12/23/13 – Important Notes for all Coaches and Officials to Read – Clarifications on Announcers, Fouls, and Long Switches

Athletic Department Blog Updates

Announcers Clarification
We have received several questions regarding what is allowed to be spoken by announcers during a live ball. Though this rule and its interpretations are not totally new, it has been reported that some announcers were not following the guidelines set forth by the NFHS. It has also been reported that in some areas, the officials may be taking the references within the rule far too literally, and directing that absolutely nothing can be said via the PA system during live ball play. The following is the case study (situation) from the NFHS Case Book and clearly states what is intended, that “play by play” or other things normally appropriate to media broadcasts, etc. are prohibited, other information can be relayed to the crowd and participants via public address. The safe recommendation is to only announce what is being recorded in the normal scorebook that was not able to be announced during dead […]

12/20/13 – Limitation of Seasons, Rosters, and Regular Season Competition Structure

Athletic Department Blog Updates

The KHSAA is excited to announce that we currently have 107 schools participating in high school bowling.  With the growth of bowling also come growing pains.  We hope that this and future communications is helpful to students, coaches and administrators involved in all aspects of the sport activity.

We know that it is very important to schools to be consistent across all KHSAA sport activities. Upon review of the competition rules of both bowling and other KHSAA activities, and due to questions we have received here at the office, we would like to share the following interpretations.  This may be different than what you have done or been told in the past.

First, Bylaw 23, Limitation of Seasons for sport activities is different than in the interpretation that is given to the sports.  For instance, a JV bowling team would like to participate in a tournament on February 1, 2014.  This is after the postseason begins for the […]

2013-2014 News Releases

After reviewing all of the available data/information and the most educated predictions, the KHSAA is making schedule adjustments for the rest of the weekend, and changes to a few of the event instructions to help with this weekend’s weather situation. Though there are dozens of factors that went into the schedule revisions, the first and foremost concerns have been competitor safety, and the travel needs of the entire school communities, especially the evenings when ice is highly anticipated. All 12 schools through their senior administration, have been involved in the lengthy discussions about options and individual situations considered, ranging from those three miles from the facility, to many hours away. In the end, the teams have committed at this time to being able to accommodate the schedule changes. Each person desiring to attend the games must make the most prudent decision for their own circumstances as far as coming to the games, all of which will be streamed live on www.khsaa.org […]

11/21/13 – Changes to Track Site Selection Plan

After fantastic feedback on the Cross Country Super Regionals and a great crowd and weather at the state Cross Country meet, we feel it is time to catch everyone up on what has been going on behind the scenes in regards to track regional sites.

11/13/13- Revision in Track and Field Season, 2014 ONLY

Athletic Department Blog Updates

At the November 11, 2013 meeting, the KHSAA Board of Control approved an allowance for Track and Field teams for the 2014 season only, to allow normal “regular season” meets to be run AFTER the regional meets, provided these regular season meets are held on or prior to May 17 and provided no school competes in more than 19 meets (not including the region and state). This allowance is further explained below, and is a situation specific to 2014 due to the likely involvement of more than fifty percent of the licensed Track and Field officials as the University of Kentucky hosts the SEC Outdoor championships on May 15-17, 2014.

In July, 2013 the Board approved a staff request to adjust the date of the 2014 regional and state track meets. This was done due to major scheduling conflicts with one weekend in May (originally reported as May 8-10, later confirmed as May 15-17), and also […]

The changes will be:

  • In Baseball, Basketball, Volleyball and Softball, Lawrence County will move from District 57 to District 60, to be in the district with Belfry, Phelps, and Pike County Central.
  • In the sports in which they participate, Piarist Academy would move into District 59 to join East Ridge, Pikeville and Shelby Valley and create a four team district thereby reducing the 58th district to four teams.

As we approach the postseason we would like to remind coaches and regular season meet host, that all results should have been and continue to be sent to the kymilesplit.com website to be uploaded for qualifying meet verification.

If you will remember, information was sent out at the beginning of the season with instructions to “how to claim your team”, etc on the milesplit site.  The link to that blogs is http://khsaa.org/092113-where-to-send-xc-and-track-results/.  Also a quick reminder that all participants in regional competition must be 7th grade or above.

By this time you should have gotten information on your regional from the host school.  A list of contacts for your regional can be found at http://khsaa.org/cross_country/2013/managers.pdf.

A list of regional officials assignments have been posted for your information as well.  This can be found at http://khsaa.org/cross_country/regionalofficialsassignments.pdf.  All other regional information can be found on the Cross Country page of the KHSAA website.

10/09/13 – Commissioner Issues Clarification about Postgame Activity, Corrections to Erroneous Media and Social Media Reports

Athletic Department Blog Updates

First, for those who may choose to read no further, there has never been a ban or prohibition on postgame handshakes or other types of good sporting behavior by the KHSAA, its Commissioner or its Board of Control. Nor has such a ban been proposed. There is no ban or prohibition on such activity today or contemplated for the future.

This message has been composed entirely by the Commissioner of the KHSAA. I do not want any room for misinterpretation or anyone else being accused of being involved. As the Commissioner, I take very seriously my role to ensure clear, concise and accurate communication regarding the expectations for our membership, participants, coaches, officials and all involved.

However, yesterday (10/8), at best a poorly worded and at worst, an incomplete, notice was sent from me to the member schools regarding postgame activity. Regardless of the number of people who had written […]

10/08/13 – Commissioner’s Directive on Postgame Activity

Athletic Department Blog Updates

For those that may choose to read only the first few lines, it is worth reiteration. THERE IS NO BAN OR PROHIBITION ON POSTGAME HANDSHAKES. Has not been considered, contemplated or reviewed as an option.

Several sports have “traditions” regarding postgame handshakes, etc. by team members (both en masse and as individuals), but none of them have such action dictated by playing rules. While it is an obvious sign of sportsmanship and civility, many incidents have occurred both in Kentucky (more than two dozen in the last three years in Kentucky alone) and throughout the country, where fights and physical conflicts have broken out during these postgame handshakes. And this is not restricted to specific sports. In our state alone, incidents in soccer, football and volleyball have occurred this fall.

Unfortunately, the adrenaline and effort required to participate in the sport sometimes seems to deplete the supply of judgement available to participants. And this can […]

09/21/13 – Where to send XC and Track Results

Athletic Department Blog Updates

Beginning with the 2013-2014 school year, both Cross Country and Track and Field results will be tracked and accessed through the http://ky.milesplit.com/ website.  The website is free for all schools and is a great way to track your student athletes’ results throughout the season.

All results are mandatory to be submitted to Jonathan Grooms via email at jonathan@kytrackxc.com or kytrackxc@gmail.com in flat html format from Hytek.  If not in Hytek, an Excel Spreadsheet would be the preferred method.  Only those results submitted will be considered for eligibility for the postseason by the KHSAA.  Please get results to Jonathan in a timely manner (within a few days of your event) and in the format that he has requested above.

The website has many other free features.  Coaches can claim their team and athletes. This feature will allow coaches to easily track their athletes progress throughout the season(s).  Again, there is no charge for this portion of the […]

09/20/13 – Bowling Changes Regarding Start Date and Singles Entry

Athletic Department Blog Updates

Changes to the 2013-2014 bowling season:

The start to the season, for the purposes of Bylaw 23 (Limitation of Seasons), is now October 1st, which is a change from the past two years October 15th date.  This was brought to the bowling advisory committee and discussed.  We found that this would be very helpful with scheduling in many participating communities.  This is not a mandate to start earlier if the school has no need to do so, but is an option.

After discussion and Board of Control approval, we now have the option for schools to enter singles bowlers into postseason competition.  The Board feels that this will allow additional participation by students as schools work to build a team for future team participation.

Just as in swimming and golf, schools are now allowed to enter a singles bowler into the regional singles competition.  At this time there are no minimum regular season […]

The first thing i would like to do is to ask two of our breakout speakers to come forward.

There are only seven (7) proposals on the agenda to change the bylaws of the KHSAA this year and they are detailed at http://khsaa.org/annualmeeting/20132014/annualmeetingproposals.pdf. An e-mail was sent today (Sept. 16) with instructions for your school principal or athletic director to respond to the KHSAA Competitive Cheer Squad Division Declaration Survey.  Please get with your administrators regarding your school’s response with regard to participation in KHSAA Region and State Competitions.

Deadline for response is Oct. 1.  No adjustments will be made to squad divisions following the Oct. 1 deadline.  Keep in mind that if you have a injury and are not able to replace the injured member, you will still compete in the same division, just with less participants.

Also note that following the Oct. 1 deadline, withdrawal from KHSAA Region or State for any reason will result in no out-of-state travel for squads and include a fine under Bylaw 27.

09/11/13 – Reminder about Schools Being Encouraged to Participate in Annual Meeting

Athletic Department Blog Updates

This is always a great time of year. School has started, the Friday night lights are on, the fields and courts are in use every night. And again this year, we are privileged to be completing another circuit around the state holding regional meetings about KHSAA operations, online data management and Title IX.

But now its time to deal with some of the “business issues” surrounding the KHSAA. And a lot of that business is accomplished through the Annual Meeting. Truth be told, other than the championship final events and recognition ceremonies, this event continues to be one of my favorites. Our staff gets to sit down and meet with those people in the trenches at the local schools, and talk about issues facing both groups. Our philosophies and perspectives are different, so too naturally are our opinions.

This two-part article will attempt to first lay the groundwork for the meeting, and then secondarily, it […]

09/04/13 – Reminder about KHSAA members playing Australian Traveling Basketball Teams

Basketball Blog Updates

Recently, the KHSAA has received several inquiries regarding the member schools of the Association being able to play basketball teams from Australia. In the interest of a consistent answer for all member schools, this clarification is being issued regarding play in all team sports (baseball, basketball, football, soccer, softball and volleyball).

KHSAA member schools are under the following restrictions for opponents in the team sports. These have not changed, and are reiterated for clarity:

  • KHSAA schools may only play school teams in Kentucky that are members of the KHSAA.
  • KHSAA schools may only play out of state teams in all team sports (baseball, basketball, football, soccer, softball and volleyball) that are 1) members of another state association  or 2) are not members of that state association because they are prohibited from joining that association by the organization structure, but are allowed to play the members of that state association; and all contests must be properly sanctioned […]

08/30/13 – Additional Information Received – Riddell Helmets with Helmet Add-ons

    Football Blog Updates

As the coaches are aware, we have sent out several bits of communication regarding helmets and helmet add-ons. Today, we received the information below that was sent out by Riddell regarding the use of add-on devices to their helmets. This notice reiterates the stance we have consistently held, that unless you receive written approval from a helmet company that they consider their helmet to be NOCSAE certified with any add-on (cap, glue on pad, or any other add-on to the shell of the helmet), then these attachments cannot be worn in practice or competition.

08/30/13 – Quick FB 0 Week Wrap Up

    Football Blog Updates

Just about three quick reminders after watching quite a bit of Week 0 video.

    FB Experimental Rule

Remember we are experimenting with a rule on kickoffs. This experiment adds to the end of 6-1-3, “After the ball is marked ready for play and until it is kicked, no member of the kicking team with the exception of the kicker may be more than five yards behind the kicking team’s free kick line.” As we apply this experiment, remember it is only a foul if someone is touching beyond the goal line side of the five-yard mark. In other words, with a standard 40-yard line kickoff, if someone were touching the 35-yard line, but not beyond the goal-line side edge of that line, it is legal. Don’t over officiate this new rule. Something has to be touching beyond.

If the foul does occur, it’s a five yard encroachment foul, which kills the play before it begins. Remember, […]

08/30/13 – Heat Timeouts Mandated for Football Week 1, August 30 and 31

    Football Blog Updates

Obviously with today’s extreme temperatures and expected to go through the weekend, a quick reminder is in order.

YES, for this entire weekend and in all games regardless of temperature, we will mandate a heat timeout which shall not be charged to either team, during each quarter. The time-outs should be taken at the first change of possession following the six minute mark of each quarter.

Officials and coaches should also remember that the Heat Index Policy is in place for all games. If the heat index is 95 to 99, then a break is mandatory for at least 10 minutes in duration, every 30 minutes. If the heat index is above 99, no activity, including warmups, is permitted due to the requirements for safety equipment.

Best of luck to all involved.

08/30/13 – Reminder on “Off Season” during school year limitations

    Softball Blog Updates

This is a reminder to all softball coaches and administrators with regard to limitations to “off season” during the school year activities (“Fall Ball”).  We have received some reports of schools using school uniforms and other identifying apparel which is prohibited.

Please review and be mindful of the stipulations.

Case BL-23-14- What are the restrictions during the school year outside of the defined Limitation of Seasons (off-season) when the school’s team members are participants or school coaches are involved?

Coaching is defined as any activity by the coach at a time the athletes are participating in skills (either preparatory or specific to that sport) in a setting in which skills are taught, refined, or practiced. Coincidental participation by a coach and an athlete in a sport such as a golf outing, where the coach and athlete(s) are not entered as a entry or group, or in an activity such as distance running with many […]

    08/27/13 – Heat Index Reminder

    Soccer Blog Updates

With Temperatures reaching into the nineties for many areas across the Commonwealth this week, I would like to remind all of you of our Heat Index guidelines for Soccer:

In games where the heat index has been determined to be 95 or higher, play will stop at the 20 minute mark of each half of play to allow student-athletes and of?cials to take a mandatory 10-minute heat timeout and water break. Contest of?cials will get heat index information from game management before the start of the contest and will then implement the timeout procedures by notifying the coaches at the required pre-game meeting.

08/27/13 – Member School Menu Page Refinements

    Athletic Department Blog Updates

As you log into your KHSAA Member School account (effective Tuesday, August 27) you will notice a refinement of the grouping and arrangement of links with the most frequently used links in the left most column of the page.

The flow of the first three groups (Member School Database, Member School Personnel, and Student-Athlete Rosters) follow the training approach that I have explained in person at our workshops, on the phone, and in my typed (and video) instructions.

Additionally, there is a “Printed Publication” section in the right most column of the page where you can purchase a copy of the 2013-2014 Handbook or our 2013-2014 Memo Calendar as of its publication date.

If you have any questions, please do not hesitate to ask.

    Thank you

    Rob Catron

08/26/13 – Reminder on “Off Season” during school year limitations

    Baseball Blog Updates

This is a reminder to all baseball coaches and administrators with regard to limitations to “off season” during the school year activities (“Fall Ball”).

Coincident participation by a coach and an athlete in a sport such as a golf outing, where the coach and athlete(s) are not entered as a entry or group, or in an activity such as distance running with many […]

08/27/13 – Did You Know? Head Coach Data Privileges Role

    Catron's Kilobytes

Do you have a trusted Assistant Coach that you would like to have the same roster and/or schedule entry rights as your head coach?  Perhaps your head coach delegates that role to a trusted Assistant coach.

Do you have a Head Varsity Coach that is responsible for maintaining all three roster levels (Varsity, JV and Freshman) – but does not necessarily coach the other two levels on the court or on the field?

Did you know that you can easily take care of both of these requirements in our updated 2013-2014 Member School Database using the new Assistant Coach “Head Coach Data Privileges” Role?

I think that we all realize that the roster and schedule system is restricted to users with AD level (or higher) or Head […]

08/23/13 – Heat Reminders and Time-Out Procedures Reiterated for Football games

    Football Blog Updates

With tonight being the first permissible night for football contests, this notice and directive is important to help ensure the health and safety of the competitors. Due to the extremely low temperatures that have existed throughout most of fall practice, it is possible that many athletes are not properly acclimatized to the wearing of gear in hot weather, in spite of meeting the required number of days.   Out of an abundance of caution, and respect for the safety of the competitors, coaches and game officials, officials are directed to take the NFHS permissible heat time-outs during each quarter of each game played on August 23 and August 24 if the ambient temperature at the playing site is 80 degrees or higher. In most cases, we will not reach the normal levels of the heat index monitoring regulations, but safe is certainly better than sorry. The time-outs should be taken […]

    08/23/13 – Soccer Sportsmanship

    Soccer Blog Updates

The practice of good sportsmanship is integral to conducting an interscholastic athletic contest. After reviewing the Disqualification reports from the first three days of the season, we have 25 student/athletes or Coaches that have been removed from their games. Granted, a few of these are due to second cautions of reckless play, but far too many of these are for dissent, vulgar/profane language or fighting. After discussing this with the Commissioner, I want to remind you that this type of behavior will not be tolerated. The Board of Control has empowered the Commissioner to add additional fines to the school for repeated offences that show a lack of institutional control. I am fairly confident that those coaches who don’t have these issues arise in their programs are as tired as I am with listening to people say “that’s Soccer”. It is a great game and it doesn’t have to be played in an unsporting manner. […]
