01/27/21 – Initial Basketball Stat Leader Reports Released
FOR IMMEDIATE RELEASE: January 27, 2021
The first statistical leader reports of the 2020-21 season for girls’ and boys’ basketball have been posted at KHSAA.org. The leader reports will be updated every day at approximately 3 a.m., and will include all teams missing stats for no more than two games.
Statistical entry is required of all member schools, and those failing to meet the requirement to enter stats are subject to penalties from the Commissioner, including fines and other actions within the constraints of Bylaw 27. Member schools are solely responsible for submitting statistical information. If a school or individual is omitted, or information is not updated, that means the team in question did not update its statistics through the KHSAA’s online system prior to the deadline.

01/25/21 – 2019-20 National Coaches of the Year Selected by NFHS Coaches Association
INDIANAPOLIS, IN — Twenty-three high school coaches from across the country have been selected as 2020 National Coaches of the Year by the National Federation of State High School Associations (NFHS) Coaches Association.
The NFHS, which has been recognizing coaches through an awards program since 1982, honors coaches in the top 10 girls sports and top 10 boys sports (by participation numbers), and in two “other” sports – one for boys and one for girls – that are not included in the top 10 listings. The NFHS also recognizes a spirit coach as a separate award category. Winners of NFHS awards must be active coaches during the year for which they receive their award. This year’s awards recognize coaches for the 2019-20 school year.

01/21/21 – Board of Control Reviews Status of Winter and Spring Sports

The Board of Control held its fourth regularly-scheduled meeting of the 2020-21 academic year on Thursday at the KHSAA Office, conducting a thorough status review of ongoing operations and championship plans. Staff provided an overview of all winter and spring sports and sport-activities, while outlining considerations and options for the winter events that will be presented for final review at the Board’s next meeting on Feb. 17.
“Today’s meeting provided an opportunity to update the Board of Control and our constituency on the various issues and COVID-19 mitigations facing each of our sports and sport-activities,” said KHSAA Commissioner Julian Tackett. “Circumstances change rapidly during the pandemic but we hope to have a clearer picture for how we can proceed with our winter championships when the Board next meets in February.”

01/19/21 – Dates Announced for Boys’ and Girls’ Sweet Sixteen®
FOR IMMEDIATE RELEASE: January 19, 2021
The dates for the 2021 Boys’ and Girls’ Sweet Sixteen® State Basketball Tournaments have been set, with the boys’ tournament taking place March 31 through April 3, followed by the Mingua Beef Jerky Girls’ Sweet 16® on April 7-10. Each tournament will be played over four days at Rupp Arena, with the semifinals and championship played on the final day, as a one-year accommodation due to the events being scheduled around Easter Sunday. The four-day format was standard for the state basketball tournament for several years prior to the 2013 Boys’ Sweet 16® when a statewide legislatively-initiated panel recommended separating the prior semifinal/championship Saturday schedule into two days.
At this time, attendance for both tournaments will be restricted to 15% of capacity within the areas of the arena in-use. Details will be announced in February regarding the ticketing process, but all-session tickets will be limited for 2021 in order […]
01/15/21- Early Season Basketball Reminders- Masks, Seeding, Attendance, Media
This is being sent to all KHSAA member school Principals and Athletic Directors, as well as the Head Coaches of record and the licensed officials.
After our first couple of weeks, it appears a couple of reminders are in order related to the basketball season during the pandemic. We have been blessed by an opportunity to play when so many other states do NOT have that opportunity. But that privilege comes with responsibilities to help ensure public safety and the continued opportunity.
FACE COVERINGS
It is REQUIRED not recommended that all bench personnel wear masks/face coverings. Local policy cannot override this requirement. We all sincerely hope for relief from some of the extra requirements, but such will likely not come this season.

12/10/20- Board of Control Confirms Decision to Start Winter Sports Practice December 14

The Board of Control conducted a special meeting on Thursday morning, upholding its earlier decision by a 12-5 vote to begin practice for winter sports on Dec. 14th and regular-season competition on Jan. 4th. Prior to confirming the start of the winter sports season, the Board voted 12-5 to push back the dates for the boys’ and girls’ Sweet 16® to March 29-April 8 after narrowly defeating other alternative dates, with the event schedule and format to be finalized at a later date in consultation with Rupp Arena.

11/23/20 – NFHS Officials Part 2 Exam Now Online for BK, SW, WR
We hope our officials continue to be safe and healthy as we look forward to a return to winter sports.
Please note that the NFHS Part 2 exams for licensed officials in the sports of Basketball, Swimming, and Wrestling are now available online. The Part 2 exams will be open until Monday, December 7 at 11:59 p.m. (ET).
The tests will automatically close on December 7 at 11:59 p.m. (ET). Login at https://officials.khsaa.org/authorize/ to take the test. A minimum score of 80 on the exam is required to be considered for assignment to officiate postseason play. The exam is also used for advancements in levels of classification.
First-year officials are not required to take the exam, however, if any first-year official has completed licensing requirements, the test may be taken.

11/19/20 – Board of Control Pushes Back Start of Winter Sports Season to January 4
FOR IMMEDIATE RELEASE: November 19, 2020
The Board of Control conducted its third regularly-scheduled meeting of the 2020-21 academic year on Wednesday and elected to postpone the start of the winter sports season to January 4th by unanimous vote. In congruence with the Governor’s order issued later the same day, official practice for all indoor interscholastic winter sports shall cease on Friday, November 20 at 5 p.m. and is planned to resume on Monday, December 14. This cessation will apply to all indoor interscholastic sports at all school levels, including but not limited to basketball, bowling, competitive cheer, dance, indoor track and field, swimming, and wrestling.
Details regarding any allowances for indoor interscholastic sports, which will be restricted prior to December 14, will be distributed to the membership prior to the Governor’s ordered shutdown of school-related in-person activity on Friday, November 20. As we prepare for the start of official practice on October 26, reminders are in order for all involved. This was previously distributed to all schools earlier this month, but all representatives would be advised to be sure you are familiar. 10/1/20-2020 Basketball Rules Clinic Available Online for Officials and Coaches
The mandatory Online KHSAA Rules Clinic for the sport of Basketball is now available. The clinic is required of all officials as well as all coaches, varsity, junior varsity and freshman, and whether or not the coach receives pay.
Because of the nature of current events as well as rules changes, coaches you are likely placing your team at a competitive disadvantage if you delay/put off/procrastinate the completion of this clinic. Officials, your failure to stay on top of these key provisions will likely lead to administrative errors.

08/31/20- Clarifications Around Board of Control Approved Waiver of Bylaw 9
REVISED 9/16/20 PER BOARD ACTION REGARDING BASKETBALL PRACTICE STARTING
As most school representatives are aware of information already distributed by this office following the meeting, the Board of Control approved a waiver of certain parts of Bylaw 9 for this fall. Normally, Bylaw 9 would normally preclude a student who had played basketball at any level (freshman, JV, or varsity) after enrolling in grade nine from participating in an outside organized contest in basketball from the first day of school until the end of the high school basketball season.
Due to the pandemic, students lost the ability to attend potential recruiting events during the summer with events either not being held or with college coaches not being able to attend. Bylaw 9 previously made exceptions for both boys and girls’ basketball team members to attend one-day events on an NCAA campus with specific restrictions.

07/27/20 – Student-Athlete Participation Rises for the 3rd Straight Year to New Record Totals

Student-athlete participation increased for the third-straight year in Kentucky High School Athletic Association sports and sport-activities to reach record levels in 2019-20. A total of 107,166 rostered participants competed across the KHSAA’s 13 sports and six sport-activities according to information submitted by the membership, surpassing last year’s then-record total of 106,931. Football was one of 12 offerings to show an increase from the previous year, breaking a trend of declining participation for the last three years by adding 202 new student-athletes [freshmen, JV, varsity] during the 2019-20 season to remain the state’s most popular sport with 13,277 rostered participants.

Following the completion of the 2020 KHSAA Basketball season, the Association has chosen the finalists for the sport’s Official of the Year Award. Of the 1,782 licensed officials in basketball, Raymond Lightfoot (Frankfort), Hannah Reynolds (Island), Rian Craft (Burkesville) and Brian Johnson (Jenkins) were chosen as finalists with Lightfoot selected as the 2020 KHSAA Basketball Official of the Year.
The KHSAA will honor the top licensed officials for the 2019-20 season during the course of the year, with the honorees for each sport chosen in the weeks immediately following each respective sport’s championship. Finalists in each sport are selected through a combination of not only on-field/court performance but local association activity and leadership, training efforts and the mentoring of newer officials.

With the announcement yesterday of the recommended closure of all K-12 schools to in-person instruction throughout Kentucky for the remainder of the school year, the KHSAA Board of Control today approved the Commissioner’s recommendation and announcement by unanimous vote that the 2020 state basketball tournaments will not be resumed, while also approving the cancellation of all regular-season practices and contests as well as all postseason tournament championship events for all spring sports and sport-activities for the 2019-20 school year. This means the termination of the Archery, Bass Fishing, Esports, Baseball, Softball, Tennis, and Track & Field seasons. This will also result in the continuance of all provisions of the Coronavirus Dead Period provisions until further notice to the member schools from the Commissioner.

This information is in effect, as stated below, through April 30, 2020. Prior to that time, revised guidance and policy will be issued to be effective May 1 as we all collectively work to prevent the spread of the Coronavirus on our campuses and among our athletes and coaches. Updated 4/2/20 and 4/17/20 based on inquiries from member schools and revised orders from the Governor and CDC Guidance.
This impacts all KHSAA constituents and includes guidance from the Governor, Public Health Officials, the Kentucky Department of Education, and additional guidance from federal authorities. 03/18/20- Refund Options, 2020 Girls’ and Boys’ State Basketball Tournaments
Today (March 18) should have been a day of celebration. Newly crowned Mingua Beef Jerky/KHSAA girls’ state tournament champions and other participants should have been celebrating in their local communities. Downtown Lexington and the entire state should have been abuzz as the Whitaker Bank/KHSAA Boys’ State Basketball Tournament played its first round. But such was not to be the case. Events totally beyond the control of everyone involved led to the determination that it would not be safe to conduct the remainder of the Mingua Beef Jerky girls’ event or conduct any of the Whitaker Bank boys’ event.
We know that many of you are as disappointed as we are. You had planned for months on the annual celebration of basketball in our Commonwealth. And while the cancelation (Ticketmaster term becessary to permit refunds) represents nothing less than a financial disaster for the Association, finances certainly could not be the determinant in our action steps. 03/16/20- Update on KHSAA Office Opening/Closing and Staff Availability
In partnership with our State Department of Education, the Governor’s office, our member schools, the NFHS and similar to many other state associations, KHSAA staff has been directed to work remotely from home until at least April 10 (revised 4/2/20). Administrators will available via email. Our hope is to return to the office for regular hours later in April, however, this is a very fluid situation and could change at any time. Updates will be posted online.
As of now and through at least May 1, all activity by rostered participants, coaches and those who have participated in at least one practice session for a middle or high school remain shut down as do all athletic facilities in control of our membership. As we all work together, everyone is hopeful to contain the spread of this virus. Staff will communicate any changes to future events through social media and the KHSAA website.

The Kentucky High School Athletic Association (KHSAA) is aware and continues to monitor the issues with COVID-19 (Coronavirus). We are keenly aware of the recently declared emergency status and the primary purpose for which those declarations were made, to enable and expedite federal assistance with state and local efforts. We will review any new developments and listen to medical experts as they advise not only the KHSAA but our Commonwealth and country on alternative next steps. We will work with our member schools and our host facilities to take every precaution to ensure a healthy and safe environment for everyone involved.

03/05/20- Upcoming traffic changes on Upper Street and Avenue of Champions
LEXINGTON, Ky. (March 4, 2020) – Lexington visitors and commuters will notice traffic changes in the University of Kentucky area soon. Avenue of Champions, from South Limestone to Lexington Avenue, will be restricted to one-way traffic beginning Monday, March 9. The intersection of South Upper and Winslow streets will be closed starting at 7 p.m., Friday, March 13, through the weekend. These temporary changes are needed to facilitate sewer line construction.
Starting March 9, Avenue of Champions will be one-way westbound (toward Limestone), beginning at Lexington Avenue. The car and bike lane on the south (Gatton Student Center) side of Avenue of Champions will be fenced off, and closed for sewer construction. Traffic from Limestone will not be able to turn right onto Avenue of Champions, and must use Maxwell Street as a detour.

The Board of Control approved a motion during Wednesday’s meeting at the KHSAA Offices for the Association to continue offering Field Hockey as a sanctioned-sport. The vote followed a planned review and evaluation of the feasibility and growth of field hockey and preliminary discussion during the Board’s January meeting.
Included in the rationale for continuing to sanction field hockey were the facts that (1) there is no negative financial impact for the Association, and (2) the sport had been played for nearly 50 years when the KHSAA first adopted it as a sanctioned championship in 2014. 02/18/20 – 2020 Sweet 16® Online Media Credentialing System
The media credentialing system for the 2020 Mingua Beef Jerky/KHSAA Girls’ and Whitaker Bank/KHSAA Boys’ Sweet Sixteen® State Basketball Tournaments is now available online, and can be accessed by going to credentials.khsaa.org. Both of this year’s events will be held at Rupp Arena, with the girls playing March 11-15, followed by the boys’ tournament March 18-22.
The deadline to apply for credentials is 5 p.m. on the Monday prior to each respective tournament – March 9 for the Girls’ Sweet 16® and March 16 for the Boys.

02/06/20- Deadline Extended for 2019-2020 Seeded Basketball District Games
It goes without saying that many schools have missed many days of school recently. While little has been for the weather, when we have likely half of our school districts out of school at various points these last two weeks for illness, it is obvious that basketball has taken a second seat.
For that reason, and based solely on these extenuating circumstances this season only, the deadline for playing in seeded district games has been extended to THURSDAY, FEBRUARY 20. This will no doubt cause hardship on some of our managers who will only have one business day for final arrangements, including brackets. However, it is apparent that this is a necessary step.
Any game not played by February 20 is to be counted as both a win and a loss for both teams in figuring the winning percentages for district seeding. This procedure has long existed in the Competition rules and was designed for […]
02/04/2020 – 2020 Whitaker Bank/KHSAA Sweet 16® Scholarship Applications Now Open
For the seventh year Whitaker Bank, as part of its continuing title sponsorship of the Boys’ Sweet 16®, and the KHSAA will be presenting four one-time $1,500 scholarships. The scholarships are open to high school seniors that participate in KHSAA sanctioned sports and sport-activities.
Deadline for the information to be received by the KHSAA is Feb. 28. There is no limit to the number of applicants from a school.
Winners will be recognized during the 2020 Whitaker Bank/KHSAA Boys’ State Basketball Tournament, March 18-22 in Lexington.

01/06/20- Basketball Nominations Sought For Male and Female Midway Student Athlete-of-the-Year Awards
The KHSAA is excited to open the nomination process for the Midway University/KHSAA Male and Female Student-Athlete of the Year among Basketball participants for 2019-2020. Midway University has expanded its partnership to include both male and female nominations for 2019-2020.
This award is based on athletic and academic achievement as well as community service and leadership. The link to the application contains additional criteria and a form to nominate one participant from each 2019-2020 team. Nominations must come from a member school, but may be submitted by an administrator, guidance counselor, or coach. The first statistical leader reports of the 2019-20 season for girls’ and boys’ basketball have been posted at KHSAA.org. The leader reports will be updated every day at approximately 3 a.m., and will include all teams missing stats for no more than two games.
Statistical entry is required of all member schools, and those failing to meet the requirement to enter stats are subject to penalties from the Commissioner, including fines and other actions within the constraints of Bylaw 27. Member schools are solely responsible for submitting statistical information. If a school or individual is omitted, or information is not updated, that means the team in question did not update its statistics through the KHSAA’s online system prior to the deadline.

11/25/19 – NFHS Part 2 Exam Now Online for BK, SW/D & WR Officials
NFHS Part 2 Tests for licensed officials in the sports of Basketball, Swimming & Diving and Wrestling are now available online. The Part 2 exams, required for postseason eligibility, will be open until Monday, December 9 at 11:59 p.m. (ET).
The tests will automatically close at that exact time. Login at https://officials.khsaa.org/authorize/ to take the test. A minimum score of 80 on the exam is required to be considered for assignment to officiate postseason play.
First-year officials are not required to take the exam, however, if any first-year official has completed licensing requirements, the test may be taken.
Any official determined to have been involved in the improper administration of the exam, including taking it for another official or having it taken by another official, will have the score disregarded for the year and be subject to other penalties in compliance with the jurisdiction of the office through the Federal Court Decree.

09/30/19 – Official KHSAA RPI Rankings Unveiled

The first official KHSAA Ratings Percentage Index (RPI) Rankings are now available on the Association’s website (https://khsaa.org/rpi-ratings-percentage-index/) following a thorough development and implementation process. Approved by the Board of Control in January of 2018, the RPI will be incorporated into the football competition rules as a means of seeding Rounds 3, 4, 5. The RPI is simply an informational tool in the other team sports and is provided as a means to increase publicity, interest and promotion.

09/23/19- KHSAA and Midway University Expand Student-Athlete Awards Program

The Kentucky High School Athletic Association and Midway University are expanding their partnership in the Midway University/KHSAA Student-Athlete of the Year Awards program to include recognition for males beginning in the fall of 2019. The program originally began in the spring of 2016 as a way for Midway University to honor female student-athletes, and will now include male and female student-athletes for all KHSAA-sanctioned sports and sport-activities.

07/30/19-Reminder about NCAA Recruiting Windows and KHSAA Bylaw 9
We have received several inquiries about upcoming “recruiting” events being held during the month of August. With various start dates for school in Kentucky, Bylaw 9 can impact the eligibility of students and in many cases, without their advance knowledge, if events are held at the “wrong” time of the month and their school happens to start very early compared to others.
Keep in mind that Bylaw 9 restricts basketball players (and does not apply to any sport other than basketball or football) who have BOTH been enrolled in the 9th grade and THEN subsequently has played for the school (freshman, junior varsity or varsity) in a contest. 07/10/19- Reminder about Bylaw 24 and Organized Boys’ Basketball Play in July
Again this year, there have been several inquiries concerning boys’ basketball events in July. School representatives are reminded that due to the provisions of Bylaw 24, there can be no organized play by boys’ basketball teams during July. This restriction does NOT apply to girls basketball. Per the Bylaw, “Students shall not participate in any organized team activity or organized or semi-organized team competition in boys’ basketball between the end of the dead period and July 31. During this period, students may participate in activities such as weight training, skill development, individual camps (with per team limits on participation) and accepted open gym/field activities where no inter-school competition is involved.”

05/15/19 – Several Equipment Changes Highlight High School Basketball Rules Changes
INDIANAPOLIS, IN (May 15, 2019) — Five of the seven rules changes in high school basketball concern player equipment, including new uniform provisions that will be required in the 2024-25 season.
All seven rules revisions recommended by the National Federation of State High School Associations (NFHS) Basketball Rules Committee at its April 23-25 meeting in Indianapolis were subsequently approved by the NFHS Board of Directors.
Effective with the 2024-25 season, the number on the jersey can no longer be the same color as the jersey itself. Currently, the number can be the same color as the jersey if it is bordered by a contrasting color. Despite the contrasting-color border, the committee said the number is still difficult to see in many cases. The other two options in Rule 3-4-3e regarding the color of the number remain in effect.

02/26/19- KHSAA Update on June Scholastic Events
In January, in response to findings from the Rice Commission, the NCAA announced changes to its Division I Men’s Basketball Recruiting Calendar. The intent of the changes was manifold:
- First, it was a concerted effort to create events that were solely and completely managed and run by individuals from the interscholastic community, those affiliated with the 51 State Associations and the District of Columbia.
- Secondly, it was an effort to reduce recruiting time in July and re-structure the entire Division I recruiting cycle. The end result was identification and open events in April, highly restricted events in June, and a reduced number of days for open, shoe-company type events in July.
The primary desire of the changes was to create events in one of five types, which center around individual skills camps, traditional team vs. team play, and all-star play. The emphasis of the June events was and remains, traditional school play where possible, […]
02/15/19 – Sweet Sixteen® Online Media Credentialing System
The media credentialing system for the 2019 Whitaker Bank/KHSAA Boys’ and KHSAA Girls’ Sweet Sixteen® State Basketball Tournaments is now available online, and can be accessed by going to credentials.khsaa.org. Both of this year’s events will be held at Rupp Arena, with the boys playing March 6-10, followed by the girls’ tournament March 13-17.
The deadline to apply for credentials is 5 p.m. on the Monday prior to each respective tournament – March 4 for the Boys’ Sweet 16® and March 11 for the Girls.

02/04/2019 – 2019 Whitaker Bank/KHSAA Sweet 16® Scholarship Applications Now Open
For the sixth year Whitaker Bank, as part of its continuing title sponsorship of the Boys’ Sweet 16®, and the KHSAA will be presenting four one-time $1,500 scholarships. The scholarships are open to high school seniors that participate in KHSAA sanctioned sports and sport-activities.
Deadline for the information to be received by the KHSAA is Feb. 28. There is no limit to the number of applicants from a school.
Winners will be recognized during the 2019 Whitaker Bank/KHSAA Boys’ State Basketball Tournament, March 6-10 in Lexington.

It is again time for us to take orders for advance tickets to the 2019 KHSAA Girls’ Sweet 16®. Here are some notes about this year’s event:
These tickets for the entire event may be ordered online through the KHSAA website through Friday, February 22, 2019 at https://www.khsaa.org/payments/khsaa-girls-sweet-16-tickets-2019/;
Tickets ordered through the KHSAA will be filled in the rows A-M of Sections 13, 14, 15, 30, 31 and 32.
Tickets ordered through the KHSAA are priced at $140 in these sections for the entire tournament, and the price includes $1.50 in facility and bond fees, per session, that will be paid to Rupp Arena.
Tickets ordered through the KHSAA DO NOT include Ticketmaster Facility fees.

As we begin the basketball and wrestling seasons, three issues have been consistently discussed with communication to and from the KHSAA offices and various association representatives.
EJECTIONS AND BYLAW 21
All receiving this communication are reminded that there is no appeal of a judgment call by an official, including ejection of a player or coach. Bylaw 21 is explicit in that not only may protests not be granted, but they may not even be considered. This is not to say that coaches and school representatives should not give feedback to the local assigning secretaries.

10/08/18- 2018-2019 Basketball Rules Clinic Available Online for Officials and Coaches
The mandatory Online KHSAA Rules Clinic for the sport of Basketball is now available following a minimal delay for system maintenance. The clinic is required of all officials as well as all coaches, varsity, junior varsity and freshman, and whether or not the coach receives pay.
Because of the nature of this year’s rules changes and especially, points of emphasis, coaches you are potentially placing your team at a competitive disadvantage if you delay/put off/procrastinate the completion of this clinic. Officials, your failure to stay on top of these key changes will likely lead to administrative errors. It is an unusual year with minimal rules changes, but those that were made impact game administration.

09/13/18 – Basketball Interpretation Relative to Bylaw 9 in Regards to AAU Tryouts for Basketball
The KHSAA continues to receive inquiries in regards to Bylaw 9. Basketball/Football Contestant On Other Teams, Postseason And All-Star Games. More specifically we have received numerous inquiries in regards to AAU tryouts and whether or not this is permissible.
Bylaw 9 states that athletes who have previously BOTH been enrolled in grade nine and then subsequently represented a KHSAA member school in a contest or scrimmage, cannot play in an organized basketball game from the first day of classes for the student body through the first day of practice (October 15).
Therefore, while the tryouts themselves may be permitted we wanted to remind athletic directors, coaches, and students what is permitted and not permitted for basketball players in regards to these tryouts. What specifically is permissible and not permissible for basketball players to participate in after the first day of school is outlined in Case BL-9-2 and can be viewed by clicking on the following link:

Due to changes in the NCAA recruiting calendar for women, an interpretation is necessary to KHSAA Bylaw 9 and this interpretation supersedes Case Situation BL-9-6 from the 2017-18 KHSAA Handbook.
Bylaw 9 states that athletes who have previously BOTH been enrolled in grade nine and then subsequently represented a KHSAA member in a contest or scrimmage, cannot play in an organized basketball game from the first day of classes for the student body through the first day of practice (October 15).
There are two exceptions for females. The relative provisions are contained in Bylaw 9. These provisions state –
(3) Permissible competition by females during this period shall include:

07/31/18 – Reminder About Bylaw 9 Restrictions
As the summer comes to a close, the KHSAA wanted to remind Athletic Directors, coaches, student-athletes, and parents about Bylaw 9, which has been in place for many years. Bylaw 9 restricts student-athletes in basketball and football, who after enrolling in grade nine (9) and have subsequently been a contestant in either sport at some level, from playing in outside competition once the school year begins and until the end of the season. This bylaw places a restriction on nonschool athletic participation in an attempt to protect students who choose to participate on their school’s athletic teams from exploitation by those who seek to capitalize on their skill and/or reputation.
Recent changes in the bylaw do allow permissible competition by student-athletes across the Commonwealth. Eight student-athletes from across the state will represent the KHSAA at the NFHS National Student Leadership Summit, July 23-25, at the Hyatt Regency in Indianapolis, Ind. There were several inquiries today concerning boys’ basketball events in July. Schools are reminded that due to the provisions of Bylaw 24, there can be no organized play by boys’ basketball teams during July. This restriction does NOT apply to girls basketball. Per the Bylaw, “Students shall not participate in any organized team activity or organized or semi-organized team competition in boys’ basketball between the end of the dead period and July 31. During this period, students may participate in activities such as weight training, skill development, individual camps (with per team limits on participation) and accepted open gym/field activities where no inter-school competition is involved.”

The second annual Midway University/KHSAA Female Student-Athlete of the Year program culminated on the campus of Midway University on Monday as Russell High School’s Sara Hieneman (softball) was named the overall winner for 2017-18. Beginning in May of 2017 with the State Bass Fishing Championship, Midway University presented a Female Student-Athlete of the Year award at each of the KHSAA’s 15 girls’ state championship events, with an overall winner selected following the final championship of the timeframe (2018 State Archery).
The Midway University/KHSAA Female Student-Athlete of the Year award is based upon overall athletic performance (60%), academic achievement (20%) and community service (20%). 02/05/17 – 2018 Whitaker Bank/KHSAA Sweet 16® Scholarship Applications Now Open
For the fifth year Whitaker Bank, as part of its continuing title sponsorship of the Boys’ Sweet 16®, and the KHSAA will be presenting four one-time $1,500 scholarships. The scholarships are open to high school seniors that participate in KHSAA sanctioned sports and sport-activities.
Deadline for the information to be received by the KHSAA is Feb. 28. There is no limit to the number of applicants from a school.
Winners will be recognized during the 2018 Whitaker Bank/KHSAA Boys’ State Basketball Tournament, March 14-18 in Lexington.

The media credentialing system for the 2018 St. Elizabeth Healthcare/KHSAA Girls’ and Whitaker Bank/KHSAA Boys’ Sweet Sixteen® State Basketball Tournaments is now available online, and can be accessed by going to credentials.khsaa.org. The St. Elizabeth Healthcare/KHSAA Girls’ State Tournament will take place March 7-11 at BB&T Arena in Highland Heights, followed by the Whitaker Bank/KHSAA Boys’ Sweet 16® March 14-18 at Rupp Arena in Lexington.
The deadline to apply for credentials is 5 p.m. on the Monday prior to each respective tournament – March 5 for the Girls’ Sweet 16® and March 12 for the Boys.

The KHSAA has teamed with the Kentucky Department of Agriculture to create new college scholarship opportunities for student-athletes involved in agriculture. As part of the 2018 Whitaker Bank/KHSAA Boys’ Sweet 16® (March 14-18), the KHSAA and the Department of Agriculture will award six $1,000 scholarships to three male and three female senior student-athletes, with the honorees recognized as the 2018 Kentucky Ag Athletes of the Year.
“The Kentucky Department of Agriculture is honored to be partnering up with the Kentucky High School Athletic Association to provide this scholarship opportunity for students who balance agricultural and athletic interests,” said Commissioner of Agriculture Ryan Quarles. “It is my hope that the 2018 Kentucky Ag Athletes will be able to use these $1,000 scholarships to further their education and ultimately give back to their communities.”

11/27/17 – NFHS Part 2 Exam Online for Basketball, Wrestling and Swimming Diving Officials
NFHS Part 2 Tests for licensed officials in the sports of Basketball, Wrestling and Swimming & Diving are now available online. The Part 2 exams, required for postseason eligibility, will be open until Monday, Dec. 11 at 11:59 p.m. (ET).
The tests will automatically close at that exact time. Login at http://officials.khsaa.org/authorize/ to take the test. A minimum score of 80 on the exam is required to be considered for assignment to officiate postseason play.
First-year officials are not required to take the exam, however, if any first-year official has completed licensing requirements, the test may be taken.
Any official determined to have been involved in the improper administration of the exam, including taking it for another official or having it taken by another official, will have the score disregarded for the year and be subject to other penalties in compliance with the jurisdiction of the office through the Federal Court Decree.

11/09/17- Bylaw 9 Rulings
Recently, the ruling officer for Bylaw 9 handed down sanctions to student-athletes from Lafayette, Frederick Douglass, Scott County, Montgomery County and South Laurel after school administrators proactively self-reported violations to the Association. The violations centered around an organized basketball contest involving students in member schools after the start of school but prior to the first day of allowable practice.
The KHSAA enforces the rules its membership approves, and though the event in question resulted in a minimal penalty (a one-game suspension) for the participating student-athletes, the Bylaw 9 violation is hardly unique to this specific event. Several other events in various parts of the state resulted in similar sanctions as required by the rule. Despite the constant education efforts of Association staff, this situation could have easily been avoided had adjustments been made to the event’s format, setup and participant composition. The mandatory online KHSAA Rules Clinic for the sport of Basketball is now online for all coaches (head and assistant) and licensed officials.

- The clinic is required for ALL coaches at each school, head or assistant, paid or unpaid.

04/26/17 – Statement on Passing of Dunbar Student-Athlete
KHSAA staff was shocked and saddened to learn of today’s tragic incident at Paul Laurence Dunbar High School.
“The absolute worst part of my job is getting a call like I received Wednesday night with the sudden loss of this young man. Our thoughts and prayers go out to the entire Ifeacho family, the Paul Laurence Dunbar and Fayette County school community, and all of those who valiantly tried to save this young man following his incident. We recognize the fragile nature of life itself and wish peace on all who knew this fine young man during this difficult time.”

03/30/17 – KHSAA Revising Office Hours Effective April 3, 2017
Effective April 3, 2017, the KHSAA will have new office hours. The office will open each day at 7:30 a.m. and close at 4:00 p.m. ET.
Logistical and traffic issues (both current and anticipated) in the surrounding area near the office, in particular, the opening of the new Frederick Douglass High School have created this necessity.

03/18/17 – KHSAA To Award Second Annual Louis Stout Memorial Scholarships

The KHSAA will present the second annual Louis Stout Memorial Scholarships during tonight’s semifinals of the Whitaker Bank/KHSAA Boys’ Sweet 16® to David Chase Baker from Menifee County and Madison Lauer from Taylor County.
When former Commissioner Louis Stout passed away in 2012, his late widow Anna directed that donations on his behalf go to the Louis Stout Memorial Fund for Students. Mrs. Stout felt this was an opportunity for the KHSAA to honor student-athletes who excel in athletics, academics, school service and community service.
Winners will receive a one-time $2,000 scholarship payable to an institution of higher learning, and were chosen after careful review with high school and college administrators, with selection criteria based on athletic activities, non-athletic activities, non-school activities and an essay on the role a student-athlete should play in the community.

Hosted by Dave Baker and Gary Ball at the WKYT Studio, the Draw Show determined the matchups for the 100th boys’ Sweet 16® and the 56th girls’ Sweet 16®.
The 2017 St. Elizabeth Healthcare/KHSAA Girls’ Sweet 16® will be held March 8-12 at BB&T Arena in Highland Heights. 1/13/2017 – Nominations sought for Midway Female Student-Athlete of the Year – Girls’ Basketball
The KHSAA is excited to open the nomination process for the Midway University/KHSAA Female Student-Athlete of the Year among girls’ basketball participants for 2016-2017.
This award is based on athletic and academic achievement as well as community service and leadership. The link to the application contains additional criteria and a form to nominate one female participant from each 2016-2017 team. Nominations must come from a member school, but may be submitted by an administrator, guidance counselor, or coach. The winner, if present, will be recognized at the 2017 St. Elizabeth Healthcare/KHSAA State Basketball Tournament March 8-12 in Highland Heights. 01/12/17 – Board of Control Addresses Alignment Issues, Archery Championship

During the course of its regularly scheduled meeting at the KHSAA Offices on Thursday, the Board of Control addressed alignment issues and championship details in several sports, while also approving a requested new trial pilot program for the 15th Region Tournament.
Following the consolidation of South Floyd and Allen Central High Schools, changes were needed in the basketball alignment (and subsequently the alignments in baseball, softball and volleyball) for the 15th Region. KHSAA Commissioner Julian Tackett attended a meeting of the Superintendents in the impacted districts on January 9 to review options related to the region. Facing challenges like an imperfect geographically aligned region and a pattern of reduced sport offerings by some schools in the region, there were few obvious non-impactful options available. 01/05/17 – First Basketball Stat Leaders Report Released
The first weekly statistical leader reports for girls’ and boys’ basketball have been posted at KHSAA.org. Statistics are compiled weekly throughout the season and will be posted to the KHSAA website each week.
Statistical entry is required of all member schools, and those failing to meet the requirement to enter stats are subject to penalties from the Commissioner, including fines and other actions within the constraints of Bylaw 27. Member schools are solely responsible for submitting statistical information. If a school or individual is omitted, or information is not updated, that means the team in question did not update its statistics through the KHSAA’s online system prior to the deadline.
Based upon recommendations from the Basketball Advisory Committee during its most recent meeting, the fine for schools not in compliance will be doubled for the 2016-17 season, as it creates a competitive imbalance for those that do participate. What is Officiate Kentucky Day?
Officiate Kentucky Day (OKD) is a one-day gathering of sports and sport activity officials from throughout the Commonwealth to celebrate the officiating industry. This event allows the KHSAA to partner with the National Association of Sports Officials (NASO) as part of their “state day” program and will showcase nationally known collegiate and professional officials as well as high schools officials to share their knowledge, skills and expertise in officiating.
OKD will be a lead-in to the National Association of Sports Officials (NASO) Summit that will follow July 30-Aug. 1, also at Marriott Downtown in Louisville.
