  • After final clearance and review from the KHSAA / KMA Sports Medicine Committee last Thursday, the revised required GE04 and optional PPE01 have been published on the KHSAA website. 
  • There are notable changes on the forms this year, not only in content but in handling procedure.
  • Physicals already administered may be honored, but a revised GE04 form should (recommended but not required) be provided to parents and students to ensure the proper separation of medical records as detailed below.

Free Throw Procedures and Foul Administration Amended in 2023-24 High School Basketball Rules Changes

FOR IMMEDIATE RELEASE

INDIANAPOLIS – Beginning next year, high school basketball teams will shoot two free throws for common fouls when in the “bonus.” This change to Rule 4-8-1 eliminates the one-and-one scenario and sets new foul limits each quarter for awarding the bonus free throw.

Rules changes were approved by the National Federation of State High School Associations (NFHS) Basketball Rules Committee at its annual meeting April 24-26 in Indianapolis. The recommendations were subsequently approved by the NFHS Board of Directors.

In addition to awarding two foul shots for all common fouls, teams will reach the bonus when their opponent commits five fouls in each quarter and team fouls will reset at the end of each quarter. The KHSAA Board of Control, at its annual May meeting, approved additional Golf State First Round Sites.  The Board’s goal is to establish at minimum a three-year advance rotation to assist coaches in future planning for course access leading up to the events.

05/10/23 – Board of Control Accepts Reports of Member Survey Results, State Legislation, Officials Licensing

The KHSAA Board of Control conducted its final regularly scheduled meeting of the 2022-23 academic year on Wednesday in Lexington, accepting reports of several member surveys and ballots regarding both new and existing championship sports and sport-activities, as well as reports of Kentucky state legislation and officials licensing. 

After officially approving the adoption of girls’ wrestling for the 2023-24 academic year during last February’s Board meeting, on Wednesday the Board approved the return of the KHSAA Wrestling State Championships to Alltech Arena at the Kentucky Horse Park in Lexington through 2024-25 to be held as a three-day event each year.

The Board approved the adoption of boys’ and girls’ tennis team state championships in the spring, along with the existing individually bracketed tennis tournament, beginning with the 2023-24 academic year. Staff managing Baseball and Softball have continued to receive inquiries regarding the ending of the regular season and the beginning of the postseason.

A variety of situations were shared with the KHSAA Board of Control at today’s meeting. After discussion and on behalf of the staff, the Commissioner proposed an interpretation allowing regular season games to be played up until the day before the district tournament begins in both sports. The Board unanimously concurred with that recommendation which will be the policy in all team sports going forward. This is in alignment with the end of the regular season in the individual sports that can play contests up until the day before the postseason begins.

05/09/23 – Catch the Bass Fishing State Championships This Weekend on Kentucky Lake

FOR IMMEDIATE RELEASE: MAY 9, 2023

The 2023 KHSAA Bass Fishing State Championships presented by UK HealthCare will cast on Kentucky Lake on May 12-13 in Calvert City.

The two-day event will crown an inaugural girls’ state champion in addition to a boys’/coed state champion on the sport-activity’s 10-year anniversary.

Admission to the event is free to the public. Following each day’s competition, the weigh-in ceremonies will be streamed live on khsaa.tv for free.

CHECK-IN/CHECK-OUT PROCEDURE

We want to remind Athletic Directors and coaches about the strict time schedule at postseason track & field meets. Throughout the regular season, we realize that many athletes are competing in a rolling schedule style meet. However, both the regional and state track meets are structured to be held to a specific time schedule. With the state meet taking at-large qualifiers, it is important that all 21 regions adhere to a strict time schedule to ensure competitive fairness for the at-large qualifiers attempting to advance to the state meet. With the regional schedule, coaches should prepare athletes to communicate with meet personnel and check-in/check-out of each event. Athletes should arrive to the clerk for running events no later than second call. The games committee has determined that athletes who check-out to compete in a running event have 12 minutes from the completion of that event to return to check-in.

We have received some inquiries from baseball schools that have had issues with regard to the availability of the host facility scheduling district tournaments and contracted games for the end of the regular season.

Within Bylaw 23 it states that the opportunity to participate in regular season contests ends at all levels of play on the second day preceding the first KHSAA Tournament (District, Region, or State), with the exception that the varsity team may practice and play through its elimination from KHSAA sanctioned tournament play.

While there were accommodations during COVID to allow play until the day prior to the first date of the tournament, those accommodations were only for the 2020-2021 school year. Traditionally the regular season ended on Saturday and the postseason began on Monday.

The pairings for the 2023 Clark’s Pump-N-Shop Baseball and Softball State Tournaments presented by UK HealthCare will be decided during the KHSAA’s annual Spring Championship Draw Show on Tuesday, May 9, at 1:30 p.m. ET from the KHSAA office in Lexington.

The Draw Show will be streamed live on the NFHS Network at no cost to viewers via khsaa.tv, determining which regions will be paired for first-round matchups.

Both tournaments are currently scheduled to begin Thursday, June 1, on the campus of the University of Kentucky in Lexington. Kentucky Proud Park will host three consecutive days of first-round and quarterfinal baseball action, while John Cropp Stadium will facilitate softball competition across the opening three-day span.

The semifinal rounds of each tournament will continue on Friday, June 9, followed by both championship games on Saturday, June 10.

The registration deadline is Monday, May 8, 2023. Teams/boats can register by clicking on the State Championship Registration link below. From the Choose Type menu select Invitational, and then from the Choose Tournament menu select 2023 KHSAA State Finals, All Female Division, or 2023 KHSAA State Finals which is the Coed Division:

Changes in High School Wrestling Rules Include Allowance of Six Matches in One Day of Competition

FOR IMMEDIATE RELEASE

INDIANAPOLIS – High school wrestlers will be able to wrestle in six matches in any one day of competition beginning with the 2023-24 season. The six-match limit includes championship and consolation matches and excludes forfeits.

This change to Rule 1-4-3 was one of 12 revisions recommended by the National Federation of State High School Associations (NFHS) Wrestling Rules Committee at its April 2-4 meeting in Indianapolis. All changes were subsequently approved by the NFHS Board of Directors.

The increase from five to six matches for regular-season competition follows the change two years ago which permitted six matches in any one day of tournament competition. With experiments conducted last year by state associations with no reported injuries, the committee thought the increase to six for regular-season competition was a natural progression.

  • Interrupted games that are not completed count toward your limit of season count (36 games) as well pitches thrown in the game count toward pitch count limitations (No change from past years).
  • If a district-seeded or other game with a written contract requiring completion is interrupted and cannot be resumed that day, three choices exist for completing the game
    • If agreed by both teams, terminate the game with the score as it exists provided it is a complete game under the NFHS playing rules, including the KHSAA game-ending procedures surrounding 10- and 15-run margins. If such an agreement is reached at the site, it shall be considered final and is not reviewable for revision.

The KHSAA will continue to offer Unified (in partnership with Special Olympics Kentucky) and Adapted events to include regional and state track & field competitions. While most unified and/or adapted athletes have been participating throughout the season, it is important to review the following information prior to the start of the postseason.

Throughout this year and at meetings held throughout the state, staff has reviewed the logistical issues surrounding the State Swim Meet. Simply put, despite years of adjusting time schedules, there is not a facility in the Commonwealth that can handle the capacity of the friends, families and supporters of our current state meet. The Commissioner and staff have discussed at length with various constituent groups including our Board of Control, the membership, veteran meet managers and even other states, to see formats that might help alleviate the issues. Even a new facility set to come online in a couple of years at one of our colleges and universities will not be built with the capacity to totally eliminate the problem, and only time will tell if the projected size of that facility remains the same following construction. 04/24/23 – Esports Spring State Championships to Be Held Wednesday at UK

After kicking off 2022-23 state competition with last December’s winter event, five more state champions will be crowned at the 2022-23 KHSAA Esports Spring State Championships presented by UK HealthCare inside the University of Kentucky Federal Credit Union Esports Lounge at The Cornerstone in Lexington on Wednesday.

Teams will compete for state titles in Rocket League (PC), League of Legends (PC), Mario Kart 8 Deluxe (Nintendo Switch), Super Smash Bros. Ultimate (Nintendo Switch) and Madden NFL 23 (PlayStation 4), with an award ceremony following the completion of every semifinal and final.

The schedule for the 2023 KHSAA Spring Esports Championships has been updated at khsaa.org. The semifinalists and finalists in each sanctioned offering will compete on Wednesday, April 26 at the UKFCU Esports Lounge at The Cornerstone on UK’s campus.

Teams that qualify for the in-person event will be sent instructions to join a conference call on Friday, April 21 at 2 PM (ET). Event details including parking, check-in procedures, ticketing, and other pertinent information related to the event will be discussed during the call. Details about joining the call will be sent to participating coaches at a later date.

The 2023 KHSAA Archery State Championships presented by UK HealthCare are set to take off Tuesday, April 18, at Ephram White Gymnasium in Bowling Green.

Gates will open for participants at 7 a.m. CT and for spectators at 7:30 a.m. Tuesday’s action will start with the first boys’/coed flight at 8:30 a.m., followed by the first girls’ flight at 9:45 a.m. A total of six flights are scheduled throughout the day, with an awards presentation set to follow the conclusion of competition.

The KHSAA has received official notification from the NFHS announcing that USA Softball, the national governing body utilized by NFHS Softball to certify bats, has placed the Suncoast Model SBFPB-10 bat on the Non-Approved Bat List with Certification Marks. This bat is not compliant for use under NFHS softball rules, effective immediately (4/17/2023). A picture of the bat is shown below.

These bats were approved when originally manufactured and were legal for play at that time, but due to some unforeseen issues no longer pass the approval requirements. Risk Minimization Focus of 2023-24 High School Swimming and Diving Rules Changes

FOR IMMEDIATE RELEASE

INDIANAPOLIS (April 14, 2023) – Swimming stroke changes and a new penalty for close diving board proximity stand out among the high school swimming and diving rules changes approved for the 2023-24 school year.

Risk minimization was a top priority, leading to eight rules changes brought forth by the National Federation of State High School Associations (NFHS) Swimming and Diving Rules Committee, which held its annual meeting March 19-21 at the Conrad Hotel in downtown Indianapolis. The NFHS Board of Directors approved all eight rule change submissions.

The KHSAA wanted to update member schools on different topics and questions that have been submitted to the office thus far this softball season. 

FACE PROTECTION

Since 2018, Kentucky has required the use of face protection for pitchers, first basemen, and third basemen. The office has received several questions about interpretations of this rule which is understandable given the regular turnover of coaches and umpires. Below are a few examples with case situations included for umpires and coaches. None of these are revisions from the past years of implementation and most are simple clarifications.

  • The face protection for pitchers, first basemen, and third basemen is required in all contests for KHSAA member schools, regular and postseason, whether the contest is played in Kentucky or out of state.
  • Out-of-state teams who travel to the state of Kentucky to compete are not required by Kentucky rules to wear face protection but are expected to comply with any […]

04/14/23- Wrestling State Schedule Format Survey Questionnaire

At its February meeting, the Board of Control approved the Commissioner’s request to survey the member school Designated Representatives about the state wrestling format. This survey must be completed by the Principal or Designated Representative of each member school. 
 
This survey is critical with the addition of a Girls’ Wrestling Championship for 2023-24 as well as addressing both staff and membership concerns about the current schedule, particularly the state first round. While other information will be solicited from both Athletic Directors and coaches on the sport with the addition of the girls’ championship, the feedback on this issue should come from each school sponsoring the sport through its Principal or Designated Representative. 4/14/23- Basketball Shot Clock Surveys

Two seasons ago, the NFHS gave states discretion in the adoption of the shot clock for competition in Kentucky. For the 2022-23 season, the KHSAA did a survey of its Designated Representatives about the shot clock and there was not a majority desiring to see it implemented. The Board approved those results and directed the survey to be conducted again prior to the 2023-24 season. It is felt this decision needs to be driven by the membership.
 
We are again using our Board election system which is in the school subdomain to conduct this member school survey, which will actually be in two parts, one survey asking about BOYS’ competition and one about GIRLS’ competition, to ensure that if there are differences in thoughts, those differences are considered by the Board. 04/13/23 – Media Credentials Now Available for Spring Championships

The KHSAA’s online media credentialing system for spring state championships (archery, esports, bass fishing, tennis, track & field, baseball, softball) is now live and can be accessed via the following link: credentials.khsaa.org

Credentials to each KHSAA State Championship event are issued by the KHSAA to working members of the media who regularly cover high school athletics. Credentials must be requested prior to the established deadline for each sport through the online credentialing system.

Credentials should be requested by the sports editor/director for all members of their organization needing to attend an event. Credentials for freelance photographers and stringers must be requested by the sports editor/director at the outlet the freelancer will be representing. Media outlets are responsible for the actions of all individuals representing their organization, including compliance with KHSAA policies and procedures. The KHSAA will also be conducting a female-division-only Regional and State Championship in 2023. 

  • In order for a regional female-only division to occur, there has to be a minimum of one launched female-only division boat on the day of competition.   
  • For female-only division, a school may enter a maximum of four boats.
  • These four shall not count against the limit of six in the coed division.
  • All athletes assigned to boats in the female division, including substitutes, must be female.
  • Entries in the coed division can be all male, all female, or a combination of both genders, including all substitutions.
  •  All boats entered in the female-only division are not eligible for the coed division.
  • Substitutes cannot be assigned to boats in both divisions.

Two KHSAA coaches earned 2021-22 Section II Coach of the Year honors from the National Federation of State High School Associations Coaches Association. Conner boys’ cross country head coach Ian Johnstone and Ballard softball head coach Alan Jones became the KHSAA’s 37th and 38th NFHS Section II Coach of the Year selections since 2001-02.

The NFHS, which has been recognizing coaches through a comprehensive awards program since 1982, honors coaches in the top 10 girls’ sports and top 10 boys’ sports (by participation numbers) and in two “other” sports – one for boys and one for girls – that are not included in the top 10 listings. REMINDER ABOUT PARTICIPATION AND TITLE IX REPORTS

Last week, each member school was sent a notice from Assistant Commissioner Darren Bilberry about the opening of the data entry for the Title IX and Participation Report processes. These annual reports are due by April 30. In addition, we wanted to remind you about two recognition programs that are widely used by the membership and ensure that you take advantage of those programs.

Schools are now able to access all of the required online forms to submit their 2022-2023 Title IX Annual Reports. The information in this post presents a summary for each school as you work to complete the required Annual Participation Report as well as the Title IX Report for 2022-2023.

  • The deadline for submission is May 1, 2023.
  • The online system is currently available for entry and is the only acceptable means of submitting the report.

Registration for the 2023 Boys/Coed and Girls State Archery Championships is now open. Registration shall remain open through Wednesday, April 12, 2023.

The first official KHSAA Ratings Percentage Index (RPI) rankings and the initial stat leader reports for the 2023 baseball and softball seasons are now available. All data is based solely upon the statistical information officially submitted to the KHSAA/Riherds Scoreboard by member schools.

The RPI is a tool developed for all team sports by using the official KHSAA/Riherds Scoreboard data. It is provided for a variety of reasons, including district tiebreaking and football bracketing, and as a means to increase publicity, interest and promotion. The KHSAA Board of Control has approved the RPI to be used as a tiebreaking/contest result mechanism to decide seeded district games not played by the deadline.

This award is based on athletic and academic achievement as well as community service and leadership. The link to the application contains additional criteria and a form to nominate one participant. Nominations must come from a member school but can be submitted by an administrator, guidance counselor, or coach. 02/24/23 – Competitive Cheer & Dance Tryout Window and Spring Allowances Reminders

As a reminder to KHSAA member schools, there is a specific allowance in Bylaw 23 for Competitive Cheer and Dance teams to have a tryout period in the spring. During April, schools are permitted to designate a single two-week tryout period following which there shall be no further practice or competition outside of the defined season as detailed in Bylaw 23.     Released Inversions, Tosses to Stunts Highlight High School Spirit Rules Changes for 2023-24

    FOR IMMEDIATE RELEASE

    INDIANAPOLIS (March 24, 2023) – Two major rules changes for the 2023-24 high school spirit season involve released inversions and tosses to stunts to clarify rules for consistency.

    Continued efforts to promote skill development and minimize risk led to eight total rule changes recommended by the NFHS Spirit Rules Committee at its February 13-14 meeting in Orlando, Florida. All recommended changes were approved by the NFHS Board of Directors.

    Several rules regarding released inversions with various twisting limitations were consolidated into Rule 3-3-6a. As a result, every usage of a “half turn” was changed to a “one twist” to allow for consistency. This revision establishes the same twisting allowance for each type of landing.     03/23/23- Basketball Scheduling and Corresponding Dates Reminders for 2023-24 and 2024-25

    Nearly two years ago, the Board of Control approved revisions to the corresponding date calendar for basketball necessitated by the annual rollover of calendar dates, the periodic movement of the NCAA championships calendar and the availability of postseason championship facilities. In order to impact as few post-season sites as possible, the association adjusts its calendar periodically to allow for the incongruence of NCAA and NFHS planning calendars but so as not to lessen any competition season. This information was shared in detail during past regional meetings of the membership and the Designated Representatives and Principals in attendance.

    NFHS Part 2 Exams for licensed officials in the sports of Baseball, Softball, and Track are now available online.

    The Part 2 Exams will be open until 11:59 p.m. (ET) based on the following schedules:

    Track: Monday, May 1
    Baseball: Monday, May 8
    Softball: Monday, May 8

    Login at https://officials.khsaa.org/authorize/ to take the test. The exam consists of 50 questions.  A minimum score of 35 questions correct out of 50 is required for a passing score.  

    First-year officials are not required to take the exam, however, if any first-year official has completed licensing requirements, the test may be taken.

    Any official determined to have been involved in the improper administration of the exam, including taking it for another official or having it taken by another official, will have the score disregarded for the year and be subject to other penalties in compliance with the jurisdiction of the office through […]

    03/22/23- Off Season Football Activity and Practice Reminders

    Based on a series of inquiries in the last day or so, a couple of reminders are necessary for our football schools in an effort to prevent inadvertent violations of the bylaws surrounding football practice and off-season activity. NONE OF THESE PROVISIONS ARE NEW but with large turnover in many areas, a reminder seems prudent.

    HELMETS AND EQUIPMENT

    • Helmets are part of the player equipment spelled out in the NFHS playing rule 1-5. As such, the use of a helmet is restricted by Bylaw 23, just as all other playing equipment is restricted.
    • Helmets may only be issued to players prior to July 10 in the following cases:
      • An activity explicitly approved by school administration that is held on campus and involves only enrolled students at the school between the end of the 2022 playing season and July 10, not including the approved and reported spring practice dates. This activity may not […]

    03/22/23 – Future Golf State First Round Sites Solicitation

    The KHSAA is seeking Golf Courses and schools to serve as sites and hosts for future Golf State First Rounds. 

    The KHSAA Staff and Board, working with Golf House of Kentucky staff, is seeking a three-year advance selection for playing seasons 2024, 2025, and 2026.  

    The third and final site for the 2023 season was finalized during the Board’s February meeting with Winchester Country Club slated to host Site #3.  Previously announced were Calvert City Country Club (Site #1) and Kenton County Courses (Willows Course – Site #2).  Hopkinsville Country Club was previously approved to serve as Host Site #1 for 2024.
