08/14/13 – KHSAA Online System Refinements and Revisions
This is blog post is meant for KHSAA Member School Principals and Athletic Directors and is specifically intended only for Administrators who maintain their School’s Personnel accounts and Rosters online via the KHSAA Member School only system. If you have an assistant that performs these online data functions, please direct them towards this blog post.
This blog entry will (1) describe the “Four Step” process needed to allow coaches to edit rosters, (2) describe how to let trusted assistant coaches edit rosters and schedules with the same privileges as your head coach and (3) describe how to let non-KHSAA Sport/Sport Activity positions at your KHSAA Member school to be able to log in and watch the Sports Safety Course.

08/12/13 – Reminder about Football Running Clock Procedure
This notice effects all football games played in Kentucky involving KHSAA member schools at al levels of play.
The point differential to initiate the running clock has been changed from 45 points to 36 points. Though this was previously noticed to all football coaches, this reminder is necessary as the season is about the begin. As was stated in the earlier notice email, the Commissioner’s Football Advisory Committee, which is made up of coaches and athletic administrators throughout the state, felt strongly that having had ample time to evaluate the previous difference, and with a desire surrounding injury prevention and efficient conduct of the games, that the number should be changed.

08/13/13 – Reminder about 2013 KHSAA Annual Meeting
This is intended for all KHSAA member school Superintendents, Principals and Athletic Directors and the link can be forwarded as needed.
The 2013 Annual Meeting of the membership of the KHSAA is to be held on Thursday, September 19 in the Thorobred meeting rooms on the third floor at the Lexington Center (High Street level,adjacent to the concourse of Rupp Arena). A final agenda will be published in the coming weeks, but the meeting is expected to begin at approximately 8:00 a.m. ET. and conclude not later than 1:30 p.m.
This specific meeting has professional development opportunities in the morning, a discussion period regarding proposals for rules changes, and a meeting where delegates convene to approve or disapprove the proposed KHSAA Constitution and Bylaw changes.

08/13/13 – New Softball Required for Postseason
Due to the merger of Rawlings and Worth, the Worth softball is now the official softball for the KHSAA. Worth is the ball that will be required for all post season competition including District and Regional Tournaments as well as the State Tournament beginning with the 2014 season. During the regular season there is no mandated ball other than any ball used must bear the NFHS authenticating mark. The State Championship title will also reflect the change and referenced Worth/KHSAA Fast Pitch Softball State Championship. The model number for the new softball is:

08/12/13 – HYPE Student Leadership Conferences; Three Fall Sports Begin Next Week

HYPE Student Leadership Conferences Take Place Next Week
The 13th Annual HYPE KHSAA Student Leadership Conference will be conducted next week in Lexington and Bowling Green. The conference is a free service provided by the Association for student-athletes to learn teamwork exercises and sportsmanship initiatives, and discuss current issues.
The first conference will be held Monday, Aug. 19 at the Lexington Convention Center, followed immediately by the second session on Tuesday, Aug. 20 at the Sloan Convention Center in Bowling Green. This year’s event marks the third since the HYPE Student Leadership Conference was split into two meetings to better accommodate students across the Commonwealth.

Welcome KHSAA member school personnel! I bet everyone is super busy getting back into school this week (many, like my daughter’s school — in Franklin County — started last week!).
I would like to start out the 2013-2014 school year by starting a weekly “Did You Know?” series of blog posts — highlighting certain functions of our member school login page and its various functions that are important to you, as an Athletic Administrator. I may talk about Roster Editing one week, Personnel the next, and even some general computer tips and tricks that would aid you with our website and its function.

08/10/13 – NOCSAE Position Statement Revised Again Helmet Attachments, Clarification for Coaches and Officials
NOCSAE, National Operating Committee on Standards for Athletic Equipment, has again revised its position statement regarding Helmet Attachments. The complete position statement is located on their web site, and available CLICK HERE TO VIEW THE LATEST POSITION STATEMENT FROM NOCSAE.
Neither the KHSAA, not the NFHS tests football helmets. As such, we cannot make an evaluation concerning any claim made about a product that is added to the helmet or its usage.
However, the KHSAA does strictly adhere to the NFHS playing rules. NFHS playing rule 1-5-3(9) clearly states that any piece of equipment is illegal if not worn as intended by the manufacturer. It is the obligation of the helmet manufacturer to indicate to the member school IN WRITING that a specific helmet attachment is being worn as intended by the manufacturer if such equipment is worn. 08/10/13 – July Board of Control Meeting Review
The following is a review of the items discussed at the July KHSAA Board of Control Meeting and the status of those issues. The Board meets six times per year, and each time, the membership will be updated as far as actions by the Board. While many of them attempt to communicate with you on a regular basis, I also want the schools informed of a consistent summary. 08/28/13 – XC and TR Regional Host Form, Changes, and Information
With the new alignment in Track and Cross Country came the opportunity to make adjustments to our postseason (regional) competitions. Managing 21 sites (3 classes and 7 regions) continued to have complications, including but not limited to, collection of identified host sites and the accuracy of those site plans, quality courses, facilities and equipment, supplying official to all sites, inspections of all courses and tracks, and year to year host schools cancellations and coaching (meet management) changes. Though not all of these issues plagued all regions, some of these issues caused problems in most regions. In an earlier post, we displayed a two year plan (draft). 08/05/13 XC and Track Regional Sites Selected
With the new track and field alignment comes additional changes. As schools know all postseason sites are set by the KHSAA for all sports. The new alignment gave the KHSAA an opportunity to coordinate the post season assignments differently than in the past for both Cross Country and Track and Field.
A concern for all schools has been the facilities and courses. Those concerns range from equipment such as pole vault and discuss venues, to timing equipment and appropriate amount of parking. Another important aspect of hosting is the experience of meet management and the ability to provide an adequate number of workers and volunteers to make a meet successful. Providing the top officials to ensure the absolute best experience possible for the student athletes in our communities is also a goal.

08/05/13 – Reminder about Approved Football Experimental Playing Rule
For the 2013 playing season (and possibly beyond), the KHSAA is conducted an approved experiment with the NFHS playing rules dealing with the formation of the kicking team on a free kick (kick-off).
DESCRIPTION OF MODIFICATION: Add to end of 6-1-3. After the ball is marked ready for play and until it is kicked, no member of the kicking team with the exception of the kicker may be more than five yards behind the kicking team’s free kick line.
The intent of this change is to hopefully slow down the acceleration of the kicking team members and reduce some of the collision involved with the full-speed kicking team member collides with the somewhat stationary receiving team member in an attempt to reduce opportunity for injury and minimize risk. The penalty would remain encroachment (as 6-1-3 is now), and would be a dead ball foul, killing the kick immediately to prevent potentially hazardous contact.

08/02/13 – Regional Series of Meetings Scheduled Again for 2013-2014
This reminder is for all member school Superintendents, Principals and Athletic Directors within the KHSAA.
For the fall of 2013, the KHSAA is again scheduling an Athletic Administrator Workshop in eight areas of the state. The content for this non-mandatory workshop will include instructional sessions on managing the coaching and player data for your school, an update on the operations and projects around the KHSAA and many elements related to Title IX and those required reports and functions. These sessions will begin just after 8 a.m. and continue through 12:30 p.m. Based on evaluative feedback, we will continue through the morning and end around 12:30 to allow for the host school to easily accomodate the end of the school day, and the attendees to get on the road.

Welcome back for the 2013-2014 School Year!
In an effort to ensure that we start the school year with an accurate Overall Athletic Roster, we have implemented again an initial step that an administrator with Athletic Director level access must perform before rosters can be updated and subsequently, statistics entered. Keep in mind that the online roster data forms the basis of both your school’s Title IX report and annual participation lists that are due in April.
Athletic Directors and Principals: DO NOT give someone else access to your login credentials. If you need to create additional users, you may do that through secure system by logging in to schools.khsaa.org.

08/01/13 – Early Planning Notes
With school under way in some of our districts, I realize some of you are trying to finalize your schedules. Two items to keep in mind as you go forward. I know some of you are wanting to get into the NWCA Weight Management website and begin entering your schedules and other data. When the NWCA emails the temporary login information for each of you, I will send it on to you that day. Until then, the site is not open and you will just have to wait on that task. Some of you are new to coaching and the pre-season scrimmages can get tricky if your not careful. Each school is allowed two scrimmages against other schools. The season is officially under way with two more weeks of practice before contests can begin! We just completed the Officials Advanced camp in conjunction with the Bluegrass State Games. What a great weekend for Soccer, a touch of rain for the first game Saturday gave way to a beautiful weekend. I saw a lot of good play for this time of preseason and the Referees were on top of their game too. One issue that came up was players adding tape to their socks. As you will read in the rule book and hear me cover in the rules clinic, it must be of SIMILAR color to the sock to which it is applied. A few coaches tried to explain that they felt it was not “tape” and/or was made by “Nike” so the rule did not apply. 07/23/13 – Football Playoff Survey Released, Board approves Results
At its July 22nd meeting, the KHSAA Board of Control received results from the latest playoff format survey completed by the membership. The survey was performed as the first step in beginning the process of aligning football for the 2015 through 2018 playing seasons. 210 of the 220 football playing schools responded, with 118 members (56.2%) favoring retaining the current format of bringing 4 teams from each district to the playoffs, 39 favoring bringing only three teams, and 53 favoring bringing only two teams from each district. The Commissioner applauded the membership for the outstanding rate of response.
This data will allow for the initial development of alignment drafts. The efforts will continue with more discussion at the November meeting of the Board of Control regarding an exact combination of enrollment data to be used and further discussion of the options in class 1A, where the schools were nearly evenly divided on a playoff format. 07/22/13 – Approved Alignment of Cross Country and Track, 2013-2014 and beyond
APPROVED ALIGNMENT OF TEAMS, 2013-2014 CROSS COUNTRY AND TRACK
The Board of Control conducted its July meeting on Monday at the Bank of Kentucky Center on the campus of Northern Kentucky University.
Following months of review, a survey of the member schools, and consideration of all of the suggested amendments, the Board of Control adopted a revised alignment for Track & Field/Cross Country to take effect for postseason competition in the fall of 2013. Originally, a draft alignment was developed which would have minimized differences in enrollment between the largest and smallest schools in Class 1A and Class 3A. However, the feedback from the membership was more favorable to the current system of dividing the schools, as the draft would have resulted in extremely large regions in Class 2A or additional regions.

07/22/13 – Reminder about Adding Shoulder Pads to Helmet as allowable gear for Football
Case BL-23-19- When does contact football practice begin?
The first date of contact practice is based on the first full day of classes for the student body in each school. Contact practice begins seven days prior to the first official day (which is the first day prior to students). The following is the calendar for the next two years. The shoulder pad column is the date with shoulder pads can be added to helmet IF the weekend days are not used for any type of practice. Be mindful that if non-contact simulations are held (i.e. 7/24 in 2013), then no practice can be held. As an example, in 2013, if the first full pad practice is July 29, but the school chooses to practice on 7/27 (any type of practice), then the shoulder pads couldn’t be worn until 7/25.

07/17/2013 – NOCSAE Releases Additional Statement on Helmet Shell Attachments
7-16-2013 – NOCSAE STATEMENT DETERMINES THAT HELMETS MAY NOT HAVE AFTER MARKET ATTACHMENTS
(THE FOLLOWING INFORMATION HAS BEEN SUPERSEDED BY COMMUNICATION FROM NOCSAE, AUGUST 2013, see http://khsaa.org/082713-nocsae-position-revised-again-helmet-attachments-clarification-for-coaches-and-officials/)
Based on a statement issued July 16, 2013 by NOCSAE, helmets with after market attachments may not be worn by KHSAA football competitors. This is not a KHSAA prohibition, but rather the result of information received from NOCSAE. Based on this information, the helmets do not meet the requirements under NFHS playing rules that the helmets be current with NOCSAE certification, and therefore, by playing rule, the helmet with such attachments is not legal per NFHS rule 1-5-3c9.

07/11/13 Track Season Date Changes Pending
Over the past months, staff has spent quite a bit of time reviewing future plans in Track and Field. We were very concerned about the fact that due to natural calendar rollover situations, the track season was going to be shortened in 2014 and 2015. This, coming on the heels of the movement of the region and state competitions a couple of years ago due to testing, forced us to examine the entire season and its parameters.
Regardless of state venue, which has not yet been set, the staff at the KHSAA has identified several issues regarding both the original dates and potential alternative dates for the track and field postseason.

KHSAA Distributes More Than $33,000 In Royalties To Member Schools
KHSAA member schools benefitted in the third year of a royalty program with the National Federation of State High School Associations (NFHS) and Licensing Resource Group (LRG), a trademark licensing company with nearly 20 years of experience managing trademark licensing programs for more than 150 colleges and universities, athletic conferences and athletic organizations nationwide.
The program was created to help the KHSAA’s 280 member schools collect revenues from royalties collected on merchandise sold at local and national retailers featuring the NFHS logo. The officially licensed hang tags, a creation of LRG similar to hang tags that appear on collegiate merchandise, are individually numbered and track the sale of each apparel item, as well as where it originated. Nationally, the program distributed more than $1 million in profits in the first year. […]

As the amendments to 702 KAR 7:065 work their way through the administrative review process, I/we have been asked to hold off in any communication that could be considered final as well as development of additional material until the regulation is approved in final form, partly to ensure that we send a consistent message. However, it seems timely to update you on the progress of these changes, particularly with the changes proposed related to Middle School Athletics. As you are aware, the genesis of these changes was a study commissioned by the legislature in 2012, with findings reported to the Kentucky Board of Education for implementation through the Kentucky Department of Education.

The Kentucky High School Athletic Association shall sponsor postseason competition in cheer (for all girls and coed), provided that ten (10) percent of the member schools declare intentions to participate in said competition. Member schools desiring to participate in KHSAA sponsored postseason competition shall be considered entered unless otherwise noted prior to December 1. The school shall designate to the Association, the division of competition by the November 15. The Commissioner shall divide the state into geographic sections with the approval of the Board of Control. The Kentucky High School Athletic Association shall sponsor postseason competition in bass fishing, provided that there is sufficient interest of the membership and such is approved by the Board of Control. The Commissioner shall divide the state into geographic sections with the approval of the Board of Control.

Bylaw 9 prohibits student-athletes who have been enrolled in grade nine who then play for a school from participating in outside organized competition from the first day of school through the end of the postseason. Instructional clinics and classroom sessions, as well as individualized instruction remain permissible as only the competition aspect is restricted by the rule. Keep in mind that student-athletes who have been enrolled in grade nine (9) and THEN have participated representing as school at any level are impacted by this rule, but not those ninth graders that have yet to participate after enrolling in grade nine (9).
This rule, which applies solely to basketball and football, has an exception built-in for girls by the Board of Control, allowing one weekend (Friday through Sunday) where previously affected girls’ basketball players can attend and participate in organized play. The 94th annual National Federation of State High School Associations (NFHS) Summer Meeting will take place June 23-27 in Denver, Colo., during which time longtime Kentucky official Jerry Kimmel will be inducted into the NFHS Hall of Fame while Logan County and Magoffin County High Schools will be awarded the 2013 “National High School Spirit of Sport Award.”
Kimmel, who will be inducted into the NFHS Hall of Fame as part of its Class of 2013, recently retired after 56 years as an active official and assigner for the KHSAA. The Beechmont native spent 16 years as a basketball and baseball official (1956-72), during which time he officiated three state baseball tournaments, 15 district, 14 regional and six state basketball tournaments, including four-straight from 1965-68. The 11 members in this year’s class will be the 27th inducted into the Dawahares/KHSAA Hall of Fame, and consists of former high school coaches, athletes, officials, administrators and contributors. The Class of 2014 will be inducted in ceremonies scheduled for Sunday, April 27, 2014, at the Lexington Convention Center. The induction of the 11-member Class of 2014 will bring the total number of individuals honored to 423.

Today’s Blog is geared towards our officials. Please take time to mark your calendars for this year’s Referee’s camp! The Advanced Camp for Soccer referees will again be held in conjunction with the Bluegrass State Games. We will be taking applications for this camp beginning today. Camp is scheduled for July 26 & 27 and will cost $65 (officials will be compensated for each match officiated by the BGSG). 05/20/13 Officials Registration is Open for 2013-2014 School Year
Registration for all officials is now available at http://khsaa.org/. Please note that there has been an increase in the administrative fee due to increased cost in criminal records checks. The total registration fee for officials in their first sport will be $65.00 ($40 administrative fee and $25 per sport) for the 2013-2014 school year. The fee for each additional sport will be $25. For example to register in two sports the fee will be $90. The fee for college students remains at $30.00 for one sport.
The deadline to be considered ontime for the 2013-2014 season will be midnight on June 30. After June 30 a $25 late fee will be assessed and this will prohibit your participation in post season assignments. The KHSAA will hold its annual Hall of Fame Golf Scramble on Tuesday, June 18 at the Marriott Griffin Gate Golf Course in Lexington. The event begins with a shotgun start at 8 a.m., followed by a luncheon at 1:15 p.m. The golf scramble is open to the public at a cost of $85 per person, or $300 for a foursome. 5/28/13 – Golf Distance Measure Devices and Voice Communication Devices
Distance-Measuring Devices:
For all KHSAA postseason competition, a player may obtain distance information by using a distance-measuring device that shall be capable of measuring distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect play (e.g., gradient/slope, wind-speed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification. This penalty is to be imposed whether or not any such additional function is actually used. NOTE: The restriction on the use of distance-measuring devices that are capable of measuring anything but distance will be reiterated in the published instructions and KHSAA hard card, and golfers directed to not use any of the restricted devices while they are on the course. With the University of Louisville hosting regional softball again there have been some changes to bus parking that I was not aware of yesterday. Buses should now park across the street from the Papa Johns Cardnial Stadium in the S lot. This will actually be a shorter walk to the bus shuttle for the drivers.
Also a reminder to teams (and coaches if you would remind your fans) that coolers are allowed only in the team tent city area on the field hockey field. Coolers will not be allowed in the stadium stands, nor in the grassy area near the jump pits.
Coaches have asked about the distances for jump boards in the triple jump event. In all three classes, jumpers will have the option of distances. They may use 24, 28, 32, or 36. Please utilize this information as you continue to practice this week in preparations for the state meet.

05/14/13 – Basketball Officials Camp Requirement Postponed
Beginning in 2014, the KHSAA will re-institute a requirement for officials to attend an instructional camp once every four years in order to officiate various levels of postseason play, with a four-year phase-in period. Though we had talked about the requirement beginning in 2013, we are going to postpone the start until 2014. The decision was made with several reasons in mind. With the forming of new officials advisory committee, a directive that came from the KHSAA Strategic Plan adopted this spring, the KHSAA staff realized the it was premature to approve something for this summer without an active review by this group to help standardize officials camps across the sports, and to allow for time to develop training methods and materials.We want to make it clear that we encourage officials to find, and go to, […]

The seed meeting went well and I want to thank those Regional representatives who traveled to Lexington yesterday to help with the seeding. Changes may occur as coaches and officials double check both the performance list and the roster by school for accuracy. An email will be sent once all changes are made and performance list are finalized.

05/09/13 – NFHS Basketball Rules Changes for 2013-2014
Head coaches in high school basketball will be allowed to come onto the court in an effort to break up a fight or keep a situation from escalating. Previously, the head coach could only enter the court if beckoned by an official.
This revision to Rule 10-4-5 was one of five rules changes approved by the National Federation of State High School Associations (NFHS) Basketball Rules Committee at its April 15-17 meeting in Indianapolis. All rules changes were subsequently approved by the NFHS Board of Directors.
While the head coach and his/her assistants must continue to ensure that players remain on the bench during a fight, the committee agreed that the presence of the head coach on the court could be instrumental in preventing the situation from escalating, and the coach also could assist game officials in controlling the situation.

The new proposed alignment for Track and Field, which was last aligned in 2008-09, places approximately 35% of schools in Class 1A, 40% of schools in Class 2A, and the top 25% of schools in Class 3A based on enrollment figures. The new alignment was created with the aim that larger schools have an inherently higher probability of having multiple athletes in different events and should compete more among themselves (as in football), but also recognizes that many of the smaller schools do not field a full team and would not necessarily need to have as few schools in Class 1A. The Board of Control conducted its final meeting of the 2012-13 academic year at the KHSAA Offices in Lexington on Tuesday. Among the items discussed, the Board of Control approved a draft for new alignment in Track and Field, selected a new site for the Ebonite/KHSAA Bowling State Championship, and approved a recommendation to elevate Assistant Commissioner Butch Cope to Associate Commissioner.

KHSAA Tennis, Track and Field State Championships Approaching
Tennis regional tournaments got underway over the weekend, and will continue through Friday, May 10th leading up to the 2013 KHSAA Tennis State Championships (May 15-18). Four singles players and four teams of doubles will advance from each of the 16 regions to make up the 64-person state bracket in boys’ singles, girls’ singles, boys’ doubles and girls’ doubles.
The winning team from each region will advance to team sectional play, which will be held the Saturday prior to the State Tournament (May 11). The winning sectional teams (four boys’ teams and four girls’ teams) will advance to the semifinals at UK’s Boone/Downing Tennis Complex on Wednesday, May 15. 05/3/13 Bowling Update
We would like to share some information with schools as we continue our work on KHSAA bowling rules and interpretations.
The bowling advisory committee met and had some great input and discussion. Here are the updates from that meeting and KHSAA staff discussion:
We are looking at alignment as more schools add bowling teams.
Singles only entries are being considered, if a school is unable to sponsor a team, but can sponsor individuals in the postseason.
Moving the start of the season up to October 1st is not possible at this time without a bylaw proposal change from a school. Nothing prohibits a school’s bowling team from practicing before the October 1 date, but there would be no catastrophic insurance in place and attendance could not be mandatory.

The Ebonite/KHSAA State Championship will be on February 13th & 14th for 2014. The regional window will be January 27th through February 8th.

05/03/13 Track Update and State Meet Information
As schools prepare for regional competition next week, we wanted to share some information.
Regional managers have been sent information with regards to the use of the milesplit website for meet verification and to be used for entry at the regional meets. This office has no issue with using this system to handle entries, so your region may be choosing to utilize this system. Please realize that there is a different method for entry using milesplit. Those directions will be emailed to you by your regional manager. You may also use the milesplit website as a supplemental tool for meet verification of your athletes.
May conflicts often occur during our spring sports championships. Please realize that host schools and their managers are asked to avoid graduations and testing issues, but not all conflicts are avoidable.

04/30/13 – Statewide Winners Announced For Forcht Bank/KHSAA Sportsmanship Recognition Program
FOR IMMEDIATE RELEASE: April 30, 2013
Beechwood’s Alexis Hunter and Monroe County’s Chad Wilson were honored as the statewide winners of the 2013 Forcht Bank/KHSAA Sportsmanship Recognition program at the 17th annual awards banquet on Sunday in Lexington. Hunter and Wilson were each awarded a $3,000 scholarship, and were chosen from a pool of 32 regional winners. Each regional winner received a $350 scholarship, along with an award from Forcht Bank and the KSHAA.
This marks the 17th year for the Sportsmanship Recognition program, which is open to all seniors that have participated in athletics and/or sport activities (cheerleading, bowling, archery and bass fishing). One male and one female are recognized from each school, with the local school honorees narrowed down to 32 regional winners, one male and one female from each of the 16 regions. The NFHS released a free course for coaches, participants, and parents on Pole Vault.
Through the collaborative efforts of the National Federation of State High School Associations (NFHS), the NCAA and USA Track & Field, an online pole vault skills course has been developed for coaches and athletes and is available for free on the NFHS Coach Education Program Web site at www.nfhslearn.com.
The course, “Pole Vault: Successful Skill Development,” is designed to further advance the knowledge of coaches and pole vaulters at all levels of sport – youth, high school and college — by teaching the introductory skills and safety aspects of the pole vault.

In this document, I am going to try and summarize, in as concise a means as possible, the changes made to 702 KAR 7:065 which specify regulations for athletics at the middle school level. This first part will be about the regulation itself, and the changes
that will be made due to its passage. An additional document, which will be able to be revised and edited as more questions arise, will explain many of the changes in layman’s terms.

Hard to believe that the regular season is close to completion. I realize many of you will take advantage of being together at the regional tournaments to work on next years schedules. Each year, the KHSAA must submit through KDE, any requested changes to 702 KAR 7:065 effecting governance of high school athletics. Pursuant to KRS 156.070 (2), the Kentucky Board of Education is responsible for all levels of interscholastic athletics in all grades, and has delegated such authority to the KHSAA for many years. Annually, requests for changes to regulations for interscholastic athletic competition at the high school level are submitted from a variety of sources through the KHSAA Board of Control. Normally, this involves a proposed set of changes that are voted on in the fall by the membership, then approved by the Board of Control, and subsequently reviewed as part of 702 KAR 7:065 by the Kentucky Board of Education. After these steps, the proposed changes are taken to the legislature through the Administrative Regulation Review Subcommittee, for final approval.

04/22/13 – KHSAA Bass Fishing Championship This Week; Top Officials Honored By KHSAA; Baseball-Softball Draw Show Tomorrow

First KHSAA Bass Fishing State Championship This Weekend At KenLake Marina
The first-ever KHSAA Bass Fishing State Championship will take place this weekend (April 26-27) at the KenLake Marina in Hardin. Forty-five teams advanced from the four regional tournaments to the state championship, which begins Friday morning with the opening day boat launch at 7 a.m. (CT). Each two-person team is allotted eight hours on the lake, with the weigh-in beginning at approximately 3 p.m.
The tournament format will be repeated on Saturday, with the boats launching in reverse order from day one. Each team can turn in a maximum of five fish each round, with each day’s catch counting towards the team’s total for the competition. 04/18/13 Pole Vault Box Collar Padding Announcment
On April 4, 2013 the National Federation announced a rule change regarding the use of the new ASTM approved standard for padding on pole vaulting box collars. Due to the timing of this rule change, the implementation decision for 2013 post season has been deferred to the state associations until the full rules committee of the NFHS can meet to discuss 2013-2014 rule change. This change is not based on injury data but a desire to allow progressive protective equipment to be added at a point in time when manufacturing supply and availability make it feasible.
After reviewing the situation and looking at both the stock issues of the newer kits and the lack of equitable practice opportunities on the new equipment, the KHSAA will handle this situation as follows:

04/22/23 – Draw for Forcht Bank/KHSAA State Baseball Tournament Tuesday
The draw for region vs. region match-ups for the 2013 Forcht Bank/KHSAA State Baseball Tournament will be conducted Tuesday, April 23 at 2 p.m. (ET). The draw will be streamed live on www.khsaa.tv in partnership with iHigh.com. The 2013 event is scheduled for June 3-8 at Whitaker Bank Ballpark in Lexington.
04/22/2013 – Minimum Number of Meets Increased for Postseason
At the April 15, 2013 Board of Control Meeting the board voted to increase the number of meets required for student-athletes to compete in the postseason. Beginning with the 2014-2015 school year, the minimum number of meets a student-athlete must compete in during the regular season to be eligible for the postseason has been increased from two to four.
04/19/13 – Limitation of Seasons Discussion – Possible Reduction of Contests to be Proposed
The following is an excerpt from the Board meeting summary of the April, 2013 Board of Control meeting.
At its April meeting, the Board continued its discussion regarding game limits for the sports of the KHSAA. The Board had asked staff to research surrounding state limits for comparison (results are posted as attachments at http://portal.ksba.org/public/Meeting.aspx?PublicAgencyID=4374&PublicMeetingID=8983&AgencyTypeID=1). In addition, at this discussion, the Board asked for further reports about the actual number of games being played, using the scoreboard data as a resource (that data is also posted in the committee material). The review of game limits originally began with a request from the State Superintendents and Principals Associations following open dialogue at their meetings and has continued for many months through discussion at the state AD conference and many other meetings such as the different sport advisory committees and state coaches’ conferences.
