valuable member of our staff and has served in a support capacity for several staff members during her tenure. Her work ethic is second to none, and we will certainly miss her going forward,” according to KHSAA Commissioner Julian Tackett. “We wish her the best of health and happiness and a great enjoyable retirement.”

    03/19/15 – Statement on Passing of Ira Combs

    Commissioner Julian Tackett issued the following statement upon the death of Ira Combs-

    “Ira Combs was a larger than life figure whose regular appearance at the Sweet 16 was a source of personal pride, as was his legendary work with the Joe B. Hall Classic and other high school events on an annual basis. His year-round work supporting the mountain schools, and all KHSAA schools, as well as his beloved UK Wildcats was truly a labor of love. Just yesterday, Ira stopped by press row and commented favorably on the revised press row setup, while leaving me with another commemorative pin. His passing is further proof that life is fragile and you should cherish every moment. To his beloved Dilce Combs brethren and his brothers and entire extended family, we offer our sympathies and prayers. RIP Ira.”

    09/29/14 – Four Measures Receive Approval at Annual Meeting

    At the Annual Meeting of the membership of the KHSAA, four proposals received the votes necessary for approval. The membership was represented by 215 of the schools (out of 277 members), a turnout very comparable to the past few years, with 144 votes (2/3 majority of those present) being required for a proposal to receive approval.

    The proposals will now go to the KHSAA Board of Control for a formal recommendation to the Kentucky Board of Education. Absent any procedural snags, the proposals will go to the Kentucky Board of Education for a two-meeting consideration phase, with final approval by the Kentucky Board of Education anticipated in April. Following that consideration, if approved, the proposals will go to the Regulation Review Subcommittee of the Kentucky General Assembly and the Interim Education Committee for final approval with a hopeful effective date of August 1, 2015 for any changes.

    As some of you may know, Johnny Ginn’s wife, Billie, passed away Wednesday night after a battle with cancer. Arrangements for Billie Ginn are as follows:

    Visitation will be held from 5 p.m. to 8 p.m. on Sunday, September 7, 2014 at Kerr Brothers Funeral Home (3421 Harrodsburg Rd., Lexington, KY 40513).

    The service will be held Monday, September 8, 2014 at 10:30 a.m., also at Kerr Brothers Funeral Home, with interment at the Lexington Cemetery.

    “Following the announcement of the bill introduced by Representative Stan Lee (R-Lexington) on Tuesday, our office has received a number of phone calls and emails from media members seeking comment. While this bill was originally reported as a measure to allow home schooled children to play athletics at the middle and high school level, the actual details are much more impactful to education-based athletics and its impact much more pervasive on our member schools. As it is currently drafted, the bill would fundamentally alter high school athletics in the state, as it would allow all nonpublic school student-athletes to attend a nonpublic school and yet compete for public schools at their discretion, if the school in which they are attending (including home school) didn’t offer a specific extracurricular activity.

    As spring sports are now fully in swing, it is time to remind each of you that the annual reports for Title IX and the Participation List are due on April 30.

    • If you have specific questions about Title IX and the law itself, any of our Assistant Commissioners should be able to help get you some assistance. Asst. Commissioner Darren Bilberry is our primary contact for your questions related to the law and its interpretations.
    • Information Technology Director Rob Catron as well as almost any of our support staff can help you with electronic issues including login and report preparation using the online system. The online system will have entry available beginning on Monday, April 14.

    Again this year, based on feedback from the membership and members of our Athletic Directors Advisory Committee, there have been several system changes to make this task easier. Here are the highlights:

    As most of you who are involved in purchasing athletic insurance for districts or schools are aware, the market remains very tough for this specialized type of coverage. For more than 30 years, the most visible benefit to membership in the KHSAA has been the Catastrophic Insurance that is provided to all member schools and funded by the membership dues. As a matter of fact in recent years, the premiums for insurance paid by the Association total almost exactly the same as the total dues received, making it a smart volume purchase for the membership. This excess insurance policy currently has a deductible of $25,000, and each student is required to have basic coverage up to that deductible in order to be eligible to play sports and sports activities per an order of the Kentucky Board of Education approximately twenty years ago.

    02/18/14 – Phase 1 of Title IX Reports for 2014 include New Historical Matrix (T-2 Chart) and T35 Revisions

    The initial phase of entry for the 2013-2014 Title IX Reports is available and online at schools.khsaa.org. There have been several enhancements this year based on the tour of regional meetings last fall and the great cooperation and feedback from the membership.

    HISTORICAL TEAM MATRIX

    A major change to help the membership is with the T2 form data. Previously, questions were asked regarding the T2 and the addition of new sports that required research and data collection each year. With the rapid turnover in ADs and Principals, the data received on the T2 form, which helps a school assess its potential compliance with Test 2 of Title IX, was inaccurate at best. To help with this problem, a new form is added that must be completed by each school ONLY ONCE and then the historical data will be built. This is titled the “Historical Team Matrix”.     First, for those who may choose to read no further, there has never been a ban or prohibition on postgame handshakes or other types of good sporting behavior by the KHSAA, its Commissioner or its Board of Control. Nor has such a ban been proposed. There is no ban or prohibition on such activity today or contemplated for the future.

    For those that may choose to read only the first few lines, it is worth reiteration. THERE IS NO BAN OR PROHIBITION ON POSTGAME HANDSHAKES. Has not been considered, contemplated or reviewed as an option.

    Several sports have “traditions” regarding postgame handshakes, etc. by team members (both en masse and as individuals), but none of them have such action dictated by playing rules. While it is an obvious sign of sportsmanship and civility, many incidents have occurred both in Kentucky (more than two dozen in the last three years in Kentucky alone) and throughout the country, where fights and physical conflicts have broken out during these postgame handshakes. And this is not restricted to specific sports. In our state alone, incidents in soccer, football and volleyball have occurred this fall.

    This is the second part of a two-part effort to talk about the 2013 KHSAA Annual Meeting.

    During the morning sessions, there are three great workshops. Veteran maintenance and grass/grounds experts Bucky Trotter and Dr. A.J. Powell will conduct a seminar entitled: “Proven Specifications & Maintenance Practices for Kentucky Sports Fields”; Kobie Baker of the NCAA Initial Eligibility Staff will conduct an in depth seminar on the changes coming by the NCAA with his sessions, “NCAA Eligibility 101, 2point3”; and Dan Schuester of the NFHS Coaching Education Department will conduct a great session called “Your Coaches, Your Community” and talk about options available for continued training.

And again this year, we are privileged to be completing another circuit around the state holding regional meetings about KHSAA operations, online data management and Title IX.

    But now its time to deal with some of the “business issues” surrounding the KHSAA. And a lot of that business is accomplished through the Annual Meeting. Truth be told, other than the championship final events and recognition ceremonies, this event continues to be one of my favorites.     In an effort to ensure that we start the school year with an accurate Overall Athletic Roster, we have implemented again an initial step that an administrator with Athletic Director level access  must perform before rosters can be updated and subsequently, statistics entered. Keep in mind that the online roster data forms the basis of both your school’s Title IX report and annual participation lists that are due in April.

    Athletic Directors and Principals: DO NOT give someone else access to your login credentials. If you need to create additional users, you may do that through secure system by logging in to schools.khsaa.org.

    As the amendments to 702 KAR 7:065 work their way through the administrative review process, I/we have been asked to hold off in any communication that could be considered final as well as development of additional material until the regulation is approved in final form, partly to ensure that we send a consistent message. However, it seems timely to update you on the progress of these changes, particularly with the changes proposed related to Middle School Athletics. As you are aware, the genesis of these changes was a study commissioned by the legislature in 2012, with findings reported to the Kentucky Board of Education for implementation through the Kentucky Department of Education.

    04/21/13 – Changes to KHSAA High School Rules Approved by KBE

    Each year, the KHSAA must submit through KDE, any requested changes to 702 KAR 7:065 effecting governance of high school athletics. Pursuant to KRS 156.070 (2), the Kentucky Board of Education is responsible for all levels of interscholastic athletics in all grades, and has delegated such authority to the KHSAA for many years. Annually, requests for changes to regulations for interscholastic athletic competition at the high school level are submitted from a variety of sources through the KHSAA Board of Control. Normally, this involves a proposed set of changes that are voted on in the fall by the membership, then approved by the Board of Control, and subsequently reviewed as part of 702 KAR 7:065 by the Kentucky Board of Education. After these steps, the proposed changes are taken to the legislature through the Administrative Regulation Review Subcommittee, for final approval.

    At its April meeting, the Board continued its discussion regarding game limits for the sports of the KHSAA.  The Board had asked staff to research surrounding state limits for comparison (results are posted as attachments at http://portal.ksba.org/public/Meeting.aspx?PublicAgencyID=4374&PublicMeetingID=8983&AgencyTypeID=1). In addition, at this discussion, the Board asked for further reports about the actual number of games being played, using the scoreboard data as a resource (that data is also posted in the committee material).     03/25/13 – Clarification on Cold Weather Participation

    The office has received several calls from people asking about a “Cold Weather Index” to parallel the existing Heat Index rules and regulations. At the present time, such an index does not exist in terms of a policy to eliminate participation at certain temperature combinations. However, the NFHS Sports Medicine Committee, as part of its 4th edition Sports Medicine Handbook provided to the member schools, has set up best practices documentation and suggestions to dealing with extreme cold. The recommendations are posted on the KHSAA web site at /sportsmedicine/nfhs/coldweatherrecommendations.pdf Please feel free to use this valuable resource document.     9/20/12 – New Free NFHS Coaching Education Course Helps with NCAA Eligibility Center

    The NFHS and NCAA have jointly announced a new course through their learning center that helps fully explain the requirements related initial collegiate eligibility. This FREE course should be viewed by Athletic Directors and Guidance Counselors who have the thought that any of their students may eventually be desiring to play sports at an NCAA institution (at any level). The rules of the NCAA continually change, and this course is extremely helpful in explaining these rules.

    The NCAA Eligibility Center Coaching Education course has been jointly developed by the Eligibility Center and the National Federation of State High School Associations (NFHS).  The course is designed to educate teachers, coaches, parents, and counselors about the NCAA’s initial eligibility requirements.  After completing the course, you will be more prepared to advise your student-athletes about the necessary steps to become certified to compete in NCAA Divisions I and II athletics.     09/20/12 – NFHS Releases Opposition to Proposed 10-month Soccer Schedule for U.S. Soccer

    The NFHS, supported by the member state associations including the KHSAA, has released a position opposing the new 10-month schedule proposed by the U.S. Soccer Development Academy. This proposed schedule is an effort to force kids to choose between school based programs (such as those sponsored by KHSAA) and the Development Academy designed to help with the national teams to represent the US in international competition. To require this choice by a vast majority of participants, when there is a very minimal chance the student would ever be selected for one of those teams, is simply not in the best interest of students who will never again have the opportunity for the high school experience. I feel as Commissioner of the KHSAA, that this is simply unconscionable as an alternative for students to have to make that choice.     When I sat down a few weeks ago and discussed the board’s evaluation from last year and plans for the coming year, I was again told to take those thoughts to the membership this morning, including plans for some operational changes and potential regulation changes.
     
    As most of you know, my philosophy is perhaps a little different than some of my predecessors. I don’t want to study something to death, or be comfortable “the way it’s always been done”. I think for too long, as an association, we stood at the fork in the road and spent far too much time trying to decide which way to go. We will take those forks we choose, and then another if that doesn’t work out.

    This is the second reminder about this year’s KHSAA Annual meeting. It’s each school’s opportunity to have a say in the rules of the Association for the future. In addition, there will be professional development opportunities in the morning as usual, with this year’s session focusing on the cleaning and long-term preservation of indoor playing surfaces such as gym floors; a vital session on intellectual property and the need to protect your school logo and other items; and an update with suggested implementation of the development of an Emergency Action Plan.     This is not intended to accuse any specific school or system, but to issue a genuine reminder. All member school administrators would be well served to forward this to all of your coaches on record.


    DEAD PERIOD REMINDER On several occasions in the last few days, we have received inquiries from individuals claiming to be parents in specific school systems, very upset that workouts were going on among team members, etc. at a time when it was supposed to be dead. A few reminders to keep all properly informed about KHSAA Bylaw 26, the Dead Period.

    When I sat down a few weeks ago with our new board president and discussed the board’s evaluation from last year and plans for the coming year, he told me he thought I might want to take a different twist during this time I have with you.     2011 Annual Meeting – Proposal by Proposal

    This is the second part of a two-part effort to talk about the 2011 KHSAA Annual Meeting.

    There are twelve proposals on the agenda this year. Seems like about the right number, but very few if any are really significant in that implementation will not be extremely difficult for the membership.


    Proposal 2011 – 1 – A proposal to revise Bylaw 6 and 7 to clarify the applicability of each rule between domestic and foreign students. Let’s face it, not all transferring students fit into the cookie cutter rule and forms of yesterday. We are in the middle of a military conflict that has resulted in thousands of new citizens coming to the United States for a variety of reasons.     Annual Meeting – Every School’s Chance for Involvement!

    This is a great time of year. In all areas of the state, school has started. The Friday night lights are lit up, the fields and courts are in use every night (and seems like 24 hours in some areas and schools). But then reality sets in, and its time to deal with some of the “business issues” surrounding the KHSAA. And a lot of that business is accomplished through the Annual Meeting. Truth be told, other than the championship final events and recognition ceremonies, this event is one of my favorites. Our staff gets to sit down and meet with those people in the trenches at the local schools, and talk about issues facing both groups. Our philosophies and perspectives are different, so too naturally are our opinions.
